These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

The Fort Canning Tunnel, Singapore, is an approximately 50 feet (15m) wide vehicular tunnel under shallow ground cover that has been constructed according to the principles of the NATM. Its shallow location in soft ground combined with a high groundwater elevation in close vicinity of historically important features called for special design considerations combined with a rigorous monitoring scheme. Surface, sub-surface and in-tunnel instrumentation was installed to monitor the performance of the ground and tunnel support during construction. Comparison of actual reading data with the results from the computer modeling carried out during the design phase is provided in this paper.

Continuous improvement might be defined as seeking incremental improvement over time through improved equipment, processes, technology and the efforts of people. Most people working in ore processing facilities embrace the general principles of continuous improvement. However, given the industry-wide issues with skilled personnel and the constantly changing environment in ore processing facilities, it is often difficult to identify improvements in a facility over a given time period. The driver for these outcomes is the use of basic principles and technology to achieve best practice targets. The process involves four stages: develop standards of practice to define best practice in specific areas; write procedures to guide the organisation towards these best practices; implement the procedures and develop a review process to provide a method of measuring performance against best practice.By reviewing performance against best practice on a regular basis, the organisation measures progress towards the best practice targets and the incremental improvement between these regular reviews is a measure of continuous improvement.This paper provides the background for developing standards of practice for metal accounting, metallurgy and metallurgical management. This paper introduces the technical characteristics, transformation scheme and production practice of the project in which Copper P-S Converter was replaced by Bottom Blowing Continuous converting for the first time, and introduces the technical achievements obtained by the project. The application practice proves that bottom blowing copper continuous converting technology can completely solve the problems of fugitive off-gas pollution in the ladle transportation, large amount of flue gas and fluctuation of flue gas caused by P-S converting. Comprehensive energy consumption and operating costs of producing blister copper, safety and environmental risks are greatly reduced, and economic, environmental and social benefits are significant. It is one of the preferred technologies for upgrade and to replace P-S converting technology. INTRODUCTION At present, more than 80% of copper production capacity is still using the P-S converting technology with a history of more than 100 years. During P-S converting process, melted copper matte needs to be transported by ladle, and it needs to rotate the furnace body several times, causing a lot of serious environmental and safety risks such as SO2 flue gas emission and low-altitude SO2 pollution. In addition, the high operating cost caused by low rate of air blowing, the short life of the refractory materials and high energy consumption during P-S converting become big problems. Other problems such as large amount of flue gas, low SO2 concentration, large fluctuation of flue gas volume and SO2 concentration, and discontinuous flue gas cause high cost of subsequent flue gas treatment are also needing to be solved. In order to solve these problems during the P-S converting, metallurgical engineer in various countries has spared a lot of efforts to develop continuous blowing process for decades. "The Ohio River Bridge East End Crossing Tunnel requires a 75-year service life of its cast-in-place reinforced concrete lining. This twin-tube 3-lane (each tube) highway tunnel is about 55-ft wide and 30-ft high. Since unified tunnel service life prediction methodology does not exist in the US, challenges occurred during the design-build phase of this project. These challenges include the methodologies in determining the reinforced concrete’s degradation mode, the lining’s surface chloride concentration level, the reinforcing steel’s critical chloride threshold value for corrosion, how to verify the concrete’s diffusion coefficient, and the durability impact from concrete crack width. This paper presents a methodology in verifying the proposed concrete mix can achieve the service life requirements. This methodology can be adopted for service life prediction for future tunnels to be built in the US. INTRODUCTION The Ohio River Bridge East End Crossing (ORBEE) Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining system includes: •,Nominal 16” cast-in-place reinforced concrete lining, with 2” and 3” concrete covers over reinforcing steel for its extrados and intrados, respectively. •,20” cast-in-place reinforced concrete invert slab, with 4” and 3” concrete covers over reinforcing steel on its top face and bottom face, respectively. •,PVC waterproofing system around tunnel perimeter, excluding invert slab. •,Perforated PVC groundwater collection pipes on both sides of the tubes and one below the invert slab of each tube."

"An enhanced gravity concentrator was installed in conjunction with an Intensive Leach Reactor at the Sadiola plant in Mali last year and commissioned in Dec 2007.There has been much debate over the years as to the effect of gravity concentration on overall plant performance. The late Dr Laplante suggested that for every 10% of gold recovered by gravity, there was a corresponding 0.1% to 1% additional overall plant recovery. The results at Sadiola are consistent with this hypothesis with an overall 4% gain in plant recovery.With total gold recovery of 12% in the gravity section, grades are increased from 3.54g/t in the gravity feed to an average of 2 600g/t in the concentrator feed to the in-line reactor. The recovery of gold in the in-line reactor is in excess of 98.5%.This paper discusses the background to the project, the laboratory testwork prior to the equipment selection, the operational results of the system, as well as the benefits of the future application of high mass yield centrifugal concentrators in base metals, sulphides and industrial minerals. Bench scale, pilot scale and plant practice examples are also presented.INTRODUCTIONBesides picking nuggets off the ground or out of riverbeds, gravity concentration is arguably one of the oldest methods of recovering gold. In circa 6000BC people discovered that gold can be found behind the rocks and in depressions of creek beds. By placing rocks in a stretch of channel with the proper slope the first sluice is built, probably around 4,000 BC, and this method is still practiced today."

Rapidly searching for carbonatite-related rare earth element (REE) mineralized systems is of paramount importance to explorers, because these systems provide the world’s most significant supply of REE. Biotite and barite are suitable indicator minerals that can offer reliable elemental geochemical information used for REE exploration. In this study, we provided an elemental geochemical dataset of biotite and barite from Cenozoic REE deposits in the eastern Tibetan Plateau, and compared the obtained data to those of biotite and barite forming in other geological settings. The F (i.e., fluorine) contents in carbonatite-hosted biotites are highly variable, with biotites from mineralized carbonatite complexes having much higher values (1.05–2.37 apfu, where apfu = atoms per formula unit) than their counterparts from barren carbonatite complexes (≤ 1 apfu). It is therefore believed that the presence of high-F biotites can be regarded as a sign for predicting REE reservoirs. Barites in REE mineralized systems contain much higher (even one or to orders of magnitude) total REE contents (ΣREE >100 μg/g) relative to those species forming in carbonate-hosted fluorite-barite deposits and open marine environments. This means that the high ΣREE concentration of barite can serve as an effective index for REE exploration. The above information is integrated into a REE exploration program in which the areas with strong local tectonism along cratonic edges are priority exploration targets, and high-F biotites and REE-rich barites can serve as direct indices for rapidly identifying carbonatiterelated REE mineralized systems at a strategic distance from other geological settings.

This investigation was carried on by means of models and the application of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimension. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in. bed B, a ?-in. bed C and two ?-in. beds D and E. The model was rotated at + 2350 r.p.m. equivalent to a model ratio of 1268. It was worked back ¼ in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious reasons all are not presented. The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.

The risk associated with mining induced seismicity is one of the major threats to the safety and sustainability of deep underground mines. This paper describes techniques that allow site practitioners to efficiently control such risks in mines. The proposed approaches rely on ground support to strategically control seismic risk and re-entry time to tactically control this risk. The strategic approach is based on the detailed understanding of past seismicity to as certain the seismic hazard of individual sources throughout the mine. This approach also relies on assessing the potential damage that these sources can induce on nearby excavations using the excavation vulnerability potential (EVP) and rockburst damage potential (RDP) concepts proposed by Heal et al. (2006). It is then possible to investigate how to reduce the risk of experiencing damaging seismicity in mine drives by locally enhancing the ground support system. The tactical approach relies on a proposed methodology to estimate reliable re-entry times or exclusion periods based on the seismic decay following blasting. Some examples of how these techniques have been applied in Australian mines are given.

In the last 40 years, New Zealand has developed a number of liquid- dominated geothermal steam fields, for electricity generation and indus- trial process steam. New technologies were developed, and in this work, New Zealand led the world. The policy of full publication of the results, in a wide range of sciences, provided a reservoir of detailed data defin- ing the geology, size and shape, and the chemical and physical regime, of many geothermal fields and their constituent parts. The discovery of precious and base metal deposits /precipitates in geothermal drill cores and steamfield equipment, suggested a clear link- age with epithermal mineral fields in general, and with that of the Coromandel (Hauraki) Region in particular. Further work on geothermal/ epithermal relationships have implied that the techniques, developed to obtain an understanding of geothermal fields, could be applied also to epithermal mineral exploration. This work is developing fast, and is now proceeding in many coun- tries. Future work may show that the presumed relationship between geothermal and epithermal deposits may be applicable in the wider con- texts of all hydrothermal deposits, and possibly in many other minera- lised areas with volcanic "country rocks".

Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

Recent hotel investment projects in China often involve very tight programmes for design and construction. An example given in this paper involves a 24-storey reinforced concrete hotel tower with 460 bedrooms and a 3-level podium commercial complex. The building is supported by relatively widely spaced columns and shear walls below which 88 number large diameter piers were excavated through fill, silty and bouldery clay on to dolerite and slate at depths between 15 to 3 0m below ground level. Whereas much experience has been accumulated in Hong Kong, hand-excavated pier foundation was only adopted for the first time in Dalian. This paper describes and discusses the various factors influencing the choice of the type and design of the foundation system. The criteria for determining appropriate founding levels are then explained. During installation, revisions to the acceptance procedure were made to cater for local conditions. Emphasis is placed on the role of the geotechnical engineer in making on-site decisions during construction. The advantage of the foundation system in accommodating on-site changes resulting from local complex ground conditions is demonstrated. The pier foundations were successfully completed ahead of programme.

"Continued and expanded use of underground diesel-powered equipment is considered desirable in order to achieve necessary production capability, particularly when coal becomes increasingly in demand as an energy source. Although diesel engines are derated for underground use, concern has been expressed in many quarters regarding the health effects of worker exposure to diesel-generated particulate and NOx emissions. This concern will increase as Canadian diesel fuel quality becomes heavier and with higher sulphur content. This could result in a requirement to increase ventilation rates by 50%.This paper describes the results of studies of various approaches designed to reduce diesel emissions. Two major approaches have been followed: fuel modification, and emission control hardware development. The results of progress in the development of these approaches will be described.Fuel modification includes the application of water/diesel and methanol/diesel fuel emulsions to the engine. Details of the techniques employed in this approach will be described, together with the effects on diesel emissions. (The paper is concerned with the emission aspects only, not the possible major engine modifications and/ or substitute materials of construction for 100070 methanol.) Use of methanol has the added advantage of acting as a diesel fuel substitute and extender, and there are expectations that underground diesel engines could eventually operate on close to 100% methanol fuel, thereby eliminating particulate emissions. The results of emission control hardware development will also be presented and will include the effects of catalysts, water scrubbers, exhaust filters and exhaust gas recirculation techniques on emissions. A combined systems approach employing a number of these components appears to be the most viable method of controlling the complete array of diesel emissions.This work should culminate in a better understanding of the costs involved in employing fuel modification or emission control hardware relative to the costs of increased ventilation which mpy be necessary to maintain a safe working environment for the underground worker."

"The selective flotation of lead, zinc and iron sulphide minerals is key to the economic performance of concentrators treating zinc-lead ores. Diagnostic metallurgy is a tool to quantify mineral behaviour as a function of particle size and liberation. The result of such analysis may be used to select preferred strategies to improve metallurgical performance. The zinc flotation circuits at three Teck Cominco operations: Sullivan, Polaris and Red Dog are compared here. This paper analyses operating data from each of these circuits. The effects of mineralogy and performance by particle size are emphasized. Metallurgical performance at these three concentrators varies substantially. Liberation size is the major factor in determining metallurgical performance. Complex mineralogy requires a fine grind to achieve effective liberation. Fine grinding results in offsetting decreases in concentrate grade through entrainment. The economic treatment of complex fine-grained deposits requires optimisation of regrind size for liberation without unduly compromising concentrate grade through gangue entrainment.INTRODUCTIONUntil recently Teck Cominco Metals Ltd. operated three mines treating zinc-lead ore. In order of increasing mineralogical complexity they are: the Polaris Mine on Little Cornwallis Island in Nunavut in the eastern Arctic, the Sullivan Mine in southeastern British Columbia and the Red Dog Mine in northwestern Alaska. Both the Polaris and Sullivan Mines have recently ceased to operate due to depletion of ore reserves.The ore type and associated gangue, mineralogy and iron solid solution vary significantly between these deposits. This report is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods, and costs at various mines in the United States. It describes operations at the Black Rock mine, Wah Chang Mining Corp., Mono County, Calif. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices, and costs. The Black Rock tungsten mine of the Wah Chang Mining Corp. is 33 miles north of Bishop, Calif., in the Benton Range, Mono County, Calif. The property was acquired in August 1950 and a well-planned program of exploration, development, and exploitation resulted in a good production record with low costs. Operations were halted in July 1957, about 6 months after suspension of the tungsten purchase program by the Federal Government.

Controlled drilling and blasting continue to be an important method of block production and for block splitting. Drill and blast technique has disadvantage that sometimes, it produces cracks in uncontrolled manner and also produces micro cracks in the block as well as in remaining rock, if not carefully carried out. Recovery by this method is low compared to other methods. Therefore, attempts have continued to develop controlled growth of crack in desired direction. In this paper a series of tests are described using detonating fuse in marble. Economics of different methods is also compared. In comparison to conventional use when holes are lined with inexpensive cardboard or plastic liners with a slit, the cost and damage is the least and development of crack is in desired direction.
