This publication summarizes the research (in-house and contract projects) programmed by the Bureau of Mines for fiscal year 1985 (October 1, 1984-September 30, 1985) under its Health and Safety Technology Program. The objective of these projects is to provide an ordered and sequenced advance toward the Bureau's overall goal of providing the system technology required to create a more healthful and safer working environment for the Nation?s mining and minerals processing workers.

As part of a continuing program of evaluating the Nation's crude-oil resource, this report presents information pertaining to resource, primary reserve, and potential waterflood reserve for 3,209 selected reservoirs contained in 24 oil-producing States, as of January 1, 1968. To that date the selected reservoirs had not been subjected to pressure-maintenance or secondary-recovery operations. These reservoirs also met the following parameters: (1) a minimum of five oil-producing wells on January 1, 1968, (2) a minimum of 50 acres areal extent, (3) a minimum of 50,000 bbl of oil ultimate primary recovery, and (4) the principal reservoir energy was other than active water encroachment. The selected 3,209 reservoirs produced 527 million bbl of oil in 1967, about 17 pct of U.S, total production. Primary oil reserve was 4,983 million stb; in addition, there was 6,043 million stb of potential water- flood oil reserve. Oil resource in the selected reservoirs was 59,547 million stb. A brief history and outlook of waterflooding are presented for each State. Depth and producing rate statistics and geologic distributions of production, resource, reserve, and potential waterflood reserve for the selected reservoirs are presented by States in the appendix. Also included in the appendix are description, history, and technique modifications of waterflooding, and a preliminary cost estimate of a closed-system water-injection project.

A survey showed that there were 24 bin-related fatalities in the 5 year period of 1975 to 1979 in the minerals industry. Only 4 victims wore safety belts and only 1 of these had a second person attending his lifeline, as mandated by Federal safety regulations. Not one victim observed the three main Federal safety regulations governing work in and around bins. A study was conducted on the force necessary to pull victims partially buried in sand and limestone. Recommendations are made on procedures and safety equipment that can minimize bin-related accidents. A Handbook, directed to the plant engineer responsible for bin design and safety, was also issued detailing bin designs and flow-aid accessories as a function of the flowability of the stored material to better maintain material flow from bins. A comprehensive table of the flowability of many materials produced in the minerals industry is presented and simple procedures given for determining the flowability of materials if not available.

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

The capital investment and operating costs of two methane-control systems used during longwall mining operations are compared in this Bureau of Mines report. Costs are given for a surface gob hole drainage system and an underground cross-measure borehole drainage system to control methane gas in gobs in four coal mining areas--central Pennsylvania, northern West Virginia, southern Virginia, and northern Alabama. Present-worth analysis is used to determine the more cost-effective alternative in each location. The alternatives have equal lives and provide the same service based on a minimum rate of return of 15 pet. In central Pennsylvania and northern West Virginia, the gob hole system is more cost effective than the cross-measure system, by 10 and 18 pet, respectively. In southern Virginia and northern Alabama, the cross-measure system is more cost effective, by 29 and 38 pet., respecitively. Costs for other locations must be developed on a case-by-case basis.

The Bureau of Mines conducted compressive strength tests on model pillars of selected rock types with each pillar containing a critically oriented plane of weakness. The objective of these tests was to determine if a significant increase in the strength of the model pillar could be obtained by either (1) installing tensioned rock bolts through the pillar and normal to the plane of weakness, or (2) wrapping tensioned steel wire ropes around the pillar at uniformly spaced intervals along the pillar. Equations based on Coulomb's failure criterion are developed to predict uniaxial compressive strength of model pillars that are either rock-bolted or wire-roped. Laboratory compressive strength tests on unbolted and bolted model pillars of sandstone, marble, Indiana limestone, and oil shale containing a plane of weakness oriented at 45° showed that the bolted pillars are stronger than the unbolted pillars by 84, 31, 52, and 28 pct, respectively. Laboratory compres-sive strength tests on nonroped and roped model pillars of Texas limestone, sandstone, and granite containing planes of weakness showed that the roped pillars were stronger than the nonroped pillars by factors ranging from 1.01 to 2.41, depending upon the angle of the plane of weakness and the rock type. Rocks with a low Young's modulus benefited most by the wire-roping technique.

The compensation-insurance rates for quarrying in North Carolina are 11 times higher than for the State?s major industry, textiles. Some operators are willing to accept this as representing the ratio of existing hazards. This was not true of the management of the Southern Aggregates Corporation, and in 1935 it tools definite steps to correct the idea of its local officials and employees that loss of life and limb in quarries is inevitable. Laboratory flotation of synthetic coal-pyrite mixtures and high-pyritic-sulfur coal indicated that ferric chloride (FeCl3), aluminum chloride (AIC13), chromium chloride (CrCl3), and cupric sulfate (CuSO4) are potential pyrite depressants. For each metal salt there appeared to be a range of pH values and optimum concentration for selectively depressing pyrite in coal flotation. Pyrite was depressed in the pH range from 4.5 to 7.0 with ferric chloride, from 5.8 to 7.0 with aluminum chloride, from 6.4 to 7.1 with chromium chloride, and from 6.4 to 7.4 with cupric sulfate. Best separation of pyrite from coal was achieved in flotation solutions containing from 2 X 10-5 to 5 x 10-5 mole/ liter of each salt. In solutions containing excess salt concentrations, coal was also depressed. These Bureau of Mines tests demonstrated on a laboratory scale that, in solutions containing 4 X 10-5 mole/liter ferric chloride and from 1 x 10-4 to 2 x 10-4 mole/liter sodium hydroxide, the pyritic sulfur content of a Lower Freeport bed coal sample could be reduced from about 2.51 percent to less than 0.60 percent with recoveries of over 83 percent. The depression of pyrite appears to be due to the adsorption of positively charged colloidal metal hydroxide at the pyrite-solution interface. This hypothesis is supported by zeta potential determinations which showed that suspended coal and pyrite particles in solutions containing metal salts are positively charged in the pH range where depression occurs.

A small displacement-small strain finite element technique utilizing the constant strain triangle and incremental constitutive equations for elastic-plastic media that are nonhardening and obey a Coulomb yield condition has been applied to the analysis of gravity flow initiation in a V-shaped hopper containing a powder under lunar environmental conditions. Three methods of loading were examined. Of the three, the method of computing the initial state of stress in a filled hopper prior to drawdown by adding material to the hopper layer-by-layer is superior (as expected). Results of the analysis of a typical hopper problem show that the initial state of stress, the elastic moduli, and the strength parameters have an important influence on material response subsequent to the opening of the hopper outlet.

"Investigations in the Federal Bureau of Mines Experimental coal mine near Pittsburgh, Pa., have shown that high-expansion foam containing at least 0.2 ounce of water per cubic foot of volume is effective in controlling exper-imental underground coal, oil, or wood fires. Some of the fires were extinguished, but more of the coal and wood fires were brought under enough control to permit direct attack with water or other extinguishing agent or loading the hot material into cars. The largest controlled experimental fire, which burned about 5 hours before attack, was in a coalbed 5 feet wide, 10 inches thick, and 100 feet long. The greatest distance foam was transported to control a fire was 1,010 feet.An incipient fire should be attacked promptly with water, rock dust, or other approved and readily available extinguishing agents. Where heat, roof falls, and smoke prevent direct approach, the more involved procedure of using foam may be advantageous. The effectiveness of the foam in controlling a deep coated fire of considerable extent H,vet to be proved by actual trials in aSome hydrogen, carbon monoxide, and methane gases are generated when a fire is attacked with foam. Calculations showed that in experimental fire tests an explosive mixture could form; however, this would occur only within a narrow range of combustible gas-air mixtures not likely to be found in practice. The principal explosion hazards are due to generation of gases by the foam, localized build-up of normally liberated methane, and volatiles liberated by the coal during heating. The quantity of combustible gases generated by the action of the foam on the fire is about the same as that when an equivalent amount of water is applied."

The Bureau of Mines has developed a computer program for calculating the composition of gravimetric primary standard gas mixtures. The Fortran IV program applies corrections due to buoyancy variations of the cylinder and inaccuracies of the balance weights. The program also determines the statistical error due to the sensitivity and precision of the balance and applies the analytical error of the weighed gases.

Heats of solution of yttrium chloride and oxide in hydrochloric acid were measured by Bureau of Mines researchers. Using the heat of combustion of yttrium mentioned in the literature, the Bureau calculated the heat of formation of yttrium chloride to be -239.16 + 0.50 kcal./mole. The Bureau experiments gave evidence that the heats of solution of yttrium chloride from the literature are mostly too low because of water and/or oxychloride impurities. Heat of combustion of yttrium (8)3/ and its heat of solution in hydrochloric acid (2, 14) have been measured. The earlier heat of solution measurement (2) is unreliable because of possible potassium contamination (4). Heat of solution of yttrium chloride has been measured by three researchers (3, 9, 15), who obtained widely different results. Spedding and Flynn (14) report the heat of formation of yttrium chloride as -232.69 kcal./mole from their solution studies. The present work was designed to check the reported heats of solution of yttrium chloride and to determine the heat of solution of yttrium oxide. The latter measurement would allow the results of solution and combustion data for yttrium to be intercompared.

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. ACKNOWLEDGMENT The author wishes to acknowledge the assistance of J. R. Thoenen, mining engineer, United States Bureau of Mines, in the preparation of this paper. Acknowledgment is also made to E. R. The western phosphate field, comprising parts of Idaho, Montana, Wyoming, and Utah, contains one of the world's largest known reserves of phosphate rock. Although phosphate-rock deposits of good-grade have been known since before the turn of the century and production has been recorded since 1906, real development of this important field did not begin until immediately after World War II. Since then fertilizer-manufacturing facilities using western phosphate rock have been expanded, and three electric-furnace plants for producing elemental phosphorus have been installed, resulting in a rise in mine production from 323,955 long tons2/ in 1945 to 1,653,916 long tons3/ in 1953. Interest in the field is increasing, and it is reasonable to expect that the western phosphate industry will continue to expand. Before 1945 all western production was from underground mines. In that year the first strip mine in the field was started near Montpelier, Idaho,~ and in sub-sequent years a number of other open-pit mines were opened in southeast Idaho and western Wyoming. At present the major part of the production comes from surface mines. Underground mining has continued, and new underground mines have been opened in the field, but recent exploration by operating companies has been aimed primarily at developing additional deposits suitable for low-cost surface mining. Preliminary reserve estimates by the Federal Geological Survey5/ indicate that only a very small part of the total resource may be recovered by surface methods and that the industry eventually must depend largely on underground mining. Because one function of the Bureau of Mines is promoting the conservation and development of the Nation's mineral resources, it is appropriate that research be conducted to develop low-cost maximum-recovery underground mining methods applicable to western phosphate-rock deposits.

This is a progress report of an investigation by personnel of the Bureau of Mines from June to September 1951 to introduce preservative chemicals into growing timber. It also describes in detail the impregnation process, known as the collar method, developed by the United States Department of Agriculture2/ Twenty-eight trees were treated by this method, and a complete record was kept of each individual tree and of each timber cut from it. These timbers have been placed in a coal mine, and their tendency to decay is compared to that of adjacent untreated sets. Although several years will be required before final conclusions can be drawn, this report explains the appearance and encouraging results of the treated timber to date. Also included are some comparative costs of untreated timber, treated timber by the commercial pressure method, and treated timber by the collar method. INTRODUCTION In the hope of increasing the useful life of cut timber, experiments to impregnate growing trees with wood-preservative chemicals by utilizing the natural flow of sap have been carried on for centuries. None of the various methods used in these experiments has ever gained any widespread use because they have been commercially impractical.

The Bureau of Mines process for recovering Ni and Co from low-grade domestic laterites uses a reduction roast followed by an ammonia, ammo-nium sulfate leach. This investigation examined the waste streams of the process for their potential environmental impact and focused on the laterite residue produced. The U.S. Environmental Protection Agency's extraction procedure (EP) toxicity tests and column leaching showed that leachable metal concentrations would be low enough so that the residue would not be considered a hazardous waste under present definitions. Under nonacid leaching conditions, about the same amount of metal was extracted from laterites as from their residues, and the leachates were similar to water samples from an undisturbed laterite deposit. Washing tests on the laterite residue showed that ammonia and ammonium sulfate concentrations were reduced according to equilibrium stage calculations, resulting in residues that would be acceptable for revegetation. With water washing only, the residue would not be considered a hazardous waste even though significant amounts of Ni and Co were absorbed from entrained leach solution onto the residue. Washing first with fresh leach solution and then with water prevented this absorption and thus improved the overall metal recovery.

Protection against fire is a greater problem at a coal mine, than at an ordinary industrial plant. Generally mines are located in isolated districts and do not have the protection of city fire departments; consequently fire fighting aquipment must be installed by the mining company. Fire protection around a mine is just as essential as it is in the city.. and undoubtedly is more important if the fire should be underground where many lives would be endangered and all means of escape cut off. A surface fire can generally be attacked from any angle, but an underground fire can be attacked only as conditions will permit.. U. S. Bureau of Mines engineers have investigated many serious mine fires that undoubtedly could have been extinguished in incipiency if a fire extinguisher or fire hose and water had been readily available. In past years very little attention was given..to fire fighting equipment and organization around mines, but in recent years three gen a derde hange of opinion among many of those engaged in mining, and nearly all up-to-date mining companies now have some kind of fire protection about their mine Probably the first company in Illinois to install regular fire fighting equipment and effect a fire fighting organization at its mines, was the Madison Coal Corporation, which operates several mines in Illinois. The main office of this company is in Chicago and the general field office is at Glen Carbon, Ill.

The problem of removing hydrogen sulphide from natural gas has become within the last few years one of major importance to the natural gas and petroleum industry. Several gas fields in the United States produce natural gas containing hydrogen sulphide, and a number of oil fields produce gas which contains hydrogen sulphide. 3 The percentage of hydrogen sulphide in natural gas produced in these fields varies from a fraction of 1 per cent to as high as 20.5 per cent by volume. Hydrogen sulphide is probably the most toxic gas associated with natural gas, and from the standpoint of health and safety it is important that the hydrogen sulphide be removed if the gas is to be used for domestic purposes. Hydrogen sulphide, besides being toxic and therefore a hazard to animal life, is under certain conditions an active corrosive agent and very destructive to equipment. The annual loss caused by the corrosive action of hydrogen sulphide on equipment amounts to hundreds of thousands, perhaps millions, of dollars. The largest percentage of natural gas produced in the United States comes from wells which also produce oil. This associated gas invariably carries with it light fractions of petroleum, which when separated from the gas, condense to the liquid form at ordinary temperatures and pressure. Commercial application is made of this natural condition, and "wet gas" is processed to obtain so-called natural gasoline by employing the principles of absorption, adsorption, or compression and subsequent expansion accompanied by cooling. In the manufacture of natural gasoline from wet gas which contains hydrogen sulphj.de, if this contaminating gas is not first removed, some of the hydrogen sulphide may oxidize to form free sulphur and water. The free sulphur will dissolve in the gasoline produced by any of the aforementioned methods and cause the product to be positive to the corrosion test and there-fore unsuitable for commercial use in that condition. The objectionable sulphur compounds can be removed by washing the gasoline with a solution of caustic soda or other chemicals, but this treatment is expensive. It is advantageous therefore to remove the hydrogen sulphide from the gas before it is processed in a natural-gasoline plant.

Conversion of euxenite concentrate to sulfates with sulfuric acid and solvent extraction of the yttrium- rare - earth mixture with EHPA were studied to determine extraction and separation characteristics . Digestion with 3.5 pounds of 96 percent sulfuric acid per pound of concentrate at 336 ° C for 4 hours resulted in an easily handled product with a yield in excess of 98 per- A thorium- free product was obtained by calcining the sulfated material for 3.5 hours at 650 ° C prior to leaching with water . Di ( 2 - ethylhexyl ) phosphoric acid solvent is an effective extractant with preference for cerium ( IV ) and heavy - group rare - earth elements including yttrium . Separation of complex rare - earth mixtures into light- and heavy - group fractions is feasible , and these fractions can be further processed to isolate ytterbium , neodymium , and dysprosium by changing processing conditions to obtain separation factors greater than two between these and adjacent elements .
