The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

The design of the Caldecott 4th Bore, located along State Route 24 in Oakland, California, is based on the principles of the New Austrian Tunneling Method (NATM). Typical NATM initial support design practices used in Europe were adapted for this project to account for U.S. conditions and requirements, such as degree of experience with NATM construction, the prevailing contractual environment, and preferences for contractual simplicity. Key design features are: (1) support selection criteria based on ground behaviors and ground conditions; (2) a prescriptive design with allowance for support adjustments based on observations during construction; and (3) organization of support requirements into only four major support categories, while permitting some adjustment for variations in ground behaviors and conditions using a few subtypes and additional support measures.

The worldwide budget for nonferrous, nonfuel mineral exploration was expected to increase by 58 percent in 2004 from the 2003 budget, according to Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes two years after a five-year period of declining spending for mineral exploration (1998 to2002). Figures suggest a subsequent 27 percent increase in budgeted expenditures from 2002 to 2003. For the second consecutive year, all regional exploration budget estimates were anticipated to increase. The worldwide budget for gold exploration achieved about 50 percent of the total amount budgeted in 2004.This was 68 percent, or US$715 million, higher than the reported 2003 budget. The 2004 worldwide exploration budget estimates for copper increased by 70 percent, orUS$237 million, to US$577 million from the 2003 budget. The budget for nickel exploration increased 52 percent, or US$89 million more than in 2003. The 2004 exploration budget for other mineral targets (primarily cobalt, heavy minerals, industrial minerals and silver) increased114 percent, or US$118 million.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

The application and use of steel fibre reinforced concrete in precast tunnel lining design is a growing trend due to its advantages in performance over plain concrete, and ease of manufacture compared to traditionally reinforced concrete. However, the design process and performance characteristics of the material are poorly served by current codes and standards. This paper provides some basic design guidance for segmental linings, and compares the material properties for the different material options. A typical example is considered to compare the possible results of lining arrangement and thicknesses for a plain, reinforced, and fibre reinforced design solution.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a roomand-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90%. But, the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing oversprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99% and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, South Dakota, under the sponsorship of the National Science Foundation (NSF) in cooperation with the Department of Energy (DOE). This national facility will host a variety of multi-disciplinary science and engineering experiments including physics experiments that require shielding from cosmogenic radiation. Current plans include construction of large rooms (up to 55 m in width) at depths of 1.48 km (4850 ft) and 2.25 km (7400 ft) below the surface. Preparation of the preliminary design required the development of a geotechnical characterization program including: preliminary drilling and coring, core logging, drill hole mapping with a televiewer, drift mapping of the geology and rock structure, in-situ stress measurements, and laboratory testing of the mechanical properties of the rocks and discontinuities. Overall rock quality is very good to excellent. Site investigations were followed by geotechnical assessments for the construction of caverns and laboratory modules. The results are favorable and reaffirm selection of the Homestake site for establishment of a Deep Underground Engineering and Science Laboratory.

The paper highlights development of tunneling methodology in the UK during the years 1990-2000 using the example of two major tunneling contracts where there solution of difficult tunneling problems during construction has benefited the industry as a whole. The paper deals with specific difficulties on two Contracts. The London Water Ring Main 80 kms (50 miles) long tunnel average internal diameter 2.54 m (9 ft4 in) and the Brighton Stormwater Tunnel 5.2 km (3.2 miles) long tunnel with an internal diameter of 6 m (19 ft 8 in). The results of human endeavour and technological innovations will demonstrate the giant strides made in tunneling methodology in the last decade of the 20th Century.

An atomic force microscope (AFM) was used to measure the surface forces between silica surfaces immersed in solutions of hydrolysable cations and/or sodium oleate. Hydrophobic forces were observed at the pH range where the concentration of the singly-charged hydroxo-complexes (CaOH+ or MgOH+) in solution is the highest. In the absence of oleate, the adsorption of the hydroxo-complexes was indicated by the disappearance of the repulsive hydration force. These results suggest that the hydrolysable cations adsorb on silica as singly-charged hydroxo-complexes. Based on the results obtained in the present work, a model for the adsorption of hydrolysable cations has been developed.

Thiobacillus ferrooxidans bacteria were used in this work to study the effect of bacterial adaptation on the bioleaching of three iron-bearing sulfide minerals, namely, pyrite, chalcopyrite and arsenopyrite. The change in the pH during the bioleaching process was observed and the mechanism of the bacterial action were discussed. It was found that bacterial adaptation prior to bioleaching, enhanced the degree of sulfide leaching by 2-4 folds over that of non-adapted bacteria. A1 so the bacterial activity was enhanced by 2-4.8 folds. The pH of leaching solutions was decreased by the increase in both adaptation period and bioleaching time. It was also concluded that the mechanisms of bioleaching of iron-bearing sulfide minerals involved both the direct and indirect bacterial action simultaneously.

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

The main train station of Leipzig in Germany is currently being upgraded from a head station to a partially thru station. In order to achieve this, significant ground improvements are necessary. Soil freezing for example is used to create the excavation box retaining walls. The freezing works will be carried out from two tunnels with an inner diameter of 2.4 m (~ 8ft). The tunnels were constructed by the pipe jacking method. The cutter head of the machine was equipped with discs and scrapers. Driving and excavation was carried out using a bentonite supported face. Due to the small arrival shafts, the machine had to be lifted out in components. The essential limitation of settlements during the drives was achieved even better than expected.

The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Measurement of gamma radiation occurring in nature to characterize geological formations has been widely recognized in mineral exploration. Different methods and apparatuses have been developed for drill hole logging purposes. Geological formations vary in amount of naturally emitted gamma radiation. A gamma signature from a geological formation is captured by utilizing different types of gamma detectors. A natural gamma radiation detector (NGRD) can be used to control mining whenever there is a significant difference between the radiation levels in the mineral or ore being mined and the waste materials surrounding the ore. Surface miners, such as the one shown in Figure 1, can precisely control the elevation of the cutter as the machine moves over the surface of the formation. This type of machine is predominantly used in selective mining operations, e.g. surface coal mining. If there is a means to know the position of the cutter relative to the interface between the ore and waste, the miner can recover all or most all of the valuable mineral with very little out-of-seam dilution. This paper discusses the results of a successful application of gamma detectors to control a surface miner at one of North American Coal Corporations? locations - Red Hills Mine. The mine has nine coal seams in total with thicknesses ranging from 12? to 60?. The bottom six seams (Figure 2) are minable. The mine has complex geology and a significant amount of annual rainfall (4.7 ft). The mine produces approximately 3.5 million tons of coal and about 40 bcy of overburden per year. The operation utilizes diverse mining equipment including Dragline Marion 8200, electric shovel P&H 2800, Caterpillar end dump trucks CAT 785 and 789; bulldozers CAT D11, D10, D8, and D6. Coal is mainly extracted by utilizing a Wirtgen SM 4200 surface miner that is loading CAT 785 trucks with high volume coal bodies and payload of 150 t. Operational cutting depth is 24 inches with maximum cutting depth of 36 inches. Surface miner operators determine a cutting depth based on multiple cues, the most important being visual observations of a coal seam being cleaned or mined. The cleaning process involves removal of the last foot of waste material covering the coal seam. This is one of two critical phases in the coal extraction process. If, during the cleaning process, an operator sets a cutting head too deep, valuable product is wasted. If it is set too shallow, waste material is left to be mined with the coal. The second critical phase occurs in the last cut on the interface between the coal and waste material at the bottom of the coal seam. If the cutting head goes deeper than favorable, then waste material is delivered to a power plant.

Using mines in Canada, Boart Longyear, a leading provider of drilling services and products, has put its Stage 3 Coring Bit to the test and each time the bit has passed the test with great success. After more than a year in the field at a major mine operation in Sudbury, Canada, the Stage3 coring bit broke life records to become recognized as the most productive design in the industry. In addition to the proven advantage seen in regular bit life increases of as much as 300 percent in some cases, the design is quickly being recognized for its cost-saving operational impact. In Sudbury, the mine operation realized actual cash savings of more than C$45,000 within an eight-month period by making the switch to Stage3 bits. For years, the Sudbury Basin team has relied on the Alpha Extended Crown bit with the Express Waterway geometry option, ordering approximately 500 units per year. This 07 COM ECEX configuration performed well in medium-hard, non-abrasive to ultra-hard, non-abrasive formations with an average bit life of 150 m (490 ft). While satisfied with the performance of the Alpha Ex-tended Crown, the team agreed to put the new Alpha Stage3 to the test. Boart Longyear?s field engineers supplied five drill sites with Alpha Stage3 bits in a 07 COM configuration. After thoroughly testing the Stage3, the results were clear. Even with the well-known performance and versatility offered by the previously preferred configuration, the Stage3 set a new standard of bit performance. The new bit maintained its cutting edge for up to three times longer than the Alpha Extended Crown, a significant performance increase when compared to the 07 COM ECEX.
