[In many coal-mining countries, during he pest decade, there have seen made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

To meet escalating energy requirements, substantial increases in production from the strippable coal and lignite deposits in eastern Montana, western North Dakota, and northeastern Wyoming already have occurred, and further expansions are expected at least until the year 2000. Such production, attributable largely to rising demand for low-sulfur coal, must be accomplished with a minimum of adverse effects on the environment. Information on geology, climate, and current land use in the Upper Missouri River basin is presented in the Bureau of Mines review as a guideline to what operators may expect during and after mining. Proven methods of protecting the air and water from pollution and of restoring mined land for other uses are described, and untried methods of land reclamation, some with equipment yet to be manufactured, are discussed as possible means of maintaining aesthetic values in the basin. Costs incurred to protect the environment are part of the production cost and thus are borne by the ultimate consumer. Unit production costs are less for the thick coal and lignite deposits of the basin than for the thinner but higher Btu coal deposits of the Eastern and Midwestern United States. Precise comparisons of environmental protection costs between mines in such disparate areas cannot be made, because of differences in physical conditions, accounting procedures, and other variables.

INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

In underground mining operations, the over- riding issue has to be protection of worker health and safety. The employees underground, making a living in a dangerous occupation, know these are major issues. These men bargain their lives and health on the presumption that the operating management knows its business, and they, the underground employees, can pursue their occupation with the assurance that management has provided a safe and healthy ambient underground environment. When management assumes the mantle of protection of underground workers, it has to be positive that qualified engineers have designed the project, and that capable operating personnel are in charge and always available. Those persons with these responsibilities must be knowledgeable in the engineering and occupational health aspects of sine ventilation. The ultimate function of a mine ventilation system is to provide a comfortable, healthy and safe ambient environment for the underground workers. The attainment of these objectives has been complicated with the increased application of electrical equipment and diesel-powered mechanized mining equipment underground (discharging toxic diesel emissions); increased production rates with the attendant increased production of airborne dust; and mine development in increasingly hostile mineral formations containing combustible strata gases, radon gas emissions, along with high heat and humidity. In general, the modern mechanization of present mining operations has resulted in a sore complex set of problems for the engineer planning the underground ambient environment.

This Bureau of Mines report describes the Human Factors in Mining Search System (HFMSS), a computerized information retrieval system that provides relevant human factors information from journal articles, research reports, seminars, conferences, etc. in terms of 19 mining-related categories. It is the only existing data base that stresses all of the areas of human factors as applied to mining. Examples of these categories are biomechanics and work physiology, human error and human reliability, work design and task analysis, manual materials handling and back injuries, hand tools, organizational and management practices, psychological factors, and training. Although the emphasis is on literature dealing directly with mining, applicable material from other areas of research is included for those categories in which little research has been done in mining. Each record in HFMSS can be recalled by any field such as title, author, date, source, descriptive terms or key words, as well as by any words found in an abstract that describes the purpose, procedure, and results of the research. This report describes HFMSS fields and subject categories, the annotated bibliography, user's manual, and thesaurus of key words. Example printouts in both brief and full formats are included as an appendix.

Low-carbon shales from 65 deposits and 11 sources of coal-mine waste in western Oregon and Washington were tested in a rotary kiln for their suitability as raw material for expanded aggregate. Shales from 41 sources bloated enough to produce crushed, expanded aggregates, weighing less than 65 pounds per cubic foot in the preliminary tests. The samples were judged on the basis of processing qualities, physical properties, and size and uniformity of the source. Nine low-carbon shale deposits and three coal-mine waste sources were selected for more extensive bloating tests and for examination of the expanded aggregates in concrete shapes. Composite samples from these 12 sources and from 2 commercial operations, when processed for testing in concrete shapes, had bulk densities ranging from 37.S to 72.9 pounds per cubic foot. Damp-cured concrete shapes made with these aggregates had bulk densities ranging from S6 to 119 pounds per cubic foot, and all but three of the lightweight concretes had crushing strengths ranging from 3,270 to 6,810 p.s.i. Properties of the lightweight concretes were compared with those of concrete shapes made with commercial aggregates, and with sand and gravel.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

"The effects of five commercially available foaming reagents (range of 0 to 25 ppm) namely Dowfroth 250, Saponin, Yucca, Licorice and Meta-Para Cresol on acid mist control, current efficiency, polarization behavior, and deposit morphology and orientation were investigated. The deposition was carried out using a bench scale electrolysis apparatus (cell volume 3L) at 500 Nm-2 and 38°C for 3 hours from Kidd Creek zinc electrolyte. The acid mist control capability of the various reagents was studied and compared by characterizing the foam layer generated during actual electrowinning conditions and by direct quantitative measurements of acid mist levels on top of the electrowinning cells. Within the range considered, the addition of these reagents reduced the current efficiency, refined the grain size of the deposit, and changed to preferred orientation of most of the deposits. Among the reagents tested, acid mist measurements indicated that Licorice and Dowfroth 250 were the best acid mist suppressant at emissions of 0.30 mglm3 and 031 mg/m3 respectively while Yucca and MPC produced the most mist at 3.0 mg/m3 and 33 mg/m3 emission rates, respectively.IntroductionMost of the world's primary zinc is produced via a combined roast-Ieach-purificationelectrowinning process. Depending on the electrolysis conditions, several additives may be added to the electrolyte. Some (e.g. glue, antimony, sodium carbonate) are added to mainly counteract the detrimental effects caused by impurities while others (e.g. licorice, Saponin) are used as foaming reagents to prevent excessive acid mist formation. Acid mist emission is a problem in many electrolysis operations because it corrodes the equipment and is a health hazard to the workers in the tankhouse as well as it pollutes the environment. Due to recent trends towards more environmental protection and more stringent in-plant hygiene, there is an increasing need to minimize these aerosols. In order to eliminate or minimize these aerosols foaming agents are usually added to the electrolyte to produce a foam layer on top of the electrolyte, thus trapping most of the mist. The ideal foaming agent would trap all of the mist and would not interfere with the electrowinning process. It is also evident that the reagent toxicology, cost and availability are important factors that need to be considered.Review of the available literature clearly indicated that very little work has been done in the past on the subject of acid mist control in electrowinning operations particularly in the area of foaming and anti-misting properties of surfactants. Two papers [1,2] have reviewed briefly the existing technologies for acid mist control. Recently, most of the work in this area has focused on the development of special mechanical devices that could be attached to the electrodes and control the mist generation at the source before it is emitted to the cellhouse [2-5]. On the other hand, extensive body of literature exists that deals with the effects of anti-misting reagents on the electrowinning aspects [6-7]."

In this study the bonding within reduced titanomagnetite-coal compacts was investigated. The aim of the study was to better understand the binding mechanisms in the reduced compacts and, based on this understanding, to improve on their strength.Titanomagnetite ore was combined with sub-bituminous coal to form compacts. The compacts were then reduced by heating in a thermogravimetric furnace (TGA) to temperatures between 1000 - 1300°C under argon. The reaction progress was monitored by measuring the weight loss with time. The reduced compacts were found to have low strength in compression testing. The main form of bonding between the reduced titanomagnetite particles in the compact was by the formation of a slag-like material. Increasing the fi nal reduction temperature was found to have a profound effect on the strength of the compacts by promoting the formation of this slag-like material.Attempts to improve the strength of the compacts were made by changing two variables, the type of coal and the addition of rice husks. The addition of coking coal gave reacted samples that had little strength, while the addition of rice husks may have enhanced the strength of the reduced compacts.

The Birmingham Coal and Coke – Knight Mine is a single seam coal mine in central Alabama. As pit development progressed in 2013, concerns over increasing vibration levels resulted in modifications to the blasting program that inhibited shot size and coal recovery. By January 2014, while still over 1,400 feet (427 m) from the regulatory seismograph, vibration levels climbed above 70% of the mine permit limit, even with triple decking of holes and reduced burden and spacing. At this time the decision was made to commit to the use of signature waveform analysis and precision programmable electronic detonators to minimize vibration and maximize the amount of coal that could be recovered before vibration levels reached permit limits.

Air tabling of zircon-rich non-conductor products containing quartz enables most of the fine quartz present to be rejected without a markedloss of zircon. The coarser quartz in the air table feed can be separated from the zircon by screening one or more air table products, the oversize products containing most of the quartz and little of the zircon. Air tabling, with or without screening, is more efficient than wet tabling alone for the removal of fine quartz, but not for the removal of coarse quartz. Practically all of the quartz can be separated from the zircon by using wet tabling in conjunction with hydraulic classification, or by using air tabling in conjunction with dry launder treatment, in which a degree of sizing takes place that is advantageous for subsequent air tabling.INTRODUCTIONBack-dune and inland beach sand deposits usually contain fine wind-blown quartz, and neither spiral nor wet table concentration, alone or in conjunction, makes a clean separation of heavy minerals from quartz. Many rutile plants recover rutile and zircon from a low-quartz, wet-table concentrates by means of magnetic and electrostatic separation; some rutile and zircon are lost in the table tailings. Other rutile plants, and two of the ilmenite plants in Western Australia, recover rutile or ilmenite respectively, from a spiral concentrate containing several per cent of quartz, and then subject the non-conductor product to an additionalgravity concentration process to separate the zircon from the quartz. Some zircon is lost in the additional gravity process, but all of the rutile or ilmenite in the spiral concentrate is, or should be, recovered as high-grade concentrate. The higher recovery of rutile or ilmenite by this treatment method is offset by the expense of drying part of the feed twice, as a wet process is usually used to separate the quartz...

The tests reported in this paper were made in the East Texas field in the summer and fall of 1932 as a part of the Bureau of Mines study of the operation of flowing wells and reservoir performance; and to determine, if possible, the minimum reservoir pressure necessary to produce the wells in this field by natural flow through different sizes of flow strings. The minimum reservoir pressure that would be required to maintain natural flow through 2 1/2-inch tubing was determined experimentally for the existing energy conditions in the East Texas field. With the present available data, however, it 'is impossible to predict accurately or to determine by calculation the necessary energy requirements for maintaining the vertical flow of oil and gas mixtures under all conditions. Although some valuable data were obtained which seem to have application to the solution of problems involving vertical flow, this important research of the petroleum industry is so involved that more study of the complicating factors influencing the flow of oil-gas mixtures through vertical pipes is required. Versluys4 has presented a mathematical analysis of the vertical flow of oil and gas mixtures which covers the fundamental theories of the problem-although, as he points cut, there are factors, particularly friction, slippage, and solubility of the gas in the oil that must be mown or determined experimentally before the equations he has developed can be applied to actual

"This report is the second of a series dealing with electrical methods of underground communication nd signalling, and is a discussion of some of the factors involved in -applying radio in mines.A previous report2 described the results obtained by the use of the ""T.P.S."" of ground-conduction method of signalling, and outlined in a general way the requirements for a practical mine communication apparatus.The popularity of radio, the development work on new apparatus, a desire to render humanitarian service to entombed miners, and an endeavor to find new uses and applications for radio stimulated many persons to attempt the application of radio to mine rescue purposes. A number of experiments on underground reception from surface broadcast stations have been conducted by different experimenters in various parts of the country and the widespread interest in the subject is shown by the fact that these tests have been con¬ducted in many States, The Bureau of Mines has received information regarding, underground tests in Illinois, Pennsylvania, Arizona, Utah, Idaho, Colorado, Michigan, Wyoming, Kentucky, New York, Connecticut, and in England, Germany, Italy, and Franc.From occasional press notices and illustrations in different papers it may appear that radio communication in mines and in tunnels being excavated is en established fact, and that the method is comparatively simple. "Campbell mines has been in operation since 1948. Part of the process consists of roasting of a flotation concentrate which contains arsenopyrite.At present operation level the milling rate averages about 850 t.p.d. and about 48 t.p.d. of concentrate is roasted. The gas emissions at present contain between 3 and 3.5 t.p.d. of arsenic trioxide, about2 - 2.5 t.p.d. of particulate matter and between 19 - 25 t.p.d. of sulphur dioxide. The particulate is extremely fine calcine dust and it assays about 4 oz. Of gold per ton.Until 1974 the gas was discharged untreated through a 125' stack.UntreatedThe decision was made in 1972 to erect a gas treatment plant, construction ran through 1973 and operation began in 1974. The cost of the installation was about 1.3 million dollars.On investigation the process technology, it was apparent that the plant operated by giant Yellowknife for the same purpose was the model we should study. I would like to acknowledge the fine cooperation we had from giant, the plant that emerged is very similar to theirs and incorporates some improvements suggested by them and based on their operating experience.The plant is designed to remove arsenic and solid dust and it has no provisions to remove sulphur dioxide.We depend upon the 125' stack to assure adequate dilution. Because of the nearby airport the stack cannot exceed 125'. A stack burner is provided that can ""y used to heat the stack gas and carry it higher into the atmosphere when there is an inversion condition.The removal of arsenic from hot gas is fairly simple. The sublimation point is about 425°f, a few degrees above this point the arsenic is a gas and a few degrees below it condenses into a solid form. The arsenic could have been removed by simply dropping the temperature below the condensation point and collecting all the solids in a baghouse. This would have removed the possibility of recovering the gold in the calcine dust and would have produced an impure and more bulky arsenic material to be placed in safe storage. The decision was made to collect the solid dust in a hot electrostatic precipitator operating above the sublimation point and subsequently lower the temperature below the condensation point and collect the arsenic in a baghouse."

The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.
