Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. Introduction This paper is an amplification of the paper presented by the writer at the last (1930) Annual Meeting of the Institute (1), and is somewhat in the nature of a progress report upon the introduction of pyrite into the field of Canadian consumption. The burner installed at the plant of the Canada Power & Paper Corporation, St. Maurice division, has been slightly changed in dimensions and has been put into continuous operation during the past year. As predicted, it has been possible to somewhat increase the steam consumption and at the same time decrease the amount of sulphur remaining in the calcine. The grade of the sulphur-dioxide gas produced has been maintained very steadily at 12 per cent, and sufficient experience has been obtained to determine the renewal cost of continuous operation. The object of this paper now is to encourage the development of pyrite, particularly by-product flotation pyrite, as it is shown that there is a very definite field in Canada for this material and that all the previous objections to the use of pyrite have been overcome, and that the use of the material in practice in paper mills has been developed to such a point that the operation of manufacturing the sulphite cooking-liquor is as simple as, or simpler than, the present style of operation with the use of sulphur.

To significantly increase the stability of underground excavations while exploiting the full advantages of confined rock strength, methods must be developed to actively control the distribution of stresses near the excavation. This U.S. Bureau of Mines study examines theoretical and practical aspects of rock pres¬surization, an active stress control concept that induces compressive stress in the wall rock through repeated hydraulic fracturing with a settable fluid. Numerical analyses performed by incorporating the rock pressurization concept into a variety of boundary-element models indicate that rock pressurization has the potential to improve underground excavation stability in three ways: (1) by relocating stress concentrations away from the weak opening surface to stronger, confined wall rock; (2) by inducing additional stresses in a biaxial stress field to reduce the difference between the principal stress components near the surface of the opening; and (3) by counteracting the tensile stresses induced in the rock around internally loaded openings. Practical aspects of the rock pressurization concept were investigated through a series of hydraulic fracturing experiments. The use of sulfur as a settable fluid for hydraulic fracturing was demonstrated, although problems related to sulfur viscosity suggest that other molten materials, such as wax, may be better suited to practical field application of the rock pressurization concept.

The dry deep mixing method for stabilization of soft soil has been used in the Scandinavian countries for 25 years. The typical application has been stabilization of soft inorganic clay. Today the method is used more frequently in organic soil with good results. The Limix System, introduced in the USA by Hercules Grundläggning AB and TREVIICOS Corporation, is a cost-effective dry deep mixing method used to stabilize most types of soft soil. This paper presents the general principles of stabilizing organic soil with the dry mix method and two case histories of soil stabilization projects in organic soil. Between October 2000 and June 2001 the Limix System was used in England to stabilize soft organic alluvium at the Channel Tunnel Rail Link, Contract 440. During year 2000 the Limix System was used in soft organic soil in Holland near the Groene Hart Tunnel entrance to support trench excavations for slurry walls and concrete barrettes.

"A study of model rectangular mine shafts has been made in the wind tunnel, with the aim of reducing air-flow resistance elements to a practicable minimum. An analysis of Table 7 shows an indicated average decrease in resistance of 28 per cent by adopting the over-all modifications involved in the configurations actually tested. Much greater reductions (up to 68 per cent) are indicated by extrapolating beyond the test results directly achieved. Intermediate partial reductions in aerodynamic resistance are shown for individual modifications, such as: (1) about 3 per cent for locating the lagging in the No. 4 (inside flush) position as against the No. 1 position - 8 per cent as against the No. 2 position - and 23 per cent as compared with position No. 3; (2) about 12 per cent for using lagging instead of steel meshwork along the divider separating the skipway from the service compartment; (3) about 14 per cent for using steel gridwork ladder stagings at 3-set intervals instead of similarly spaced wooden stagings; (4) about 12 per cent for using steel gridwork ladder stagings at 3-set instead of at 1-set intervals; (5) about 13 per cent for fitting a streamlined fairing (see Fig. 5) to the upstream face of the skipway divider. Contrary to expectations, an advantage of only 3 per cent is indicated for lagging in the inside flush (No. 4) position over the outside position (No. 1). This slight gain does not appear to warrant the cost of moving the lagging. However, if the lagging is already in the No. 2 or No. 3 position, there is an 8 and 23 per cent advantage respectively."

Tracer gases have been utilized successfully in a variety of industries, each with specific releasing and sampling methods. The various attributes of tracer gases are dependent on the industry the tracers are utilized in. Tracers must be chemically and thermally stable, safe, odorless, detectable at low concentrations, have a low background concentration, and should not be naturally occurring in the environment if they are utilized in underground mining applications (Thimons et al., 1974). In addition, the tracer gas should be inexpensive, non-corrosive, non-toxic, easily transportable, readily attainable, and non-radioactive (Kennedy et al., 1987). Sulfur hexafluoride (SF6) met many of these above requirements and therefore was introduced as an ideal tracer gas to use in mining industry in the early 1970?s (Thimons et al., 1974). Due to the nature of underground mining including complicated geometry, irregular flows, turbulent flows, obstructed airways, and leakages it is difficult to use conventional anemometer and smoke tube techniques to accurately measure the effectiveness of ventilation controls (Thimons et al., 1974; Klinowski and Kennedy, 1991). There have been several applications of SF6 as a tracer gas in underground metal/non-metal and coal mines. Thimons et al. conducted early testing of SF6 in an underground limestone mine and determined that it is an effective technique for evaluating auxiliary fans, estimating volumetric flow rates in large areas, and measuring low flow velocities. A rapid face ventilation measurement method (FVM) utilizing SF6 was developed by the Bureau of Mines to make face measurements in underground coal mines (Timko and Thimons, 1982). When measuring the effectiveness of jet fans in dead headings SF6 was proven more effective than smoke tubes (Timko and Thimons, 1982). Experiments related to determining methane liberation in the gob were also conducted by injecting SF6 into a borehole (Timko and Thimons, 1982). Also, in an emergency situation where the gob had to be sealed due to a fire, SF6 was released to determine the effectiveness of the seals (Timko and Thimons, 1982).

"Automatic flotation control in varying degrees of sophistication is practiced at a number of concentrators throughout the world. Practically, the variable conditions in the flotation circuit and the difficulty in maintaining accurate instrumentation information all add to the complexity of automatic control.Further development at the Kidd Creek concentrator has resulted in a 3075 mtpd copper flotation circuit capable of running twenty-four hours a day under the direct control of an optimizing supervisory computer.Three main streams, continuously monitored by an XRF analyser, supply circuit information to the optimizing computer. Circuit efficiency calculations (from smelter contract terms) and target setpoints allow the computer to determine the economic optimum direction to move the circuit based on the grade/recovery relationship. Circuit manipulation is accomplished by precise pumping of collector and frother reaqents together with accurate control of flotation bank pulp levels. The former uses computer controlled diaphragm pumps and the latter is achieved by control loops utilizing a float type level transmitter, variable position dart plugs and a process computer working to setpoints determined by the optimizing computer.The development of a fully automated flotation circuit is by no means complete, but increased knowledge and major hardware improvements have allowed its progression to a higher level of sophistication."

Ausmelt Technology has a unique capability of removing the impurities, phosphorus and sulphur, from the feed materials to the process. Sulphur is removed to the gas phase almost completely because of the interactions of ore and coal in the reaction region at the top surface of the slag bath. Phosphorus is removed to the slag phase, with both basic and higher, controlled iron oxide levels in slag being achieved in the process. The significance of these features of the process relate to the production of pig iron with very low levels of these impurities for the further processing to steel, and to the treatment of high phosphorus and high sulphur raw materials. The marketability of pig iron and the raw materials are discussed in relation to this feature of Auslron.

"An apparatus and procedure developed in the laboratory of the South-west Experiment Station of the Bureau of Mines are capable not only of determining the rate and volume of penetration of solutions into porous materials but also of determining the total volume of voids within particles of porous material, and the density. The method is applicable to ores, bricks, concretes, tiles, filter bottoms, or other porous materials of this nature. As will be made clear in the descriptive matter to follow, the method measures (a) the volume of voids within the porous materials and is not concerned with the interstitial space between the particles.Porous materials usually contain some large voids and also pores that are capillary in nature. To measure the total volume of voids in a sample it is necessary to replace the gas or gases within the voids with some liquid of known density. The large cavities can be filled quite readily, but under ordinary conditions a long time may be required to fill capillary pores. As many porous materials are of a decomposable nature it is necessary to evacuate the porous materials and then submerge them in a liquid of known density to bring about saturation in a short time. Then by the use of a hydrostatic balance the volume of porous material (solid itself) can be determined. To determine the volume of porous material plus voids it is necessary to coat the sample with some material, such s paraffin, which will prevent solution from entering the voids; then, by means of a hydrostatic balance, the volume of porous material plus voids is determined and by subtracting that of the porous material from this the volume of voids is ascertained. The rate of penetration of solutions can be determined either (a) by measuring the change in weight as the sample becomes saturated when immersed ni a liquid of know density, or (b) by measuring the volume of liquid penetrating with a dilatometer. In either instance, due to the fact that some penetration takes place as soon as the sample comes in contact with solution and before a reading can be taken, the sample must be paraffined to determine the total volume of penetration. Since many porous materials partly decompose and disintegrate in liquids the rate and volume of penetration can better be measured by dilatometer than by the change in weight, as saturation takes place when immersed in a liquid. The details of procedure for determining (a) total volume of voids, and (b) rate and volume of penetration are given in this paper."

The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. "A limited series of laboratory batch flotation tests was conducted on a suite of calcium-ferrite-based slags made in laboratory smelting trials. The smelting tests were conducted as part of a wider CSIRO Minerals’ research project aimed at developing a single-stage continuous copper-making process. The objective of the flotation work was to maximise copper recovery and iron rejection from slags made in the process.The slags treated included a reduced low copper slag, an oxidised high copper slag composite, and a very reduced low copper self-pulverising slag. The copper content of the slags varied from 2.9% to 14% Cu. The copper was present as metallic copper, oxide copper and copper-calcium ferrite phases with the phase mix related to smelting conditions. The slags were crushed, ground, wet-screened at 355 or 210 µm to remove coarse metallic particles of copper, and floated at natural pH (about pH 11) using reagents and conditions appropriate for the selective recovery of the copper phases.In rougher/scavenger tests on the reduced low copper and self-pulverising slags copper recoveries above 92% were obtained with copper enrichment ratios varying between 2.3 and 2.9. For the oxidised high copper slag copper recoveries were poorer - only 47% of the copper was recovered with an enrichment ratio of 3.3. The presence of the slow floating copper-ferrite phases in the slags limited further (selective) copper recovery. Ageing of the high copper slag, that is, a significant delay between grinding and flotation, resulted in a deterioration of the copper flotation response.The critical parameter affecting the flotation of copper from direct converting slags was found to be the form of the copper in the slag. Slags containing a higher proportion of the more desirable form of copper for flotation will provide the best opportunity for high copper recoveries to be consistently obtained, allowing improvements in the economics of the overall copper-making process."

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

Various types of blasting instrumentation can be used in the field to analyze conditions before, during and after a blast, and to indicate what changes need to be made. When different types of measurements are combined together, the blaster can end up with useful data that can pinpoint the source or sources of problems and what changes have to be made. This paper outlines two case examples where blasting instrumentation was used to overcome problems in separate quarry operations. Extensive measurements with different systems led to significantly improved blasting results.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows
