Looking back over the last 150 years or so, it is not hard to see that electricity has been a primary force in shaping human development. It has been a basic ingredient in our industrial revolutions that simultaneously improved the productivity, working and living conditions within our farms, factories, hospitals, offices and homes. Today, it has become an essential part of our daily life and our future. Amazingly, we keep finding new ways to use electricity to make our lives more safe, comfortable and productive. It is a great success story of human ingenuity, achievement and development. Demand for electricity The convenience and value of electricity has not gone unnoticed by consumers. According to the U.S. Department of Energy (DOE) (Energy Information Administration, 2009), electricity is the fastest growing form of energy in the world and during the next 20 years the world will likely consume twice as much of it as it does today. In 2008, almost 20,000 terawatt hours of electricity globally were consumed (Energy Information Administration, 2009). That is enough electricity to light up more than two million baseball stadiums or power more than 11 billion computers continuously for an entire year. The United States has the dubious distinction of be-ing the largest consumer of electricity in the world with enough power to provide each American with more than 3 kW of electricity ? that is about twice the power currently available to Europeans, eight times the power available to the Chinese and more than 25 times the power available to the citizens of India (American Coal Foundation, 2009).

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

China’s land area, comparable in size to United States or Canada, contains diverse geological environments and mineral resource potential. The diversity in geological environments is such that the potential for developing many world-class mineral deposits in China is good. However, China’s mining sector was not open to foreign investment until the1990s. The long-term prospect for Chinese resource development is attractive because of China’s enormous population and cumulative demand for minerals. Approximately 33 foreign mineral companies, including 11 major internationals, are to various degrees active in China. Chinese mining laws and regulations pertaining to joint ventures with foreign companies are, from the international investment prospective, evolving slowly, but positively. This positive trend is continuing under the current government reform process, which is moving China towards a freer market economy. Although improving the enforcement of relevant laws and regulations is an ongoing process, the environment for mineral investment and joint ventures is increasingly more accommodating to foreign companies.

Installation of a Load Commutated Inverter (LCI) provides an economical method for conversion of a Fixed Speed Semi-Autogenous Grinding Mill into one with variable speed, qualities. Though capital intensive, the conversion appears to be one of the most cost-effective methods to gain the advantage of critical speed variations for variable ore characteristics. Expected advantages from the installation of LCI drives at the Goldstrike Mine were decreased liner wear, decreased media consumption and additional grind for increased production rates. These issues as well as construction, economics and performance will be discussed in the presentation. The utilization of the existing equipment came to play an integral part of the study and economic justification of the overall project.

Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa (4000 and 7000 psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI's were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

This paper describes development of a cost report that is descriptive, logically oriented, and concise. Since the costs involved relate to mining, this reporting technique could help bridge any possible communications gap between "mining men" and computer personnel, at the same time giving the computer-oriented mining individual information to assist him in his job performance. As computers become entrenched in the mining world, meaningful report assimilation becomes a major task. No one should be more capable of defining required results than the man requesting a report. If he is able to clearly state his needs and has researched his problem, it will be reflected in the computer output. During 1970, The Anaconda Company's Berkeley Pit Operation, at Butte, Montana, received many different computer-generated equipment cost reports. Up to thirty-six different components for each type (class) of pit equipment contributed cost data to the Berkeley Pit cost system files for both operating and repairs during current month, year-to-date and accumulation-to-date time periods. This reporting approach was taken to facilitate analyzing this voluminous data. SUMMARY A Major Component Cost Analysis (Exhibits 6-A thru 6-C) developed by arranging the top ten operating and repair percentages (component cost divided by total cost) in descending order, and then accumulating these percentages to a possible one-hundred percent. While tabulating the operating and repair cost percentages by equipment unit number in the current month, year-to-date and accumulation-to-date time periods, a frequency chart is constructed for each equipment

Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Introduction The concept of in-the-wall haulage was formally introduced to the mining community in the early 1970s. The basic concept is simple. Rather than the traditional in-the-pit haulage/access ramp, single or twin ramps driven in the pit wall are used with crosscut connections on the working levels. The in-the-wall pit haulage system could be considered as part of the opening of a new mine, a way of completing to final depth an existing pit, or part of the transition from open-pit to underground mining with the ramp remaining as part of the access. This paper is intended to acquaint the reader, particularly mine planning engineers, with some of the possibilities presented by the concept. Nordstrom (1983) said, "In many countries, mining engineers are either open-pit or underground specialists and, hence, often don't consider the possibilities for combining the best aspects of each into a hybrid mining system." This is believed to be true. There are few "hybrid mines" employing, for example, open-pit methods with underground haulage systems. One reason is the variance with the experience of the mining company and the engineers involved. However, with today's low metal prices, innovative and unconventional thinking may be just what a property requires to remain in production. All the possible situations where an in-the-wall ramp might be considered cannot be presented here. Rather, a few examples will be discussed for illustration purposes. Potential savings in stripping costs A major cost in open-pit mining is associated with the removal of overburden and waste rock. Although much of this stripping cannot be avoided, the volume (V) associated with the presence of an in-pit haul road can be quite large, V 100 (pit depth) a (road width) 2 x road grade (%) As an example, consider a vertical ore body 400 m (1312 ft) long, 60 m (197 ft) thick, extending to a depth of 160 m (525 ft). Cross sections are shown in Fig. 1. Other data are: ore tonnage = 11 Mt (12 million st), ore density = 2.9 t/m3 (0.09 st per cu ft), waste rock density = 2.7 t/m3 (0.08 st per cu ft), road width = 20 m (66 ft), road gradient = 10%, and level interval = 10 m (33 ft). The evaluation has been made assuming that the pit slope (0) is constant around the pit except on the side with the haul road. On this side, the slope is decreased to allow for the road. Slope angles of 30° to 60° have been selected to indicate the dependence of stripping volume (V) on slope angle. The stripping at the ends have been calculated assuming representation by cones. The volume associated with the haul road is 2.6 Mm3 (92.8 million cu ft). A comparison of the strip volumes involved is shown in Table 1. As can be seen, the percent savings in strip volume varies from about 4% to 17% and depends greatly on the slope angle. It is perhaps more interesting to examine the savings in stripping costs that could then be used to cover the cost of the access ramp and the crosscuts for stripping costs of $3/m3 ($0.08 per cu ft). The cost with the road volume is 2.6 million x 3 = $7.8 million.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.
