Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

"ABSTRACTIn exothermic and endothermic catalytic reactions, control of the temperature is of utmost importance. Basic calculations are developed for determining catalyst volumes of various types of reactors that give particular temperature distributions, and the individual designs are compared.INTRODUCTIONA narrow range of permissible operating temperatures characterizes many, catalytic reactions, and yields of the desired product are reduced sharply if operating temperatures fall outside of this optimum range. In order to achieve close temperature control, reactors with internal heat exchange have been developed in which thin layers of catalyst are located between cooling surfaces.The temperature distribution for an exothermic reaction in such a thin catalyst layer is shown in figure 1. Reactive gases flow downward through the catalyst section, which is 2so wide. It is assumed that a constant amount of heat is generated per unit of bulk catalyst volume, and that this heat is entirely removed through the walls. Consequently, except for a short section at the entrance of the reactor, the heat of reaction is not available for raising the temperature of the gases. Thus, at all points equidistant from the axis, the temperature is the same throughout the entire reactor. At the middle of the gas stream, the temperature is designated as uo. Traveling radially from this point, the temperature decreases because of the removal of heat through the walls and reaches, in the vicinity of the cooling surface, the value u1. Over a relatively narrow zone of width, b, the temperature falls to the value u2 at the cooling surface. Because inadequate data are available on heat-transfer coefficients for a gas flowing through a porous bed, and also because the narrow zone, b, is probably without effect on the reaction by virtue of its low temperature, the temperature drop in this zone at the cooling wall was disregarded. The following calculations were made on the basis of the temperature drop (u0 - u1) resulting from heat conduction within the main body of the catalyst bed only."

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

TONNAGE of natural abrasives sold or used in the United States in 1959 increased 12 percent. Artificial abrasives produced in the United States and Canada jumped 24 percent. "The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT's and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT's and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. "Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. "INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

The purpose of this investigation was to develop an alloy of columbium for use at high temperatures and for nuclear applications. The properties of possible alloys were determined, and the more promising ones were selected for further improvement. Criteria for selection were machinability, hardness, workability, tensile strength, and oxidation resistance. Thirteen 100-gram ingots, ranging from 100 percent columbium to 100 percent vanadium, were prepared and subjected to various tests. Also included for comparison were zirconium and the zirconium alloy, zircaloy-2. Test results showed that a columbium alloy, containing 10 atomic percent vanadium merits further development. Besides being workable at room temperature, the columbium-10 atomic percent vanadium alloy has oxidation resistance superior to the other alloys of the series and is also superior to zirconium or zircaloy-2. The latter two materials have comparable neutron-absorption cross sections. The strength and hardness values of the alloys tested were found to increase with increasing vanadium content, reaching a maximum at 50 atomic percent vanadium and decreasing with further increase in vanadium. This behavior is typical of binary alloys wherein each element will retain any proportion of the other in solid solution. INTRODUCTION There is an increasing need for alloys for service at high temperatures. Since current world reserves of columbium metal approximate 1,500,000 tons (1),4 this metal is now readily available. Columbium can ties; be considered a practical base material for high-temperature alloys required in nuclear reactors and in aircraft and space vehicles. General requirements chosen are: (1) Workability, (2) satisfactory mechanical properties at temperatures approaching 1,000° C., and (3) resistance to oxidation at such temperatures.

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage bf measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

The Bureau of Mines, at the request of local authorities in Rock Springs, Wyo., investigated and conducted through contracts a multistage program of exploratory drilling and pumped-slurry backfilling of 15 areas of potential subsidence in abandoned mine workings underneath that community. Initially, the Bureau in 1969 had recommended a program of gravity blind flushing of some of the inaccessible mine voids, and in 1970 a new technique, the pumped-slurry injection process, was tested for the first time in a site adjacent to the city's area of severe surface subsidence. Success of this initial testing program, and of a large-scale project in Scranton, Pa., led to further large- scale projects, funded by Congress, that resulted in the successful back- filling not only of all 15 target areas of potential subsidence in Rock Springs, but also of several areas in other States. Total cost of the projects in Rock Springs, including the original pumped-slurry test, was $3,243,993. A total of about 923,000 tons of sand was injected hydraulically into mine voids, rendering 178 acres of residential and central-downtown areas of Rock Springs less susceptible to subsidence damage. The pumped-slurry method was proved to be much superior to the gravity blind flushing method in term of the amount of solids that could be injected underground through a single borehole. However, there are special conditions that make this technique more or less applicable in different areas or underground configurations, as noted in the report's conclusions.

Research on the solid-fuel reduction of Knob Lake iron or was conducted to upgrade lean and high-grade ores and recover metallized products suitable for ironmaking or steelmaking. The program included bench-scale tests plus a number of continuous campaigns in a 34-inch by 36-foot rotary kiln. In the laboratory, metallizations in excess of 90 percent were achieved by reduction of crushed ore with lignite at 950° C. Subsequent grinding (to minus 200 mesh) and wet magnetic separation yielded concentrates analyzing less than 3.0 percent SiO2 and more than 90 percent Fe. Virtually complete recovery of the iron occurred. During early continuous tests the crushed ore created a serious ringing in the kiln which was solved by balling the fines with bentonite. Unfortunately, at this temperature (950° C) the bentonite militates against the concentratability of the metallized product. For example, a run on direct-shipping ore produced concentrates of 89.5 percent Fe and 4.5 percent SiO2. At 500° C the adverse effect of bentonite disappeared and concentrates of 88.4 Fe and only 2.5 percent SiO2 resulted. However, with comparable feed r Los, the metallization dropped to 73 percent.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

The Bureau of Mines investigated the effect of up to 1 wt-pct of copper and silicon on the heat treatment response and hardness, tensile, and impact properties of hot-rolled medium-carbon steels. The steels were prepared by induction melting and fabricated into plates by forging and rolling. The tensile strength of 0.2-wt-pct carbon steels containing 0.3 wt-pct silicon was affected significantly by copper in both the hot-rolled and heat-treated (600° C) conditions, whereas the tensile strength of the 0.3-wt-pct carbon steels was less affected. A 600° C treatment was considered optimum as a post-rolling treatment to strengthen the steels by copper precipitation. Strengthening of 0.2-wt-pct carbon steels by silicon was reduced by increasing copper contents.. Optimum impact strengths occurred at about 0.3 wt-pct silicon in 0.2-wt-pct carbon steels containing 0.6 and 0.8 wt-pct copper. The impact strengths were lowest for 0.2-wt-pct carbon steels containing over 0.8 wt-pct copper and greater than 0.3 wt-pct silicon, especially in the heat-treated condition. Copper and silicon solutes and copper precipitates strengthened the steels. This effect was augmented slightly by strengthening through grain refinement by these solutes.

"Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."
