Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The Bureau of Mines is engaged in research to recover aluminum from kaolinitic clay and other nonbauxitic domestic resources. As part of this work, calcined Georgia kaolin was prepared by a process that prevents slime formation and makes the leached residues fast settling and easy to filter. The leaching reaction for calcined kaolinitic clay in a 5 pct stoichiometric excess of boiling 23-to 26-pct HCI was found to be zero order. Rate constants based on the weight-fraction of aluminum in the clay were found to be between 0.095 and 0.15 min-1 depending on feed preparation and leaching parameters. The mathematical relationships between aluminum extraction and time for both batch and continuous, stirred-tank operations were derived and verified experimentally.

A construction project is successful when all parties contributing to it are winners. It is not a success when there are winners and losers. Con­tractors, engineers, suppliers and equipment developers, and especially owners, each can contribute and benefit from a revaluation of attitudes and contacts from planning to final payment. The Deep Foundations Institute was initiated with this as its major purpose. The help of educators is essential to promote this with the next generation. The Association of Soils and Foundations Engineers has developed guides for "Mediation Arbi­tration of Construction Contracts."

"l. IntroductionA reliable sampling system is the basis for an on-stream analyzer. This was realized in Outokumpu company when the development work of the Courier 300 On-Stream X-ray analysis system was started. Because Outokumpu Oy is a mining and mineral processing company, its engineers have been able to thoroughly test sampler prototypes in actual operating situations. The sampler development has been going for several years in close co-operation between company's concentrators, the Institute of Physics and the Instrument Division of Outokumpu Oy. The most active part of the work was done between 1969- 1972. Besides the reliable operation of a sampler special attention was paid to the representatively of the samples taken by the samplers. 2. The Courier 300 Sampling SystemThe sampling system comprises up to fourteen sampling circuits in one Courier analysis system. Each circuit consists of the following components:1. Primary sampler 2. Secondary sampler 3. Cleaner screen 4. Feeding tank5. Sample cell6. Timer-controlled sampler7. Pumps, sumps and pipesSecondary samplers, cleaner screen and feeding tanks are included in the secondary sct1npling system. The sample cells are located in the spectrometer cabinet of the analyzer."

Magnetic anomalies in the Southern Coalfields have been subdivided into two characteristic types. Each type is attributed to a separate cause, one being basement structure, and the other near-surface igneous intrusions.Detailed geological mapping of the area and the ability to sample throughout the coalmines greatly assisted in this subdivision.The Triassic sequence contributes no magnetic effect of its own except to diminish the effect of sources within the underlying formations by raising the level of observation.Detecting the presence of igneous intrusions ahead of colliery working faces by magnetic observations within the coal mines may be of value in preventing accidents caused by gas outbursts and in planning the workings so as to avoid loss of production time.

This report describes a method developed by the Bureau of Mines for sealing horizontal degasification holes so that they do not create a gas explosion hazard when intercepted by mining. A cement slurry is pumped into the hole through an injection pipe that extends to the back of the hole. Pumping continues until the slurry returns through the annulus to the hole collar. The hole is then shut in and the grout allowed to harden. Application of the procedure to six horizontal degasification holes at Eastern Associated Coal Corp.'s Honey Run shaft is discussed.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. Although rock strength anisotropy is a well-known phenomenon in rock mechanics, its impact on geotechnical design is often ignored. No widely accepted guideline currently exists for its characterisation. Anisotropy can significantly control the failure mechanism and progression of damage into the rock mass, particularly in high-stress conditions. As such, it can play a key role in the stability of underground excavations and subsequent geotechnical design.This paper introduces the concept of anisotropy at both intact and rock mass scales. It then presents guidelines for measuring anisotropy and assigning rock mass strength properties. An improved unified constitutive model (IUCM), which can account for more complex failure mechanisms, is then briefly described. This IUCM is used to better understand the typical responses of anisotropic rocks to underground mining and to develop an improved damage classification scheme for these conditions.The application of conventional design methods in anisotropic conditions is shown to lead to significant errors. Two case histories are then presented, illustrating how the proposed methodology can improve the reliability and accuracy of the geotechnical analysis when compared with conventional design methods.CITATION:Vakili, A, Albrecht, J and Sandy, M, 2014. THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

"Conventional base metal milling practice normally consists of crushing, grinding and cyclone classification followed by flotation. It is the authors' belief that the commencement of flotation after cyclone classification leads to inferior metallurgical results and that implementation of flotation of grinding mill discharges can result in increased recovery due to reduced overgrinding, reduced activation of contaminating minerals and improved dewatering circuit results due to the production of coarser concentrates.The concept of recovering minerals from the discharge of grinding mills is not new! Gold concentrators have utilized jigs and flotation cells while iron ore plants have employed magnetic separators to recover gold and magnetite respectively from the discharge of grinding mills. More recently, a Reichert cone has been used to recover sulphide and oxide base metal minerals from screened rod mill discharge. 1To the authors' knowledge, the first application of flotation of base metal minerals from the discharge of a production plant grinding mill was at the Lake Dufault concentrator of Corpor'1tion Falcon bridge Copper. Located 10 miles north of Noranda, Quebec the Lake Dufault concentrator commenced operations in August, 1964.The installation of flot11tion cells in the Lake Dufault grinding circuit proved so successful that an identical system was installed in the Manibridge concentrator of Falconbridge Nickel Mines Limited. Located 90 miles southwest of Thompson, Manitoba the Mamibridge concentrator commenced operations in June, 1971 and due to exhaustion of economic ore reserves discontinued production in May 1977."

The detection, recovery and disposal of commercial explosives and explosive waste has always carried a level of risk and requires specialized equipment and technical expertise. Improperly stored, discarded, deteriorated, misfired, stolen or surplus products are often the primary sources of explosives that require safe disposal. Detection and disposal tools available today have advanced significantly due to developments in Counter-Improvised Explosive Devices (C-IED) operations and commercial blasting technology. These technologies have provided safer more efficient ways to detect, investigate and dispose of commercial explosives products in order to minimize property damage and potential harm to disposal personnel and the general public.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has world-wide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development program dedicated to creating new and improved products and services. This paper will describe some of the technical details of vanadium-based sulphuric acid catalysts as well as offering a unique look into how caesium-promoted MECS catalysts can be used in single and double absorption acid plants, and off-gas plants running on irregular gas feeds, to reduce emissions and pre-heater run times. An update on MECS technical services extended for use in characterizing converter performance is also presented.

Rock mass discontinuities play a significant role in evaluating the stability of rock slopes. It is necessary to collect and analyze these discontinuities to fully understand the mechanical and deformational behaviors of rock masses. Based on the digital images of some slope faces, this paper proposes a framework based on machine learning for detecting and extracting discontinuities. First, digital images and photo poses are combined, the original scene is reconstructed, and 3D point cloud data are obtained. All captured point clouds can be mapped with each image by the direct linear transformation algorithm. Next, the detection machine learning algorithm is used to segment rock mass discontinuities on 2D digital images. Finally, based on the mapping relationship, the 2D digital images that were segmented are transformed into 3D point cloud data. The geometric parameters of the corresponding discontinuities can be extracted by the DBSCAN and the Skmeans algorithm and the characterization of specific rules. The proposed framework was evaluated utilizing a quantity of slope digital images in the Yebatan hydropower under construction, located in Sichuan Province, China, as a case study. The results illustrate that most deviations are less than 10° for the dip direction and dip angle, which verifies the reliability of the proposed framework and maintains acceptable measurement accuracy.

When perusing articles which treat of mining geology, and when talking with miners on the field, one is at times unable to follow the exact thoughts intended to be expressed, owing to the introduction of occasional technical words, the meanings of which are not thoroughly understood either by the speaker or by the hearer, or possibly by both and laymen at times accuse their technical brethren of attempting to confuse them by employing unusual words in their conversations and writings. Technical words are necessary adjuncts to all arts and sciences. They creep into our language, frequently unnoticed by those who employ them, as being more concise and convenient than longer sentences to explain frequently recurring expressions. In many cases these words give the finest shades of meaning, such as aglomerate and congzomerate, but in others they are extremely ambiguous, for instance black sand, which in some places means ilmenite, in others, chromite, tourmaline, cassiterite, in fact, any black mineral occurring in the form of sand. Then, again, much confusion is cansed by the same rock or mineral having different names, e.g, jlu01'spa'i', which is known as cand, cann, cauk, kawk, blue-John, Derbyshire spar, &c. The multiplicity of local names is of course chiefly found among the more common minerals, which are widely distributed some people have a propensity for using words the meanings of which they understand as little as' they do how to pronounce them. We have heard such persons speak 'of vughs as "bugs," and oxides as "ox hides," and to show that there was no mistake in their intentions, we have seen these and other words written in the same way as they were pronounced. Then, again, some persons, relying more on examples than definitions, get a very vague idea as to what the true meaning of a term may be the word dimite is an example in point, which we have frequently heard applied to any dyke rock that the miner was unable to recognise as granite in fact, he uses the word in a general sense, just as the field geologist provisionally employs the word " greenstone " for certain rocks, until he has an opportunity of thoroughly investigating their character.

The Buick Mine is a joint venture of American Metals Climax, Inc., and Homestake Mining Company located 120 miles by road southwest of St. Louis, near the village of Boss, in the 'New Missouri Lead Belt' (See Figure 1). Since start-up in 1969, over four million tons of lead-zinc ore have been mined and milled at Buick. Situated about 1,100 feet below the surface at an elevation 270 feet above sea level, the flat lying sinuous ore bodies are up to 250 feet wide, 85 feet high and several thousand feet long. Mineralization is galena, sphalerite and chalcopyrite in dolomite, Access to the mine is through two 18'Ø concrete lined vertical shafts - one for servicing and the other for hoisting ore (See Figure 2). The mine is being worked by a modified room and pillar method using both rubber tired equipment and a sub-level rail haulage. Ore is broken from first pass headings, back and bench faces and transported by load-haul-dump units to ore passes located on 900 foot centers. The ore is pulled from chutes on the sublevel 90 feet below into 15 ton bottom dump cars and delivered in 10 car lots by a 15 ton diesel locomotive to a 42" gyratory crusher (See Figure 3). A recent innovation has been the introduction of two 50 ton trucks with plans to haul up to 60% of the ore on the mining level to an ore pass feeding directly to the primary crusher (See Figure 4). Ventilation raises up to 16'Ø, which were originally planned for 900 foot centers, are now driven on 450 foot centers.

Most diamonds are liberated from their ores by crushing. Diamond and other coarse grained mineral ores require carefully optimised crushing circuits. Recent advances in computer technology have made possible the on-line capture of crushing plant performance data and, hence, the accurate empirical modelling of the crushing process. Such models are used in simulation studies to determine the optimum operating conditions for a given plant. A system is described which allows operating data from mineral treatment processes to be logged. Up to 16 channels of data may be recorded simultaneously at sampling rates in the kiloHertz range per channel. A data storage and analysis procedure is described which allows the system to make full use of its sampling capabilities.

Planning of New York’s new subway line dictated the location of shallow underground station caverns and track crossovers. Clear span openings ranging from70 feet to 100 feet and lengths in excess of 1000 feet, coupled with low rock cover ranging from 25 feet to 40 feet required judicious selection of construction methods, equipment, and proper sequencing of the excavation stages. Rock classifications alone could not predict the behavior of the rock mass during construction. A robust design procedure that considered most of the important aspects of rock behavior and elements of shallow tunnel design, minimized the negative impacts of variable geotechnical data. This paper describes the intricacies of the planning and design of the $16 billion Second Avenue Subway with insight into how to overcome the design complexities and construction challenges of the urban underground.
