The Institute of Makers of Explosives (IME) and A-P-T Research, Inc (APT) have developed and released a quantitative risk management tool, IMESAFR (IME Safety Analysis For Risk), for the commercial explosives industry. Consequence algorithms in IMESAFR are considered state-of-the-art. Generally, they mirror those in SAFER (US Department of Defense Explosives Safety Board quantitative risk management software). The science behind the software has now been assessed for its maturity. Results have identified areas where additional test consequence data could improve predictions. To address these areas, full-scale testing programs to provide the needed data have been formulated. Proposed testing efforts include work to: (1) improve characterization of explosive articles now absent from SAFER, and (2) refine modeling of the Potential Explosion Site (PES) types, particularly small metal structures, also not found in SAFER. Goals of each program as well as requirements for conducting the tests have been established. Testing results are to be used to improve the algorithms and to further the state-of-the-art in risk-based explosives safety.

Rock blasting is a complex engineering process that requires in-depth knowledge of operations and geomechanical conditions. Acknowledged design precepts are based on cratering behavior associated with stiff hard rock masses. Other cratering mechanisms may however arise under certain geomechanical conditions such as extremely fractured rock masses, or with soft rocks such as rock salt and potash. The burden dimension also plays an important role in the prevalent cratering mechanisms of a given blasting condition. The present article investigates the variability of cratering profiles and geometrical trends based on characteristic geomechanical differentiation and considering the influence of burden. The differences in observable mechanisms are examined through small and large-scale single hole blast (SHB) tests. SHB tests involve a series of individual shots blasted parallel or sub-parallel to an open face. The burden dimension is varied to obtain burden dependent characteristic trends. The breakout shape is represented by a crater model in the form of a power law equation capable of describing prismatic, concave and convex cratering. The formulation comprises two reference index parameters that can describe the geometrical and geomechanical conditions. SHB test campaigns conducted in rock salt, limestone, massive amphibolite, pinolite, and grout blocks are compiled in quantitative manner to demonstrate the influence of geomechanics on cratering profiles. The observed trends are corroborated through numerical modelling carried on Finite Element Model (FEM) LS Dyna to investigate the prevalence of specific cratering mechanisms. A series of SHB tests at large and small burden values are also used to showcase the influence of geometry on the prevalent cratering mechanism and the resulting crater

Donna Summer wrote and recorded a song in 1983 with Michael Omartian called, “She Works Hard for the Money.” The song was inspired by her encounter with an exhausted rest room attendant, Onetta Johnson, who is mentioned in the song by name, and featured on the album’s back cover. ISEE President James Daley, in the May/June 2019 in The Journal of Explosives Engineering discussed the Six Pillars related to the ISEE. We will use the Internal Processes pillar to frame this discussion. The Internal Process Pillar includes five separate sub-committees – we will see how this concept applies to both ATF Explosives record-keeping compliance and business process compliance in general. We will discuss electronic and paper record keeping, what works and what doesn’t. We’ll review record keeping in light of those five sub-committees: Audit, Awards, Constitution, Ethics and Planning. In Stockholm a new road traffic system called Södra Länken (Southern Link) will be in operation in late 2004. The total length of the road system is 6 kilometres of which 4,5 kilometres run through tunnels under suburbs immediately south of Stockholm inner City. The new traffic tunnels together with existing Metro tunnels, which mostly are in rock, will be the determining factor for blast design for many projects in the future. To set reasonable and safe permitted vibration levels the Swedish National Road Administration, Stockholm Region and Stockholm Transport Rail System have together financed a project to determine guide levels for blast-induced vibrations in traffic tunnels in rock. The purpose of the project has been to establish guide levels that are appropriate for different types of rock tunnels.

The Department of Homeland Security (DHS) has undertaken a probabilistic risk assessment (PRA) approach to quantifying the infrequent, yet high-impact explosive terrorist attacks on the United States (US) homeland and aiding in mitigating that risk through efforts ranging from intelligence gathering, defense postures, detection architectures, partnering with industry to prevent acquisition, and informed medical response. Based on an evaluation of existing model options, a path to the realization of an exterior explosive model (EEM) that builds upon existing models while meeting runtime requirements, maintains consistency with existing DHS chemical, biological, radiological, and nuclear (CBRN) consequence models, and provides sound estimates of the human health consequences of explosive terrorism attacks in open-air urban and rural environments.

This paper describes some of the results of previously unpublished research studies conducted in underground operations in Chile and Australia, where cross-hole seismic measurement profiles were interpreted in terms of dynamic modulus. This work dates from a period between 1987 and 1990 and the Author suggests that 30 years on, applying modern day technology, instrumentation and modelling methods, more meaningful, practical and applicable results may be obtained.

The underwater explosions has been used as a test method for the determination energy content of explosives. The test method is suitable for all kind of explosives; homogeneous, heterogeneous, wa-ter-resistant, no-water resistant, cap sensitive, booster sensitive, explosives with hard confinement, explosives without confinement etc. It is also the only test method by which shock, gas heave and to-tal energy values of the explosives can be measured separately. This feature makes it possible to use the test method to develop the explosives for different purposes; the military high explosives need more shock energy where as the gas heave energy is very important feature for the blasting and sea mine explosives.

Previous researchers have put forward two different theories as to the origin of air overpressure from quarry blasting. In 1980, Siskind et al postulated that the initial face movement gave rise to the displacement of air and that this resulted in the air overpressure pulse. However in 1990 McKenzie et al carried out research that indicated that the air overpressure pulse came into being as a consequence of the shock wave created by the detention of the explosive charge in a blast hole. In an attempt to evaluate these hypotheses, an investigation was undertaken over a 4-year period with the aim of determining the precise origin of air overpressure. The research was carried out at a chalk quarry in the North of England.

Precise and data driven methods of predicting and modelling blast induced vibration intensity are created and applied under field conditions on a routine basis today. These models are fed with controlled field measurements of vibration pulses generated by controlled charges under known geometric conditions. With such models blasting and geomechanical engineers can estimate vibration intensity at established critical points in mine bench geometry (surface mining) as well as within semi-permanent crown and rib pillars (in underground mining).Damage to bench walls and destabilization of large-scale geomechanical structures can be partially attributed to high intensity blast induced stresses on the rock mass and structures that define important features such as safety catch berms and haul roads. In the underground environment, weakening of critical pillars in block caving or Long Hole Open Stoping(LHOS) operations may lead to ore sterilisation. Blast vibration intensity can be linked with physical alteration in critical rock mass volumes within themine. Often the potential for vibration damage is estimated by the calculation of a critical value of vibration intensity, derived from a consideration of laboratory measured rock matrix properties. Efforts to confirm the accuracy of these estimates of critical vibration level include post blast excavation photography as well as the visual examination of rock mass, pre-and post-blast, using video camera observation of the walls of purpose drilled observation holes. These methods clearly indicate a change in fracture state due to the blast induced vibration, however further modelling of geomechanical stability will benefit if seismic measurement data can be interpreted in terms of geomechanically relevant strength parameters. A European Directive on Identification & Traceability of explosives came into effect on the 4th of April 2008. This directive is intended to establish a harmonised system for the unique identification and traceability of all packaged explosives, detonators, reels of detonating cord and primers used in civil applications across the European Union. The directive must be adopted into the national legislation of each European Union member state by the 5th of April 2009 with compliance achieved throughout Europe by the 5th of April 2012. The requirements of the Directive apply to all explosives manufactured, used and imported into the European Union from 5th April 2012.

On May 14, 2011 a chimney blast took place in Vienna, Austria. The blasting operation was part of the demolition works at a former railway fabrication. The demolition works on this ground were done under the leadership of the Austrian construction and demolition company PORR. In agreement with the civil organizations which were involved, the commander of the Regional Military Command of Vienna, Brigadier general Dr. Karl SCHMIDSEDER ordered a reserve force engineer company to demolish the chimney. The concrete planning of the chimney blasting was done by specialist Markus SEWALD who belongs to the HEERESTRUPPENSCHULE (combined armed force school) of the Austrian armed forces.

Conventional blasting activities in the mining process use various types of explosives, with the primary raw materials being Ammonium Nitrate and diesel fuel. The quality and specifications of the two raw materials significantly affect the performance of explosives. One program from the Indonesian Ministry of Energy and Mineral Resources requires mixing 30% Bio Diesel 30 with 70% diesel fuel oil in several industrial sectors, including mining, to reduce greenhouse gas emissions and stabilize CPO prices. This program aims very well for environmental sustainability and the palm oil business. However, it turns out that this change impacts the performance and results of the blasting process in the mining industry, which is the appearance of fumes. This paper will discuss the tests carried out in the laboratory on Bio Diesel 30, the explosive products used, and rock samples were taken from a mine in East Java, Indonesia. The aim is to determine what factors can cause fumes utilizing a mixture of Bio Diesel 30 with pure diesel fuel. The parameters tested were visual differences, infrared spectrometry, density and viscosity, surface tension and contact angle for Bio Diesel 30, stability test for explosives, and the SEM-EDS method for rock samples.

Modern commercial blasting is as much a technical process as it is a business one. As with most processes both aspects of blasting are driven by and generate new data. The time-critical nature of commercial blasting in mining and construction projects, dictate the timely exchange of information so as not to impede production or commerce. Up-to-date information about the blast to be undertaken can help suppliers: meet customers’ expectations to address challenging ground conditions; react to a market where quickly changing orders occur regularly; and address as-drilled blast patterns as opposed to baseline plans. “Real-time” data exchange into and out of the blasting process supports the whole-of-mine data management that the industry is migrating to.
