Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

Previous studies and research efforts have shown that noise-induced hearing loss (NIHL) is a problem in the U.S. mining industry. In response, researchers at the National Institute for Occupational Safety and Health (NIOSH) have been conducting a cross-sectional survey of equip­ment noise and worker noise exposures in the mining industry to estimate the potential for NIHL within the mining community. One commodity recently surveyed was the extraction of sand and gravel from surface pits and by dredging. To address the potential for NIHL in the sand and gravel industry, sound levels on and around the dredges and processing equipment were recorded to iden­tify areas of high noise levels. Full-shift worker dosimetry, in conjunction with task observations, was documented to determine the relationship between exposure and source. This paper presents research examining noise on dredges used in several surface mine sand and gravel operations and in the processing facilities. Results indicate that there are areas on the dredges (crane, suction pumps and diesel engines) where sound levels greater than 90 dB(A) are pres­ent. In addition, crushers and screens used in the processing of the sand and gravel also generate sound levels greater than 90 dB(A). Although no surveyed worker exceeded the Mine Safety and Health Administration’s (MSHA’s) permissible exposure level (PEL) of 90 dB(A) eight-hour time-weighted average (TWA8), laborers, mechanics, oilers, helpers, pickers and greasers are the workers most likely to be exposed to hazardous sound levels and to thus develop NIHL over time

Greensand, which is widely distributed in the Eastern United States, was produced in 1976 only by the Inversand Co., a subsidiary of Hungerford & Terry Inc., near Clayton, N. J. Production and sales information is withheld by the Bureau of Mines. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was sold for use as a filter medium for the removal of manganese, iron, sulfide, and other elements from water.

Develop a new technique of in situ rock stress measurement which can be used when and where the conventional methods, such as the overcoring stress relief methods and the hydrofracturing method, cannot be effectively applied. Approach The Bureau of Mines developed basic principles to determine existing biaxial stresses in rock mass by using an instrumentation package consisting of one 3.8-cm-diameter hydraulic cylindrical pressure cell (CPC) and two 5.7-cm-diameter cement-capsulated flat hydraulic borehole pressure cells (BPC) to he installed in a single drill hole.

U.S. Bureau of Mines research has found that maintenance of surface mining equipment is involved in slightly more than one-third (34.1 pct) of all surface mining accidents. Two groups of machines, haulage trucks and power shovels, accounted for over one-half of all surface mining mobile equipment maintenance accidents in 1978-84. Maintenance work-time histories for these machines were compared with accident records to identify the most hazardous-to-maintain systems within the machines. Recommendations to reduce the accident risk associated with maintenance of these hazardous systems are presented.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

"Dry cells are modified wet primary cells in which the electrolyte is held by absorbent material so that it does not spill aid the cell jars are sealed to prevent evaporation of the absorbed electrolyte. Most dry cells in commercial use are modifications of the Leclanche wet cell. In their usual form they have a hollow cylindrical zinc negative pole that constitutes the containing vessel. An absorbent material, either as a lining in the zinc jar or a bag, separates the zinc cylinder and a rod or flat plate of carbon placed axially inside. A mixture of crushed coke, graphite, and manganese dioxide is tamped about the carbon rod, and the whole mass is saturated with salaanoniac-zinc chloride solution.Dry cells are suitable for services that require minute currents continuously or larger, though limited, amounts of current intermittently. Though limited in this way, they have a wide use, even in underground mining. This paper details some of the applications of dry cells in mines, particularly from the standpoint of greater safety through their use.APPLICATIONSThere are four fields of application of dry cells to mining: (1) Electric shot firing; (2) auxiliary lighting; (3) signaling; and (4) testing.SHOT FIRINGFiring an electric detonator requires very little electrical energy because although the current flow may be 1 to 3 amperes the duration of flow is so small (1 to 4 milliseconds) that the energy withdrawal per shot is almost negligible. Batteries for shot firing need not be large; they may be used for firing either single or multiple shots."

A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. INCREASED production and utilization of minerals fuels and power accompanied the overall expansion in U.S. economic activity during 1963, which saw continued advances toward higher production, employment, and purchasing power. During 1963, record levels of wages, profits, and consumption were attained, while costs and prices maintained the stability exhibited throughout most of the recovery period. Expanding industrial production, the average index of which went from 118.3 in 1962 to 124.3 in 1963, narrowed the gap of unused manufacturing capacity to an estimated 5 percent. Gross national product (GNP), another major indicator of economic activity, reached a record level of $583.9 million (current dollars) during the year, this being $27.7 billion, or 4.9 percent above 1962. These achievements were somewhat marred by unemployment, which remained at 5.5 percent of the labor force in 1963, and the continued deficit in the U.S. balance of payments. Against this general background, total national consumption of energy resources for the year was equivalent to 49,816 trillion British thermal units (Btu), an increase of 4.2 percent over 1962. This represented a somewhat lower rate of growth than for GNP during the year.

A test system was developed at the National Institute for Occupational Safety and Health's ventilation test gallery for measuring airflow using a three-axis ultrasonic anemometer. The gallery war used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data, collected at multiple sampling locations between the face and the end of the curtain, were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations and displayed as methane distributions in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within 0.6 m (2ft) of the face.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau's work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.

Anderson, N.F. Collins, in The Metallurgy of Lead (Chas. Griffin, London, 1910) also gives (pp. 247 254) the principles that he believes govern the successful charging of the blast furnace."

"The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

[A few studies on the relationship of the fusion temperature of the ash of coke to that of the corresponding coal have been made on commercial high-temperature cokes. R. J. Rose3/ in 1921 compared the' fusion temperatures of the ashes of 10 coals and. the cokes produced from them and concluded tat they were in such close agreement that either figure could be used. More recently, Quarfort4/ found that the ash of coke fused at a somewhat lower temperature than that of the original coals As the ash of a coal and that of the coke produced therefrom have the same origin their chemical composition should be identical, provided that carbonization has not altered the inorganic, or ash-forming, constituents of the coal, and such alteration seems highly improbable. However, it has been shown5/ that coke is liable to contamination by iron during crushing and preparatory to sampling. Pieters6/ found that coke ash was cantaminated in this manner up to 0.4 percent. extraneous iron would lower the ash-fusion temperature because such iron may form ferrous silicate, which is readily fusible,7/ These results provide a basis for the prediction that the ash of coke will fuse at a lower temperature than that of the corresponding coil., especially if the fine grinding of the coke was done by rubbing surfaces of iron, as in a disk pulverizer or bucking plate.]
