INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

GOLD output in Alaska in 1950, following a 2-year decline, increased to the highest point since 1942. Tills unexpected gain in production of the Territory's greatest value commodity was largely responsible for the increase in the over-all value of mineral output in the Territory to $17,852,000 from $15,549,000 in 1949. Although coal continued to rank second to gold in value of output, production was slightly less than the record production of 1949. The mining of platinum continued to be an important factor in the mineral industry, with production of crude platinum metals exceeding that of 1949. The output of lead was three times the 1949 production, and silver gained 46 percent over the previous year's total. Copper and zinc production-entirely as byproducts from other ores-showed an increase, but remained minor. Production of tin was relatively small, but substantially above the total for 1949.

A study of factors related to subsidence was specified in a project proposal entitled "Structural Analysis of Block-Caving Operation, San Manuel Copper Mine, Pinal County, Ariz.," approved by the Bureau of Mines early in 1953. This proposal was designed by Charles H. Johnson, then chief of the Base Metals Branch of the Minerals Division, Washington, D. C., assisted by Dr. Leonard Obert, chief of the Applied Physics Branch, Region VIII (now Region V), College Park, Md., and E. D. Gardner, chief mining engineer, Bureau of Mines, Washington, D. C. It read as follows: This project is a study of the mechanics of undercut block caving in a deep ore deposit. The San Manuel is a low-grade disseminated copper deposit containing nearly a half billion tons of ore lying at depths of 500 to 2,000 feet. Development is just starting. Production is to begin in 3 to 4 years (in 1956) at a rate of 30,000 tons of ore a day, or 60,000 tons of copper a year. A Government loan of $90,000,000 /subsequently increased to $94,000,000/ and a long-term Government purchase contract support the capital investment, which will total about $110,000,000.

"INTRODUCTION The United States, with its vast resources of relatively low-grade zinc been the world's leading producer of zinc -metal for many years. The expanded zinc production during the period, 1939-44, inclusive, was induced by favorable premium prices and has depleted the known ore reserves in the United States. The 1943-44 rate of zinc production cannot long be maintained in the United States, especially if premium prices are removed. Domestic zinc reserves, have been depleted to such an extent that it is doubtful if our mines will again be able to completely and continually fulfill the needs of this country.The Bureau of Mines, anticipating a postwar consumer demand for 550,000 to 750,000 tons of slab zinc and an additional 100,000 tons for use in paints and chemicals, sent two engineers to Sedanka Island in July 1945 to investi¬gate the deposits near Biorka Harbor.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion the Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. The Hermada antimony deposit is in the Sewtooth Range in southwestern Idaho, about 77 miles by road northeast of Boise. Stibnite mineralization occurs over an area one mile wide from west to east and two miles long. It is locally referred to as the Swanholm district. In 1947 high- grade stibnite ore was discovered on the East Fork of Swanholm Creek. Since then, ore in commercial quantity has been produced by the Hermada Mining Co. The total output for 1947-50 was about 5,000 tons of ore, containing 640 short tons of antimony metal.

"The Riley tungsten property of the Northern Nevada Mining Co. was examined by the Bureau of Mines in August 1943, and from February 22 to August 22, 1945, the property was explored by the Bureau.Riley mine, which comprises 60 acres, is in sec. 9, T. 38 N., R. 42 E., Mount Diablo base and meridian, in the Potosi Mining District, on the east slope of the Osgood Range in eastern Humboldt County, Nevada. J. S. Riley is president of Northern Nevada Mining Co., the general offices of which are at 29 East First Street, Reno, Nev.Winnemucca, Nev., 42 miles southwest of the mine and on the main line of the Southern Pacific and Western Pacific Railroads and U. S. Highway 40, is the nearest supply center. The post office for the Potosi district is 15 miles south at Red House, Nev., a station on the Southern Pacific and Western Pacific Railroads. A good dirt road, which leaves U. S Highway 40 about 15 miles east of Winnemucca, extends northeast to the property.Tungsten occurs as scheelite in a characteristic Nevada contact-metamorphic tactite deposit between limestone and granodiorite Fifteen diamond-drill holes were completed for a total length of 2,630 feet.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and, (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke. This is the third of a series of reports giving results of studies by counties under part (1) of the investigation. This report covers Pike County, Ky., which comprises parts of the Harold, Williamson, Matewan, Gilbert, Pikeville, Regina, Hurley, Pound, and Clintwood quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

This report presents a deep ocean mining operational simulation which is capable of describing the response of the bottom collection unit to specified mining ship maneuvers and the corresponding operation of the mining ship maneuvering system. Bathymetry, obstacles, collector and pipe dynamics and ship maneuvering capabilities are included in the simulation. The simulation is capable of evaluating the technical requirements and operating costs for specified mine plans, Results are useful in assessing mine size requirements and provide operating 'cost 'estimates useful as inputs to deep ocean mining economic feasibility assessments, The simulation is used to determine the consequences of obstacles to mining system operations in terms of impact on mine size requirements and reduced production arising from obstacle avoidance maneuvers of a towed (unsteered) collector.

Bauxite was discovered in the Springvale district in 1916. About 16, 000 tons was mined in the period 1916 to 1922, but no bauxite mining has been done since that time. The Bureau of Mines explored for bauxite in the district from September 5 to November 18, 1943. During the life of the project, the Bureau of Mines obtained mineral exploration agreements covering a total of 11,330 acres from 50 property owners. A total of 388 holes were drilled on five of these properties and 164 samples were taken and analyzed. The Springvale bauxite district includes an area of about 30 square miles in the northwestern part of Randolph County, Ga. The village of Springvale is in the west central part of the district, and Cuthbert is 8 miles southeast of it (fig. 1).

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse economic mineralization in the light of discoveries to date. Most of the development of the Malagasy econorny before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

Roof-rock instability in advancing sections of underground coal mines is a major contributing factor to accidents resulting in fatalities and injuries. Such roof-rock conditions can also result in loss of production due to additional cleanup time and increased amounts of reject material. The Bureau of Mines is investigating fundamental geologic factors affecting coal mine roof-rock instability in order to develop techniques to predict zones of potential unstable roof-rock. Two distinct directional trends of unstable shale roof-rock in a mine working the Upper Kittanning Coalbed are delineated: one trend is associated with the sandstone-shale transition zone, the other with a fault system. The unstable shale roof-rock associated with the transition zone, a consequence of differential compaction, is comprised of slickensided roof-rock. Whereas, the unstable shale roof-rock associated with the fault system, a consequence of structural deformation of the strata, is comprised of fault planes. These faults, small in comparison to the sandstone-shale transition zone, are difficult to delineate with a standard drilling program. Trends of the transition zone associated with the sedimentary facies change are projected into unmined portions of the coalbed with the aid of exploration core data.

Oil-yield results are presented for 65 oil-shale sections in Piceance Creek Basin, Colorado, sampled during the period 1957 through 1963. Including previously published data, oil-yield results for 203 sampled sections have now been released by the Bureau of Mines to aid in appraising the shale oil potential of the basin. Oil yields of core samples (135 sets) were regarded as reliable bases for appraising the Mahogany-zone interval, but only 5 sets of cores sampled the deeper, lower-zone oil shales. Drill cuttings (68 sets) sampled the lower-zone oil shales, but their oil yields are principally indicative and should be confirmed by analyses of cores. More complete core sampling of the lower-zone oil shales is needed.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

"INTRODUCTION Three representative lots of ore wore obtained from the Aguila minim district in Arizona during the Bureau's exploration of manganese deposits there. Since only selectively mined ore from this district will meet commercial-grade specifications, the ores were studied to determine their amenability to concentration.Although the purpose of the investigation was to determine the possibilities of the district as a source of commercial-grade manganese, testing was sufficiently comprehensive to indicate the response of the ores to several different types of treatment. Many data of secondary importance have been omitted, end only the more pertinent tests are presented in detail.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to. Metals Reserve Company was ferro-grade manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., O.18 percent; Al12O3, max., 6 percent; Zn, max., 1 percent.Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.O percent iron, and. 11 percent silica plus alumina. Premiums were paid for manganese con¬tent over 48 percent and iron content under 6 percent, penalties being imposed upon products containing loss than 48 percent manganese or more than 6 percent iron or more than U. percent. silica plus alumina.. The specifications for commercial manganese further required that the maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined.."

The Bureau of Mines Investigated the Copper Bullion claims at Rua Cove on the east coast of knight Island in Prince William Sound, Alaska, during November-December 1948 and March-April 1949. This project was part of the Bureau of Mines program for developing critical and strategic minerals in Alaska, Mineralization at the copper deposit on the Copper Bullion group of claims is mainly pyrrhotate and chalcopyrite, confined to a northeast-trending shear zone in the greenstone 2,000 feet northwest of Rua Cove. The property has been partly developed by two adits, by a number of crosscuts from the upper adit, and by several diamond-drill holes.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines, the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This bulletin is one of a series of Bureau of Mines reports dealing with mining methods, practices, and costs. A study of this subject was undertaken by the Bureau in cooperation with a large number of mining companies in 1928. This study continued for 5 years, during which engineers of the Mining Division of the Bureau visited most of the larger mines and many smaller ones in the United States, as well as several mines in Canada and Mexico. As a result of this study, 75 reports dealing with underground mining methods and costs at different mines were published as information circulars. Circulars also were issued on 6 open-pit mines and 2 gold-dredging operations. These circulars were written by the managers, superintendents, and engineers in charge of the operations, in some instances in collaboration with Bureau engineers. They were prepared according to a standard outline drawn up by the Bureau to obtain uniformity in textual treatment and in the arrangement and basis of setting up cost and operating data.
