When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

The University of New South Wales (UNSW Australia) has been a world leader in the development of innovative virtual reality technologies over the last 15 years. AVIE (Advanced Visualisation and Interactive Environment) was developed by iCinema as a collaborative venture between UNSW?s Faculties of Engineering and the College of Fine Arts. This is the world?s first 360°-surround, virtual reality (VR) stereo projection theatre system. The School of Mining Engineering at UNSW Australia has developed 18 different virtual reality modules aimed at mine safety training and mining engineering education. These modules are being regularly used in both the mining industry and the university. The School of Mining Engineering is continuously involved in the development of different modules. Research is also currently being conducted on the implementation of other technologies into this environment. Artificial intelligence (AI) and fuzzy logic are tools that the authors would like to consider implementing in future module development. This paper will review current research in both these areas and consider options for applying these technologies.

The construction of the La Joya hydropower plant (Costa Rica) was awarded by the Spanish power company, Union Fenosa, to the Italian Joint Venture formed by the companies SELI SpA and Ghella SpA. The project, located in a mountainous region of central Costa Rica, includes a 7.9-km-long head race tunnel having an excavation diameter of 6.18 m. A double-shielded TBM was selected to perform the tunnel excavation, which involved mainly volcanic rocks in variable but generally very weak conditions. The tunnel crossed long and continuous sections in completely weathered rock masses with no residual cohesion and with high water inflows. The paper describes and analyzes: The special methods adopted to overcome these sections with the TBM includ-ing face stabilization by chemical grout and foams as well small by-pass tunnels in the crown combined with TBM advance/support The grouting design and the grouting method that was implemented to meet the waterproof design specifications and restore the original groundwater level in the mountain The additional geological investigations performed to improve the knowledge of the rock mass in front of the TBM and the outcomes of these investigations The performance of the TBM in different ground conditions and on average along the entire tunnel Finally, the author’s comment about the possibility of implementing and improving the technologies experimented with in this project in future similar applications.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

To facilitate the safer and more secure transportation of inmates from San Diego Central Jail to the new San Diego Courthouse, the County of San Diego committed to building a new transfer facility as part of the downtown developments. The transfer facility includes a three-story underground structure adjacent and connected to the Central Jail and a 60-ft deep, 23-ft diameter, 320-ft long tunnel. The tunnel starts at County Jail, passes underneath Western Regional Detention Facility (Old Jail) and, ultimately, connects to the State Courthouse. Condon-Johnson & Associates, Inc. (CJA) was selected to install the temporary shoring shaft for the underground structure as well as three arrays of canopy pipes to support the tunnel’s Sequential Excavation Method (SEM) construction. CJA installed the rectangular 56-ft deep access shaft shoring with three levels of bracing, and a combination of secant piles, soldier piles, and timber lagging. The shoring also included a sliding bridge at top to provide access for trucks to enter and exit from county jail during the duration of construction. Following shoring and shaft excavation, CJA installed and grouted 7-5/8” dia. canopy pipes in 3 reaches, parallel to the longitudinal design line of tunnel with a slight lookout angle. CJA installed 24 each canopy pipes, 99-ft from face of shaft at reach 1, 21 each, 80-ft length canopy pipes at reach 2, and 21 each, 75-ft length pipes at reach 3. CJA confirmed canopy pipe alignment via Inertial Sensing Gyro. To mitigate the possibility of settlements caused by the tunneling operation underneath Old Jail strip footing and grade beams, CJA also performed void fill grouting. Sleeve port grout pipes (SPGP’s) were installed inside the Old Jail basement and grouted with the use of packers as the tunneling operation passed underneath the Old Jail. In detailing various aspects of the construction, this paper aims to magnify the innovative solutions for shoring, canopy pipe installation and void fill grouting challenges as well as the state of the art quality control measures undertaken by CJA.

Nineteen field trials of the co-disposal of fine coal tailings and coarse coal wastes were conducted at the dual Goonyella-Riverside mine in Queensland and at the Hunter Valley No. 1 and Warkworth mines in New South Wales, Australia. The profiles of and the sorting that occurred on the co-disposal deltas are described and an existing theory of subaerial deposition, originally developed for mine tailings alone, is shown to apply to the co-disposed wastes. This enables the dimensionless profiles of large deltas, which may take years to deposit, to be predicted from data obtained from a small delta formed in a few days or even hours

The marble deposits of Yule Creek were first discovered in the late1870s. Minor quarrying occurred between that discovery and the early 1900s. Major development occurred in 1905, when Channing Meek, with some help from the Rockefellers, raised $3 million to develop the Colorado Yule Marble Quarry. That is $50 million in today’s dollars. Some of the words used to describe the marble deposit were “gigantic, remarkable, flawless and immense.” Boosters proclaimed, “The marble age is here.” Obviously, dreams were big for Marble.

"Particles play an important role in our environment and in many aspects of human activity. Much of the Earth's surface - sand, soil, rocks - consists of particles, as do clouds in the atmosphere, smoke from fires, and dust in our homes. Many of the foods we eat - cereals, flour, instant coffee - and everyday items such as pharmaceuticals, cosmetics, detergents and other cleaning products are encountered in the form of particles. Inks and paints consist of very fine particles dispersed in liquids. Modem agriculture uses huge quantities of fertilizers and pesticides, largely in particulate form. The list could be extended almost indefinitely; particle systems are obviously an important part of our daily lives. But what do we know about them? For most people, the answer is probably: not much.We are all familiar with the three common states of matter: gas, liquid and solid. In many respects, particle systems should be regarded as a distinct class of their own. The particles themselves may be solid but we all know that a heap of sand is quite different from a solid rock. A cloud of liquid droplets - fog - has much more in common with a cloud of solid particles - smoke - than it does with a bucket of water. There are certain characteristics and properties which are unique to the particulate state. The behavior of any particle system is determined not only by the material from which the particles are made, but also by interactions among the particles and with their environment. These interactions become increasingly important as the size of the particles decreases, and for exceedingly fine particles, smaller than about one micrometer (0.000001 meters or 0.00004 inches), these interactions dominate and we enter the realm of colloidal systems.Particle SystemsA system in which discrete entities - particles -are dispersed in a continuous medium can be regarded as a particulate system. The particles and the medium can consist of a solid, liquid or gas. The various combinations and some common examples are listed in Table 1. The properties and behavior of these systems depend on the characteristics of the particles, the nature of the medium, and the relative abundance of the two phases. In general, it is the latter which determines the kind of behavior exhibited by the system.As a general rule, the behavior of particle systems follows that of the dispersed phase (the particles) at high concentration, and that of the continuous phase (the medium) at low concentration. For example, both powders and smokes consist of solid particles in a gaseous medium. However, in a powder the solids typically occupy over one half of the total volume; in many respects powders behave like solids. In a smoke, on the other hand, the particles may take up only a few parts per million of volume, so that these systems generally behave like gases."

The thermal properties of manganese raw materials such as ores, sinters, and briquettes, are among the many factors that determine the amount of energy needed for processing. Thermal expansion, thermal diffusivity, conductivity, and apparent specific heat capacity of solid samples and compacted powder samples of manganese ores were examined from room temperature to 1000 °C. The effect of porosity (of the materials used) on the thermal properties was also investigated. The laser flash method and a pushrod dilatometer were used.

Mine-to-mill studies have previously demonstrated downstream productivity benefits from relatively modest increases in blast energy, or powder factor. These increases have up to now been limited by safety and environmental constraints, since excessive blast energy can result in flyrock, unacceptable vibration, airblast and wall damage.Here, a new blasting method that overcomes these constraints is presented. For the first time it is possible to employ powder factors that are several fold higher than conventional blasting. Independent modelling has shown that such powder factors can potentially increase mill throughput by 20 to 40 per cent. The economic implications are substantial, both in terms of increasing production in existing operations and in consideration of capital and plant requirements for greenfield sites. In addition, mill electricity and grinding media consumption and their associated costs and energy and emissions penalties can be reduced.This method represents a step-change in blasting practices. It involves a novel design utilising dual blast layers within a single blast event, all initiated with state-of-the art electronic blasting systems. The energies in the lower layer can be as high as five times the standard energies, providing for intense fragmentation of the ore. Results from blast models have been confirmed in field trials of the method.Open cut gold mining, in particular, stands to benefit from this method. As gold grades decline, milling costs and throughput increasingly become constraints on production that can be alleviated with this new method. Additionally, it opens possibilities for improved recovery. Blast modelling studies show that dilution of gold ore within the blast can be managed with the new method. Furthermore, it has been shown that vibration from the new method is actually lower than from conventional blasting, allowing the use of the technique in proximity to mine highwalls and other key infrastructure such as underground orepasses.It is concluded that this new method could substantially increase gold mine production and profitability while reducing overall energy consumption and associated emissions.CITATION:Brent, G F, Dare-Bryan, P, Hawke, S and Rothery, M, 2013. The Appalachian Blaster Certification Delegation initiated a study to compare the consistency of measurements from blasting seismographs. Six blasts were monitored at surface coal mines in West Virginia, Maryland, and Ohio. A total of seven different makes were deployed during the tests, with as many as seven models from five different manufacturers compared during any one blast. Great care was taken to bury the geophones in identical fashion. The variations in seismograph readings were compared to the International Society of Explosives Engineers’ Performance Specifications for Blasting Seismographs. Between 4 and 125 Hertz, the ground vibration amplitudes should be within ±5% and airblast amplitudes should be ±1 decibel. For each of the three mutually perpendicular ground vibration channels and the acoustic channel, the median value of all the units was used as a baseline for comparison. The six blasts monitored had median peak particle velocities ranging from 0.42 to 3.47 inches per second (in/s) (10.7 – 88.1 mm/s) and median airblasts ranging from 124 to 135 decibels (dB). There were 46 seismograph recordings for the six blasts. Eighteen (39%) of the 46 maximum peak particle velocities varied more than ±5% from the median. A total of 138 (3 × 46) component particle velocities were recorded, with 50 (36%) of the readings varying more than ±5% from the median. For airblast comparison, 43 recordings were obtained, with seven (16%) varying more than ±1 dB of the median. Variances may be attributable to blasting seismograph differences, variations in field deployment, and relative locations of the geophones. A range of supported gold catalysts was prepared by ion exchange, varying many of the preparation variables, including concentration in the precursor solution, washing procedure, as well as drying and calcination procedures. These catalysts have been characterized extensively. TEM images show essentially the same crystallite size distributions, between 2?5 nm, for almost all catalysts, the only exception being catalysts not washed in ammonia, which did not show any small crystallites. Additional characterization with SEM yielded an interesting discovery. Catalysts that appear identical on the TEM also contain some large crystallites in the range of 50?500 nm. Differences in dispersion due to the drying procedure not seen on the TEM can now be observed. Oxygen chemisorption is being investigated as an additional method to characterize gold based catalysts to complement the typically used electron microscope techniques.

The U.S. economy was considerably stronger in 1976 than in 1974 or 1975. Real gross national product (GNP) rose sharply in the first quarter of 1976 and then increased at a more moderate rate for the remainder of the year. The unemployment rate fell until June and then increased for moat of the remainder of the year, finishing at the same rate as it had started the year. The inflation rate continued to decline in 1976. Reasons for the relatively low rate (compared with those of 1974 and 1975) included small increases in food prices and only moderate increases in energy prices. Total U.S. output measured in terms of GNP increased 11.6% in 1976. Real GNP in 1972 constant dollars rose 6.2%. Inflation as measured by the implicit price deflator increased 5.1%. In real terms, gross private domestic investment for residential structures rose 22.7% in 1976 after declining 14.7%a in 1975; State and local Government expenditures increased 1.4% in 1976; and personal consumption expenditures for services rose 4.5%. The Federal Reserve Board (FRB) index of industrial production increased 10.2%.

"The application of telerobotics to mining is currently being introduced into production systems around the world. Mining companies in Canada, Sweden, South Africa, and Australia have tended to lead the international charge to this form of technology for mining. While this introduction is taking place, a few basic questions have yet to be answered. How many machines can a single operator run? How many types of machines can a single operator run?A Canadian Research Chair in Robotics and Mine Automation has been established at Laurentian University to investigate these questions and many more through a series of experiments in a telerobotics laboratory that connects Laurentian teleoperation workstations to model mining machines at Cambrian College’s eDome. The laboratory supports many experiments allowing researchers to physically run multiple robot scenarios differing the numbers and types of machines at one quarter scale. Further experiments are being designed to investigate the potential for managing time delays in telerobotics. This paper describes the laboratory, experiments, and some preliminary results."

"The Nechalacho rare metal deposit is located in NWT, Canada. Avalon Rare Metals Inc. is now evaluating processing techniques for recovery of REE to be used in the industry. QEMSCANTM analysis coupled with whole rock, REE, Zr and Nb, and electron microprobe analyses were utilized to identify and quantify the mineralogy of the deposit, and define the REE distribution among minerals. QEMSCANTM mineralogy was performed on fifty intact drill samples using EXPLOMINTM that provided textural information for the mineralization; crushed samples were used to determine the variability of the ore and define REE domains, and composite samples to determine the liberation and association of the REE minerals. The sample matrix predominantly consists of biotite, feldspars, quartz, muscovite/clays, minor chlorite and amphibole, magnetite and hematite and carbonates. REE include in decreasing order of abundance allanite (3.6%), monazite (1.5%), synchysite (0.9%), columbite (0.9%), fergusonite (0.6%), bastnaesite (0.4%), and zircon 11.0%. The majority of the HREE are carried by fergusonite and zircon, and the LREE by monazite, allanite, synchysite and bastnaesite. QEMSCANTM mineralogical data is extremely valuable in assessing the mineralogy of the ore. The data have been implemented in defining the mineralogy of the ore body, support metallurgical test work, predict recoveries and grades, and finally calculate reserves of the deposit.INTRODUCTIONAvalon is in the unique position of owning and developing one of the world’s largest rare earth deposits in the Northwest Territories of Canada.The term Rare Earth Elements (REE) is used to describe the 15 lanthanide elements or metals and, more recently, the metals yttrium and scandium, which display similar physical and chemical properties. REE are not particularly rare and have a similar abundance in the earth’s crust to nickel, tin or tungsten. Unlike these better known metals however, the rare earths have little tendency to become concentrated into commercial ore deposits. When they do become concentrated, deposits of REEs usually display enrichment in one of two groups. The most commonly occurring deposits of REEs contain a sub-group of elements referred to as the “light rare earth elements” (LREEs), which include lanthanum, cerium, praseodymium, neodymium, and samarium. Less commonly, deposits of REEs contain the much more valuable sub-group of elements referred to as the “heavy rare earth elements” (HREEs), which include europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium and lutetium. Yttrium and scandium most commonly occur in association with this second HREE sub-group. Generally, LREEs are produced from the mineral bastnaesite, and the HREEs have been produced from the minerals xenotime and monazite. LREEs continue to be produced from bastnaesite, however in the 1980s, China started production of HREEs from unique laterite clay deposits. China now produces approximately 95% of the world’s rare earths."

The electrical conductivity of rutile was optimised as a function of time, temperature and gas composition. These optimised conditions were used to treat rutile/zircon feed prep concentrate samples from a South African heavy minerals producer, prior to electrostatic separation. Enhanced separation between rutile and zircon was obtained when compared to untreated samples. Samples treated in a hydrogen atmosphere and cooled in nitrogen showed the best separation when passed through a high tension electrostatic separator using conditions of high sample temperature and high relative humidity.

Want of knowledge on the part of experts from abroad respecting the amalgamation-system, known as the Mexican or patio process, has been the cause in this country of trouble to many foreign mining companies. This process has not been looked upon by their managers as a satisfactory method of treating silver-ores, and they prefer to employ others, which, although more modern, and often more profitable in other countries, have not proved to be so under the exceptional conditions of this country, where labor is cheap and paid in silver, while fuel is very dear. The cause of this error of judgment is probably the inexact information which has been furnished by several authors respecting the economical results of the patio process. This treatment is not suitable for silver-ores of every kind. Simple sulphides of silver are best adapted to it, and, next to these, the combinations of complex sulphides, viz., pyrargyrite, polybasite, stephanite, proustite, etc. Chlorides, bromides and iodides of silver are considered rebellious ; argentiferous galena, blende, bournonite, as also argentiferous arsenical pyrites of iron and copper, are absolutelg unsuited to this treatment. Experience has proved that high-grade ores do not give as satisfactory results as those of mediurn grades, as, for instance, carrying from 1 to 2 kilos of silver per metrical ton. The patio process, as actually practiced in this district, comprises the following operations: 1. The ore is crushed in a dry state in a roller-mill, reducing it to pea-size, from which uniform samples, and, in consequence, correct assays, can be obtained. 2. It is then thrown into the arrastra, and pulverized with water, so fine that it will pass through an 80-mesh screen.
