"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

Ground control problems in the form of large dome or wedge collapses have been experienced at Tau Lekoa Mine since production began. Crush pillars in various configurations have been used and through a process of trial and error the current pillar layout has been derived. A strike pillar layout is used and additional mid-panel pillars are left spaced a maximum of 10m or 16m apart, depending on conditions and mining direction. Pillar spacing is based on an empirical relationship between fallout height and pillar spans. Analysis of the spatial distribution of large falls of ground indicates that there may be several geotechnical relationships contributing to stable pillar spans. The current focus is to define the relationship between geotechnical areas and hangingwall stability so that area specific support strategies can be formulated that could result in increased production efficiencies. On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

Chromium resources in the United States are estimated at 1.8 million tons of recoverable chromium contained in 22.5 million tons of chromite-bearing material. Additional resource is presumed existent in large, but as yet undetermined, quantities of material containing less than 10 percent Cr203. No domestic resources are being mined presently (1969). Excluding transportation charges to domestic consuming areas, the total 1.8 million tons of chromim is estimated to be available, in ore or concentrate, at costs up to $0.64 per pound; 63 percent of the total is available under $0.11 per pound; and 38 percent under $0.08 per pound. It is judged that transportation from the resource areas to the existing market centers would add nearly $0.05 to the cost of a pound of chromium contained in ore or concentrate. Technically effective beneficiation methods have been developed for much of the known domestic resource, and further development might reduce costs of processing these materials. However, at present, domestic chromium resources are noncompetitive with foreign sources.

Tailings from mines and industries impose danger to the environment as evidenced by the recent failures of tailing storage dams. The tailings are mostly non-plastic with silt-size particles, but their behavior is largely dependent on the extreme void ratios of the material. Hence, the critical state provides an appropriate perspective in explaining the behavior of these geomaterials. Based on a comprehensive dataset of non-plastic tailings and non-plastic soils, an attempt has been made here to correlate critical state parameters to extreme void ratios and stress parameters. A hybrid algorithm with multi-objective feature selection (MOFS) and extreme learning machine (ELM) was used to establish the correlation and to identify the most influential input parameters. Based on the information from the proposed hybrid algorithm, a comprehensive prediction model is proposed using multi-gene genetic programming (MGGP) algorithm to facilitate quick estimation of critical state parameters. The performance of both models has been assessed using several performance metrics. The results from the study indicate that hybrid MOFS algorithms perform very well in the prediction of critical state line parameters and the identification of influential features. The findings of the study have significant implications for future research on the safe management of tailing storage facilities.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

Underground mining environments bring occupational health and safety issues with some severe dangers such as mine disasters like explosions. During such events, miners might escape using main access openings, or find a safe haven like refuge alternatives (RAs) to wait and be rescued and evacuated to the surface. In this paper, RAs are explained with their early and current applications. A classification as permanent and portable is explained depending on the conditions and their abilities. This classification is followed by the utilization and survivability of RAs with the requirements and recommendations of the main mining countries. Based on the utilization and survivability constraints, basic human requirements, waiting for a rescue team, and the required physical specifications of RAs during the events are analyzed in detail for various countries with their regulations. Among these, the specification, resistance to the explosion, is discussed in particular, and the studies in the literature are examined in terms of structural deformation. The highest deformed zones, the beneficiation of reinforcing steel components such as stiffeners, and the simulation approaches are investigated through this review.

"A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. IF the observation of our British friends is true that Americans put new records in bigness above everything else then the 150th meeting of the Institute was not the grand success it seemed to be. Just why the attendance slumped a little this year is anyone's guess, but the favourite explanation seemed to be that half the country is planning to come to the New York World's Fair this summer and that two trips from the hinterland to the me- tropolis, with another to San Francisco of course, can hardly be justified with the present condition of the stock market and the prices of the products of our mines. Certainly, some were pre- vented from coming too by the epidemic of respiratory afflictions that was rampant in February. Unfortunately. several succumbed after they had reached New York.

"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

"A novel hydrothermal method was applied to prepare the precursor of LiMn2O4 using pre-treated electrolytic manganese dioxide (EMD) and lithium hydroxide as the main raw materials. The precursor was subjected to heat treatment between 400 and 900ºC to obtain spinel Li1.05Mn1.95O4 and Li1.035Co0.035Mn1.930O4 positive materials for lithium ion batteries. The structure and morphology of the obtained powder materials were studied in detail by means of X-ray diffraction (XRD) and scanning electron microscope (SEM). It is found that the precursor has an amorphous structure and a high reactivity, which is easily transferred to spinel structure during heat treatment, obtaining a positive material with an uniform structure and good performances. The XRD patterns reveal that single phase spinel Li1.05Mn1.95O4 can be obtained from the precursor after heat treatment at 600°C in air. The final Li-rich Li1.05Mn1.95O4 product obtained showed a well-defined stable spinel structure and distinctive crystal faces with particle size between 200 and 300 nm. The as-prepared Co-doped spinel sample exhibited a excellent electrochemical performance with an initial discharge capacity of 113.0 mAh/g and 93.8% of its original value was retained after 100 charge-discharge cycling at 0.5 C.INTRODUCTIONThe increasing demand for portable electronic devices and hybrid or full electric vehicles is driving the development of cheap, efficient, compact lightweight and environmental friendly rechargeable batteries systems (Chung et al., 2002; Scrosati, 1995). Lithium ion secondary batteries have satisfied this demand to a greater degree than other battery systems. The cathode material plays a critical role in the performance of Li-ion batteries. The high cost and toxicity of cobalt compounds for the cathode material of LiCoO2 has prompted a search for alternative materials. LiMn2O4-based spinels offer a potentially attractive alternative to LiCoO2, due to its abundance, low price, ease of preparation, environmentally friendly characteristics, better thermal stability, and its effortless recycling (Tarascon et al., 1991; Yabuuchi and Ohzuku, 2003; Amatucci et al., 1999; Tsai et al., 2003). Some achievements have been created to meet the requirements (Guo et al., 2010; Kang et al., 2005; Park et al., 2008; Takahashi et al., 2006; Lee et al., 2001; Yoshio et al., 2001; Arumugam et al., 2008). However, the largest obstacle encountered in the practical applications of LiMn2O4 is its fast capacity fading during long term cycling, which is due to Jahn-Teller distortion of the [MnO6] framework, the electrolyte decomposition at high potentials and manganese dissolution into the electrolyte (Fey et al., 2003). The electrochemical performance of LiMn2O4 is also strongly dependent on its morphological properties, such as crystallinity, phase purity, surface area, grain shape and particle size distribution, etc. All these morphological properties are closely related to the material synthetic routines and heat treatment processes (Huang et al., 2000; Myung et al., 2000; Takada et al., 1998)."

The first paper3/described aerial tramways in a general way and discussed the engineering principles used in tramway design. The purpose of this paper is to give a more detailed description of equipment and material rind to discuss construction and operating costs. The Corner bay copper deposit is the first significan discovery on the south limb of the Dore Lake Complex, located at the eastern end of the Detour Lake-Chibougamau greenstone belt, Quebec. The deposit was discovered in March, 1981, after 26 years of intermittent work in the area. Mineralization is found in a shear zone cut ting rocks ranging in composition, from gabbroic anorthosites to anorthositic gabbros which have been intensely altered and deformed by at least two tectonometamorphic events. Both the copper-bearing shear zone and its host rocks are cut by a large NE-striking gabbro dyke. Most of the known mineralization is found east of the dyke, but two deep exploration holes have shown that the down dip extension is present to the west of the dyke. The mineralized shear varies from one to 15 metres in width, strikes around 010° and dips from 70° to 80° to the west, and has been tested for a length of 700 metres. The wall rocks are usually chloritized and silicified. Mineralization is characterized by chalcopyrite, pyrite, molybdenite, magnetite, and sphalerite occurring mainly as the matrix to quartz-carbonate breccias in the "main" shear zone. The predominant sulphides are pyrite and chalcopyri te as crystals or fragments. The brecciated mineralized shear shows evidence that there was at least one remobilization of the shear and it is suggested that copper-bearing fluids invaded the shear during its remobilization. The exact timing and source of mineralization are not known. Up to February 1984, 38 holes had been drilled to outline indicated reserves to a depth of 450 m of 1,5 million tonnes grading approximately 4% copper, 0.34 gm, gold and 13.71 gm silver per tonne. It is believed that there is considerable reserve potential in the block west of the gab bro dyke, the down dip extension of the main zone.

Concerns with crest losses have seen changes to a number of design and operating parameters to retain the integrity of the wall and the berms of the Kidston Gold MinesÆ Eldridge Pit. Until trials began in 1999 most final wall designs utilised large diameter blastholes up to the presplit row to achieve the wall angle. The berm crests were being lost, wall support requirements were increasing and affecting mining schedules and several fault areas were putting pit access at risk. Standard designs had been determined during the early mining years and while periodic modifications had been made there was a need for major blast pattern revision. This paper traces the development of wall control blasting programs over the years, relating designs to the geology and the evidence in the walls with the theories of the day and includes the recent trials that were conducted in what is a most unforgiving geology. Trials and improvements to ensure the walls were safe were conducted even as the mine neared its economic life. Instrumented monitoring of trials blasts has greatly increased the understanding of the damage criteria and enabled rapid revision of designs. Recent changes included reduction in presplit energy, charge redistribution and use of smaller blast holes for the trim patterns. Determination of a minimum proximity-to-final wall limit for production blastholes, establishment of the correct standoff to berm crests and walls and selective use of presplitting techniques for protecting crests have resulted in cost effectiveness, improved bench crest retention and an overall reduction in visible wall damage.

W. L. SaundeRs, New York City (communication to the Secretary*):—Notwithstanding the sweeping statements made by Mr. Clarke in this paper, the friends of compressed air are not dismayed. There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. This is something new in my life. A lot of you men here today I do not know, and some I do know. So if you have any remarks to make, I wish you would give your name and the name of your company. This is the first Acid Meeting which has been held under the auspices of the National Open-Hearth Steel Conference, and I hope it is a success. Whether it is a success or not depends entirely upon the support we get. If it does get good support, I have the idea it will be continued as a regular feature of the National Open-Hearth Steel Conference. We all think we have pretty good practices. But we can all learn and I hope that you, gentlemen, who take issue with the things someone else has said will stand up and give your opinions. Otherwise, the meeting will fall rather flat, and we won't get a great deal out of it; and there will not be enough interest shown by the National Committee to continue to place the meeting on the regular yearly program.
