The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

"Sub-standard practices and their adverse impact on safety performance remain a challenge in the South African gold mining industry. The purpose of this study was to investigate the root causes of sub-standard practices and the effect on safety performance in South African gold mines. The focus of the study was on the underground production operations at a gold mine in the Free State. The study consisted of three parts: a personal investigation into the causes of sub-standard practices at the mine, a comparison with the results of a cultural study performed at the West Wits mines, and a behavioural survey.The studies described in this article yielded similar results in terms of the key drivers behind sub-standard practices. It was found that substandard practices had a number of causes, and the origin lies within the habits, attitude, and behaviour of employees. Current methods of addressing sub-standard practices and improving safety performance were found to discourage employees from performing work safely and according to procedure. It was concluded that the lack of critical behavioural habits for the given work environment and job title could possibly be the primary reason for the occurrence of sub-standard practices. IntroductionSince the implementation of the Mine Health and Safety Act, 1996 (Act 29 of 1996) and the Mine Health and Safety Regulations, the South African mining industry has been striving to improve health and safety performance and has placed great emphasis on adherence to mine standards.The Act requires employers in the mining industry to report accidents, incidents, and dangerous situations to the Regional Principal Inspector of Mines in their area. The data provided by employers is captured and analysed by the South African Mines Reportable Accident Statistical System (SAMRASS) and made available for public viewing (Department of Mineral Resources, 2011).A review of the national mine-related accident statistics shows clearly that the South African gold mining industry has improved its safety performance markedly over the past decade, but is still facing major challenges (Figure 1). These include meeting the Mine Health and Safety Milestones (Department of Mineral Resources, 2011)."

The electrical control of three-electrode submerged-arc furnaces suffers from a number of complexities, mostly due to the nature of the furnace electrical circuit providing power to the furnace where the three electrodes are interconnected within the furnace through the molten metal bath. This gives rise to what is known as the interaction effect 2, where variations in one electrode?s current can cause comparable changes to the currents in the other electrodes, particularly in larger furnaces with low power factor. Resistance-based control of the electrode penetration has largely alleviated these problems, since the resistance encountered by each electrode is predominantly dictated by the length and conductivity of the current path from the electrode?s tip to the molten metal bath, which acts as the three-phase circuit?s floating neutral point. Hence resistance changes due to tip position or conductivity changes beneath one electrode do not affect the resistances beneath the others, effectively decoupling the control of the individual electrodes1. Although resistance-based control is therefore generally accepted as superior to current-based control for the regulation of submerged-arc furnace electrode penetration, a few furnace operators still prefer to use current control under specific furnace conditions. This paper presents the results of analysing the performance of both current and resistance-based control in typical scenarios encountered on industrial furnaces, taking into account a number of factors including electrode penetration, power distribution, efficiency and asymmetry of the electrode currents. In order to accomplish this, three typically encountered scenarios were simulated. The results obtained show that resistance control provides more benefit in all cases, however, the uneven electrode current distribution generated by resistance control when electrodes are on top stops may cause some concern if baking of the electrodes is required in this scenario.

AngloGold Ashanti has been proactive in the field of energy management for many years. AngloGold Ashanti is a signatory to South Africa?s National Energy Accord of 2005 calling for a15% reduction in energy consumption by 2015 for the mining sector. This target also supported our internal targets that were already set. AngloGold Ashanti?s seven South African mines consume on average 440 MW. Due to the dynamics of gold mines, and the large numbers of relatively small energy efficiency initiatives and awareness campaigns made measurement and verification of energy efficiency very difficult at a macro level since some initiatives could get lost in the fluctuating load profile. This paper will discuss the methodology and process followed to quantify the impacts of the combined energy efficiency initiatives at macro level. It will quantify the energy efficiency impacts in megawatt-hours (MWh), financial, and equivalent carbon emissions (CO2e) reduction with reference to our baseline year, 2004, for the Vaal River and West Wits mine clusters.

Selective flotation to separate copper minerals from, for example, Mo- and/or As-bearing minerals is a continuing problem because the selectivity of current systems is imperfect. Selective Cu-As flotation is currently difficult, and the most common Cu-Mo selective flotation method uses NaHS; this must be done in an enclosed system because, under acidic conditions, this method produces hydrogen sulfide. In this paper, some novel alternative flotation processes that use redox reactions are discussed; these methods have a much lower environmental impact. Oxidation and reduction reactions can be used to make copper minerals more hydrophilic and Mo-bearing minerals more hydrophobic. X-ray photoelectron spectroscopy (XPS) analyses indicated that the copper minerals became hydrophilic because hydrophilic iron precipitated and several hydroxides covered the copper minerals’ surfaces, whereas the molybdenum minerals remained hydrophobic because their sulfide surfaces were not covered. Flotation experiments on these minerals after redox treatments indicated that excellent separation of Cu-minerals from Mo-minerals can be achieved. Possible mechanisms for this separation were investigated using detailed surface analyses and thermodynamic calculations. The additives used to initiate the redox reactions are easy to handle and make these new flotation procedures better than current processes because the new methods do not emit effluent gas and because they are commercially viable. "A hydrometallurgical route was developed to extract metals such as gold, silver, copper, and selenium from anode slime from Sarcheshmeh Copper Complex in Iran. For the extraction of copper by leaching, the anode slime was heated and stirred with 4 M sulphuric acid in the presence of oxygen. Optimal conditions for recovery of copper were temperature 80°C, mixing time 5 hours, and oxygen flow rate 2 L/min, resulting in a copper recovery of 94.47%. Silver and selenium were dissolved by leaching anode slime from which the copper had been removed with nitric acid. For gold extraction, anode slime was heated with aqua regia at 90°, and the gold then extracted with 2-ethyl-hexanol at a concentration of 0.5 M and phase ratio of 4. The extract was then stripped with soda solution at pH=10.5 and a phase ratio of 5. Finally, gold was recovered by precipitation with oxalic acid at a ratio of mass to volume 10 g/L. Total gold recovery was 80%. IntroductionDuring the electrorefining of copper, some metals are accumulated in the byproduct anode slime, which is an important source for recycling and recovery of these metals (Petkova, 1994). In this paper, a hydrometallurgical route is described for the recovery of precious metals from copper anode slime of Sarcheshmeh Copper Complex, which is located in southeastern Iran .Copper anode slime is black or gray powder with a particle size less than 200 mesh. Approximately 2 to 20 kg of anode slime is produced per ton of copper cathode. The slime is characterized by higher amount of Ag, Se, Pb, and Cu compared to other metals and a very low Au content (Khaleghi and Ghader, 2013).The copper anode slimes are composed of 11.69% selenium, 3.93% copper, 5.26% silver, 0.13% gold, and 45% barite, plus lead, tellurium, antimony, sulphur, and silica with small amounts of nickel, iron, zinc, and bismuth. Gold is one of the most important noble metals due to its wide applications in industry and economic importance, so recovery of gold from slime is more appealing than that of other metals. According to the World Gold Council (2013), the demand for gold has increased during the last decade. This increase is due not only to the increasing demands of the jewellery market, but also to the increasing demand for gold in industrial as well as medical applications (Ranjbar et al., 2014)."

The goal of the study described here is to develop objective. quantitative methods for estimating the outcome probabilities of exploratory oil wells. The study employs the 're-experience' approach, in which historical data are used in a manner which attempts to recreate the past. Our past experience, of course, is the principal guide to the future. To appraise present-day oil prospects, however, we must analyze prospects that have been drilled in terms of how these former prospects were interpreted before they were drilled. An analysis of how they are interpreted after they were drilled is an inadequate guide to the future because our hindsight knowledge is superior to our foresight knowledge. Objective calculation of future outcome probabilities, then, requires that we attempt to treat past information in a manner analogous to that in which we must treat present information in forecasting future outcomes.

The principal objective of this investigation was to conduct a thorough literature review on the status of project readiness mechanisms, tools, techniques, and frameworks for mining projects. The review aimed at identifying common readiness evaluation criteria as well as potential shortcomings that prevent the establishment of a generalizable project readiness index. The literature review included a general overview of capital project performances and the importance of project readiness assessments to improve project delivery success. The study then progressed towards literature involving mining projects and how this differs from infrastructure and industrial project assessments. The paper concludes by summarizing the current state of mining project readiness assessments, the unique and differentiating factors to be considered, and suggests recommendations towards the development of generalizable readiness assessment criteria for mining projects.

Tasked with developing a flow sheet for a new resource, one typically turns the experts for help. The advice of an expert can be invaluable in reducing the time and costs associated with characterizing an ore (not to mention extracting maximum information from limited samples). While guiding and optimizing a metallurgical concept study requires a certain skill set, selling a project is something different. The metallurgical specialist is usually not responsible for sharing the results of investigations with potential investors. However, the person responsible for selling the project can ensure that a metallurgical concept study is conducted thoroughly and responsibly without having the ability to do the work, while being sufficiently familiar with the metallurgical aspects to authoritatively sell the project. The process of identifying suitable process routes through to constructing a concept flow sheet and mass balance is discussed as a basic example. From basic mineralogical information and a thorough literature survey, the most likely beneficiation routes can be identified and targeted testing conducted. The final top size will depend on the required product properties (mainly grade), the selected beneficiation technology, and the ore?s liberation properties. Once the required top size has been identified, comminution options can be evaluated. Once again, literature surveys can be used to supplement concept-level comminution property information, and select possible equipment and circuit configurations. Marketing, material handling, and logistics-related information can be used to determine required dewatering technologies. At this stage, enough information is available to develop a concept mass balance and conduct basic equipment sizing..

In block cave mining, rock fragmentation is a key parameter that influences the production level design and mine planning. Fragmentation occurs mainly by natural breakage during the caving process and in the draw column. The breakage that occurs within the column is known as secondary fragmentation. Secondary fragmentation has been successfully described using the block caving comminution model, which replicates the fragmentation mechanics between particles under drawn and vertical loads in a draw column. This model is based on a kinetic and population balance approach, in which non-normalized and normalized assumptions can be used depending on material and comminution system behaviour. In this paper, the non-normalized and normalized approaches are applied and compared to laboratory data to determine which assumption should be used for secondary breakage in block caving. Approaches are compared graphically, with the mean square error and the Fisher test with a false-rejection probability of 0.05. Based on a statistical analysis, the results show that the normalized model can be applied to all the rock types tested.

High Pressure Grinding Rolls (HPGR) are mostly used prior to pelletising processes to increase the specific surface area (SSA) of iron ore concentrate. For expressing SSA, the Blaine index is utilised as one of the most important dimensional properties of iron ore pellet feed. ISO 21283 is a standard test method that explains the manual of Blaine air-permeability apparatus for determination of this parameter. In this standard, the disaggregation method is based on passing the minus of 1 mm samples from the 0.150 mm sieve. The disaggregation process has an effective role on the results of Blaine airpermeability test especially for regrinding HPGR products. In this research, firstly the Blaine index of samples was measured without disaggregation. Following this, disaggregation was done by passing the minus of 1 mm samples through three sieves with different dimensions, 0.150, 0.090 and 0.045 mm, separately, and the Blaine index was calculated for each one. Finally, lab-mill with rubber balls, called Jar mill, was investigated as another option. Screen analysis and image analysis with SEM were performed to evaluate the effects of the sample's disaggregation on the size distribution and agglomeration of samples. The results showed that the disaggregation method with sieve size 0.150 mm, according to ISO 21283, was not applicable for HPGR products because the particles were still stuck together. In addition, the disaggregation method with the sieve size 0.045 mm or with Jar mill offered reasonable results. Metals make modern societies function, and increasingly, various high purity precious and special metals endow sustainability-driving technologies with specific functionalities. These metals become heavily intertwined within products, complicating end-of-life treatment. To counteract the resulting downcycling and potential depletion of scarce resources, maximising both the quantities and qualities of materials recovered during primary extraction and recycling, processes should be a priority in the pursuit of sustainable circular economy. Adopting a process simulation approach; a digital twin for the life cycle of cadmium-telluride solar photovoltaic (CdTe PV) modules was created. The system comprises an integrated metallurgical production system that produces, among others, cadmium, tellurium, selenium, zinc, copper, and lead, all of which are required to manufacture PV modules. System-wide resource efficiency and environmental impacts are assessed using exergy analysis and life cycle assessment, respectively. Simulation of this large and complex product life cycle at a high level of detail allows for the evaluation of potential system-wide effects of various production, recycling and residue exchange scenarios aimed at maximising the sustainability of the entire system. It diminishes the need to make arbitrary choices about allocation methods for the distribution of environmental impacts in multipleoutput production systems. Furthermore, it demonstrates the key importance of metallurgy in achieving circular economy. This study investigates nickel laterite porosity and its impact on geometallurgical modelling. We performed a detailed mineralogical study on a set of Ni-laterite samples originating from New Caledonia. Samples were analysed after heavy liquid separation by automated SEM (QEMSCAN®). Laboratory and QEMSCAN® modelling results do not correlate well. Ideal physical mineral properties such as mineral densities used in QEMSCAN® modelling do not match the actual physical densities of minerals. The presence of empty or water-filled pores can represent important amounts in minerals and change the overall density of a particle. An adequate modelling of real density separation of minerals and particles should consider the water-filled pores. The first step towards a better simulation was to integrate pores larger than 10 μm in diameter filled with water (density of 1 g/cm3) in the QEMSCAN® database. The results approached, but did not match the physical laboratory results. The second step was to identify nanometer to micrometer sized pores, which could not be identified by QEMSCAN®. It was possible to identify nanometric pores in enstatite, Fe-oxides, serpentine, talc and quartz, and radial aggregates of fibrous Fe-oxyhydroxides with high resolution SEM (HR-SEM). The quantification of those micro-sized pores was performed on 2D HR-SEM images using image-processing techniques developed in Python to calculate the nanometer to micrometer scale pores in each mineral. Despite the limitation of converting 2D imaging into 3D objects, in our case pore sizes and porosities, we were able to calculate a mean value of porosity for each mineral. The integration of this porosity in the calculation of particle densities yielded a good match between the QEMSCAN® model and the laboratory experiment results. Despite the complexity of a strongly weathered material, such as Ni-laterites, a good knowledge of the ore makes it possible to build reliable processing models. In the mineral processing industry, Ni-Cu-Fe-S converter matte is leached in order to remove base metals from a concentrate containing platinum group metals (PGMs). This paper investigates the atmospheric leaching process, in order to develop a better understanding of the leaching behaviour of the base metals; in particular Cu, Fe, Ni, and the PGMs in particular Ru and Ir with key process variables, acid concentration, copper concentration under oxidative leaching conditions. Higher initial acid concentration resulted in a higher copper, iron and nickel extractions, as well as higher leaching rates together with faster Cu, Ru, Ir precipitation occurring. On the other hand, a higher initial copper concentration resulted in more nickel but less iron being extracted. Keywords: PGM, converter matte, leaching, precipitation

Safety in South African mines is a subject of significant interest, since many mining companies are experiencing production deficits due to safety-related stoppages. In this paper, safety data from the South African platinum mining sector is analysed for the period 2006 to 2010. The data was obtained from company annual reports as well as the Department of Mineral Resources, and analysis in the study is limited to injury and fatality data only. The overall safety performances of companies in the sector are compared, and opportunities for benchmarking and recognising potential sources of best practice amongst platinum miners are identified. Improving safety usually incurs a cost, and mining companies are particularly conscious of the importance of controlling costs. However, cost considerations often deal only with direct costs, and it has been shown that indirect costs are usually far more significant. Therefore, a greater safety spend will usually result in the creation of value for the mine since it will reduce the indirect costs associated with accidents. The results of some recent research in this area are presented. In this light, where available, the financial performances of mining companies in the sector, obtained from published annual results, are included in the benchmarking exercise to determine whether there is any correlation with safety performance.

This paper is focused on the development of iridium(IV)-specific quaternary diammonium cations containing electron-donating substituents in the benzyl group of methyl and electron-withdrawing substituents such as triflouromethyl and nitro groups. Quaternary diammonium cations used were tetra- 4-methylbenzyl-1,10-diammonium decane chloride (QuatDMDAMeBnz), tetrabenzyl-1,10- diammoniumdecane chloride (QuatDMDABnz), tetra-3-trifluoromethylbenzyl-1,10- diammoniumdecane chloride (QuatDMDACF3Bnz) and tetra-4-nitrobenzyl-1,10-diammoniumdecane chloride (QuatDMDANO2Bnz). Polyvinylbenzylchloride (PVBC) nanofibres were used as support material, and the functionalised nanofibres were used for separation of Ir(IV) from Rh(III). The sorbent materials were characterised by FTIR and elemental analysis. The efficiency of the quaternary diammonium cations was investigated in a column study under dynamic flow adsorption conditions. Column sorption of [IrCl6]2- and [RhCl5(H2O)]2- on nanofibres functionalised with diammonium cations showed [RhCl5(H2O)]2- was not adsorbed by the sorbent materials while [IrCl6]2- was loaded onto the column. The loading capacities of [IrCl6]2- on the quaternary diammonium sorbent materials increased in the order of F-QuatDMDAMeBnz (3.08 mg/g) < F-QuatDMDABnz (3.39 mg/g) < FQuatDMDACF3Bnz (5.46 mg/g) < F-QuatDMDANO2Bnz (7.10 mg/g). The loading capacity for Ir(IV) with quaternary diammonium cationic nanofibres increased with an increase in the electron-withdrawing nature of the substituent on the quaternising group. The charge delocalising ability of the 4-nitrobenzyl group resulted in the best interaction of the decamethylene diammonium cation with [IrCl6]2-.
