OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. Volume II of this collection of research reports, entitled "Model Training Program," provides the framework and details for developing a tailored training program for a specific mine based upon documented human-performance deficiencies. To do this, several steps must be followed prior to program implementation: 1) background information must be gathered (database analysis), 2) direct observation of indicated problem areas should be conducted (safety sampling), and 3) separation of those deficiencies to be addressed through training from those which would be better addressed by workplace or equipment redesign (trainability assessment). Once training is determined to be the appropriate strategy for addressing the noted deficiencies, several approaches can be taken, depending upon whether the problem is related to repetitive work procedures in a predictable, a variable, or a dynamic workplace with a substantial amount of interaction between workers, equipment, and the environment. Although this volume and the subsequent seven volumes provide examples of how the training information was field tested using various strategies (for example, loss control, task training, etc.) and techniques (for example, microcomputer-based exercises, lectures, etc.), the ultimate selection of the delivery method is based on cost/benefit analysis. Therefore, the Model Training Program has incorporated a Training Cost Model as a desirable component.

"In order to improve the nickel concentrate thickener operation at Raglan Mine, two pulp deaeration cyclones were installed. These units obtained from Outotec Pty Ltd, also called the FrothBuster®, have been in continuous operation since mid-October 2006. The primary objective of the de-aeration cyclones is to lower the solids content in the thickener overflow by de-aerating the concentrate pulp before it enters the concentrate thickener. This dearated slurry should help decrease the nickel particle losses that report to the thickener overflow because of the flotation effect within the thickener.Optimizing the de-aeration cyclones has been a slow and ongoing process, however, initial testing is encouraging. The latest test results indicate a 50 % reduction (0.070 to 0.035 % solids) in nickel losses to the concentrate thickener overflow resulting in an additional $350,000 in annual revenues.This paper will present an overview of installing the de-aeration cyclones within a limited space, as well as the preliminary commissioning and testing challenges. This paper will also discuss the most recent concentrate thickener operating results since the de-aeration units were installed.INTRODUCTIONThe Xstrata Nickel Raglan Concentrator, located at the northern limit of Quebec’s Nunavik Region has been in production since 1997. In early 2002, the concentrator implemented the Zero Process Water Discharge (ZPWD) project to recycle the process water to decrease fresh water consumption and reduce discharges to the environment. Due to this initiative, the chemistry of the process water changed significantly resulting in flotation concentrate streams, which were very frothy and difficult to manage. This phenomenon has resulted in operational challenges in many areas of the concentrator including slurry pumping, flow measurement and concentrate thickening.In October 2005, the Raglan Mine underwent a conversion from an AG mill to a SAG mill operation in order to increase throughput and to optimize key process areas. As part of this project, the first two North American pulp de-aeration (FrothBuster®) units from Outotec were installed to improve the operation of the concentrate thickener. The primary objective of the deaeration technology was to lower the solids content in the thickener overflow by de-aerating the concentrate thickener feed pulp. This in turn was to reduce the froth, which accumulates on the thickener surface, and more importantly reduce valuable nickel losses to the thickener overflow because of the flotation effect within the thickener."

Robotic subsea dredging crawlers are dynamically and remotely controlled vehicles that are used for deep sea mining and recovery operations. These exploration machines are released from a mother ship and move around on the ocean floor using tracks. Current ocean crawlers such as the MK3 ROST are hydraulically powered. In this paper we develop a scaled-down model for simulating and performing static loading analysis of an electrically powered robotic subsea dredging crawler (EPRSDC). The modeling, simulation, and analysis were carried out using modelling software from Solidworks. The structural frame was assembled using the Tetrix max robotics kit. The kit’s structural components were produced from 1050 aircraft-grade aluminum. The results were used in optimizing and for considering other materials, and the to identify specific areas to be reinforced in future crawler designs.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

"As demand for copper and precious metals continues to grow, the need to develop new supplies increases. In the imminent future, the new large global ore bodies are more complex, with enargite, tennantite and tetrahedrite as the abundant contained mineralogy. These resources also contain considerable gold and silver. As such, direct treatment by conventional smelting is prohibitive due to the potential environmental impacts and copper quality issues. This paper outlines the effective application and associated economics of industrially proven Alkaline Sulfide Leaching (ASL) hydrometallurgical technology to an enargite concentrate for selective removal and recovery of arsenic, antimony, gold and silver, leaving a clean high-grade copper concentrate. The fundamentals behind the technology are described, along with those of hydrometallurgical arsenic fixation and stabilization. Flowsheets and unit operations are elucidated, along with an in-depth economic analysis. INTRODUCTION Hydrometallurgical methods can be employed for treatment of gold-, arsenic-, antimony-, tin- and mercury-containing materials, concentrates and ores, as well as complex ones containing any number of metals (Conner & Anderson, 2013). The alkaline sulfide leaching (ASL) system is one of these. It is essentially a mixture of sodium sulfide and sodium hydroxide with other meta-stable alkaline species as required. This is a unique hydrometallurgical system beause it is a very selective lixiviant for the distinct leaching of tin, gold, antimony, arsenic, tellurium, silver and mercury (Anderson, 2000, 2001a, 2001b, 2002, 2003, 2012, 2014; Anderson & Twidwell, 2008a, 2008b, 2010; Anderson et al., 2004, 2005; Glazkov & Tseft, 1961; Gnatyshenko & Polyvyanni, 1961; Nadkarni et al., 1975; Nadkarni & Kusik, 1988; Polyvyanni, 1963). Worldwide, ASL technology has been employed industrially in the former CIS, China and the United States for the production of antimony (Anderson et al., 1992, 1994; Anderson & Krys, 1993; Holmes, 1944; Kaloc, 1967; Nordwick & Anderson, 1993; van Stein, 1971)."

This report presents the results of reconnaissance-level investigations of the mill refuse disposal systems for 15 plants throw-heat the conterminous United States. The sites visited represent a cress section f the copper, iron, lead and zinc, and phosphate industries' practices in the field of fine-grained refuse disposal. The reconnaissance-level investigations were carried out to gather supplemental data to tae in-depth studies of Kennecott's Magma and Phelps Dodge's Morenci tailings deposits and Kennecott's Chino leaching dump. The various sites visited were classified according to the different systems and techniques used by the mining industry. The probable effects and relationships between site conditions and disposal methods were determined and evaluated to the extent feasible by a reconnaissance level investigation.

"Economies of scale and the variable characteristics of many large ore deposits have resulted in grinding installations having large SAG mills fitted with variable speed drives. Problems associated with effective operation of this equipment has created the need for better operator knowledge of mill load behavior and the need for new instrumentation capable of providing accurate information about load movement and composition. This paper discusses two performance enhancing instruments available to address these needs.INTRODUCTIONThe economic demands of new mining projects has resulted in increased equipment sizes and this is particularly evident in milling where there are now many SAG mills operating in the range of 28’ – 40’ diameter with installed powers of 8 – 22 MW. These mills are designed to process very high capacities of ore daily2 and the variable characteristics of many of the deposits mined results in the need to vary the mill speed during processing to cater for the changes in ore hardness. Mill speed changes often result in operational problems associated with high-energy impacts striking the mill liners reducing energy efficiency as well as degrading the grinding media through breakage, accelerating liner wear and in extreme cases even breaking liners. These operational problems have given rise to the need to have instruments aimed at providing operators with accurate information in real time about the load composition and movement within SAG mills.The original concepts for operating SAG mills were derived from past experience of operation of conventional fixed speed ball mills. However, the relatively stable conditions that applies with fixed speed and constant ball charge in ball mills supports theoretical approaches to the grinding process based on energy calculations such as Bond’s Work Index concept. Later a set of parameters Si and Bij were used for describing load kinetics, but all of these methods neglect the details of load movement and how the energy is actually used inside of the mill. It is now commonly accepted as a basic rule that SAG mills grind by impact whilst ball mills grind by attrition and consequently SAG mills are designed and operated to generate a large amount of impacts by the cataracting load without paying sufficient attention to where these impacts are actually occurring. Many mills are operated on the basis that as long as the mill is consuming the expected power there is little attention given to the class of bodies using this energy and this often results in the inefficient use of energy."

It is globally recognised that existing and emerging mining activities should be conducted in a æsustainableÆ manner for the entire life of mine. Many companies annually publish corporate sustainability reports to demonstrate their actions in accordance with international expectations. This concept of sustainable mining practices also applies to mine water management, with influences often extending beyond site operations, affecting surrounding catchments and community users. This paper explores differences in conceptual and operational terms of æsustainableÆ mine water management within the Philippines. Outcomes of a review of corporate sustainability reports, governance documentation, research programs, and stakeholder knowledge acquired through action-research workshops are presented. The paper aims to inform and support future capacity building exercises delivered by the International Mining for Development Centre (IM4DC), with outcomes tailored to government officials and policy makers of developing countries. Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that contains between 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

Nickel is used in a wide variety of applications from consumer goods to industrial uses. In many of these uses, nickel contributes to the environmental attributes of the product. The challenge, however, is measuring that contribution, comparing it to the environmental cost of production, and communicating the role of nickel to the customer in a way that is easy to understand. This paper presents the Nickel Institute?s approach to climate change as a global commodity industry association, and discusses where we stand with regard to some of these key questions. It also identifies issues for the nickel industry moving forward ? challenges that are likely to be common to other commodities.

This paper will review impacts on longwall design and ground stability assessment due to advances in mine automation and sensing technology. Several new approaches to the prediction and monitoring of longwall panel and gateroad stability have recently become mature, and are ready for application in problematic ground control situations. These methods are revealing significant detail regarding deformation and failure mechanics of critical underground structures. Examples of how these technologies have worked successfully will be given, and applications for the use of these tools for cost-effective engineering design and monitoring will be suggested.

"Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

"Ironstone Resources Ltd. is developing the Clear Hills oolitic iron ore deposit in northwest Alberta, Canada. Sources of oolitic iron ore worldwide are abundant and ubiquitous, but there is currently no commercial technology to extract iron from oolitic iron ores. Mineral processing of the ore to generate a commercial iron ore concentrate is very challenging due to the nature of these ores. Accordingly, Hatch and Ironstone are developing a new pyrometallurgical process (Hatch Ironstone Chloride Segregation) to produce metallic iron from high silica and high phosphorus oolitic iron ores. Following the chloride segregation process, the treated ore is subjected to fine grinding. The iron is then separated by magnetic separation. The iron grade and phosphorus content of the final product shows a strong dependence on the separation methodology and the grind size. The pyrometallurgical process has been developed and tested at a lab-scale pilot plant. The commercialization of this technology could provide an opportunity for the development of a new alternate iron making technology. This paper presents the results of test work done on the raw iron ore to create a concentrate and also on the products of the pyrometallurgical process for the production of a high grade 90% metallic iron product.INTRODUCTION Oolite is a sedimentary rock formed from ooids – spherical particles with concentric layers. There are a number of large oolitic iron deposits where the mineralogical form features a low iron content and high concentration of impurities making them presently impossible to exploit on either a technical or economic basis. The fifteen largest oolitic iron ore deposits in the world are estimated to contain approximately 337 billion tonnes of iron ore, which would be a significant source of supply for worldwide steel production. A viable process that can economically recover iron from these oolitic iron ore deposits could become an important new technology to meet future demand in the steel industry. Hatch and Ironstone have demonstrated that oolitic iron ores can be exploited to produce direct reduced iron (DRI). Direct reduction ironmaking is a method for producing solid metallic iron using different techniques compared to the blast furnace process, which is the more conventional ironmaking route. The demand for the construction of direct reduction ironmaking plants has increased in response to the increasing demand for crude steel. It is viewed as a method of providing low-residual iron sources to scrap-based steelmaking in electric arc furnaces."

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. [Coals of low-volatile rank cannot be coked without admixing large proportions of high-volatile cod in the used type of byproduct-coke oven, because they expend excessively and. exert side thrust, which ruins the oven wells. Some medium-volatile coals also give trouble. Since high-rank coals produce a strong, blocky coke, it is desirable to have the rank as high as practicable, particularly in the manufacture of foundry coke. Accordingly, it has become the practice to mix or blend high-volatile shrinking coals with as much low-volatile coal as possible and still have a mixture that mill not deform the walls or cause difficulty in pushing the coke. Occasionally, the safe limit of low-volatile cool has been exceeded and ovens have been damaged. It is desirable, therefore, to have a reliable method of determining the expending tendencies of mixtures before they are charged into the ovens. Furthermore, coal changes somewhat in its properties as mining progresses, end therefore, mixtures found to be safe at one time may cease to be so subsequently, particularly if nearly the maximum allowable percentage of low-volatile coal is being used. ]

Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 11pp., 15 refs. Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. The setting of a flyrock Danger Zone is used to demonstrate a risk-based approach compared with a traditional consequence approach
