Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

The development and improvement of computer-based process simulation packages over the past 20 years has provided process engineers with a powerful tool to use in the design of complex metallurgical plants. The use of such modelling tools has enabled the design of process plants that minimise operating and capital costs whilst optimising plant efficiency and recovery. Almost every new project developed in the current market is underpinned by a simulation of the process. In line with engineering best practice this simulation should be based on laboratory/pilot plant test work results and sound assumptions. Any errors that are not identified in the development of the process simulation may have significant effects on the final design and operation of the processing plant. Developing a simulation of the process in a comprehensive, logical and auditable manner is thus essential in ensuring the simulation accurately represents the expected process plant behaviour. A methodology that ensures these requirements are met has been developed by SNC-Lavalin Australia and is described in this paper. The methodology includes the major review stages of data collection, model planning, model building and optimisation, model review, scenario testing and options development, and model reporting. All of these stages should incorporate comprehensive client interaction and review by a suitably qualified representative. In applying these methodologies SNC-Lavalin Australia ensures that the process simulation model developed can be confidently utilised in the design of the process plant, and in the estimation of operating and capital costs, whilst ensuring that engineering best practices are met.

Falls of ground continue to be one of the most serious causes of injury to U.S. miners. Of the 256 fatal injuries that occurred in mining between 1996 and 1998, 52 (20%) were caused by falls of ground (Table I). Falls of ground affect some sectors of the mining industry more severely than others. For instance, nearly 40% of the 98 coal mine fatalities between 1996 and 1998 were caused by falls of ground. Underground miners are at much greater risk than surface miners. Nearly half (45 out of 101) of underground mine fatalities were attributed to roof, rib and face falls, while less than 5% of the 155 surface fatalities were caused by falls of highwalls or slopes. Sources of Data All of the injury data examined in this study were derived from MSHA’s Fatal Investigation Reports (www.msha.gov)and the MSHA accident database. Because falls of ground often result in serious injury, MSHA Fatal Alert Bulletins and Fatal Investigation Reports provide a useful snapshot of ground control issues in the mining industry. MSHA requires that mines file a report on every reportable accident that occurs, containing information on the accident’s location, severity, classification, activity, and nature of injury, etc. A short narrative is generally included as well. Accident reports can be searched by many of the above fields. From 1996 to 1998, miners suffered a total of 55,096 injuries, which ranged in severity from death (degree 1) to injuries with no days away from work nor restricted duty (degree 6). Six percent of the total injuries were from falls of ground, including machine accidents where caving rock was coded as the source. As the data in Table II indicate, 98% of all non-fatal fall of ground injuries occurred in underground mines, with underground coal mines accounting for 83% of the total. Table II also shows the distribution non-fatal fall of ground injuries by severity and commodity. The injuries are classified into Lost Time Injuries that resulted in permanent disability (degree 2) or days off work (degrees 3-4), and Injuries Without Lost Time that resulted in no more than restricted duty (degree 5-6). Overall, groundfall injuries appear to be more serious than other types of mining injuries. 65% of all ground fall injuries resulted in lost time compared to 54% of all types of mining injuries.

GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

"In 2001, the Catholic University of Chile undertook a maintenance benchmarking study of six open pit copper mines having mill capacities varying between 18,000 t/d and 156,000 t/d, and collectively responsible for 58% of Chilean copper production. This paper describes the methodology used to conduct the study, as well as the overall results. Key performance indices were selected to measure the effectiveness, efficiency, and development of the maintenance process. Using a balanced scorecard philosophy, these indicators were divided into client satisfaction, financial, internal process, and learning and growth indices.Maintenance was found, on average, to be responsible for 44% of mine production costs. Percentage planned maintenance of equipment fleets was found to be low by world standards, averaging 35%, 56%, and 44%, respectively, for blasthole drill, shovel, and haul truck fleets. Fleet availabilities were found to be significantly influenced by the percentage of planned maintenance achieved, while maintenance cost per equipment was found to decrease non-linearly with increases in percentage planned maintenance. Investment in technical training (including planned maintenance practice) was found to be low by global standards. The paper concludes that fleet availability and maintenance costs in Chilean open pit operations could be considerably improved by improving and/or developing maintenance planning standards, and investing in training personnel in planned maintenance techniques"

"Gold producers invest significant effort in mining, processing, and creating an intermediate gold doré product. Nonetheless, equal effort should be extended to the final handling and processing of the doré bar, and managing the high-purity gold produced at the fine-gold toll refiner. This detailed attention to bullion handling and refining provides rigor and confidence that the mine site is achieving, through fair and controlled methodology, the most appropriate value for the final product. With the above in mind, the following study explores the importance of preparing a set of site best-practices for bullion handling and specifically, detailing the peculiarities of sampling methodologies and the impact on assays.INTRODUCTION Gold and silver handling practices are common place at mine sites and refineries. The practices include but are not limited to smelting, ingot casting, weighing practices, and secure transportation. Proper handling and processing of the bullion material ensures that the mine site is achieving the true value of the final product. Various handling aspects can critically impact the perceived value of the bullion. A few of these particulars include weight tracking, scale recertification and calibration, refining and melting practices, melt temperature measurement, sampling, pouring, bar cleaning, furnace technology and crucible selection, and assaying. Nevertheless, this report discusses and focuses on the importance of proper sampling and molten-metal temperature measurement and their potential impact on the final doré bar value. Refining or re-melting operations achieve a proper measure of the precious metal content of its bullion when the sample accurately represents the whole bar. At first this task appears seemly straightforward, however, taking a representative sample can be challenging and is also one of the most important tasks for valuing gold during the settlement stage at the precious metal refinery. Various bullion sampling methodologies exist; including: dip sampling, granulation, drilling, cutting, and vacuum pin sampling. The Royal Canadian Mint (2009) indicated in their technical review of refinery operations that pin sampling is one of the best methods for cases where representative sampling and accuracy are required, e.g. to determine the payable metal content. Pin sampling consists of inserting a sealed glass vacuum tube (Figure 1) into the molten metal; when the molten metal contacts a purposely-designed weak portion of the glass, the seal breaks and the metal is suctioned into the hollow centre (Figure 2)."

THE first discovery of zinc 011 the property now worked by this company was made by the celebrated mineralogist, Prof. William Theodore Rapper, in 1845. Different claimants kept the property in continual litigation till 1861, when everything was satisfactorily settled by the purchase of the land by the company, who have worked it ever since. The mines are situated in a valley, four miles south of Bethlehem, Pa., in Lehigh County. The valley is from two to three miles broad, and is bounded 011 the north and south by syenitic hills. Syenite underlies the valley, and upon this is deposited the Potsdam sandstone, then a layer of slate, and, finally, a dolomitic limestone, belonging to the Chazy or Black River formation, in which the zinc deposits are inclosed. The rocks occur in folds, and have evidently been subjected to tremendous pressure from below, the zinc deposit being found in an anticlinal axis, in nearly vertical veins. THE eccentric theodolite I exhibit is one constructed by the Stack poles of New York, from drawings, considerably modified, of Combes's theodolite. The telescope is on one side of the horizontal limb, and the vertical circle is opposite to the telescope ; thus they nearly balance each other, making already the construction lighter than in the instrument of Combes, where the telescope and vertical circle are together on the same side, and are both balanced by a considerable weight. At the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance demands. In the present preliminary report we shall merely sketch out the . plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by furnishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the information requisite for an intelligent consideration of our subject, we propose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each question to be answered as fully as possible, but we do not expect every one to answer them all. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries ; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed: Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. "GeneralTHE IRON ORE at Marmora is a replacement deposit of Precambrian limestone and is overlain with Palaeozoic limestone. It is a low-grade magnetite deposit and the ore will require concentration be-fore it can be used economically for the production of iron and steel.Present plans estimate an annual production of 500,000 tons of concentrate in the form of pellets. This will require mining approximately two million tons of ore and\ waste annually. Shipment of pellets from Marmora to a ship-loading dock at Picton will be made by rail on a year-'round basis. Shipments from Picton to the Lackawanna plant of the Bethlehem Steel Company at Buffalo, N.Y., will be carried on during the Lake shipping season.LocationThe mine, located a mile southeast of Marmora village in Hastings county, Ontario, is 31 miles north of Belleville and 3•7 miles east of Peterborough. Marmora is 130 miles from Toronto and 150 miles from Ottawa. Highway No. 7 passes half a mile north of the mine and Highway No. 14 half a mile west of the mine. The Canadian National railways' branch line between Trenton and Bancroft passes through the property just east of the open pit.HistoryThe Ontario Department of Mines conducted an airborne magnetic survey of the district during 1948 and 1949. At some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of reference. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the development, operation and repair of each or all of the mine-workings, some such method of clesignatioi~ becomes a necessity. Moreover, such a plan is acl- mirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart. Slag and matte, in lead and copper smelting, are, for convenience of removal, tapped into pots of small capacity, usually of paraboloid form, of cast-iron, weighing 275 to 300 pounds, and holding the same weight of slag. As in many smelting districts one ton of ore makes a ton and a quarter of slag, a large number of pots is needed to equip an ordinary plant. It is nearly twenty years since Dr. Raymond, then U. S. Commissioner of Mining Statistics, wrote the first paper (so far as I have been informed) upon the education of tile mining engineer, as a distinct profession for American youth. At that time nearly all the prominent mining engineers in the country had studied in one or more of the foreign schools, or had reached their high standing through years of experience in the school of life. The paper mentioned five schools in the United States in which some attention was paid to the teaching of mining engineering, but as four of them had barely graduated their first classes, their influence had not begun to make itself widely felt. Two years later the American Institute of Mining Engineers was formed, and it has been a most potent factor in the problem of "disseminating information on mining and metallurgical subjects," so potent that the need of a national school of mines as headquarters for information as well as for instruction is no longer urged. The number of schools also increased, and in 1876 Abram S. Hewitt, in his Presidential address on "A Century of Mining and Metallurgy in the United States,'' gave a list of fourteen. In 1876 the series of discussions, led by Holley's admirable paper, brought the whole subject of technical education before the country. These discussions, while mostly devoted to the engineering professions in general, touched upon the question of mining and metallurgicel training to some extent. Since that time several papers, inspired by the publication of that series of discussions, have appeared in our Transactions, and several notable addresses have been delivered at the opening or at the commencement exercises of various schools. But nothing directly bearing upon the curriculum of the mining and metallurgical schools has ever appeared in our annual volumes. As education is one of the many-sided subjects which cannot be discussed too often, I have ventured to bring it up again. Edward Cooper was born in New York City, Oct. 26, 1824. His father, Peter Cooper, to say nothing of manifold reasoils for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment .of public schools ; and it is not surprising that. he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.' For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the student of those data which the modesty of the man permitted to be placed upon public record.
