And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

An account is given of experimental apparatus for generating a short duration high velocity water jet and the effect of its impingement on various rock samples under air or water cover. The penetration was found to be highly dependent upon the rock structure; in general material with closely interlocking grains was resistant.The damage sustained by a stationary sample held close to the jet did not vary greatly whether the sample was in air or confined under a water layer; but when the sample was translated under the jet there was a marked increase in the damage sustained.Some consideration was given to the possible practical application of a water jet for deep hole drilling and an estimate made of the power requirements and transmission losses for such a system.

In undertaking to write a few notes on practical mining in Bendigo, the great quartz mining centre of Victoria, which just now is celebrating its fiftieth anniversary of gold mining, satisfaction must be expressed which is, no doubt, shared by all mining men and inyestors, that Bendigo has not lagged behind other Australian mining districts in the evolution of mining from its crude state, subsequent to the discovery of gold in 185 to its present more perfect state; and though it may be said that it has not yet reached the high pinnacle of perfection towards which advanced science and change of conditions may yet lead it in the course of future progress, yet, what has already been done in this respect, the adoption of the most approved methods appliances and modern machinery, tending towards greater and still greater efficiency, facility, and economy in our mining industry, must be accepted as a guarantee that in tne future as well as in the past, progress in our means of developing our mining resources will ever remain our watchword, by means of which future difficulties will be overcome as well as they have been removed in the past.The adoption of this principal, combined with a study of rigid economy, has raised gold mining here, as well as in other places, from a state of speculation, and sometimes wild speculation, to the status of a solid, stable industry, the strong supportand backbone of the country in which it flourishes. Two of the principal factors which have been to a great extent instrumental in bringing about this satisfactory state, must be specially mentioned.

The area (330 sq. miles) shown on the map of the Brocks Creek District (Fig. 1), was mapped by the Northern Territory geological party of the Aerial, Geological and Geophysical Survey of Northern Australia. This work was done in two stages:-(i) In 1935, an area of 30 sq. miles around the Golden Dyke mine was mapped by P. S. Hossfeld, Senior Geologist, and A. H. Voisey, Assistant Geologist. The results were described in a detailed report (10).(ii) In 1939, an area of 300 sq. miles in the Brocks Creek district was mapped by C. J. Sullivan (Senior Assistant Geologist), and V. M. Cottle and S. N. Kiek (Assistant Geologists) under the general supervision of P. S. Hossfeld (Senior Geologist).An outline structural map, together with some geological notes was published (1), but that map does not show the amphibolites, and the relationship between ore occurrence and general geology is not emphasised. The publication of the detailed maps and reportwas postponed indefinitely as a result of war. The original mapping was based on air photographs with a scale of approximately 1 in. to 1,200 ft., and all detail which could be shown at that scale was mapped. Features recorded included rock types, details of structure, mineralisation, and surface workings, creeks and soil boundaries. Underground mapping was also carried out. The present map is much simplified from the original, but it is hoped that it shows sufficient information to reveal close relationship between structure, granite, sills of amphibolite and gold occurrence. About 50 per cent. of the area is covered by deep soil or alluvium, and in these portions the geology of the underlying rocks was not determined with accuracy, though in many places strike trends could be deduced from air photographs.Because the A.G. & G.S.N.A. had published the geological notes and map referred to above, and because the publication of the detailed report and maps is still postponed indefinitely, approval has been given by the Bureau of Mineral Resources, Geology and Geophysics (which took over the affairs of the A.G. & G.S.N.A. at the termination of its operations) to the preparation of the present paper so that information would be available to the public.The views expressed in this report are those of author. The results of the investigation suggest that in areas where granites are predominantly concordant with bedding, ore deposits may be found at approximately the same stratigraphic horizon. A recently developed technique for use in collieries is described in which samples of gas of relatively high vitiation value are obtained from points deep within a developing goaf by means of pipes. This technique prevents dilution of small quantities of carbon monoxide by large quantities of fresh ventilation air and eliminates interference from shotfiring gases. By using the technique it should be possible to assign a characteristic ratio of carbon monoxide to oxygen consumed to any district and to predict the onset of heatings.INTRODUCTIONGas analysis has played a vital role in detecting heatings in collieries all over the world. By analysing return air from a district and by calculating the percentage ratio of volume of carbon monoxide found to oxygen consumed (known simply as the "carbon monoxide ratio") it has been found possible, in many cases, to assign a characteristic ratio to a district under consideration. This characteristic ratio serves as an index of the spontan~ous combustion tendency of a goaf area. Any definite and consistent increase in the ratioabove the normal figure· indicates that a heating is developing and hence adequate preparations may be made to deal with the trouble.This ratio technique was developed by Graham (1920-21) who found (Table 1) that the temperature of oxidizing coal was directly related to the ratio obtained from analyses of the effluent gas.Until recently, most attempts to employ a similar technique in collieries working the Greta Seam (N.S.W.) were not successful. During the dissolution of gold in fully aerated cyanide solutions the CN ion is the active agent, and consequently the usual method of evaluating the dissolving power of such solutions is to determine the CN- concentration analytically. The presence in the solutions of copper and/or zinc which themselves form complex cyanides, may result in erroneous conclusions as to the free cyanide ion concentration determined by titration.In this paper the theory of titration of such solutions has been developed, and potentiometric methods have been used to follow the behaviour of complex cyanides of copper and zinc. The results for cuprocyanides show Cu (CN)s to be the most important copper complex, and in addition they explain the reported low rates of solution of gold in copperbearing solutions which when titrated in the usual way, appear to have adequate free cyanide. An explanation of the misleading value of the titration is given, and suggestions for recognition of the condition are offered. Preliminary results for zinc-bearing solutions show that there is no satisfactory end-point for the titration of CN- in excess of that in the complex Zn (CN) 4=, which dissociates to CN and Zn(CN)g-.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia. As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary. The works are situated at Port Kembla (New South Wales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. This will mean: a considerable reduction in the length of time that boats are laid up at the jetty. The Oblaga Cu-Au skarn deposit and porphyry prospect is located in the south-eastern edge of the Gobi Desert in western Inner Mongolia. The deposit occurs within metamorphosed middle Paleozoic volcanic, plutonic and sedimentary rocks.   Ivanhoe geologists recognise eight main rock types in the area. Calcareous sediments include conglomerate, interlayered siltstone-sandstone, and limestone. Covering the calcareous sediments is a slab of thrusted biotite granite, and above it is rhyodacitic lithic tuff which, in places, is overlain by alluvial sediments. Various plutonic rocks and related intrusion breccias have intruded these units. Monzodiorite, quartz-monzonite and monzonite tend to form thin, high-angle intrusions and the youngest andesitic intrusions are generally wider and subhorizontal.   The Oblaga Cu-Au skarn, which occurs in the calcareous sediments, shows typical prograde and retrograde mineralogy. Petrographic studies show that prograde skarn minerals have been overprinted by retrograde skarn minerals, and original host rock minerals have been texturally obliterated and completely replaced. The mineralogy of the Oblaga skarn deposit is very similar to other Cu-Au skarn deposits worldwide.   Sericitic and minor chloritic alteration occurs throughout the study area and may relate to porphyry-style mineralisation. Generally, this alteration is not intense and most rocks have retained their original texture. Geochemical analyses suggest that K-metasomatism is not widespread at Oblaga. XRD analyses suggest an upward and outward transition from sericitic to chloritic alteration.   Comparisons between Oblaga and other porphyry Cu-Au deposits worldwide show that Oblaga has very similar characteristics to deposits that have undergone sericitic alteration. However, Oblaga is special because it also has relatively intense chloritic alteration, which is uncommon in other porphyry Cu deposits described in the literature.

'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

These features are determined by the manifold constructive and destructive processes of nature, and their many diverse forms and characteristicsare dependent primarily upon geologic structure. Greater use should be made of lineations in investigations of the engineering properties of rock masses and in structural studies guiding prospecting programmes.A prominent alignment of elongate mineral grains and stretched pebbles usually marks the primary direction in which metamorphic rocks have been extended by flow. In local adjustment zones separating masses that have extended different amounts, this lineation has been a direction of slip. Kinks and crumples resulting from this slip lie in secondary lineation directions transverse to the primary mineral lineation.During deformation relatively mobile materials move into dilatant zones caused by irregularities in primary flow directions. This secondary movement transverse to lineated, primary-flow directions is the cause of crenulations and folds with axes parallel to flow lineations.INTRODUCTIONThe arrangement of inequidimensional particles in rocks is rarely statistically random. Platy minerals tend to be parallel to bedding and foliation planes. Elongate particles and linear structures lie most frequently in certain lineation directions. The types of elongate particles in lineated rocks include needle and blade shaped mineral grains, sheared out segregations, and stretched pebbles, amygdules, and aolites.Crenulations and kinks are the most common of the linear structures involved.Faint lineations are readily overlooked. Even strong lineations have been ignored. Recent exploration by the Cyprus Amax-Highlands Pacific-OMRD Joint Venture at the Frieda River project, PNG has demonstrated the extent of igneous phases, alteration and mineralisation, and the relationships between the various mineralisation styles in this major Cu-Au porphyry-epithermal system. The project area is in the obducted volcano-sedimentary section of the New Guinea mobile belt 78 km NE of Ok Tedi. It is between two major NNE dipping faults interpreted to have undergone thrusting then sinistral shear in the Late Miocene to Recent. The Frieda River Igneous Complex is a 15 km +7 km ovoid area with a central pod of basaltic andesite volcanics with cogenetic diorite to quartz diorite subvolcanic intrusions, and flanking clastic sediments. A series of late-stage, hornblende quartz diorite plugs ring the main igneous mass. The igneous rocks have a normal K calc-alkaline character with a very limited compositional variation. The intrusives are exposed on the eastern flank of the complex and have five mappable units and numerous defined phases. The southeastern quarter of the complex is host to a cluster of at least seven stockwork porphyry copper and skarn-hosted deposits within an area of 4.5 +3.5 km. The Horse-Ivaal and Koki deposits have identified resources totalling 804 mt @ 0.46 per cent Cu and 0.3 ppm Au, and the other deposits are in various stages of exploration. All these deposits are related to the Horse Microdiorite phase of the Complex and are outlined by a zone of potassic-propylitic-SCC alteration. Local overprinting argillic and advanced argillic alteration is related to a separate, post-porphyry mineralisation intrusive phase. The recent emphasis has been on the identification of higher-grade zones using ideas of structural control and specific intrusive-alteration-mineralisation relationships within the known resource areas. An elongate area 13 km x 4 km in the centre of the Complex has advanced argillic alteration in the volcanic rocks. This alteration zone hosts the Nena deposit (52.8 mt @ two per cent Cu and 0.7 ppm Au) and approximately 20 prospects of high sulphidation type. These deposits are distributed along two prominent NW-trending siliceous ridges interpreted as regional scale structures. Nena is a pod of vein and replacement sulphides hosted in a tectonically controlled multiphase breccia that overprints the advanced argillic alteration. The Nena deposit is 4 km from the nearest of the major porphyry occurrences. It is underlain by basemetal veins and minor porphyry mineralisation that are related to the Flimtem Trachyandesite intrusive phase. The recent search for additional Nena-type ore has focussed on the siliceous ridges using detailed structural and geochemical ore control criteria. Widespread, but poorly mineralised, basemetal-bearing carbonate and sulphate veins form a ring around the mineralised area. These veins have sericitic selvages, cut the porphyry mineralisation, but are cut by and locally underlie the silica-alunite phase of the advanced argillic alteration. The current model is that there are discrete intrusive phases responsible for each of major hydrothermal events at Frieda. These include from oldest to youngest:the Koki phase has no related alteration or mineralisation; the dominant Frieda phase has the hornfels, early skarn and minor magnetite-chalcopyrite mineralisation; the Horse phase has the bulk of porphyry copper and skarn-hosted mineralisation and minor basemetal veins; the peripheral Knob phase is barren; and the Flimtem phase has the high sulphidation epithermal deposits and minor porphyry and vein mineralisation. The intrusive phases span the interval 17 to 11.5 Ma and are co-magmatic. They represent discrete batches off the parent magma, rather than simple fractionation products.

Detailed mineralogical investigation of a tailing sample from the Juno plant circuit at Tennant Creek was carried out to determine the nature of the unrecovered bismuth and whether any possibility existed for improving bismuth recovery. The investigation showed that the Ibismuth was present in a complex mixture of Bi-Pb-Ou-Se-S minerals (termed "bismuthinite"), of which about 74 per cent was locked (mainly with magnetite) and 26 per cent was liberated (18 per cent in the minus 7 µm slime). The results suggested that attention should be directed to both finer grinding and improved flotation of slime "bismuthinite", and testwork carried out by Peko Mines N.L. on the basis of these recommendations led to a significant improvement in bismuth recovery.Detailed mineralogical investigation of two Juno concentrates was carried out to determine the nature of the selenium present and whether any possibility existed for improving the selenium grade. The investigation indicated that virtqally all the bismuth, selenium, and lead was present in "bismuthinite", which showed a composition range of 32-82 per cent Bi, 0-42 per cent Pb, 0-24 per cent Se, and 5-18 per cent S. Differences in the Bi/Se ratios of the two concentrates could be attributed to different average Bi/Se ratios of the constituent "bismuthinite", and the relatively low selenium grade of the "bismuthinite" precluded the possibility of obtaining a high grade selenium concentrate with high selenium recovery.However, differential flotation and/or low intensity magnetic separation to remove chakopyrite, and magnetite, the main diluents of the concentrate, could be expected to upgrade the selenium content byup to 80 per cent (relative) and .festwork carried out by Peko Mines N.L. on the basis of the recommendations of the mineralogical investigation confirmed that depression of chalcopyrite in the flotation circuit could produce significantly improved selenium grades.These investigations illustrate the application of mineralogy to the practical problems of improving plant performance. Mineralogy has an important role to play in providing quantitative data on which the metallurgist can evaluate plant performance and base a programme of metallurgical testwork, and early mineralogical investigation of feeds, concentrates, middlings, and tailings can lead to the avoidance of much abortive and expensive metallurgical testwork.

At the treatment plant of the Broken Hill South Limited, Broken Hill, the zinc concentrates, with water, are pumped out to a more or less level area, and stored in dams to dry by drainage and evaporation.In-the construction of these dams a clay bank is first thrown up around the proposed dam site. The concentrate and water mixture are then run in from the perimeter, the solids being continuously shovelled up to increase the bank height, while the clear water is drained off at the centre and returned to the treatment plant.These dams vary in size up to 57,000 sq. ft. in area; when completed the banks are about 12 it. high, and the capacity for the largest dams is about 350,000 cub. ft., say, 20,000 tons.The survey office is called upon for a monthly survey of these dams, generally three of which are in process of building or refilling. The puggy nature of the material prohibits walking beyond the bank of the dam, therefore the following method of estimating concentrates was evolved. No originality is claimed, but as the need is for a true survey, and the results have shown the accuracy of the method, a description is warranted. The dam site is first laid out into 10-ft. squares with a theodoliteand 150-ft. steel tape, the outside lines being placed about 15 ft. from the clay bank - 15 ft. is the maximum convenient distance from the bank for working with the levelling staff mentioned later.As the dam is rarely rectangular in plan, the outside points pegged out are not always the corner of a square, but are placed to give the greatest convenience in later work, that is to say, there may be triangles and irregular figures. The Torington Lodes.This paper describes investigations into mineralogical, petrological and structural associations of cassiterite in occurrences of economic value. The work was carried out in three mines, during a number of years, in the hope that the, data collected might be helpfulin the search for occurrences of cassiterite in stanniferous zones and reduce unproductive exploratory work. Tin-bearing lodes at Torington, in the New England district, New South Wales, have been worked since 1880, and the locality is the most important centre of lode tin occurrence in the, State. The township of Torington is 18 miles westerly from Deepwater, a station on the Great Northern Railway, 446 miles from Sydney.The tinfield forms part of the Mole Tableland, which has an altitude between 3,000 ft. and 4,000 ft. above sea level. The country rock, in which the stanniferous lodes occur, is granite of Permian age, which has been intruded into Carboniferous claystone. An inlierof claystone is exposed to the west of the stanniferous area, 'and in it, close to' its contact with the enclosing granite, are occurrences of wolfram and bismuth. These minerals, together with chalcopyrite, pyrite, arsenopyrite, zinc blende, galena and molybdenite, in very small quantity, are associated with cassiterite in lodes traversing the granite, particularly near the claystone, but decrease in amount with distance from the contact. Their occurrence is sporadic and usually causes no trouble in dressing the cassiterite concentrate, the final product containing less than 1% of total penalisable impurity. In Curnow's mine, pyrite, galena and molybdenite have been observed at 700 ft. from surface.The granite is of the biotite type and its structure may be divided into four groups, or classifications, arising from segregation processes during cooling and consolidation. The four classes, in order of extent of distribution, are:1. Granite of normal type, in which the constituent quartz felspar and mica, have a particle size approximately 14, in.2. Porphyritic granite, in which the felspar particles are from % in. to lin. in size, that of the quartz and mica approximately % in.3. A fine-grained granite, in which the particles of all constituent minerals are % in. or less in size;4. A rock of highly siliceous ground mass containing very small particles of felspar and almost negligible biotite.Type 1 is the general type of granite in all mines of the field; types 2 and 3 may occur as large masses, or all three classes may merge rapidly one into the other, and all be disclosed in 20 ft. of driving. Usually, however, the segregations are massive, but are not associated with any special horizon. For instance, a mass of porphyiiticgranite extends from surface to a depth of 440 ft., for a distance of 350 ft. south from the New England main shaft. The upper levels of Curnow's mine, 14" mile south-east, are in normal granite, but a restricted mass 'of porphyritic granite occurred between Nos. 5 and 6 levels, or 400-500 ft. below the collar of the shaft...
