The South African democratically-elected government instituted policies and legislation that are intended to bring about change and transformation in the country and have drastically affected different industries, among others, the mining industry. The Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) and the Broad-based Socio-economic Empowerment Charter (Mining Charter) were introduced in order to redress previous inequalities and to promote women?s employment in the mining industry. This research evaluates the practical implementation of the MPRDA and the Mining Charter with specific reference to women in underground mining. A quantitative research paradigm was used. Data were collected through a process of a face-to-face interview surveys utilizing a structured questionnaire. The research setting was limited to the platinum-mining industry in the area of Rustenburg in the North West Province. The study population consisted of 195 available women working undergound at the mine. It is clear from the findings that mining companies are facing major challenges in their attempt to incorporate women in underground mining activities. Company policies regarding these issues must be firmly in place; however, the challenge lies in the translation of these policies into practice. In this regard, managers will have to play a leading role in the successful phasing in of women into the underground mining arena.

Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing `Mine to Mill' or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change - both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices - so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or `buy in'. Ensuring this buy in continues is the challenge facing every company involved in PIO work - but the benefits are well worth it. This paper will review MMPT-AP's experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-AP's involvement with a number of companies will be discussed as examples of what works and what does not.

Dredging is an industry in constant transformation. It has changed tremendously in the last decades. The traditional dredging activity, like construction and maintaining ports and harbours, desilting of drainage and irrigation channels, keeping reservoirs at depths and removing sediments from waterways, is still of importance. However, it is surpassed by other applications of dredging technology. Reclamation is an important example, where large amounts of sand are dredged, transported over large distances and used to make new land for industrial, housing, airport and other infrastructural purposes. Beach nourishment and other protective measurements should be mentioned here as well. Other applications like offshore winning of oil and gas, environmental clean-up, mining of interesting minerals like gold, diamonds, titanium and tin as well as aggregates from inland and offshore deposits are of importance. For all of these dredging applications equipment is required, and with changing circumstances and constraints, the design and use altered significantly. Larger dredging depths and increasing capacities require an impressive scale-up of equipment and tools. A demand for higher accuracy and selectivity set the requirement for a higher level of automation and control in combination with a well trained crew. Operations under more difficult circumstances and with other soil characteristics necessitated the development of new dredging components and systems. A sound basis for all developments was and still is a better understanding of the various dredging processes. This paper will highlight some eye-catching developments in the dredging industry. It will focus on issues in the field of hydraulic transport such as ever increasing capacity and dredging depth, as well as the pumping of large size materials.

"Flotation plant design, construction and start-up can be challenging tasks, because multiple factors and disciplines have to be combined in an efficient manner, in order to execute a project that meets the technical, financial and timeframe expectations. Key considerations that need to be addressed when designing a flotation plant are process requirements, equipment integrability, automation, and up- and downstream processes/designs. Furthermore, several other lifecycle factors need to be considered, such as servicing and maintainability, operational costs, future expansions and decommissioning, among others. To address these challenges, Outotec has developed a new approach to designing flotation plants that targets eliminating most of the inherent risks that can be found in these types of projects. The new Outotec® plant is a fully modular approach in which the above-mentioned challenges have been taken into consideration in the design phase. As a result, the cPlant concept can give several benefits for new and experienced companies involved in the minerals processing business, such as lower risk investments, fast and cost-efficient flotation plant delivery, faster ramp-up period, easy plant expansions, fully automated processes and operation and maintenance ease. As well, dismantling and transportation of the cPlant to a new location is easy and fast, hence the new cPlant concept makes possible to exploit small, short-lifespan ore deposits and also retreat old tailings ponds that might contain valuable minerals and where the ore quantities are limited. Furthermore, cPlant is easily implemented for brownfields and temporary expansions during bigger expansions."

BHPBilliton is a large (US$32bn market capitalization) diversified mining group. Significant organic growth is planned through the development of a number of mining, processing and oil and gas projects, totalling some US$5.2bn over the next three years. The investment standards underpin the capital approval process, and incorporate the requirements for range and risk analysis of key input variables, including mineral resources. Public reporting codes for mineral resources and ore reserves (such as JORC) stipulate deterministic reporting of estimates, but are generally silent on any requirement for range or risk assessment, although they acknowledge the risk and uncertainty in the production of resource estimates. In contrast, public reporting of petroleum reserves allow for the use of either deterministic or probabilistic estimation, and for the latter, mandate the level of confidence required for proven versus probable reserves. Conditional simulation techniques, popular in the petroleum industry, provide an ideal tool forrange and risk assessment of the range of outcomes of key resource parameters, such as tonnagesand grades. Examples of a diamond deposit and of a porphyry copper deposit are presented. The understanding and quantification of mineral resource risk through a technique such as conditional simulation provides quantified information on the potential upside or downside. Real-time monitoring makes it possible to detect any disturbance occurring in production, while decision instruments can efficiently assist decision-makers to optimize production, reduce iterative workload, obtain better solutions, and preview possible results. Technologies for the above already exist and have been proven in the process industry, i.e. refining and smelting. Optimization is also essential for profitable and stable mining production. Real-time monitoring has already taken hold in mining operations, especially in surface mining, while optimization techniques have also been widely used in underground mining, particularly for planning and scheduling. This review is limited to the hard-rock mining production of metallic ores such as gold and copper. It reviews optimization techniques developed for mine planning and scheduling, and communication technologies suitable for underground applications. It also presents control features for individual operation units, and discusses the technical viability of a mining production real-time optimization (MPRTO) system for underground mines, with possible benefits and challenges. Operational disturbances always occur in mine production. An MPRTO system can be useful to maintain operational effectiveness and efficiency by allowing quick changes to short-term plans. This paper briefly describes the MPRTO system, including the input, output, and basic algorithms. The technical prerequisites for the system specified here are already available. An investigation was carried out to determine whether a numerical model could be constructed that would produce results that realistically represent actual ground deformations in and around a vertical shaft. The ground deformation was brought about by the partial extraction of the shaft pillar. A special characteristic of the rock masses, affected by the shaft pillar extraction, was that the shaft was located in poor quality rock masses. After the extraction of a portion of the shaft pillar, excessive deformations occurred at the shaft/reef intersection. Therefore, a decision was taken to extract the entire shaft pillar protecting the shaft by a proposed waste-cut across the shaft. The effects of stress and displacement on the shaft were investigated by using inelastic numerical modelling in different stages. A calibrated numerical model was constructed producing modelled results comparable to the actual displacements along the shaft. Des recherches ont été poursuivies pour déterminer si on pouvait construire un modèle numérique qui donnerait des résultats représentant avec réalisme les déformations réelles du terrain à l’intérieur et autour d’un puits vertical. La déformation du terrain était entraînée par l’extraction partielle du massif de protection. Une caractéristique spéciale des masses rocheuses, affectées par l’extraction du massif de protection, était que le puits était situé dans des masses rocheuses de qualité inférieure. Après l’extraction d’une portion du massif de protection, des déformations excessives se sont produites à l’intersection du puits avec le filon. Par conséquent, la décision a été prise d’extraire le massif de protection en entier par une coupe de déblais à travers le puits. Les effets de contraintes et décalage furent étudiés en utilisant une modélisation numérique inélastique à des stages différents. Un modèle numérique calibré fut construit, donnant des résultats modelés comparables aux décalages réels le long du puits. Eine Untersuchung wurde durchgeführt um festzustellen, ob ein numerisches Modell konstruiert werden könnte, das Resultate produzieren würde, welche realistisch aktuelle Bodendeformationen in und um einen vertikale Schacht darstellen. Die Bodendeformation resultierte teilweise aus der Extraktion des Schachtpfeiler. Eine spezielle Eigenschaft der Gesteinsmassen, beeinflußt durch die Schachtpfeilerextraktion, war, daß der Schacht in Gesteinsmassen geringer Qualität situiert war. Nach der Extraktion eines Teils der Schachtpfeiler, traten übermäßige Deformationen am Schacht/Riff Kreuzungspunkt auf. Folglich wurde die Entscheidung getroffen, die gesamten Schachtpfosten zu extrahieren und den Schacht mittels eines geplanten Verlustschnittes quer zum Schacht zu schützen. Die Auswirkungen des Druckes und der Versetzung auf den Schacht wurden unter Anwendung unelastischer numerischer Modelle in unterschiedlichen Stadien untersucht. Ein kalibriertes numerisches Modell wurde konstruiert, welches berechenete Ergebnisse mit den tatsächlichen Versetzungen entlang des Schachtes vergleicht.

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

"Rock has been cut in the process of mining since before the invention of explosives. Today, we seek to return to cutting to reap the benefits of continuous operations for South African underground hard-rock mines, to improve speed of access to the orebody, and to improve the efficiency of mining operations.Development of new technology fits within a framework of engineering knowledge. By understanding the characteristics of the rock, the tools we use to cut it with, and the history of mining and rock cutting, we can see the genesis of the road-header, the longwall, and the continuous miner, all drag bit cutters. They have emerged as the solutions of choice for underground mining of softer materials such as coal and potash. In hard rock, the challenges are the forces required to break the rock, and the wear of the tools caused by the rock’s abrasiveness. Only disc cutters currently handle the challenges, and even then, often not economically. New materials like thermally stable diamond composite will help, as will combinations of mechanical cutters and other methods such as high-pressure water or high temperatures.It is not clear what will emerge as the consensus technique for hardrock cutting. Experience teaches that development is expensive and the market is small. Will mining companies partner with equipment developers to make the technological leap? Or will the solution come from a systems approach, not considered here?IntroductionBlasting is the dominant method of breaking rock for the purposes of mining. When used underground, blasting is part of a batch process. If rock can be cut rather than blasted, mining can become continuous, leading to process and efficiency improvements.Coal produced from underground mines is now predominantly excavated using mechanical means, but underground hard rock is still broken primarily by explosives.This paper traces the history of rock cutting, reviews the main physical processes that are or could be used, and comments on the future. It is written from the perspective of narrow-stope hard-rock mining typical of South African gold and platinum mines."

The dimension stone industry is not widely known or appreciated within the mainstream mining industry. This is in spite of the fact that the industry has grown at an average of over 7% per annum since 1980, and is estimated to now have a global turnover in excess of US$ 60 Billion per annum. Production technologies, particularly in the developed world where labour costs are high, have developed rapidly over the past two decades. Aligned with this, there has been a significant trend in adoption of a more professional mining approach in the exploration for and operation of dimension stone quarries. In fact, in the experience of the authors, mining a dimension stone deposit successfully if often more challenging from a mining engineering point of view than many conventional surface mines. This paper gives an overview of the industry and then proceeds to discuss best practice in exploration for dimension stone and to outline the latest technologies applied in mining of dimension stone. These technologies are varied and the specific combination of technologies applied in any given quarry is determined by both the physical properties of the material as well as the influence of geology which significantly impacts on the recovery of saleable material and hence the economics of the quarry.

Technology is advancing at a rate that makes it extremely difficult for the mining industry to keep pace. Many advances occur within a given piece of technology and often this is missed by the disciplines that could have gained advantage by its implementation. Often this may have been simply an aspect of cost exceeding benefit. However, there are some technologies that potentially have such a far-reaching impact on the mining industry that the benefits simply outweigh the cost. The application of 3D laser scanning in the mining industry has the potential of taking the concept of 'Google maps?' underground. This presents an opportunity where the virtual world of underground can be traversed with relative ease and many aspects of measurements could be obtained without having to visit the working place again, potentially saving countless man-hours and still delivering precision work with significant savings in downtime, stoppages, and exposure to safety incidents. Anglo American Platinum maintains its competitive advantage though the review and application of appropriate technology. This paper describes the 3D laser scanning trial at one of Anglo American Platinum's new shafts, and goes on to show the benefits encountered through the application and the involvement of the various MRM disciplines.

ABSTRACT: The Urft dam, the Diemel dam and the Eder dam are three old masonry damslocated in Germany. The paper describes the rehabilitation measures and the correspondingstability analyses carried out to adjust the dams to today's standards. Remedial works such as theexcavation of inspection galleries, the installation of a grout curtain with a downstream drainagescreen as well as the installation of pre-stressed permanent tendons were carried out. In all threecases the stability of the upgraded dam could be proven on the basis of finite element analyses. ZUSAMMENFASSUNG: Die Urft-, Diemel- und Edertalsperre sind drei alte deutscheSchwergewichtsmauern aus Bruchsteinmauerwerk. Im Beitrag werden Instandsetzungsmaß-nahmen und Standsicherheitsnachweise beschrieben, die erforderlich waren, um die Staumauernan den heutigen Stand der Technik anzupassen. Hierzu wurden Kontrollgänge aufgefahren,Dichtungsschleier mit luftseitiger Dränage sowie vorgespannte Daueranker hergestellt. In allendrei Fällen konnte unter Berücksichtigung der Instandsetzungsmaßnahmen die Standsicherheit derMauer auf der Grundlage von Berechnungen nach der Methode der finiten Elemente nachgewiesenwerden. RÉSUMÉ: Les barrages de Urft, Diemel et Eder sont trois barrages-poids vieux allemandsconstruit de maçonnerie de moellon. Dans cet article, opérations de remise en état et preuves destabilité sont décrits, qui étaient nécessaires pour adapter les barrages à l'état de la techniqueactuelle. À cet effet, des galeries de contrôle étaient creusés, voiles d'étanchéité avec des drains àla face aval et tirants précontraints permanents étaient fabriqués. Dans tous les trois cas, tenantcompte des opérations de remise en état, la stabilité de la barrage pouvait être prouvée à partir decalculs selon la méthode des éléments finis.

The three-product cyclone was originally developed in Russia and is now extensively used in China. The cyclone has recently entered the South African coal industry, and with the obvious advantages that this item of process equipment offers our ever-evolving industry it is safe to assume that it will add value to dense medium circuits in South Africa. Some of the possible applications include: ? Producing multiple products using a single dense medium circuit. These can typically be a primary product with calorific value of 27.50 MJ/kg and a secondary (middling) product with a calorific value of 22 MJ/kg ? High-density separation with a low circulating medium density. Anglo Thermal Coal and Exxaro have pioneered the use of these units at Umlalazi and New Clydesdale respectively. Extensive test work has been performed at Umlalazi to determine the efficiency of the unit and to determine how it compares with the conventional DSM (Dutch School of Mines) cyclone. Some people in the coal industry were initially sceptical and expected the performance of the three-product cyclone to be inferior to that of the conventional dense medium cyclone. The results of the test work have, however, shown that the efficiency of the unit is comparable to that of the cyclones currently employed. A valid concern expressed is the control over the cut-point density of the second stage separation, and work is on-going to find the optimal way to control the secondary separation density. Theoretically, the secondary separation density can be manipulated by changing the orifices of the unit, especially the spigot of the secondary stage. This remains to be proven, and a series of tests is currently being planned. Whatever the result of these tests may be, the three-product cyclone definitely has a place in the South African coal processing industry as it offers a low OPEX and CAPEX solution for producing multiple products from a single circuit, as well as the ability to operate at very high separation densities, while making use of low-density circulating medium. A brief history of channel sampling in South African gold mines is followed by a chronicle of different sampling events and sampling methods that used the traditional ?hammer and chisel? approach as well as diamond core extraction of the sample. The problems associated with each method of sample collection are documented and the use of a laser scanner to measure the exact volumes of sample material extracted from a correctly delimited sample site are considered. Areas where increment delimitation errors (IDEs), increment extraction errors (IEEs), increment weighting errors (IWEs), and increment preparation errors (IPEs) occur were investigated. A ?simulated chip sample model? is introduced and provides the basis for comparing the percentages of error introduced as a result of improper sampling. The heterogeneity experiment showed that reefs that are more homogenous tend have lower extraction errors than the more complex carbon-rich reefs, which may contribute to understanding the poor mine call factor on mines exploiting the latter types of reef. One of the most critical and complicated steps in mine design is a suitable mining method selection based upon geological, geotechnical, geographical and economical parameters. Since there are many factors involved in mining method selection, the decision-making process is very difficult. In this paper, the Analytical Hierarchy Process, with 13 criteria, is used to develop a suitable mining method for the Golbini No. 8 deposit in Jajarm (Iran). Six alternatives (conventional cut and fill, mechanized cut and fill, shrinkage stoping, sublevel stoping, bench mining, and stull stoping) are evaluated. The studies show that the suitable mining method for this deposit in the present situation is the conventional cut and fill method.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

The world is rapidly becoming more ?green? i.e. energy conscious. Since mining and mineral processing are massive energy users, the mining industry is seeking ways to reduce its energy footprint. In mining and mineral processing operations, energy is often the most expensive cost item. Comminution, i.e. grinding, is frequently the most energy-intensive step between mine and metal. High pressure grinding rolls (HPGR) are being installed in a rapidly growing number of ?hard rock? mineral processing operations. In the energy conscious cement industry, HPGR grinding has been standard practice for decades. HPGR is known to be energy-efficient; the question is how energy efficient? How can the energy efficiency of HPGR be enhanced? This paper reviews recent HPGR applications for the processing particularly of copper, gold, platinum, PGM-Ni-Cu and iron ores. HPGR technology is discussed with respect to energy efficiency. The harder the ore the greater the energy savings are likely to be. Typical energy savings of 10?20% can be expected when installing HPGR vs. a SAG mill. Wipf(2005) showed why conventional Bond Work index tests on HPGR product is likely to under-estimate the energy savings that can be achieved by installing HPGR. Energy efficiency of HPGR is, however, ore-specific. The biggest energy savings of HPGR tested thus far is 9.5 kWh/tonne claimed for Vista Gold?s Mt. Todd gold ore from Western Australia, a savings of over one-third of conventional SABC comminution energy. Several commercial scale iron-ore pellet feed plants install HPGR for fine-grinding of concentrate to increase the surface area of pellet feed in a manner that reduces overall energy consumption. Energy-consumption in comminution is, however, only part of the energy savings benefit story. HPGR typically also reduces the amount of steel lost through wear of mill liners and media. Marsden(2008) showed that when the energy that would have been consumed to produce the steel that is saved by applying HPGR is factored in, then the overall energy savings of HPGR is considerably greater. Johnson et al.(1988, 2005) tested HPGR in a flowsheet in which energy savings of around 50% can be expected if HPGR product screen oversize is recirculated to the HPGR. Innovative flowsheets have been proposed by Rule et al.(2008) and by Morley (2008) which are expected to result in significantly increased energy savings. HPGR applied in flowsheets in conjunction with coarse ore separation devices, e.g. ore sorting or DMS to remove barren waste from HPGR feed promises significantly greater energy efficiencies. Fine-grinding and ultra-fine grinding of ore or concentrates in conventional ball mills results in energy consumptions that increase exponentially with product fineness. Wipf (2009) presented a flowsheet in which he proposed the installation of HPGR ahead of the Aerosion ?Disintegrator? for ultra-fine grinding of ores and/or concentrates. This dry grinding arrangement is expected to achieve ap80 = 7 µm using up to 100 kWh/t less energy than could be achieved by wet ball milling. Using conventional comminution, an ore might require grinding to p80 = 45µm (? 325 mesh), for example, to liberate the valuable components, e.g. magnetite, from gangue, e.g. silica. Inter-particle comminution in HPGR may break some ores along grain boundaries thereby liberating valuable minerals from gangue at a much coarser particle sizes. Early magnetic separation rejection of silica gangue liberated from magnetite by HPGR at coarser grain sizes could further reduce downstream comminution energy consumption.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and - importantly - metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These 'geometallurgical variables' drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many `traditional' (ie grades and tonnes) reserve models, the variables that drive the project are missing!

You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.
