Since discovery of silver-gold lode deposits in 1864, the Butte district has produced more than $2.25 billion worth of copper, zinc, manganese, silver, and gold, an unprecedented value in the mining world. Exhaustion of the gold placer deposits along Silver Bow Creek, southwest of Butte, forced the early-day placer miners to turn their attention to the bold out- crops of the many veins exposed on the hillsides above the placer diggings. These outcrops bore silver and gold, and enough so that many lode claims were located. Such famous silver mines as the Alice, Moulton, Magna Carta, Nettie, and Blue Bird were developed. These and many smaller operations contributed to making Montana the leading silver-producing state in the 1880's. As depth was gained in the silver mines in certain parts of the district, occurrence of zinc minerals became troublesome. Zinc was not recoverable at the time, and in the chloridizing, roasting, and amalgamation of the ores, silver and gold recovery was greatly reduced. A period of active silver mining continued until 1892, when a decline in the price of silver brought the silver mining period to a close. Elsewhere in the district it was discovered that while some of the veins contained silver ores in the oxidized portions, the predominant minerals that were deeper were copper-bearing. Marcus Daly exposed rich copper ore on the 300 level of the Anaconda mine in 1891, and mining in the district disclosed that copper was destined to be developed in abundance. Early copper ore shipments were made to Swansea, Wales.

BECAUSE of the impetus given to placer mining since the price of gold was advanced to $35, several types of small dredges have made their appearance, especially in the Lincoln and Oroville areas of California. Some of these are known as "doodle bugs," and have been given considerable publicity, though many believe their performance has been overrated and that complete costs of construction and operation, if known would not put them in so favorable a light. Fig. 1 is a doodle bug owned by E. M. Clark and operated near Lincoln, Calif. It is understood that it was abandoned because of inability to handle deep ground. A similar machine that has been operated-profitably by Comstock Placers is shown in Fig. 2.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

A brief review is given to show that catastrophic oxidation of stainless steel in the presence of lead oxide is similar in many respects to catastrophic oxidation as caused by MoO3 and V2O5, Experimental data are presented to show that lead oxide accelerates the normal oxidation process of stainless steel by chemically altering the normally protective oxide film formed on the base metal. Data are given to show that similar reactions occur during oxidation of stainless steel in the presence of MOO3,and V2O5. THE mechanism by which pure metals oxidize at high temperatures has been the subject of intensive research for many years and much has been accomplished towards understanding the processes involved. The mechanisms by which alloys oxidize have also been investigated, but due partly to the fewer number of investigations and partly to the complexity of the oxide systems present, available knowledge is not as extensive as with pure metals. When oxidation processes are further complicated by atmospheres contaminated with sulfide, halide, or oxide vapors, the knowledge of fundamentals becomes meager or altogether lacking. Thus, it is not surprising to find that the catastrophic oxidation of stainless steels in metal oxide vapors of MOO, and V2O5 is not a well understood phenomenon despite the fact that a number of investigations have been undertaken. The literature in dealing with the subject of catastrophic oxidation is primarily concerned with the effects of MOO3 and V2O5, but does mention that other metal oxide vapors, one of which is lead oxide, appear to promote a similar type of accelerated oxidation. While this latter effect is virtually unknown, the deleterious effect of lead oxide is of considerable commercial importance, as it is believed to be one of the fundamental reasons for exhaust-valve failure in gasoline engines. For this reason studies have been in progress for many years attempting to better understand the mechanism involved. Modern exhaust-valve alloys"2containing 20 to 25 pct Cr plus nickel and/or manganese are in effect high-grade austenitic stainless steels exhibiting ex- cellent oxidation resistance in air at exhaust valve operating temperatures of 1100° to 1700°F; yet these same alloys are prone to corrode during engine service because of the conditions attending their operation. These conditions are such that the valves become coated with deposits of complex lead compounds mainly derived from gasoline additives of tetraethyllead, ethylene dibromide, and ethylene dichloride. Literature searches3-7 and discussions with various investigators show that considerable difference of opinion exists as to the nature of the lead-bearing deposits found on the surface of exhaust valves and the atmospheres to which they are subjected; yet, all seem to generally agree that corrosion, a gradual transformation of alloy to nonmetallic products of corrosion, is a consequence of the presence of lead compounds. This majority opinion seems to be substantiated by laboratory engine tests which show that corrosion does not occur to any appreciable extent when lead-free fuels are used. The first observations of catastrophic oxidation reported in the literature were probably made by pfeil,8 but it was Leslie and Fontana9 who undertook the first detailed study of the phenomenon. Their work was chiefly centered on the acceleration of oxidation which took place when stainless steels containing more than 3 pct Mo were heated in air with restricted circulation. These investigators reported that the presence of other oxides near the surface would further accelerate the rapid oxidation which occurred. While they recognized that the effect was attributable to the presence of molybdenum, it was Rathenau and Meijering" who emphasized the fact that the presence of molybdenum in the alloy was incidental to the presence of MOO3 vapor in the atmosphere surrounding the specimens. Numerical solutions of immiscible flow problems in which dispersive effects of capillarity are dominated by convection require excessively fine grid spacing with attendant high computing costs. The use of coarser spacing reduces cost but often produces oscillation or undue dispersion associated with displacement fronts, A numerical formulation is proposed here which should be applicable to two-dimensional flow problems. it is in part analogous to an approach previously tested for miscible systems. The convective transport is approximated using a change of variables to yield a coordinate system moving approximately with the local characteristic velocity. The capillarity-induced dispersive terms in the differential system describing the process are approximated with respect to a fixed coordinate system by the usual implicit formulation. One-dimensional tests of the procedure yielded results in which the saturation profiles tended smoothly to the zero-capillary pressure solution as the ratio of viscous to capillary forces was successively increased in a sequence of calculations. This contrasted favorably with solutions by other numerical procedures which would require attendant grid refinements to approach the zero capillary pressure results. INTRODUCTION Numerical solution of displacement problems has until recently relied on applying methods developed primarily for transient heat-flow problems. Such problems are classified as parabolic in type, and where the heat transport is purely by diffusion their solutions are characterized by a high degree of smoothness. It is not surprising, therefore, that for approximating these solutions available finite difference methods are quite adequate. In flow problems the transport is partly by diffusion, partly by convection or flow. Although the problem remains of parabolic type because the dispersive effects of capillary forces or diffusion play some role in every displacement, at high flow rates the problem is dominated by convection, and solutions tend toward those of equations of the hyperbolic type. Solutions of hyperbolic problems are characterized by the translation of fronts, or discontinuities, that may progressively increase in sharpness. Numerical methods for treating parabolic problems become less and less satisfactory as displacement rates increase and the role of dispersion due to concentration or capillary pressure gradients becomes small relative to transport due to flow. In computation the difficulty manifests itself as an error associated with the grid size chosen. 1-6 In summary, if the heat-flow type approximations are to include the terms arising due to convection, one of several choices may be made: (1) an upstream (to the direction of flow) approximation for the convection terms may be used; (2) a centered-in-distance (CID) approximation may be used; or (3) a recently developed approximation based on the theory of oscillation matrices may be chosen.6 The last appears to have significant promise for one-dimensional flow problems; its extendibility to two or three dimensions is an open question. In either of the first two approaches, a suitably small ratio of v&/D must be maintained, where v is the velocity, & is the grid spacing and D the effective dispersivity in the direction of flow. In the first choice, the approximation of the convective part is only first-order correct and errors introduced appear as a numerically induced dispersivity of magnitude proportional to v?x. In the CID choice, the approximation can be second-order correct, but the difference formulation fails to satisfy the maximum principle unless a condition on v?x/D is met. Practically, this means that for high flow rates oscillatory solutions may result in the neighborhood of a front unless exceedingly small grid intervals are taken. While the procedure proposed by Stone and Brian4 permits a less severe limitation to be placed on this ratio, ultimately the flow rates increase relative to the dispersivity the oscillation obtains. EARLY in 1946 the Shen-Penn Production CO., a subsidiary of the Philadelphia and Reading Coal and Iron Co., was organized to operate the Shenan-doah Stripping, one of the largest open-pit anthracite mines in the world. This mine is located in the Western Middle Field near Shenandoah, Schuylkill County, Pa., and involves the removal of approximately 60,400,000 cu yd of overburden to permit the recovery of 9,200,000 gross tons of rough cleaned coal from an area 8000 ft long and 2700 ft wide, with a maximum depth of 400 ft. Operations began in August 1946, and within the next few years 31,811,-000 cu yd of overburden and 2,994,000 gross tons of rough cleaned coal had been removed. During the early days of open-pit mining operations, steam was the primary motive power. However, as the size of the equipment increased, so did the problems of fuel, water, labor, and maintenance. Because of its efficiency and convenience, electric power rapidly replaced steam. Later the modern diesel engine was developed, and today practically all stripping equipment is either electric, diesel-electric, or diesel-powered. In locations where electric power is not readily available or where operations are scattered over a large area, diesel power is favored. At Shenandoah operations are highly concentrated in a relatively small area, and this fact, coupled with the availability of ample electric energy, indicated the selection of electric-powered equipment. Since this was a new company, it was necessary to purchase every item, from the smallest tools to stripping shovels. Although the organization period was hampered by the postwar scarcity of materials, an excellent opportunity was afforded to set up a thoroughly modern plant. This paper will describe the power facilities, with particular emphasis on the more unusual features. The substation is a major item in a power distribution system, and a simple arrangement utilizing high quality equipment is an excellent investment. With this in mind, a 3000-kva unit type substation was selected and installed. This unit is made up of three sections, which are assembled simply by bolting together the various sections and connecting the power leads, see Fig. 1. The transformer proper, rated at 3000 kva, is oil-filled and nitrogen-sealed, having a 66,000-v Delta primary and 4160-v Wye secondary with a grounded neutral and 46-ohm ground resistor. The function of this resistor will be described later. Electrical energy is purchased from a public utility and is delivered to the main substation at 66,000 v over one or the other of two incoming lines. These lines terminate on a high voltage switching section on which high voltage fuses and Thyrite lightning arresters are installed. The outgoing feeder switching unit is made up of the following: 1—An auxiliary compartment consisting of potential and current transformers with necessary terminal blocks for connecting to power company metering equipment. 2—Another auxiliary compartment containing a control transformer, battery, and battery charger for the furnishing of power for tripping and reclosing of power circuit breakers. The assemblies in these auxiliary compartments are mounted on carriages that can be rolled in and out with ease. Potential transformers are readily accessible for inspection and fuse replacement. When withdrawn from the operating position they are completely de-energized and grounded. 3—Two feeder breaker compartments, each with a 1200-amp, 5000-v, solenoid-operated magneblast air circuit breaker, voltmeter, ammeter, overcurrent relays, and a ground relay. These power circuit breakers can be quickly and safely withdrawn or repaired. A built-in isolating mechanism is used for lowering the breaker to a transfer truck for repair or inspection or as a means of disconnecting the breaker from the source of power as an added precaution when working on power lines. l. INTRODUCTION. THE last few years have shown an increasing interest in the subject of beneficiating iron-ores -in all iron-producing countries. In the United States, this movement has been slower than in certain parts of Europe, for the obvious reason that the abundance and relative cheapness of the Lake Superior iron ores has hindered the development of enterprises for the preparation of low-grade ores. Gradually, however, conditions have changed. The world's consumption of iron is increasing enormously. Being in 1900 about 40,000,000 tons, in 1910 ii was already 60,000000; and there is no reason to doubt that for the near future the increase in iron-consumption will continue at the same rapid rate, especially with, the development of China, certain parts of Africa, and other regions which have hardly been touched as yet by modern industrialism. It is. therefore, not surprising that apprehension is felt that the known available iron-ore resources of the world are gradually being depleted. Signs of this feeling are the recent investigation, under the direction of the U. S. Geological Survey, of the iron-ore resources of the United States, and the estimate presented to the last International Geological Congress, at Stockholm, Sweden, of the iron-ore resources of the world. These investigations have emphasized the fact that the known high-grade ore-deposits are limited in extent, and will, at a not distant future, be exhausted, compelling the iron industry to depend for raw material on the enormous deposits of low-grade ores which are distributed over almost all the world. The discovery of new deposits of high-grade ore, in countries not yet thoroughly explored, will not materially change this prospect. Of course, the part which such new deposits will play in the future cannot be forecast. The difficulty and cost of transportation will probably exclude many of them from use at the present centers of the iron industry.

It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

IN September 1937, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1007 to 1019. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about I per cent Cu. The chief copper mineral, chalcocite, was dissemi-nated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was prob-ably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a com-plete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof com-prised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig. 1, which gives percentages of tonnage and copper content.

THREATS of a coming metal famine in the United States have filled many columns in magazines and newspapers in the past three years. This asserted menace has diverted attention from the actual results of recent exploration. Because no one had bothered to look into the facts, the statistical experts assumed that little ore was being found. They often subtracted the staggering tonnage of metals produced during the war from earlier published reserves, and assumed that the difference was all we had left. Naturally, they shuddered, with all possible publicity. For their figures showed an imminent lack of nearly all the metals needed for an industrial civilization, as well as for mechanized war. They concluded that only wholesale imports and development and production of metals by Federal agencies could avert the famine.

THIS meeting was held in the new home of the Institute, the United Engineering Society Building, 29 West 39th Street, New York City, directly following the Dedication ceremonies. The first session was held in the large Auditorium, Thursday, April 18. The meeting was called to order by Mr. John Hays Hammond, President of the Council, who said Before taking up the reading and discussion of papers, I will call upon Dr. Rossiter W. Raymond, the oldest living past-President of the Institute, who has been in harness almost continuously for thirty-six years, and who has contributed more than any one else to bring this society to its present great success and to establish the reputation of the American mining engineer the world over, for a few words supplementary to those which were uttered to engineers generally, during the sessions of yesterday and the day before. The generally accepted Darwinian doctrine of the survival of the fittest is sometimes illustrated by persons who are supposed to be the fittest because they have simply survived. I fear that I come under that category. Almost all of my contemporaries in the early history of this Institute have passed away. Only one or two of the original founders remain, and I may fairly say that scarcely any remain who were active at that : time in shaping the organization and the future career of the Institute. In May, 1871, I was thirty-one years old. Next week I shall be sixty-seven years old. All the intervening years have been devoted to the service of this Institute almost continuously, either as President or Vice-President or Secretary. THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

ThE interpretation of X-ray and electron diffraction data obtained in plastic deformation studies of hcp a titanium requires knowledge of angular relationships between crystallographic planes and directions. Rarey el 01.' have calculated both interplanar angles and angles between directions for a number of c/a ratios. This information, although useful for approximate applications, does not provide exact data for specific hcp metals. Recently, Hu2 has tabulated interplanar angles specifically for hcp titanium. The present study augments the existing data on titanium by providing the angles between plane normals and rational crystallographic directions in addition to interplanar and interdirectional angles. It has been a matter of concern to the petroleum industry to determine what effect the capillary term has on saturation profiles, since these profiles determine ultimate economic oil recovery. In their original solution of the non-capillary two-phase flow problem, Buckley and Leverett&apos; showed that solutions of the two-phase flow equations became multiple-valued in saturation. Since it is physically unrealistic for saturation to have more than one value at a given position, Buckley and Leverett resolved this difficulty by introducing a saturation discontinuity or "shock". They evaluated the strength and position of the shock from material balance considerations. Recently Sheldon, Zondek and Cardwell&apos; have demonstrated that the method of characteristics can be used to solve this and related problems. Owing to capillarity it is physically unlikely that saturation shocks occur in an oil reservoir. Buckley and Leverett suggested that the effects of interfacial tensions should be included in the fluid flow equations, if the solutions are to give continuous single-valued saturation distributions. An analogy to this problem is encountered in the theory of wpersonic compressible flow where the introduction of the viscous term eliminates shock behavior. However, the mathematical form of the capillary term in the porous medium fluid flow equations differs from the viscosity term in the Navier-Stokes equation. This paper demons~rates that capillarity does eliminate the triple-valued behavior and indicates the magnitude of capillary and gravity effects on the saturation profile for a variety of systems. DERIVATION OF LAGRANGIAN AND EULERIAN FORMS OF THE DISPLACEMENT EQUATION The equations representing capillary, two-phase flow are given by applying Darcy&apos;s law and a material balance condition for each phase. BASIC mineral commodities may be divided into two general classifications in their market or price characteristics. In one class are commodities sold on a world-wide basis, as gold, silver, nickel, asbestos and petroleum, and in the second are those produced and sold locally. Of course, no precise line of demarcation exists between the two; coal, for instance, belongs more or less in both. If there are enough producers of any commodity to prevent control of production by any one person or group, a free market then exists and the price in a buyer&apos;s market is determined by the most favored producer-meaning the producer, with the lowest production cost or the lowest cost of transportation, or both, to the particular market, or place of use. With minerals in the first classification, their high intrinsic value far outweighs the transportation cost and a uniform market price is accepted as an essential element in the economy of distribution. But with common minerals of small. intrinsic value and relatively high transportation costs, economists are reluctant to admit that a uniform price may also be an essential element in distribution.
