Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

The Kwyjibo deposit is an iron oxide Cu-REE-F-Mo-Au mineralization of Mesoproterozoic age located in the Grenville Province approximately 120 km NE of Sept-Îles, Quebec (Figure 1). Occurring along the SE margin of the Canatiche granitic complex, the deposit is composed of several polymetallic showings that are related to different textural facies of magnetite. The mineralization process at Kwyjibo is complex, and is divided into Early Granitophile, Magnetite, Main Polymetallic and Specular Hematite stages (Cayer et al., submitted for publication). The Main Polymetallic stage, comprising chalcopyrite, pyrite, fluorite, molybdenite and REE-bearing minerals, is superimposed on pre-existing magnetiterich rocks. Discovered by SOQUEM Inc. in 1993, the Kwyjibo deposit shares many characteristics with other hydrothermal polymetallic iron oxide deposits around the world. Foose and McLelland (1995) suggested that this class of mineralization could occur in the Grenville Province. However, only a few polymetallic occurrences are known to be associated with low-Ti iron oxide deposits in the Grenville. Kwyjibo is one of the most significant examples of a polymetallic iron oxide deposit to have been found in the Grenville Province to-date.

"An index to evaluate the amenability for processing of different coals is implemented. The index is based on the well-known Mayer-curve or M-curve. The index is superior to other existing indices and is implemented using Microsoft-Excel™. Several coals are used to demonstrate the implementation of the index proposed.IntroductionIn 1950, Mayer introduced a curve that carries the information embedded in the fir s t three curves or ash curves of the conventional washability tables and curves (Peng et al., 1979; Osborne, 1988). The curve was labeled the Mcurve (abbreviation for Mittlewertkurve in German or the Mayer- curve). The main idea behind the curve is to use the ordinate for the cumulative mass and the abscissa for the ash (attribute) mass. Specific slopes on the resulting curve represent the cumulative float, cumulative sink, and elementary ash (attribute) contents (Mayer, 1950, 1953, 1957; Venkatesan, 1975; Osborne, 1988; Salama, 1989). Beyond the ash values, the curve carries graphical information that can be used in evaluating coal processing characteristics. Consequently, it becomes possible to present several raw coals on a single diagram, thus making it easier to compare their processing characteristics. This is particularly useful in comparing various size ranges of raw coal or the same size range from different seams. Therefore, the M-curve is adopted as a vehicle for developing the “processing (washing) characteristics index” implemented in this paper."

It had not complied with some of the basic safety measures ordered. One of those measures was to complete the escape way ladder.

A brief description is given of the requirements which No. 4 Shaft has been designed to meet and of the methods by which two-stage winding of rock has been accommodated in a single shaft sunk to a depth of 7,421 ft. This is followed by a consideration of the factors which led to the decision to sink the shaft as rapidly as possible. Introduction T HE No. 4 Shaft of Hartebeest-fontein Gold Mining Company, Ltd., has been sited to serve the deep southern area of the mine, some 1,500 claims in extent, between the elevations of 6,250 and 7,300 ft. below surface. From this area, some two-thirds of the mine production will ultimately be obtained. Above the 6,-250-ft. elevation, an existing shaft hoisting system, situated adjacent to the reduction plant, is of adequate capacity to cater for all ore hoisted to surface for milling. No. 4 Shaft will therefore be required to provide downcast ventilation of 1,000,000 c.f.m., together with surface hoisting facilities for men, material and development rock and underground hoisting

One could say that CIM has established a level of brand recognition that transcends it name and its origin. CIM has also evolved with the times, as the world has evolved and more so as the world of mining has evolved. So we stand today with a fairly large portion of our membership residing outside Canada and outside the United States. We also stand today looking back at the role CIM has played in events that we have been partners in organizing outside Canada; and for a long time CIM has provided insights into what is going on in the rest of the mining world by inviting authors and by featuring topics from around the globe.Today, Canada is still a leader in the mining industry. Canadian mining companies are involved in exploration and operations around the world. Canadian operations serve a good portion of the global demand of many metals and minerals, recently adding diamonds to the slate. Canadian expertise in various areas also makes Canada a good base for exporting a wide range of products and services around the world."

"Autoclaves have been in commercial use in the mining industry since the early 1950's the initial applications included tin, uranium, cobalt, nickel and copper extraction under both acidic and alkaline conditions. These circuits varied in batch or continuous operation. The geometry has been spherical, vertical, and horizontal type with up to six agitators, with throughput as high as 1000 stpd.Presently autoclaves are a good process selection for many refractory sulphide gold bearing ores. The first application of pressure oxidation in the gold industry was at the Homestake Mcglaughlin's Mine which was commissioned in 1985. This was an acidic pressure oxidation process treating 3000 stpd in three four compartment horizontal autoclaves 14' diameter and 53' long. Since the initiation of autoclaves for the treatment of gold bearing sulphides, there are presently 16 gold autoclaves operating worldwide varying in size up to 18'4"" inside diameter. There are seven autoclaves for the treatment of refractory sulphide gold bearing ores to be commissioned in 1997 and 1998.Autoclave technology has progressed extensively since the mid-eighties. Operational experience has made rapid progress and the result is much smoother and safer autoclave operation. There have been many advances in autoclave technology design. For example, the use of exotic materials for corrosion resistance to reduce down time for maintenance. The instrumentation involved in autoclave operation is very sophisticated which allows for many safety features. The advanced design has allowed for greater availability and as a result operating costs and maintenance costs have decreased. These technological advancements have made autoclave technology more safe and this has resulted in a greater acceptance of this type of operation. Many of the gold autoclave facilities operate up to 9 months continuously without shutdowns. The advancement of autoclave technology has inspired many new applications.Because of the outstanding operation of autoclaves in the gold industry, many other applications for autoclave technology are being considered. "Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. RÉSUMÉLes problèmes géologiques et techniques sont souvent considérés les plus importants parmi ceux qui affectent les nouveaux projets miniers. Des problèmes typiques et leur causes sont étudiés dans la perspective de gestion de la qualité et d’amélioration continue (GQAC), en relation avec les travaux de W.E. Deming. Comme l’approche système est au centre de ces méthodes, ses caractéristiques sont décrites en donnant une attention particulière aux contraintes de types culturel-comportemental, organisationnel, et systémique décrites par J. Gharajedaghi. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. En adaptant au système minier les Quatorze Obligations et le Système de connaissance approfondie de W.E. Deming ainsi que l’analyse des trois types de contraintes, nous pourrons développer une approche GQAC permettant de réduire les risques géologiques et techniques des projets miniers et des exploitations. This paper reviews the formation of the Canadian Mining Education Council (CMEC) and its terms of reference. CMEC considers that Canada?s mining schools represent a distinct competitive advantage to the Canadian Mining Industry. The core objective of CMEC is to reinforce the links between the constituent schools and their individual Industry Advisory Committees. The latter traditionally provide the schools with a great deal of guidance on a range of planning issues, including recruitment, curriculum, research and infrastructure. Beyond those bounds CMEC intends to improve its ability to network with the industry and government. It is concerned overall with the objective to raise the quality and level of its educational and research contributions to meet the needs of industry and society.

"The commercial potential of a silica-kaolin deposit that occurs on the banks of and close to the Missinaibi River in the District of Cochrane, Ontario, is under evaluation by Algocen Mines Limited. The geological features of the deposit, as well as its probable origin, are described. Mineralogical analysis of the deposit samples indicates that the principal minerals are quartz and kaolinite clay; it is estimated that about 20 per cent of the deposit is kaolin clay. The impurity minerals present are: a slightly magnetic Fe-Ti oxide mineral, goethite, muscovite mica, tour-maline, staurolite, anatase and zircon. Laboratory research studies are in progress to develop and evaluate suit-able methods for the separation of silica sand from kaolin. Results to date indicate that good-quality silica sand with an Fe,03 content in the range of 0.012 to 0.025 per cent can be produced. It appears that the clay portion can also be beneficiated to yield products meeting commercial requirements. It has been possible to beneficiate a portion of theetlay to obtain the particle size distribution now specified by industry. However, research is continuing to develop suitable separation and beneficiation methods which can produce kaolin clay meeting all the commercial requirements."

For mining companies facing strong international competition and unfavourable commodities’ prices, automation of underground operations has the potential to increase productivity and help cut costs. However, despite considerable technological progress in this field, there still remain many problems to overcome. Furthermore, successful implementation of automation depends also on numerous operational, organizational, and even human factors. In this context, this paper briefly reviews technological progress with regard to different underground operations. Following that, several issues related to implementation of automated equipment and systems are presented and discussed. Particular emphasis is put on the factors whose importance is often underestimated. Some recommendations in this respect are also given. It is stated that the success of an automation project is a function of many “winning conditions,” which may be created through very thorough planning and preparation. It is also underlined that despite achievements made, a vision of a man-less underground mine is not yet as much a matter of near future as it may seem.

SUMMARY RADIOACTIVE dynamite has been prepared by introducing a small amount of antimony-124 into the explosive. Test work is described on the effectiveness of this tracer, on radiation levels in its neighbourhood, and on different methods of .application. Factors determining the choice of isotope, amount of activity, and overall cost of this process are discussed. INTRODUCTION Instances are known in which dynamite remains unexploded in drill holes in mining operations. Usually such 'bootlegs' are easily located by inspection of the face and the powder is removed before subsequent drilling is started. Occasionally, however, serious accidents occur because workmen drill into an undetected piece of dynamite. In order to avoid such accidents it was suggested that a different method of location might be tied, such as that afforded by the use of radioactive tracers. This paper describes some experiments that were carried out under the auspices of the Department of Mines and Technical Surveys, with the active co-operation of Canadian Industries Ltd. and Canadian Refractories Ltd., to test the feasibility of such a scheme.

Ground instability and subsequent rock falls are a major concern in underground mines. As a result, several mining companies are conducting risk assessments of the ground support installed in their mines. Risk assessment is now commonly used to provide mine operators with a systematic process to assess the strategic risks that could lead to injury to personnel or loss of production, and evaluate possible risk control measures. Risk assessments can be carried out to identify major hazards, assess the likelihood of occurrence and consequences of each hazard and estimate the level of risk. This process allows assessment of possible remediation actions to minimize the risk and likelihood of occurrence or mitigation of the consequences to a level that is reasonable and practical. This paper presents two practical mine applications of qualitative risk assessment of ground support to highlight the benefits of this process. Yearly or bi-yearly risk assessment of mine excavations can assist mine operators in prioritizing resources and areas that require support remediation. In addition, it provides a mechanism for proactive response to reduce potential risks associated with personnel safety, equipment safety and environmental impact. It also provides a baseline against which changes in ground condition can be compared and quantified.

"Sustainable development in the mining and metallurgical industrial sectors can be implemented by two distinct groups: the managers and operators of existing facilities, working with industrial processes and systems that have been operating for many years, in some cases, several decades; and those who are engineering and building new facilities or upgrades of existing plants.The focus of this paper is to look at approaches and tools available to bring sustainable development thinking and action to these two distinct areas. The paper will discuss the concept of working with existing facilities and processes to minimize waste and maximize product from a regional raw material/resource consumption perspective using by-product synergy. The BPS concept has been carried out in Texas (e.g., TXI-Chaparral’s STAR), in Calgary, Alberta, with Suncor assistance, in Montreal, Quebec, with Noranda as project leader, and currently in Ontario with Dofasco as industry champion. Successful outcomes are presented. The paper will also discuss a new approach to designing greenfield facilities or upgrades to existing plants using a sustainable development review process. Undertaking the review early in every project can institutionalize the concept of discussing and implementing waste elimination, design for environment, ecoefficiency, risk minimization and community awareness and involvement in the future capital stock. The review process has been developed as an excellent tool for measuring and reporting on a corporation’s sustainable development progress. Examples of how this approach has been adopted in the mining and metallurgical industry, and the resultant outcomes are given."

"The competitive pressure, the increasing energy costs and the environmental regulations impose substantial challenges to the definition of power plants serving industrial facilities. Primary mining and metallurgical facilities have even greater challenges because they are often located remotely, where the fuel supply can be a problem. The absence of a power grid imposes challenges on the reliability and quality of the electrical energy supply. In addition, the facilities usually require thermal energy too, not only electricity.This paper outlines these types of issues that have to be considered when defining a cogeneration plant integrated with a remotely located industrial facility. It is addressed to the “users” of cogeneration facilities rather than to “generators.” The focus is on analyzing various site-specific design considerations to prescreen the feasible cogeneration alternatives and minimize the number of options to be analyzed from the economics viewpoint. This approach could substantially reduce the engineering effort and schedule during the feasibility phase of the project.The front-end of the paper provides a basic understanding of cogeneration plants of various types to establish a common language. Subsequently, the paper outlines and analyzes specific issues that could be of help in the definition of cogeneration installations for remotely located industrial facilities, with a focus on mining and primary metallurgical plants"

"A great deal of effort has been expended in the last 11 years by the authors and others to identify the correct power required to grind ore in a SAG mill, by developing ore hardness variability functions for the ore body to be mined. This paper describes the next step in the SAG design process, which is choosing a SAG mill to accomplish the required specified design performance.At the test work stage, each ore hardness data point is a unique and discreet bit of information that represents the energy required to grind the ore represented by that sample at optimum SAG conditions. When the design criteria are set, it is now considered necessary that the required power draw in the mill chosen be provided at optimum conditions as well.Based on actual 3-ft diameter pilot plant results, we can now show that the grinding efficiency and throughput drop when the optimum load limit is exceeded. Future work is expected to show a similar reduction in efficiency when exceeding optimum speed. Providing specified power by exceeding these optimum conditions is not adequate and leads to a lower cost but underperforming SAG mill.It is possible in some cases to modify a SAG circuit to force it to perform better, but this often takes time, much effort and costly modifications. In most cases the capital spent on a properly sized SAG mill may prevent production losses that would be many times greater over the extended start up period. This is the direct result of choosing the proper SAG mill at the start.INTRODUCTIONThe sequential steps required for the design of any grinding circuit, have changed dramatically in the last seven years. Previously, it was considered necessary to do six foot diameter SAG mill pilot plant tests on representative samples of minus six inch ore (F80), in order to understand design requirements. It can now be shown that this method is costly and not likely to produce the desired result because it is difficult to recover six-inch material from deep within a new mine. The representative nature of the sample is often compromised when the sample is selected."

In 1994, Gold Mines of Australia acquired the rights to the historic Mt. Lyell copper mine, and commenced a feasibility study into expanding production. The ore was shown in laboratory tests to be amenable to single-stage, fully autogenous grinding (FAG) of underground primary crushed ore, and this route offered the maximum cost savings. Flotation performance was expected to be enhanced. However, batch flotation tests done on pilot-scale autogenously ground ore showed an unexplainable recovery loss of between 1% and 3% Cu. A second pilot plant trial was set up, with the ground product feeding banks of continuous flotation cells. Single-stage FAG, FAG/pebble and FAG/ball circuits were tested. Results confirmed a loss of about 3% recovery with single-stage FAG milling. The FAG/ball circuit eliminated the loss. Analyses showed that autogenous milling probably produced more chalcopyrite/pyrite composites and that recovery of these composites was lower than with ball milling. In size fractions below about 53 microns, where chalcopyrite is well liberated, copper recovery was less affected by milling method and flotation selectivity. It was concluded that for the Mt. Lyell situation, a FAG/ball circuit was preferable to single-stage FAG.
