Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

Titanium (ilmenite) concentrate was extracted from a New Zealandilmeno-magnetite deposit. Tailings from the existing processing line at the Waikato North Head ironsand concentration plant were used as a raw material feed. The titanium bearing mineral extracted was defined as intergrowths of ilmenite and hematite in the size range below 150 um. The Owen-Honda equation was used to determine the conditions forilmenite/hematite magnetic separation. Three distinct regions of magnetic field strength for the mineral separation have been defined. Theoretical estimates from this calculation have been confirmed experimentally. Ilmenite concentrate was obtained using medium field magnetic andelectrostatic separation. The final material contains 40.6 - 42 per cent TiO2 and 39.1 - 39.8 per cent Fe (total). The actual yield from extraction was about seven per cent of the Zircon, leucoxene and monazite were found as byproducts of thetitanium concentration process. Preliminary experiments have shown the viability of industrial zircon benefication.

New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. Waikato North Head 30 km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook and Taharoa 70 km further south, exports ironsand concentrate to Japan.   Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3 km off shore through two underwater pipelines. Waikato North Head delivers the ironsand to Glenbrook 18 km through a 200 mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.   A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

Channel iron deposits (CID) consist of ferruginous chemical sediments, and are an unusual subset of Phanerozoic ooidal ironstone deposits almost unique to the Pilbara, where they constitute around 19 per cent of the Pilbara’s iron ore exports. These deposits occupy many of the ancestral river channels of the Pilbara region, especially the Robe River palaeochannels, incising and meandering through the Precambrian banded iron formations (BIF) of the Hamersley Group and the underlying Fortescue Volcanics.This paper explores the factors underlying geochemical variation in CID, particularly the chemical properties of goethite. The selected deposits in the western Robe palaeochannel and its tributaries show little or no secondary reworking by later water tables. There is a total absence of aluminosilicate clays with all the deleterious elements such as aluminium and silica. Instead, these are associated with the goethite mineral lattice, either within or adsorbed to the cortices of pelletoids.A thickly vegetated environment, and the presence of the Maddina Volcanics as potential source rocks for these western Robe CID is offered as an explanation for relatively high aluminium in the deposits studied, and, in turn, as the reason most parts of the palaeochannel are preserved as inverted topography.CITATION:Beattie, E, Placzek, C and Blake, K, 2017. The Golden Cross Gold Mine Project is now fully operational and into its second year of operation. Because of its location in the sensitive Coromandel Peninsula , strict water management and environmental requirements had to be met. This led to the development of new technologies for cyanide recovery and the adoption of advanced water management and water treatment systems. This paper discusses the water management and treatment system adopted for contaminated water at Golden Cross and provides data on the operational history to date.

The Hauraki goldfield is located east of Auckland in the North Island of New Zealand. It includes Great Barrier Island, the Coromandel Peninsula and the Coromandel and Kaimai Ranges as far south as the town of Te Aroha and south east to Te Puke. It has a total north-south extent of about 180 km and an area of 3000 km2. The goldfield is the most productive in New Zealand, and while production at present is negligible, the area has undergone continuous exploration over the last seven years.

A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

Several spatially and/or temporally distinct phases of epithermal activity can be recognised in the Horohoro-Matahana Basin area of the Taupo Volcanic Zone. In the northern Matahana Basin a 140 - 350 ka age range is proposed for mineralised debris flow clasts and related (?) epithermal  mineralisation intersected in a recent drillhole. To the east, a ca. 40 - 50 ka age range is suggested for epithermal activity in the Waikaukau alteration zone which was focused along the Guthrie Fault. Hydrothermal explosion breccias occur over 13 km within the Guthrie Graben, and are probably sourced from vents in the south. Assuming a common origin, these breccias are constrained to a 45 - 50 ka age range. Within the Horohoro hydrothermal system (around the present hot spring), older (15 - 50 ka) and younger (0 - 15 ka) features can be distinguished.

For the past decade, demand for Australian resources has reached unprecedented levels, thanks mainly to the emerging superpowers of China and India. Meeting demand has meant miners and governments alike have ploughed billions into capital expenditure projects for logistics infrastructure such as roads, rail and ports, to support the ever expanding number of mines and mineral volumes. In more recent times, however, the effect of the global economic crisis has led to a decline in demand for Australian minerals. The downturn has seen companies lay off workers in droves, and delay or cancel expansion projects, in an attempt to preserve cash flow. Whilst the current economic cycle has hit the mining sector hard, it is an opportunity for companies to take stock of their existing operations and plan for the future. As mining companies grapple for scarce capital resources, it is inevitable that industry consolidation will ensue. This presents challenges and opportunities for both buyers and sellers alike, looking to expand operations, or sell off assets to raise cash.

This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

Drilling in the south of the Rapahoe Sector at Greymouth Coalfield has demonstrated the existence of thick coal seams in the upper Rewanui Member. Seam correlation is handicapped by complex lithostratigraphy and laterally variable geophysical log profiles. An integrated investigation of coal measure stratigraphy, coal petrology, and proximate analyses, suggests a feasible model whereby most of the major seam intersections belong to a single horizon. Coal properties vary laterally in response to original swamp conditions, which are believed to have ranged from well-drained to ponded. A new model of peat accumulation is proposed for the northern Rapahoe Sector, whereby Upper Rewanui peat accumulation occurred on a flood plain between the levees of a major south southwest-flowing fluvial system in the east and the toe of a western alluvial fan.

Gas explosion in underground coal workings can pose a serious threat to the safety of mine workers and the entire mine operations. Gas explosion is a very complex thermal-chain reaction in a confined underground environment. Based on combustion and explosion theory, three dimensional (3D) computational models were developed to simulate mine gas explosion flame and overpressure wave propagation in a single entry gateroad in underground coalmines. Six different explosion scenarios were modelled and compared with large scale experimental results and AutoReaGas simulations. Model validations show that the use of shear-stress transport (SST) k-? model together with eddy-dissipation model (EDM) produces good agreement with both experimental and AutoReagas simulation results. Modelling results demonstrated that the changes of temperature versus time can be divided into four stages, ie the initial condition stage, and periods of warm-up, active burning, and burnt-out. Assuming a limited volume of methane is involved in the explosion, the maximum temperature decreases as the distance increases from the explosion point, with the highest temperature reaching about 2460 K. Modelling results show that the evolution of the explosion flame shape experiences four typical stages, ie spherical flame, finger-shape flame, flame with the skirt touching the side walls (ribs) and tulip flame, which are similar to the pattern of a duct explosion. The pressure in the gateroad remains the same as the initial value before the arrival of the explosion wave and then increases rapidly to the maximum value. The Reefton Goldfield has produced 67 t of gold from mesothermal vein gold deposits in metasedimentary rocks of the Greenland Group (Cambrian-Ordovician). The Globe-Progress deposit contributed 13.2 t (418,000 oz) of this total, predominantly from quartz veins. Recently a resource of 14 Mt at 1.96 g/t Au (27.5 t or 882,300 oz of contained gold) has been delineated at Globe-Progress in quartz vein remnants and disseminated within adjacent sedimentary rock, much of which has been locally brecciated. The breccias consist of quartz vein and sedimentary wall rock fragments set in a matrix of clay ærock flourÆ and sulphide (arsenopyrite plus minor pyrite and stibnite). Gold, closely associated with sulphide, is disseminated within the breccia. Disseminated gold also occurs in massive siltstone and sandstone adjacent to the quartz veins and breccias. Exploration drilling at Globe-Pogress, and several other Reefton prospects (e.g. Capleston, Merrijigs, Big River and Alexander River), has intersected zones of disseminated arsenopyrite carrying up to 20 g/t more gold. These mineralised sediments commonly have little or no megascopic quartz and or carbonate veining. There is little visible indication of former primary or secondary permeability for the passage of hydrothermal fluid and deposition of gold. However, porosity and permeability were formerly present in inter-granular pore spaces and microveinlets now filled with quartz, carbonate and K-mica. The Fosterville gold deposit in Victoria bears many similarities to the Globe-Progress deposit at Reefton, in terms of age, host rocks, hydrothermal alteration and mineralisation style. Many ofthe disseminated deposits in Nova Scotia, including deposits at North Brookfield and Moose River (Touquoy Zone), have similar characteristics to the Reefton disseminated mineralisation, but commonly have abundant pyrrhotite and some deposits have disseminated metal alloy grains of complex metallurgy.

Electrochemical Behaviour of Massive Chaclopyrite Bioleached Electrodes in Presence of Acidithiobacillus ferrooxidans and Acidithiobacillus caldus In this work, the monitoring of bacterial and chemical dissolution of massive chaclopyrite was evaluated using cyclic voltammetry (CV); the mineral surface was examined using scanning electron microscopy (SEM) and the elements were examined by Energy Dispersive X-ray Analysis (EDAX). The electrolyte employed for the electrochemical tests was the medium used to bioleaching the electrodes (3.0 g/L (NH4)2+SO4, 0.5 g/L K2HPO4, 0.5 g/L MgSO4+7H2O and 0.1 g/L Ca(NO3)2).The results showed differences in voltagramms carried out by Acidithiobacillus ferrooxidans and Acidithiobacillus caldus: In bioleached electrodes tested in the presence of Acidithiobacillus ferrooxidans, the anodic and cathodic current signals were larger than with Acidithiobacillus caldus. The analysis of CV results allowed attributing the different peaks observed in both the direct and reverse potential scanning to the oxidation of chaclopyrite to a secondary copper mineral (bornite, chalcocite and covellite) and its reduction via different non stoichiometric copper sulphides intermediaries. Surface evidences were observed by SEM, and chemical elements evidences were also investigated by EDAX.

Shoshonite suite (absarokite-shoshonite-banakite) and adakite-hosted epithermal Au deposits are a feature of circum-Pacific magmatism. Fijian examples include Tavua (Emperor) and Tuvatu on Viti Levu. New discoveries of shoshonite suite and adakite-hosted epithermal Au mineralisation have been made in the southern Yasawa Islands and in central-northern and central-western Viti Levu. The Fijian shoshonites define four NE–SW trending suites. The oldest is the northern 7.9–5.0 Ma Yasawa suite, followed by the 4.7–3.5 Ma Sabeto–Tavua–Rakiraki suite in northern Viti Levu, the 4.7–4.2 Ma Yanuca–Vatulele suite approximately 20 km south of Viti Levu and the 3.4 Ma Astrolabe suite approximately 75 km further south. Shoshonite suite lithologies with 3.8–3.0 Ma ages also occur in the Lomaiviti islands between Vatu-Cake and Moala, to the east of Viti Levu, defining a trend oblique to the NE–SW shoshonite belts. Seatura, a 3.3–2.8 Ma ocean island basalt (OIB) volcano, sits at the northern end of the Lomaiviti trend shoshonites. Trace element/isotopic chemistries indicate that shoshonite arc magma genesis involved the melting of a hydrated supra-subduction zone mantle wedge and also a lower mantle-derived plume (OIB) component. The upwelling plume provided heat for melting and possibly Au enrichment. Accessing the melt generation zone associated with the plume required a slab conduit or window. Such slab windows form by tearing during subduction or occur at slab edges. Adakites form by plume-induced slab melting. The four NE–SW Fijian shoshonite suites are interpreted to occur in back-arc extensional zones above a slab window (tear) that migrated southward during rollback of the New Hebrides–Vanuatu subduction zone. The plume (Seatura OIB) that is interpreted to have caused mantle wedge melting and formation of the Lomaviti trend shoshonites was focused along the interface between the north-dipping Vanuatu–New Hebrides subduction zone and the west-dipping Tonga subduction zone, which we have seismically imaged at approximately 400 km depth. A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.
