THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

"INTRODUCTION Previous investigations of the Boulder City station of the Bureau of Mines have demonstrated that low-grade domestic chromite concentrates can be roasted with carbon to obtain selective reduction of the contained iron, and that the reduced iron can be removed by acid leaching of the roasted products to produce residues with higher chromium iron ratios. Thus, some chromite ores or concentrates that originally contain too much iron to be acceptable for the production of ferrochrome can, by this treatment, be rendered marketable as ""high-grade"" chromite. 3/The present report supplements the earlier work of the Bureau and re¬cords the results of small-scale laboratory tests investigating the effects of:1. Temperature and time of the reducing roast.2. Chromite and carbon particle size.3. Ratio of carbon to chromite in the initial roast mixture.4. Variations in the alumina and silica content of the ore.5. Back-oxidation of the roast product.6. Temperature and time of leaching .of roast product.This work differs from that done previously in that particular emphasis was placed on roast mixtures containing just enough carbon for the reduction of the iron in the chromite, whereas some two and one-half times this amount of carbon was used in the earlier work.In addition to these tests, the mechanism of the production reactions was examined for the purpose of explaining the precance of acid-soluble chromium, which occurs under certain conditions of chromite reduction."

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

The handbook entitled ?Handbook for Surveys of Inhalation Contaminants in Above Ground Metal and Nonmetal Mining and Processing Work Areas? is used as a manual for the course and as a prime reference when performing the actual surveys or interpreting the sampling results. There are six experiments for the students to perform during the course to familiarize them with the sampling devices routinely used during the surveys.

This Bureau of Mines report summarizes the results of modifications in the borehole deformation gage design and subsequent changes in the overcoring techniques. Modifications in the borehole deformation gage have greatly improved the creep characteristics and enhanced the versatility of the gage. In situ field tests in competent rock near St. Cloud, Minn., provided sufficient data to compare the reliability between gages and new techniques in obtaining good engineering estimates of stresses. Near-surface horizontal stresses at the test sites are compressive and biaxial in nature.

The Permian Red Bed copper deposits of the South Central States are a potentially important resource. Only the higher grade, near-surface ores are now exploited because conventional froth flotation does not recover oxidized copper minerals which comprise 10 to 15 percent or more of the copper content of typical ore. Laboratory-scale beneficiation studies were initiated to devise a method capable of recovering both sulfide and oxidized copper mineral. Testing established that the high clay and gypsum content of typical ore prevented effective flotation of the oxide mineral using sulfidizing, fatty-acid, or oil emulsion techniques. A modified leach-precipitation-flotation (L-P-F) procedure recovered over 90 percent of the copper, compared to a recovery of 77 percent obtained by conventional sulfide flotation. The higher costs of the L-P-F method would reduce the increased revenue from higher copper recovery. An increase in copper price and/or an increase in oxide copper content of the ore would make the L-P-F process comparatively more attractive.

1. This, the final report to the U. S. Bureau of Mines on the program with the subject title, presents the data obtained from June 29, 1973, to April 20, 1974. 2. Operating in the Illinois #6 coal seam, the effectiveness of foam opposed to water was compared in reducing respirable coal dust. A combination of 39 foam generators and 14 water sprays were used during the foam tests. Sixty one water sprays were operated during the water tests. Data from 24 shifts using foam and 21 shifts using water are presented. 3. Additional work on foam generator design should be undertaken to provide coverage to a wider area with foam. 4. The general attitude of those working on the foam program and with the miner at the face was positive. It is urged that the work be continued. 5. The minor respiratory irritations evidently caused by an aerosol effect of the surfactant should be investigated. 6. The statistical analysis of the tests will be made and reported by the U. S. Bureau of Mines.

One area of study for the Coal Mine Injury Analysis project was to illustrate how loss control can be used as a foundation for mine safety training. After an initial review of the principles of loss control, the instruments often used for worker/worksite appraisal, such as incident reporting, analysis, and investigation, workplace observation, worksite inspection, and safety audits and checklists were evaluated for their effectiveness. The findings were then applied to the continuous-miner worksite at several mines to modify the techniques for use in a highly dynamic man/machine work environment. Before the information gathered from the review of the various continuous-miner worksites was presented at the annual retraining sessions at five mines, a trainability analysis procedure was developed to separate training shortcomings from those problems resulting from improper equipment design or unsatisfactory working environments. Also, several microcomputer-based training programs were developed to aid in conveying the loss-control concepts to the trainees. Finally, the results from the implementation and evaluation of the loss-control-based training programs were documented, including the complete training script for one of the case-study mines. The procedures outlined in this study will aid mine training specialists in developing focused, pro-active accident-prevention strategies and training programs that are based on sound loss-control principles.

This report presents guidelines on methods of dust control in conventional coal mining operations. The normal mining cycle and equipment used in a room and pillar conventional section are described. Main ventilation, section ventilation and face ventilation are discussed in detail. Proper installation of line brattice, maintenance of proper air flows at the face and split ventilation are stressed. The effects of maintaining the end of the line brattice near the face are described. The advantages and disadvantages of blowing and exhausting face ventilation are presented. The use of water sprays on cutter bars and loading machines is described. The design of a nonclogging water spray system developed under a Bureau of Mines contract is presented. Other methods of reducing dust exposure are discussed and include alternative procedures for shot firing and administrative controls.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.

Traditionally, an evaluation of the safety of slopes has been based on computing a safety factor against failure. In computing the safety factor, the geometry of the slope, the soil parameters and the pore pressures are treated as deterministic quantities even though they are known to be random variables. A pseudo-three-dimensional probabilistic slope stability model has been developed that treats shear strength as a random variable. The model uses the probability of a slope failure as an assessment of slope reliability. The model can accommodate zoned embankments of soil in which the strength is described by the Mohr-Coulomb strength envelope. Autocorrelation functions are used to describe the spatial correlation of the strength parameters, c and tan ø. Model error can also be included in the analysis. The model has been applied to an existing tailings dam and to several hypothetical examples. These examples are presented to illustrate the influence of the choice of the soil strength variability parameters on the probability of failure. The results show that the critical failure surface based on the minimum safety factor is not necessarily the failure surface that will yield the maximum probability of failure. The analysis of the tailings dam shows that variance reduction can be large and that the model error is the dominant source of uncertainty for the embankment analyzed.

The Bureau of Mines has developed MULSIM/BM, an improved computer program using the boundary-element approach for geomechanical analysis of mine plans in single or multiple coal seams. This Information Circular presents the improved features of the MULSIN/BM program. The four major improvements are the following: (1) Ability to specify up to 26 material property sets. (2) A new material model capability for gob and inserted materials such as packwalls or cribs. (3) Ability to model a large area with a grid of undivided blocks and to subdivide only a specified fine-mesh portion of these blocks into elements. (4) Specification of extraction ratios for the undivided blocks. In addition, an interactive graphics mesh generator program was written to accompany MULSIM/BM. A complete user's guide and program listings are included within the appendixes. The MULSIM/BM and mesh generator programs are available on tape from the National Technical Information Service.3

Ground control problems at surface mining operations can occur for a variety of reasons. Stress, gravity loading, rock strength, geology, pore pressure, weather effects, underground workings, and many other factors contribute to slope instabilities that range from small rock falls to massive slides of material. While some of these failures can be predicted or controlled by preventive measures, each year many completely unexpected failures occur. Current methods for monitoring generally involve measuring displacements at a few, selected points in and around the suspected area of instability. While most of the displacements along these points will be in a downslope direction, freeze-thaw cycles of water-filled joints, horizontal stresses or pressure, buoyancy in saturated soils, human measurement errors, or other situations can produce deformation in almost any direction, even without any instability in the slope. Determination of which, if any of the observed movements represents a potential hazard is essential. Because of the enormous surface area of many large open-pit mines, several varieties and scales of instability can occur. Small, unexpected rock falls may indeed be more hazardous than a massive failure that involves slow displacement of material over a longer period of time. Complete vigilance to detect all small potential falling blocks is neither feasible nor economical and certainly is not attainable using today's most common point displacement monitoring techniques. As part of an on-going study at the Spokane Research Laboratory, several new methods for monitoring slope instabilities are being investigated. This paper describes the potential adaptation of systems such as interferometric synthetic aperture radar, imaging spectroscopy, and time-domain reflectometry, to slope monitoring and design.

A simplified radiochemical method has been developed for quantitatively analyzing; radon gas in underground uranium mines. In this method, a measured volume of air is drawn by a pump through a drying tube and a cartridge containing dioxygenyl hexafluoroantimonate reagent. Radon is captured as n nonvolatile product. After radioactive equilibrium has been established between radon and its short-lived daughters (approximately 4 hours), the gamma-emission of the cartridge is measured with a scintillation counter. The amount of radon is then calculated from the gamma-emission rate. The effect of cartridge geometry, reagent load, and air flow rate upon collection efficiency and counting efficiency is reported.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. An engineering investigation was carried out on the technical and economic feasibility of implementing flexible liner/backpacking support systems In an advancing tailgate longwall mine. The system for a model mine consists of a circular tube constructed of liner plates and flyash backpacking. Flyash is pneumatically stowed into the tailgate. Small amounts of cement may be mixed to improve the support capability of the fill In difficult local ground conditions. Water is added inside the nozzle immediately prior to spraying. Results of theoretical analyses and a field test show that the designed system is technically feasible, can be cost-competitive, provides more stable ground conditions, and can Increase productivity and coal recovery, when compared with existing retreat longwall systems. In certain mine layouts, the new system can reduce the direct mining costs by a significant amount. The system would be particularly applicable to deeper coal beds with bad ground conditions.

The general or macroclimate of the study sites in western North Dakota is characterized by rapid and sometimes extreme daily and day-to-day temperature fluctuations, rainfall patterns which are erratic in spatial and temporal distribution and intensity, generally low relative humidity, plentiful sunshine, nearly continuous air movement, and a relatively short frost-free period. Of particular relevance to plant growth and productivity is the mosaic of microclimates: these microclimates are affected by landform (convex and concave surfaces); exposure; slope angle, length and aspect; soil color, texture and surface cover (litter), and vegetation cover. The most critical plant growth governing factor in this region is available water. It is determined principally by water input (precipitation) and water loss (evapotranspiration) which is increased by high temperatures, wind, and poor litter and vegetation cover. While spring and fall precipitation is generally gentle and soil-soaking summer rains frequently come in the form of intensive, soil-washing, localized convective thunderstorms of short duration. Due to the convective nature of these storms, summer rainfall is particularly affected by regional topography; southwest slopes and crests often receive more rainfall since these storms usually move in a northeasterly direction. The water loss due to runoff and consequent soil erosion arc major problems resulting from such "cloudbursts". Previous fall precipitation (September - October) when added to current seasonal precipitation (March - August) was found to be significantly correlated (r-.93) with plant production. Winter precipitation (snowfall) is relatively light as the prevailing weather is dominated by dry polar air masses from the north. The nearly continuous wind is responsible for removing snow from open exposures and depositing it in depressions and windbreaks. Although the winter precipitation is not a large component of the total annual precipitation, conservation of that which does occur would contribute to plant production during the following growing season. Generally clear skies over the region facilitate receipt of abundant sunshine at the earth's surface. While good for early season soil warming and plant photosynthesis, this abundant sunshine coupled with long days and nearly continuous wind is responsible for evapotranspiration exceeding precipitation by an average of six inches between June' and September. On a local (micro) scale, the water deficit is most severe on the southern exposures which receive the most direct (most effective) solar radiation and therefore are warmer than other exposures. On a broader scale, it was found that ambient temperature extremes were slightly but significantly greater in the town of Beulah in the Knife River Valley than at the upland test sites, This may have been due to the difference in topography and/or the "urban heat island" effect. It is known that air temperatures in large cities may be 2° to 4°C higher than that of the surrounding countryside. It is also well known that basins, depressions or valleys are sinks for cold air masses and are often subject to frosts not occurring on adjacent upland sites.
