Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

"Phosphorite, or phosphate rock, is the most significant secondary rare-earth resource. It contains high amounts of phosphate-bearing minerals along with low contents of rare earth elements (REEs). In Florida, about 19 Mt of phosphate rock are mined annually and most are used to manufacture fertilizers using a wet process, in which sulfuric acid reacts with phosphates to produce phosphoric acid and phosphogypsum. In the wet process, REEs are also leached out into solution and eventually get lost in the leaching residue and phosphate fertilizer. Recovering REEs from Florida phosphate rock in the wet process will be beneficial to broadening rare-earth availability, improving the quality of phosphoric acid product and protecting the environment.This study focuses on the influences of wet-process operating conditions on REE leaching efficiency. The results indicate that REE leaching efficiency increases with phosphoric acid addition in the initial pulp. At a temperature of 75 °C, a stoichiometric ratio of sulfuric acid (H2 SO4 ) to calcium oxide (CaO) of 1.05 and a weight ratio of liquid to solid of 3.5, REE leaching efficiency reached a relatively high value of 52.82 percent. The trends of REE leaching efficiency were similar to those for phosphoric acid (P2O5 ). Extensive tests on the leaching residue showed that during leaching, about 90 percent of the REEs were released from the phosphate rock but only 52.82 percent ended up in the leaching solution. This phenomenon can be attributed to two factors: (1) the effect of phosphate ions (PO4 3-) in the solution, which caused REE ions to form REE phosphates and be precipitated into the leaching residue, and (2) the influence of large amounts of anions such as sulfate (SO4 2-), dihydrogen phosphate (H2 PO4 -) and hydrogen phosphate (HPO4 2-) anions as well as the polar molecule H3 PO4 , which surrounded the REE cations and formed an ion atmosphere that prevented the PO4 3- from contacting and combining with REE cations. Interaction of these two opposite effects determined the REE distribution between leaching solution and residue."

Careful consideration is given to the type of cleaning equipment and control sys- teas to be used when selecting circuits for wash-ing fine coal (28M x 0 size fraction). However, the desliming, declaying and sizing procedures required to ensure efficient operation normally are not evaluated in sufficient detail resulting in disappointing system performance. This paper details desliming and dewatering circuit design which is extremely effective based on recent test data. The circuit maintains control of the 28M x 0 (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

An experimental procedure was developed for studying magnetic roasting on a accurately-controlled laboratory scale. The loss-in-weight method was used and the course of reduction could be followed under a reducing gas atmosphere containing as many as five different components. Some important variables of the operation were checked on a marginal Mesabi iron ore containing porous and dense varieties of hematite as well as pure goethite. The conditions simulated were those for the grate roasting of a coarsely-sized ore burden. Temperature was maintained at 600°C; gas composition at 4.25% CO, 4.25% H2, 17.0% CO2, 15.0% H20, and 59.5% N2,, and gas flow rate at about 1,5 lineal feet per minute. The ore charge was composed of quarter-inch cubes. Under these conditions, the ore porosity was found to be one of the governing variables of the operation. Results showed that an ore size limitation existed as a function of this ore porosity. For efficient magnetic conversion, the size limit was 3/8 inch for very porous ores and about 65 mesh for very dense ores. An anomaly was noted in the weight losses incurred during actual magnetic conversion. For goethitic ores, these were generally about 13 per cent higher than could be accounted for theoretically. The effect was attributed to possible non-stoichiometric structures forming during the reduction process.

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today's answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. This paper describes the application of pressure foam to control respirable dust in a double-drum longwall mining section. The feasibility of passing an adequate quantity of pressure foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The de- tails of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.

In the hard-rock mining industry, the generation of fines during blasting is an important issue because it has a significant effect on production processes. Although various approaches have been used to estimate fines generation in recent decades, as a practical matter, measuring the amount of fines is nearly impossible given the technical limitations and the scale of mine blasts. In this study, a dynamic PPV damagemodel was developed and applied to predict fines generation as a result of blasting. This modified version of the crushed zone model (CZM) considers dynamic rock properties and peak particle velocity (PPV), which represents the induced stress in blasting. Dynamic rock-fracturing tests were conducted using a split Hopkinson pressure bar (SHPB) to determine the parameters that represent the relationships between rock strength and strain rate as well as the relationships between fines amount and strain rate in the model. A case study was conducted that entailed determining the radius of the crushed zone for given blast designs and rock properties and then measuring the fines amount within this crushed zone. This case study indicated that the dynamic PPV model can provide a rough estimate of fines generation for given dynamic rock properties and blast design parameters and that this method has the potential to be a useful indicator, or index, of fines generation.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage individuals within the mining companies to work together to identify such indicators, executing risk assessments comes with challenges. Specifically, varying or inaccurate perceptions of risk, in addition to trust and buy-in of a risk management system, contribute to inconsistent levels of participation in risk programs. This paper focuses on one trona mine’s experience in the development and implementation of a field-level risk assessment program to help its organization understand and manage risk to an acceptable level. Through a transformational process of ongoing leadership development, support and communication, Solvay Green River fostered a culture grounded in risk assessment, safety interactions and hazard correction. The application of consistent risk assessment tools was critical to create a participatory workforce that not only talks about safety but actively identifies factors that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s previous process of risk-assessment implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks, as well as a variety of mini case examples that showcase how the organization worked through these barriers to facilitate the identification of leading indicators to ultimately reduce incidents.

During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh).
