Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. "The Sierra Gorda SCM sulfide ore processing plant began commissioning in the third quarter of 2014. Located in the Atacama Desert in northern Chile, the project is an open pit mine and Copper-Molybdenum processing plant is one of the most highly-instrumented operations in the world. It is the first hard rock operation in Chile and the second in South America to utilize HPGR technology. It is a significant Molybdenum resource especially in the first five years and the Molybdenum separation plant is complex. Designed to process up to 60 million lbs. of fine Molybdenum per year, it uses the latest technology and equipment to ensure superior recovery and product quality. It also has gas handling and alarm systems to fulfil the Company’s vision of “Zero Harm”. This paper discusses the overall operation and issues relating to the concentrator start-up. These include a review of the mineral processing design, the unified process control center and management information systems, and the correlation of geological and metallurgical performance data (mine-to-mill) for use in anticipating and preparing for treatment of diverse ore deliveries. INTRODUCTION Sierra Gorda SCM is a joint venture partnership with KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining, and Sumitomo Corporation (Japan) operating in northern Chile. The Sierra Gorda open pit mine and Copper-Molybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, well-instrumented mine in Chile. This paper contains a general review of the project including geology and history. This was a very fast-track project going from greenfield site acquisition to mill start-up in 10 years. Highly-experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied. The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (see Figure 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km from the village of Sierra Gorda at an elevation of approximately 1,700 m above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic, and Escondida, to name a few."

Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). All experiments were performed at constant temperature conditions. The leaching residues were analyzed for silver and manganese. "In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

"Water drawn from the Sacramento-San Joaquin Delta provides water supply to 66 percent of California’s population and supports the state’s agriculture industry. The existing through-Delta water system is outdated and unreliable with environmental risk to some fish and wildlife species. The Bay-Delta Conservation Plan (BDCP) has been established to environmentally retrofit and modernize California’s water delivery system through the Delta by restoring habitats, constructing new diversion points in the north Delta and providing a means to transport water supplies under the Delta, rather than through sensitive natural channels.Under BDCP, the Delta Habitat Conservation and Conveyance Program (DHCCP) has developed several alternatives to convey water from the Sacramento River in the north to the existing pumping facilities in the south Delta through an isolated conveyance system. The new conveyance system would become an integral part of the State Water Project (SWP) and the federal Central Valley Project (CVP) by transporting water to the export pumping plants for each of these projects. The DHCCP is managed by the California Department of Water Resources (DWR), while state and federal water contractors provide technical support to the program.The initial conceptual study efforts on the overall program commenced in 2007 and examined various options for the proposed conveyance system. Several conveyance alternatives were analyzed at that time. The Conceptual Engineering Report published on Oct. 1, 2013 identified the modified pipeline/tunnel option (MPTO) as the preferred alternative to be included in the BDCP environmental documents. MPTO includes three river intakes and pump stations along the Sacramento River, various sizes of pipelines and tunnels, junction structures and two forebays that are capable of delivering up to 4 million gpm (9,000 cfs) from the Sacramento River to the SWP and CVP. The river intakes are located near Hood in Sacramento County approximately 64 km (40 miles) from Clifton Court Forebay (CCF) in Contra Costa County. This route would cross portions of Sacramento, San Joaquin and Contra Costa counties. Figure 1 depicts the configuration of the MPTO alternative."

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

This paper presents the details of the Bad Bergzabern tunnel project. This tunnel is the main part of the B427 federal road bypass, intended to improve the regional traffic infrastructure and to reduce the traffic load in the historic city centre of the health resort Bad Bergzabern. Located in the south-western part of Germany, the project area is situated at the eastern margin of the so-called Palatinate Forest, a low mountain region of mainly triassic sediments with a complex and variable geological history. The German federal government, represented by the office of mobility of Rhineland- Palatinate, awarded the contract to BeMo Tunnelling, a specialized Tunnelling company with a long history of innovation and success in NATM tunnelling. The contract includes the construction of two separate tubes with a length of approximately 1,44 km (0.9 mi)—the road (main) tunnel with a cross section of 101 m2 (1,090 sq ft) and a parallel rescue tunnel with a cross section of ca. 23 m2 (250 sq ft.) Both are connected by six cross passages. Tunnels and cross passages are excavated according to the principles of the New Austrian Tunnelling Method (NATM). Due to BeMo Tunnelling’s technical expertise and capabilities, the project team was able to engineer a speed-up concept that saves money and time for the construction team and client. This paper presents the innovative approach BeMo Tunnelling made to optimize the execution of the tunnelling works and the challenges the project team is facing with regard to a complicated geological situation, countermeasures against an increasing effect of climate change and volatile prices for construction materials.

The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Silver Bell is located about 56 km (35 miles) northwest of Tucson, AZ. It is a classic porphyry copper deposit containing enriched disseminated chalcocite ore in altered porphyritic rocks with chalcopyrite in adjacent skarn zones. The discovery of Silver Bell was an evolutionary process that occurred over a 75-year period. Recorded mining activity began about 1865 on Boot Hill east of El Tiro pit (see Fig. 1) where outcrops of altered limestones were found to contain 425 to 482 g (15 to 17 oz) Ag mixed with copper oxides. By 1874, the Young America Copper Co. was mining shallow occurrences of 30% Cu along the north side of the present Oxide pit. The ore was shipped by wagon to Yuma, AZ, and then by boat to San Francisco for smelting. By 1881, the district supported several mining companies, two small smelters, and was being favorably compared to Bisbee in local newspapers. Most of the ore mined in the period 1865-1903 came from pods of massive sulfide or their oxidized products which were distributed in an unpredictable fashion through a large skarn zone in Paleozoic limestone east of El Tiro pit. Ore grades varied from 5 to 10% Cu.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

Red mud has been reported as a potential resource for lithium. To investigate the leaching behavior of lithium, a lithium-rich red mud was neutralized with hydrochloric or oxalic acid and then leached with acetic acid. When red mud was neutralized using dilute hydrochloric acid, about 58 to 60 percent of lithium was leached with 25 percent acetic acid at 95 °C for 60 min, while more than 95 percent of sodium and 85 percent of calcium were dissolved in the leachate solution. When oxalic acid was used to neutralize red mud prior to acetic acid leaching, lower lithium leaching efficiencies of about 42 to 47 percent were observed. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the same conditions. In this study, 25 percent (v/v) of acetic acid at 85 °C for 60 min was demonstrated to be the optimum conditions for lithium extraction from oxalic acid-neutralized red mud using acetic acid. The results are useful and of interest for lithium recovery and purification from red mud.
