New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

The Physiographical Features of the Region The Middleback; Range proper, from the Iron Duke in the south to the Iron Prince in the north, extends in a meridional direction for 21 miles, but may well be taken to embrace also the Iron Knob and Iron Monarch prominences so that the total length of the Range is 37 miles.Although no great altitudes are reached, the slopes of the high country are steep and the Range stands out prominently above the peneplaned surface of upper Eyre Peninsula. The Range is built up of sub-parallel ridges at some places, and its continuity is interrupted by transverse breaks or gaps resulting from normal stream erosion and corrosion during earlier periods when precipitation was heavier and streams were more active. Traces of high-level gravels remain on the flanks of Kimba Gap. A former mature stream on the western side of the Range has had its lower reaches blocked by sand and the old stream channel has been converted into an eiongated basin of internal drainage. The sand dunes in this area appear to be practically stationary at present, being fixed by mallee vegetation. Their trend is west-northwest.The relief of the Range is regarded as having been determined primarily by meridional strike faulting and selective silification of some of the beds. Increasing demand for high-grade manganese (Mn) ore has led to the practice of selective mining, which produced low-grade Mn ore as waste and in the long term could lead to environmental pollution. Research had been carried out to extract Mn from low-grade ore, which mostly exists as black Mn(IV) oxide (MnO2). Most extraction methods involved the reduction of insoluble MnO2 to soluble Mn2+ in acidic media. Metals other than Mn are also transferred to the pregnant leach solution (PLS) during the leaching process, especially iron (Fe). Due to high Mn concentration in PLS, precipitation is considered the best method to isolate Mn from PLS compared with solvent extraction and ion exchange/absorption. However, due to unselective leaching, the presence of Fe in the PLS makes the Mn separation and purification difficult. Therefore, in this research, the parameters affecting the selectivity of Mn over Fe in leaching process were investigated.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950&apos;s by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. Hecla Limited, Magee Scientific and the U.S. National Institute for Occupational Safety and Health (NIOSH) combined efforts to evaluate an in situ air filtration system for use in an underground mine environment. The purpose of the collaboration was to determine the efficacy of such a technology for reducing the concentration of airborne diesel particulate matter (DPM), with the aim of improving air quality in underground hardrock mines. A secondary goal was to evaluate the use of an aethalometer as a means of real-time measurement of black carbon as a surrogate for DPM. The evaluation included measuring the DPM-capture efficiency of the filter when it was preloaded with dust. Toward this end, rock dust was introduced at the filter inlet to create a dust layer on the filter surface, with the intent of providing improved capture of the much smaller DPM particles. The filtration efficiency for DPM was assessed by comparing measurements of DPM taken at the inlet and outlet of the system, using both realtime and time-weighted-average approaches. The real-time measurements were performed with a Model AE33 aethalometer, and filter samples analyzed by the NIOSH 5040 method were used to assess the effects of the system on time-weighted-average concentrations of total carbon. Results showed a reduction in DPM concentrations in the range of 82 to 89 percent. While the calculated efficiencies based on the two different measurement methods were similar, the DPM levels reported by the aethalometer were higher, possibly due to differences in the performance of the size selectors used for the two methods: impactors versus cyclones. More research is required to develop a robust correlation between the two methods to support the use of the aethalometer in future mining applications. The advantages of the aethalometer are that it can measure and record DPM levels for weeks at a time and can be directly connected to a mine monitoring system, potentially at multiple locations. Ideally, such data can be used to initiate the startup of the filtration system should DPM concentrations reach an action level. This work demonstrated that in situ filtration systems, modified to collect DPM and coupled with real-time monitoring, show promise in reducing DPM concentrations in the mine environment.

About 70% of the world?s total boron reserves are located in Turkey. Boron minerals are typically concentrated by attrition scrubbing followed by screening and classification to remove clay minerals and other impurities. These wet concentration methods, however, result in a considerable amount of accumulated tailings in large tailings dams. The tailings are approximately 28% solids and contain 14% B2O3. Problems caused by these tailings can be minimized by employing dry beneficiation techniques involving heat treatment. This method has been successfully tested on laboratory and pilot scales. During heat treatment, borax undergoes expansion in volume. The amount of expansion is dependent on the particle size, temperature and duration of heat treatment. Because the optimum temperature and the duration of the heat treatment are not well defined, the boron ore acts as a calcined clay mineral and is discarded along with the gangue. It is important to predict such parameters using mathematical formulations. Thus, a mathematical model is used to predict the required temperature and duration period prior to heat treatment. In the experimental study presented here, a series of systematic thermal tests was carried out in a muffle furnace. Two variables, temperature and time, were studied in a response surface design. A quadratic regression model was chosen and regression coefficients were calculated. Using a regression equation, the volume expansion of the particles in various circumstances can be predicted. The mathematical test results are then correlated with the experimental results to relate the optimum expansion of borax with heating time and temperature and with borax grades and recoveries.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

In today&apos;s rapid changing construction world, the business pressures on piling and deep foundations reach sky-high levels. Ever increasing complexity of construction projects do severely contribute to these business pressures. Projects are often constructed in densely populated areas and located close to vulnerable buildings and infrastructure. The inherent uncertainty of ground conditions plays a dominating role in these foundation projects. Effective risk management is a key success factor for profitable and sustainable operations of piling and deep foundations. It starts with a fundamental requirement to be aware of risks. Next the different risk perspectives of all stakeholders in any foundation project have to be acknowledged. A simple and structured risk management approach is introduced, to demonstrate that effective risk management is not necessarily that complicated. A major element is the contractual allocation of risks, as a result from differing ground conditions. It is based on the so-called Geotechnical Baseline Report (GBR). The main objective of the GBR is to provide a clear contractual arrangement for the allocation of risks, arising from differing site conditions. The benefits of explicit risk management in general and contractual risk allocation in particular are illustrated with an example and experiences. The presented structured risk management approach, including contractual risk allocation, is still rather new. It proves to be promising for cost-effective risk control of piling and deep foundation projects, anywhere in the world.

The new Paradisus Coco Beach Resort in Rio Grande (PR) is located on an old swamp area, which has been filled with relatively clean to silty sands. The swampy deposits consists of organic silts, peat and loose fine to medium sand and silty sand. The project requires the placement of 1.0 to 1.5 meters of additional fill together with the construction of light structures. The need for the fill will trigger the development of settlements in the underlaying weak and compressible stratum. Furthermore, the susceptibility of the loose sand to liquefaction during an earthquake was considered. This paper describes the soil improvement by means of vibro-replacement, the purpose of which was threefold: reduction in total and differential settlement, acceleration of settlements during the surcharge period and densification of the loose sand to reduce its liquefaction potential. The predesign is presented together with relevant construction details of the preliminary trial areas from which the final column diameter and grid spacing were derived. Instrumentation together with settlement observations during the surcharge period are presented as well and compared with the initial predictions.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines&apos; Alaska Field Operations Center and the Bureau&apos;s research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

It has been said that safety promotion passes through four stages--the band-playing, the machine-guarding, the protective equipment, and finally the educational stage; the last is the most important in the development of the safety program. It has been estimated that only 15 percent of accidents can be pre- vented by machine guarding and protective equipment; the other 85 percent must be stopped by the safety efforts of the individual workers and their supervisory officials, and one of the fundamentals of safety work is the education of workers to develop safety consciousness or safety mindedness. One way of educating men to think about safety is by the use of posters. Safety engineers at the Calumet 2 Hecla mines in Michigan have been conduct- ing a safety contest among the men by the use of posters of an unusual type in addition to those usually employed to illustrate bad practices and to display the number of days without a lost-time accident. The first requisite for the success of the safety poster is a good artist or draftsman; in the poster contest instituted at the Calumet & Hecla mines two sheets were prepared illustrating various conditions in the slope workings, including a large number of unsafe practices. The object of the contest was to get the men to think about safety through criticism of the unsafe conditions displayed on the posters. The following notice accom- panied the posters:

One very important aspect of mining is deciding what material in a deposit is worth mining and processing, versus what material should be considered waste. This decision is summarized by the cut-off grade policy. The cut-off grade strategy for an open pit mine influences the annual cash flows and affects the net present value of a project. The optimization of cut-off grade strategy requires the knowledge of detailed operational costs, mining sequence, mining operation, processing, and product constraints, as well as the grade distribution of a given deposit defined by pit, phase, and different material types. Cut-off grade optimization algorithms have been developed in the past. The most common criteria used in cut-off grade optimization is to maximize the net present value (NPV). This paper describes the determination of a cut-off grade strategy based on Lane?s algorithm adding an optimization factor based on the generalized reduced gradient (GRG) algorithm to maximize the project?s NPV. The introduced algorithm is a windows based program developed at Virginia Tech that is based on a series of Visual Basic routines within a spreadsheet environment (Excel).The benefits of the methodology are demonstrated using a hypothetical case study. The solution mining of evaporites has a history of approximately 5,000 years. The insitu leaching of metalliferous ore will have many of the same characteristic problems which have confronted industry for years in the production of evaporite minerals. Basically we will be converting the less soluble forms of valuable metals into their more soluble salts and producing these in much the same manner as, for example, sodium chloride. There are a number of problems which we are faced with that are more complex and complicated and, therefore, will require a higher degree of sophistication than previously employed. One of our most important undertakings will be the clearcut definition of the problems involved. While a great deal of expertise can be drawn from the solution mining of evaporites and the oil industry, problems peculiar to the hydrometallurgical field will need to be solved. One of these is the introduction of permeability into an impermeable rock so as to expose the sought after values of metals which by volume are infinitesimal when compared with sodium chloride, potash or other type water soluble mineralization. After establishing this permeability which will be miniscule when compared to a solution cavity, there will be the maintenance of this permeability. In general, salt deposits are of a somewhat uniform chemical composition and thus their chemistry was relatively simple. Each metalliferous ore body is somewhat unique in its chemistry and will need to be treated accordingly.
