Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. One of the most common critical areas of longwall mining in terms of ground stability are the gateroad and bleeder entries. These critical entries provide much-needed safe access for miners and allow for adequate ventilation required for dilution of hazardous airborne contaminants and must remain open during mining of a multi-panel district. This paper focuses on the stability of the longwall entries subjected to a single abutment load such as bleeders, first tailgate, and last headgate. First tailgate and last headgate are also referred to as blind headgates and tailgates. A study of a longwall district through conditions mapping, support evaluations, and numerical modeling was conducted and evaluated by researchers from the National Institute for Occupational Safety and Health (NIOSH). The condition mapping and support evaluations were performed on entries that spanned the previous five years of mining and relied on a diverse selection of supports to maintain the functionality of the entry. Numerical modeling was also conducted to evaluate various support types with further investigation and comparison to the condition mapping. The study demonstrated the importance of the abutment load decay versus distance from the gob edge, the potential for a reduction in material handling related injuries, as well as optimal usage of secondary and standing support.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

A study was undertaken to determine the effect of five industrial frothers on the relationship between entrainment recovery and water recovery. The experiments were conducted using a Batequip rectangular 60 liter steel cell which was run in parallel with the first cell in a copper/silver prefloat rougher circuit. The concentration of the frothers ranged from 2.5 g/ton to 8.4 g/ton. The experiments were repeated at three different froth depths. A power function was found to fit this relationship with no discontinuity in the relationship caused by the changes in frother type and concentration and froth depth.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

An incremental analysis based stope design optimization method was developed at Exodus, an underground project located 30 miles north of Carlin, Nevada. Traditional underground stope design methods, by manually drawing stope shapes, are typically very time-consuming and lacking of consistency and accuracy. For quick reserve calculation and economic analysis, a new method named '3D Incremental Analysis based Stope Optimization' was created for mine wide stope designs at Exodus. With this unique but practical method, multiple options of mine designs were completed within a short period time, which allowed us to select the optimal cutoff grade and best stope design option for the project.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

One of the biggest challenges for the mining industry is, quite literally, how to the keep the equipment rolling. There is a limited amount of companies that manufacture the 4.2-m- (14-ft-) tall, 5,670-kg (12,500-lb-) tires needed for the haul trucks that are approaching the 362 t (400 st) pay-load class, such as Terex?s MT6300-AC and Caterpillar?s 797F. And, while these might be the most impressive tires, they are not the only ones that are in short supply. The shortage of tires has affected just about every kind of machine, and the demand for those tires has been extremely high for more than five years with no end to the shortage in site. American Tire Corp. (www.americantire.us) is one of the companies working to supply tires to the mining industry. It announced that the demand for its 1.6-m (63-in.) tires that have a zero failure history globally is great and that the company signed contracts worth more than $500 million at MinExpo. In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.

The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.
