Continuing interest has been shown in developing processes for extracting nickel and cobalt from low-grade domestic deposits of these metals and in improving existing methods. Of special concern is the nickel-recovery installation at Nicaro, Oriente Province, Cuba, operated for the General Services Administration. The Bureau? of Mines felt that a bibliography would help familiarize personnel at various Bureau of Mines stations and General Services Administration contractors with extraction methods both in the United States and in foreign countries. When this task was under way it became apparent that to compile a complete bibliography would require considerable time, so it was decided to limit the first part to the later literature and issue it independently, thus making it available sooner. The present work supplements the first part and extends the coverage to the earliest years of nickel and cobalt metallurgy.

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

ALTHOUGH the contribution of Algeria, including the Sahara, to the local economy and to world mineral supply was small for many years, the spectacular development of an important petroleum and natural-gas industry has changed the position of the country. In 1963 there were decreases in output of most mineral commodities, however oil and gas production forged ahead and established new records. The impact of adverse market conditions and especially the competition from lower cost producing areas was felt by both the metals and nonmetals industries. This and the general economic conditions related to the recovery of the country following the years of strife attending its emergence as an independent state combined to hold back production and development commensurate with resources. The principal events of the year were in the petroleum sector and included the first commercial production from several new fields, some new discoveries, the virtual completion of the first petroleum refinery in the country, and installation of additional pipelines. Progress was made toward the further utilization of the vast resources of natural gas and the provision of additional transportation and refining facilities. In the mining domain the government took over two iron-mining operations, and progress was made towards expanding production of phosphate rock and determining methods of upgrading the Tindouf Iron ores. Completion of the iron and steel plant near Bone was further delayed. The only coal mine reportedly closed down in late 1963.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. This Bureau of Mines publication contains analyses and related source data for 271 natural gas samples from 22 States collected during calendar year 1982. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of the investigation of the occurrences of helium are published annually to make the information available to the petroleum industry and the general public. Twenty-six publications have presented the results of 13,051 gas analyses vide prior to 1982. The first 3 bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26) containing 7,833 analyses of samples collected since 1960.

This is the final report on a research program to develop a pilot plant gasifier for slagging gasification of lignite at high pressures and to obtain process data under various operating conditions. An operable pilot plant was developed, and the test results show that lignite is well suited for the process. Tests were run at pressures from 80 to 400 psig, and the results indicated that pressure had little effect on gas composition or the material requirements per unit gas produced. Gas production rates as high as 26,000 scfh/sq ft of reactor area were obtained at 300 psig, but limitations on auxiliary equipment prevented full-capacity operation at 400 prig. In several tests lignite having a 37-percent moisture content and 2,500° F ash-fusion temperature was successfully gasified. Refractory materials were found to have a short life in contact with high-temperature slag, and a water-cooled taphole was developed. Exploratory tests with coking coal were unsuccessful.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title II, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

The technical feasibility of gasifying powdered, noncoking, low-rank coal with steam in an externally heated tube has been demonstrated. The tube, 112 ft. of alloy-steel tubing shaped into a helix, served as an electrical conductor of electricity used for heating. The effects of the following variables were studied: Residence time of coal in reactor, average reaction temperature, steam concentration, and rank or geologic age of coal. Reaction pressure was maintained in the range 19-26 p.s.i.a. High carbon conversions and large yields of synthesis gas were obtained with low-rank coal. In one test, for example, about 88 pct. of the carbon in a subbituminous C coal was gasified at 1,910* F. with a residence time of 1 sec. The gas contained 58 pct. H2, 19 COD 15 CO, and 3 CH4; the yield was 30 cu. ft. (at 32' F. and 14.7 p.s.i.) of synthesis gas (CO + H2) per pound of dry coal.

This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

"The data in this report are the result of a detailed, microscopic study of composite samples of mill products collected over a 14 day period. The samples were collected and assembled under the direction of W. R. Lindsay, superintendent of the Anyox plant, and are fairly representative of the heads, middlings, tailings, and products peculiar to the scheme of concentration practiced at Anyox in 1930.The work was done in the Cooperative Microscopic Laboratory at Salt Lake City, Utah. This laboratory was equipped by the mine and mill operators of the Salt Lake Valley and functioned under a cooperative agreement between the United States Bureau of Mines the University of Utah. This is the fourth of a series of papers 6/ dealing with a microscopic study of mill products."

The industrial minerals industry in the Atlanta, Ga., area was studied in order to better understand problems associated with exploiting mineral resources in and near metropolitan areas. A method for delineating the Atlanta urban area and its component parts was developed so that the factors affecting the location of the minerals industry could be viewed mere objectively in the urban context. Major attention is focused on the area's dominant crushed stone subindustry Demographic and socioeconomic analysis of the Atlanta, Ga., area shows that expansion of the metropolis and its environs will probably eliminate potential mineral resources from the mineral resource base in the area, and that the expanding metropolis will be the primary determinant of future mining sites. Competition for land is accentuated to varying degrees by the incompatibility of wining operations with residential and other environmental requirements. Areas of consideration are suggested to provide maximum development of land and resources for greatest economic benefits it minimum social cost. Further research is recommended to determine market locations in urban areas, optimum operating levels for industrial minerals plants, and alternatives to surface mining.

A general increase in employment prevailed in the stone-quarrying industry of the United States during 1941 compared with 1940. Likewise, more accidents occurred to men working in and about the quarries, with the result that the accident-frequency rate for the industry as a whole was higher in 1941 than in the previous year. Reports from operating companies to the Bureau of Mines, covering open and underground quarries, as well as rock-crushing and rock-dressing plants, cement mills, and limekilns at or near the quarries, showed a total of 86,123 men employed and a total of more than 22 million man-days of labor performed during 1941. The total working time of the industry averaged 260 days per man. Measured in man-hours, the volume of work equaled 173 million, an average of 2,011 man-hours per employee.

To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain safety tests prescribed by the Federal Bureau of Mines. These tests are described in Schedule 1-G4/ (explosives) and Schedule 26A5/ (blasting devices). An explosive or blasting device that passes the appropriate tests is placed on the active permissible list. As this list is subject to continuous revision, it has been the practice of the Bureau of Mines to publish periodically the names of explosives and blasting devices that have been added to the active list, as well as those that have been transferred to the inactive list; changes in brand names also are reported. The present circular gives all explosives and blasting devices on the active permissible list as of December 31, 1957, and shows all changes, additions, and transfers in that list between December 31, 1951,6/ and December 31, 1957.

The value of brine analyses in the study of petroleum-engineering problems was recognized early in the history of petroleum. The Bureau of Mines before 1928 had indicated in several reports.3/ ways in which analyses might be used. Because of the confusion resulting from attempts to correlate the work of different chemists using greatly varying methods of analysis and systems of computation and expression of results, a paper presenting the methods used by the Bureau of Mines was prepared and published in 1928. This system of determining the characteristic constituents of oil-field waters and of calculating and reporting results has been widely adopted by the petroleum industry. The earliest and most obvious use of water analyses is determination of the source of water infiltrating into petroleum and natural-gas wells. For this purpose it is necessary that an analysis of the connate water of the formation from which the oil is produced be available and that an analysis of the contaminated water be made. By comparing these analyses with those of connate waters from formations higher in the structure, the formation from which the infiltrating water comes may be identified.

The Bureau of Mines laboratory tested the response of a commercially available real-time aerosol monitor (GCA RAM-1) to various dusts. Monitor measurements were recorded, averaged, and compared with simultaneous gravimtric measurements of each test dust. Tests usually lasted several hours. The test dusts of various particle size distributions used included coal, limestone, and a commercially available test dust. For each particular dust, the monitor response was linear and correlated well with mass concentration over the range of about 0.5 to 10 mg/m3. The monitor can estimate a 2.0-/m3 respirable coal dust concentration within as little as 26 pct with 95 pct confidence. The monitor must, however, be calibrated with the dust to be measured because the instrument response is affected by the type of dust particle. The average monitor response to same mass concentration of coal dust was approximately twice the average monitor response to the same mass concentration of limestone dust.

To determine their effectiveness in different climate and soil conditions, a demonstration of dozer blades specifically designed for recontouring mine spoil was conducted at an East Texas surface coal mine. The specialized equipment included a 48-foot angle blade, a modified 24-foot "U" blade, a 13-foot deep "U" blade, and a 24-foot grading bar. Both the 4b-foot and the 24-foot "U" blades were mounted in a two-tractor, single-operator configuration. To meet flotation problems common in this mining region, a 22-foot lightweight blade was developed and demonstrated for use on a 400-430 hp tractor. The demonstration involved 1,185 acres and showed a 50% reduction in reclamation costs and a 47% reduction in fuel requirements for this mine site over conventional equipment. Improved equipment, trained operators, good supervision, and improved monitoring techniques contributed to the savings. Procedures and results of the demonstration are presented and analyzed here along with guidelines for application of findings.

"INTRODUCTION Alunite occurs within a radius of 10 miles of Marysvale, Piute County, Utah, in veins and as replacements of igneous rocks. A number of each type of deposit was explored by the Bureau of Mines, in cooperation with the Geological Survey, under the Strategic Minerals program during 1942. The exploratory work comprised geologic and topographic mapping, diamond drilling,,bulldozer and hand trenching, sinking test pits, rehabilitation of old workings, sampling alunite exposures, and constructing and repairing roads.ACKNOWLEDGNENTSIn its program of exploration of mineral deposits; the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B.
