The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. It began with the major exploration of the mineral-rich west of the United States and extended significantly later into Latin America and Australia. In the early 1950's, Japan became a significant

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

THE copper-zinc phase equilibrium diagram has been the sub-ject of many investigations. Until recently, however, the boundary of the terminal solid solution of copper in zinc (eta) has not been thoroughly investigated. This paper reports determinations of the solid solubility of copper in zinc at temperatures from 100° to 400° C., the course of the liquidus and solidus for the eta solid solution and determinations of the peritectic temperature and peritectic point for the reaction between epsilon and the melt to form eta. The liquidus of the eta phase was determined by thermal analysis and the solidus by the microscopical examination of specimens quenched from temperatures above and below the solidus. The temperature of the peritectic horizontal was obtained by thermal analysis and the com-position at the peritectic point was determined by extrapolation of the solid solubility boundary of the eta phase to the peritectic horizontal. The solid solubility boundary of the eta solid solution was investigated very carefully. Particular care was used to achieve equilibrium in the alloys at each temperature selected. The X-ray, electrical con-ductivity and microscopical methods were used in determining the solid solubility limits. The X-ray method measures the changes in the solvent lattice with increasing solute content and in this manner locates the composition of the alloy at which no further change in the solvent lattice takes place, the limit of solid solubility. The method of electrical conductivity measures the conductivity of the alloys of a graded series of compositions, whereby the solubility limit is indicated by a discontinuity in the conductivity-

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore- deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flowage, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrystallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

IN the study of the structure or the properties of a series of alloys or nonmetallic compounds, it is often advantageous to express the com-position not as percentage by weight, according to which the material is always made up and analyzed, but as the atomic percentage of the two constituents. The conversion from the one to the other is repre-sented by the formulas: 100A 100x Y x 100 ? x/A A [1] A+ B x + A/B(100-x) X _ 100yA 100y [2] yA+(100-y)B or y+A(100-y) where x and y are the weight and atomic percentages respectively of the element of atomic weight A, and (100 - x) and (100 - y) are the per-centages by weight and by atoms respectively of the element of atomic weight B. While calculations according to these formulas are simple, they are' time consuming if several conversions have to be made. In 1931 Water-man' constructed a nomograph for performing the conversion, but this did not permit an accuracy greater than about 1 per cent to be obtained in the neighborhood of 50 per cent. Olander2 has proposed a graphic method simpler than Waterman's and one that gives a uniform precision throughout the entire scale. The possible accuracy is about 0.5 per cent of the whole, depending on the size and accuracy of the coordinate paper used. Recently, Hermann3 has described a slide rule for making the calculations. I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear to divide into two or more branches within a short distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down com¬mences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. These are exactly the conditions observed in splitting beds. While one side of the lake is sinking, and the peat-marsh moving on in that direction, the other side may be rising,

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). The iron breaker as a structure. V. The preparation of the coal as effected in the iron breaker. A key to the plates and the letters and numbers designating different parts, will be found at the end of the paper. I. Preparing Coal. Anthracite coal as it comes from the mines is not marketable. The "run of mine" cannot, as in the case of bituminous coal, be sold. Anthracite, being very compact and practically free from volatile combustible matter, burns only at the surface, and it is, therefore, deemed important to have the lumps as nearly of a uniform size as possible, so that between them a large amount of surface will remain exposed to the action of the air without checking the draught too much, or allowing enough air to pass to cool the coal below the ignition-point, In other words, if the pieces of coal of the size of a chestnut and smaller are mixed with lumps of the size of an egg they fill the air-passages and prevent a free draught. It has long been recognized, therefore, that one of the most important points in preparation is to have a uniform sizing, and also to make as large a number of different sizes as can be produced without too

Fluorspar is found in most of the states from the Rocky Mountains westward, and commercial production of the mineral has been reported from Arizona, Colorado, Nevada, New Mexico, Utah and Washington. The map in Fig. 1 indicates the general distribution of many of these deposits but it is by no means complete. In the summer of 1926 the writer examined certain deposits of fluorspar in Arizona, California, Colorado, New Mexico and Washington; in November, 1927, revisited the Jamestown, Colo., district, and in earlier years examined deposits in Colorado and New Mexico. Based on notes of his own and on descriptions and other data by H. A. Aurand, H. W. Davis, R. B. Ladoo, V. C. Heikes, W. D. Johnston, Jr., and by producers of fluorspar, he prepared the following brief descriptions of deposits and estimates of reserves of fluorspar, originally for the use of the subcommittee on fluorspar of the Joint Committee on Foreign and Domestic Mining Policy and on Industrial Preparedness respectively of the Mining and Metallurgical Society of America and the American Institute of Mining and Metallurgical Engineers. Descriptions of many fluorspar deposits in various western states and districts have been published. It is not feasible to summarize this literature here, but the appended bibliography will indicate to the interested reader what papers are available. Arizona Fluorspar has been reported as occurring in Arizona in the following localities: near Duncan, Greenlee County; near Naco, Tombstone, and Paradise, Cochise County; Black Mountain, Mojave County; 25 miles southwest of Tucson, and at Helvetia and Silver Bell, Pima County; near Mammoth mine, Pinal County; in Yavapai County, 7 miles from Aguila, and in the Bradshaw Mountains; and near Dome, Yuma County. Production has come principally from the Castle Dome district, Yuma County, with minor quantities from Greenlee, Pima and Yavapai counties. The protaxis of the North American continent consists, as is well known, of a large V-shaped area of Archæan rocks, which lie for the most part in the Dominion of Canada, and occupy an area of not less than 2,031,000 square miles. The western limit of this area extends from 'Lake Superior in a northwesterly direction to the Arctic Ocean, the southern is found along the Lower St. Lawrence as far as Labrador. A minor area, spoken of as the Adirondack region of northern New York, has a somewhat broken connection with the main body in a narrow band of igneous rock, which crosses the Upper St. Lawrence where it leaves Lake Ontario. The ancient crystallines are also presumably beneath all the later sediments, hut the above brief description outlines their principal exposures. This great rock-complex consists, for the most part, of a series of gneisses, which present great variations in both structure and composition. In certain sections areas of gneisses of the general composition of granite, and remarkably uniform in character, prevail. They consist largely, if not exclusively, of crystalline rocks in which a banding or foliation has been induced by pressure. These rocks constitute the basal member of the Laurentian system, and by later writers have been referred to as the Ottawa gneiss. In other and quite extended areas, gneisses, regarded by many as composed of altered sediments, are associated with crystalline limestones, quartzites, and much injected igneous matter. To this series the term Grenville has been applied. Both of these series of gneisses are penetrated by various igneous masses, of which the most important are great intrusioiis of several members of the gabbro family, such as anortho-sites, norites, pyroxenites, and gabbros proper; the whole form-

The first catalogue of Geological Reports of the United States was prepared by Prof. 0. C. Marsh, and published in the American Journal of Science and Ark for 1567, vol. xliii, second series. Since then the list has more than doubled, and it was thought that the publication of a new catalogue, brought clown to date, would be useful to many of the members of the Institute of Mining Engineers. The compiler will be most thankful to have any omissions or inaccuracies in the list sent to him, to be published as a supplement in the next volume of the Transactions. Especially to have the correct title, number of pages, plates, and maps of any volume on the list to which an * is prefixed, as he has been unable to personally consult such works. A preliminary list was issued last February, which has been almost doubled by the kindness of many friends. It is now just a quarter of a century since Fred W. Taylor§(23) pub-lished his classical paper On the Art of Cutting Metals, describing his researches in which he, in cooperation with Maunsel White, had developed what is essentially the modern method of heat-treatring high-speed steels. Regarding this research, Dr. Sauveur,(22) in his address on Steel Wizards, Past and Present, at the annual banquet of the American Society for Steel Treating in Philadelphia in 1920 said, "The discovery of high-speed steel, or if you prefer, of the treatment imparting high-speed properties to certain steels by Taylor and Maunsel White I am inclined to consider as our one epoch-making contribution to the metallurgy of steel." It was at about that same time (1900) that Taylor exhibited high-speed steels, heat-treated by the improved process, at the World's Exposition in Paris and attracted much attention by showing that the steels would operate at such feeds and speeds that the tips of the tools were visibly red hot. This observation must have started metallurgists to wondering regarding the relative hardness of the various steels at red-heat temperatures. Considerable work has indeed been done in an effort to measure the hardness of high-speed steels and related materials in the red-heat range, using various methods. The result's, however, have been only partly satisfactory, owing to experimental difficulties. The present investigation had as it's immediate inception an address by J. V. Emmons, of the Cleveland Twist Drill Co., to the Columbus Chapter of the American Society for Steel Treating in 1931, in which he deplored the fact that comparatively little was known with regard to the hardness of high-speed steels at elevated temperatures, in spite

This paper may be regarded as a report of progress of an investigation into the influence of prior exposure to different high temperatures, under different conditions, on the properties of steel after it has been cooled completely. The following are the chief divisions: II.—Experiments on toughening manganese-steel by sudden cooling. III.—A study of the critical points of common or carbon-steel, chiefly by examining the spontaneous retardations which occur in heating and cooling it, and by examining the ductility of pieces of steel which have been cooled suddenly from different temperatures by quenching them in water or brine. IV.—A brief note on Osmond's theory. V.—A study of the critical points by examining the ductility of pieces of steel which have been cooled slowly from different temperatures at, above, and below them. VI.—A description of the furnace used, with notes on thermoelectric pyrometry. It remains to throw further light on the questions studied by ascertaining the condition of the carbon and the hardness proper, and by studying the microstructure and the fracture of the many pieces treated. I hope to present later the results of experiments in some of these directions. With few exceptions, the experiments have been performed in my private laboratory. The solubility of nitrogen in liquid pure Fe, Cr, and Ni, in liquid Fe-Ni, Fe-Cr, and Ni-Cr alloys and Fe-Cr-Ni alloys, has been measured by the Sieverts' type apparatus between 1500° and 1800°C. Tabulations and graphs of the solubility data and activity coefficients are shown. Heats of solution are reported. Interaction coefficients of the several elements in Fe. Cr, and Ni ave also reported. THE solubility of a gas in a liquid metal is usually measured by either the quenching technique or the so-called Sieverts' method. In the quenching method, 1-3 the melt is equilibrated at the desired temperature and pressure with the gas phase having a known fugacity of the gas being studied. The melt is sampled and the sample is quenched and analyzed chemically for its gas content. In Sieverts' method the melt is contained in a closed chamber. The apparent volume of this chamber, i.e. the "hot volume," is usually determined by introducing a known quantity of an inert gas having very closely the same physical characteristics as does the experimental gas. Alternatively, the experimental gas is used with an inert specimen having the same general physical characteristics as does the experimental melt. Subsequently, the experimental melt is equilibrated with the experimental gas by introducing a known quantity of the gas into the calibrated chamber. The solubility of the gas is obtained from P-V-T relationships. The quenching method suffers from' the limitation that some gas may be gained (as in the case of Cr-Fe alloys) or lost (as in the case of Fe-Ni alloys) during solidification and cooling of the sample. With Sieverts' method sampling and analysis are unnecessary. However, errors can result from the difficulty of determining accurately the "hot volume,"

In the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to " qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of counsel three days. Very eminent lawyers were engaged on both sides; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose.
