This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

The Kell Process has been developed for the extraction of platinum group metals (PGMs) and base metals from sulphide flotation concentrates. The process has been successfully tested on several different sulphide flotation concentrates, including those from the UG2 chromitite horizon and the Platreef mafic/ultramafic layer. It has been shown to provide high (>95 per cent) and selective extraction efficiencies for the key valuable metals, i.e. Pt, Pd, Rh, Au, Ni, Co, and Cu. The Kell Process consists of several commercially proven unit operations. S, Ni, Co, and Cu are first selectively removed by use of a pressure oxidation step during which the dissolution of PGMs is minimized. The residue from pressure oxidation is subjected to a thermal treatment to ensure efficient PGM recovery by subsequent chlorination. All the core steps are very similar to well-proven conventional unit operations in common use, as are the subsequent metal recovery steps to provide marketable end products. Typical metallurgical responses of flotation concentrates from UG2 and Platreef to the Kell Process are provided, and key outcomes of an energy comparison study with smelting are summarized in this paper. Kell presents a potentially substantial improvement in PGM concentrate processing technology, in terms of economics via much-reduced power costs, ease of processing, and various environmental benefits. It allows for the treatment of high-chromium low-grade 'dirty' concentrates, such as secondary concentrates from the platinum industry's 'mill-float-mill-float' (MF2) flotation circuits and concentrates from retreatment of tailings. It allows greater concentrate mass pulls, has higher tolerance to gangue intergrowths in concentrates, and its use can provide substantial increases in overall PGM recovery. Its adoption would be a step change in the platinum industry, and given the commercially proven unit operations embodied in the Kell Process, at much-reduced risk compared with other more experimental technologies. Since the initial process development work, significant improvements and refinements have been introduced as a result of further compre¬hensive testing and process modelling. Pilot-scale testing and engineering study work is in progress for several selected sites.

This handbook describes effective methods for the control of methane gas in mines and tunnels. It assumes the reader is familiar with mining. The first chapter covers facts about methane important to mine safety, such as the explosibility of gas mixtures. The second chapter covers methane sampling, which is crucial because many methane explosions have been attributed to sampling deficiencies. Subsequent chapters describe methane control methods for different kinds of mines and mining equipment, primarily for U.S. coal mines. These coal mine chapters include continuous miners and longwalls, including bleeders. Coal seam degasification is covered extensively. Other coal mine chapters deal with methane emission forecasting and predicting the excess gas from troublesome geologic features like faults. Additional coal chapters contain methane controls for shaft sinking and shaft filling, for surface highwall mines, and for coal storage silos. Major coal mine explosion disasters have always involved the combustion of coal dust, originally triggered by methane. Thus, a chapter is included on making coal dust inert so it cannot explode. Methane is surprisingly common in metal and nonmetal mines around the world, as well as in many tunnels as they are excavated. Accordingly, a chapter is included on metal and nonmetal mines and another on tunnels. Proper ventilation plays the major role in keeping mines free of hazardous methane accumulations. The ventilation discussed in this handbook, except for the chapter on bleeder systems, deals only with so-called face ventilation, i.e., ventilation of the immediate working face area, not ventilation of the mine as a whole. The omission of whole-mine ventilation was necessary to keep this handbook to a reasonable size and because a huge amount of excellent information is available on the subject.2

The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.

The annual ICGCM China was initiated in 2014. Up to 2023, ICGCM China has been held 9 times. In the 9 conferences during the past 10 years, about 559 papers in 17 topical areas were presented and attendance ranged from 200+ to 400+ each conference. The 42nd ICGCM China was held in Xiangtan, Hunan, China, 10/20–10/22/2023. There were 86 papers presented in 26 topical areas. In addition, an MS and PhD Research Forum was held concurrently with 36 papers presented by MS and PhD candidates in mining engineering from 8 schools. The conference plays an important role in cultivating advanced degree student talents. In this paper, all 559 papers reviewed previously were summarized. In addition, the 42nd ICGCM China is used to illustrate the current and future development trends of coal mine ground control in China. It summarizes the 122 papers (including 36 MS and PhD forum papers) grouping into, and in terms of, 26 topical areas. In addition, its unique and innovative subject areas, short summary of developments as well as conference strengths and shortcomings will also be presented.

Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

With the development of underground mining, the deformation of roadway floor has increasingly become a major constraint on the safe and efficient production of coal mines. To address the floor deformation that was caused by massive stress concentration in roadway, an innovative method based on deep-hole directional tensile blasting technology is put forward. By taking No.122108 working face in Caojiatan Coal Mine as engineering background and analyzing the mechanism of deformation, a numerical simulation and field test are carried out to verify the effect on deformation control of this technology. It is found that the deep-hole directional tensile blasting technology can actively control the fracture position of the roof in the gob area and cut off the stress transmission path, so as to relieve the stress in the roadway. And since different blasting parameters have different impacts on the stress relief effect, a numerical simulation is implemented and it is found that the stress relief effect is the best when blasting depth is set to be 32 m and the blasting angle be 60°. By applying the optimal blasting parameters to the field engineering test, it can be seen that the deep-hole directional tensile blasting technology could effectively reduce maximum stress value and stress field range of the both sides of the roadway, and make the stress field far away from the roadway, thus effectively controlling the deformation of the roadway floor. The deep-hole directional tensile blasting technology can effectively solve the problem of roadway floor deformation and can be safely applied to engineering sites.

INTRODUCTIONThis chapter comments on some of the more common types of agreements related to property examination and acquisition, other than the farm-in/joint venture agreement or common undertaking, which is dealt with in the next two chapters. Many of the comments made in Part IV of Chapter 4 apply equally to any such agreement. In addition, many of the comments in Chapter 8 and the examples in Volume II are most certainly relevant to many other types of agreement.6.2. RIGHTS OF FIRST REFUSAL1A right of first refusal is a right that obligates an owner to offer his property, or an interest therein, to the holder of the first right if the owner intends to sell or otherwise dispose of it. It may be triggered either by the owner wishing to offer his property for sale or by receipt of a bona fide offer to purchase his interest from an “outside” third party. The mechanics and procedures to implement a first right should be set out clearly in the agreement, and their basics are the same, whether the first right is a stand-alone document or is part of an acquisition agreement.2Rights of first refusal are common in agreements to permit some control over the disposition of an interest and there they can be a valuable provision. However, some explorationists feel that they are also a good stand-alone agreement to have while a property is being evaluated to decide whether or not it is worth optioning. The reasoning is that such an arrangement will tie up the property to allow a quick look and, if the property looks interesting, the balance of the term of the first right will give an ample exclusive period of time to negotiate with the owner and settle an acquisition agreement. In addition, the explorationist is protected by the first right if the owner decides to negotiate a deal with another party."

The traditional vertical transportation systems deliver both gangue and useful mineral. The extraction of the desired minerals requires the construction of mineral processing and waste management plants, driving production costs, and often creating a negative environmental impact. The proposed technology is an integration of mineral processing within the transportation system. The mined rock is crushed and then loaded into a vertical lifting system filled with heavy media, with an intermediate density between the mineral and the waste rock. Driven by gravity separation, the desired mineral floats to the earth's surface, while the waste sinks. Delivered minerals and sunk waste is extracted from the heavy media and is then regenerated to a dry state. The useful mineral should be suitable for further use, and the waste used for backfilling. Remained residues of the heavy media may be recycled and reused in the vertical transportation system. Trials of the proposed process in a pilot format have confirmed economic and environmental advantages over traditional methods of transportation and mineral processing technologies. Localized uniform conditioning is a technique developed to spatially locate selective mining unit grades that have been derived using uniform conditioning for the assessment of recoverable resources. The technique has the advantage of producing selective mining unit estimates conforming to the uniform conditioning panel-specific grade-tonnage curve while introducing spatial information at the scale of the selective mining units. This paper describes an alternative technique to localized uniform conditioning which does not explicitly require the uniform conditioning panel-specific grade-tonnage curve to localize the selective mining unit estimates. The technique can therefore be implemented in mining software where uniform conditioning is not available.

"Titanium alloy was prepared from titania-bearing blast furnace slag (Ti-BF slag) by aluminothermic process in an induction furnace. The effects of aluminum amount on the titanium silicon yield and titanium recovery ratio were studied. The phase transformation and chemical composition of the prepared alloy were investigated by X-ray diffractometry (XRD) and X-ray fluorescence (XRF) respectively. It was found that the mass fraction of silicon and aluminum increased with increasing the aluminum amount, however, the mass fraction of titanium increased first and then decreased with increasing the aluminum amount. Furthermore, both the titanium alloy yield and titanium recovery ratio increased with the increase of aluminum amount. The main phases of the alloy were TixSiy and AlTi3. The titanium alloy samples prepared in various conditions had a composition (wt.%): 38–50% Ti, 29-34% Si, 4-11 Al%, 1.6-2.2 Mn%.IntroductionPanzhihua and Xichang regions in the southwest of China are rich in vanadium-titanium magnetite containing iron, vanadium, titanium and gangue. According to the characteristics of the resource, iron and vanadium are successfully recovered with a blast furnace process and a converter process. However, most content of titanium are entered in the blast furnace slag with TiO2 22% -26% and metallic Fe 2%–6% called Ti-BF slag. Due to the dispersed distribution of Ti in various fine grained mineral phases with a complex combination between Ca, Al and Si, it is difficult to recover the Ti components[1]. This slag is generated at a current rate of 3.6 million tons per year, which adds to the existing 70 million tons of slag produced so far[2]. The slag has had to be piled as large as the mountains, which not only waste of resources but also cause a pollution of the environment. Therefore, the study of integrated utilizing Ti-BF slag has become very significant."

During the examination of various commercial brands of copper wire bars, which had exhibited different degrees of adaptability for being drawn into fine gages of wire by the present-day high speed machine, it was found that each brand had a more or less characteristic crystal macrostructure. A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

Cobalt/tungsten mineralization at Mt. Cobalt, located 170 km southeast of Mt. Isa in northwestern Queensland, is described. Mineralization occurs in the Kuridala Formation of the Mary Kathleen Group, which is composed dominantly of pelitic schists, carbonates and acid and basic volcanics.Rocks in the region are metamorphosed to amphibolite facies and affected by two generations of tight to isoclinal folds and a third, more open generation of folds. The region is divided into three meridionally trending belts on the basis of structural style, with mineralization concentrated in the central, more highly strained belt.Deformation and metamorphism is probably younger than 1670 m.a., and the rocks are intruded by granitic rocks dated at 1509 ± 22 m.a.Mineralization occurs in shear zones at the contact between an amphibolite and enclosing pelitic schists, and within the amphibolite itself. Mineralization consists of cobaltite and scheelite with lesser chalcopyrite, pyrite, pyrrhotite, i1menite, allanite, xenotime and apatite. The mineralizing event involved addition of K, Cl, CO2 W, As, Cu, Ni, Au and rare earths and depletion of Ca and Na. It altered a hornblendeandesine/labradorite host assemblage to a biotiteoligoclase/andesine-scapolite assemblage. Though tourmalinealteration also occurs, it is probably not related to mineralization.It is concluded that the mineralization and alteration assemblages formed by reaction of saline fluids with amphibolite close to the peak of amphibolite facies metamorphism.The fluids are probably metamorphically derived, and their movement was channelled through high strain zones in the sequence. The material carried by the fluids was derived from the metasedimentary/metavolcanic pile as a whole.Other deposits in the Mt. Cobalt-Selwyn area have characteristics comparable with Mt. Cobalt, and the mechanism for the genesis of Mt. Cobalt may have applications at other areas in the region.

A number of interrelated factors influence the economics of the sulphide smelting of copper, lead, zinc and nickel. This paper discusses these factors, mainly from a US point of view, and shows how they affect the cost of construction and operation of new and existing plants. The paper shows how metallurgical plant construction costs and the consumer price index have increased at a much faster rate than metal prices thereby making some metal mining and production operations within the USA, Canada and the EEC less profitable than operations elsewhere. This in turn inhibits new "grass roots" metallurgical developments. It is explained how retrofit of existing pyrometallurgical plants can be a more viable development than the construction of "green field" plants, especially if such retrofit improves, energy efficiencies, overall operating costs and reduces emissions of sulphur and other toxic wastes. Some aspects of metallurgical plant operation are examined, especially for copper and nickel, to show how changes in operating practices may develop in order to improve overall smelting economies, especially when developed in conjunction with objective retrofit. The paper also examines some financial aspects, especially insofar as the disparity between terms for loans offered to third world countries and the USA and the EEC are concerned and also comments upon the need, especially within the USA, for legislation to permit rapid depreciation of capital. Specific comments are made about environmental aspects, including the lack of uniformity of pollution control legislation and how environmental considerations may have some bearing of the location of future smelting operations.

"Good morning gentlemen. I am very pleased to have this opportunity to tell you a few of the things that happen within a completely unrelated activity, the electroplating industry, except that it does consume metals and has some slight similarity of problems so far as cyanide is concerned.First, just a few general terms about the industry. It is a relatively unsophisticated industry technically, and in many instances there are serious problems in obtaining staff that can operate the various systems that are currently available for destroying cyanide or precipitating metals.I would suggest to you that if you are investigating any system that you consider very seriously the personnel that are actually going to run it. The installation people; probably have some idea what it is all about but the operators must be chosen for their ability and not because they just happen to be available.We perhaps have another area in common. There is very little money for capital expenditures that produce no immediate return or even eventual return on the investment.The industry is largely made up of ""Jobbers"" who are strictly electroplating. There is another group in which the electroplating is captive as in large companions where it is a convenience operation. Also there are specialists, who do other things besides plating but it is a very major part of their operation. This applies to the automotive parts industry.Cyanide applications in the plating industry will be for copper, zinc, cadmium, silver, brass, and gold. Cyanide waste solutions come from those solutions adhering to the plated parts, and from the occasional discharge of the plating bath solutions. Also, in a related industry, the heat treating people with cyanide case hardening have some high concentrations of cyanide to dispose of. Concentrations of cyanide that we treat are 2500 parts per million or higher especially in wastes from heat treating. Solution volumes might be as low as 100 gallons per hour in a well run, carefully operated rinsing system. It may be as high as 3000 gallons per hour where dilution occurs."

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

Synthetic rock with predictable porosity and permeability has been Prepared from mixtures of sand, cement and water. Three series of mixes were investigated primarily for the relation between porosity and permeability for certain grain sizes and proportions. Synthetic rock prepared of 65 per cent large grains, 27 per cent small grains and 8 per cent Portland cement, gave measurable results ranging in porosity from 22.5 to 40 per cent and in permeability from 0.1 darcies to 6 darcies. This variation in porosity and permeability was caused by varying the amount of blending water. Drainage-cycle relative permeability characteristics of the synthetic rock were similar to those of natural reservoir rock. INTRODUCTION The fundamental behavior characteristics of fluids flowing through porous media have been described in the literature. Practical application of these flow characteristics to field conditions is too complicated except where assumptions are overly simplified. The use of dimensionally scaled models to simulate oil reservoirs has been described in the literature. 1-3 These and other papers have presented the theoretical and experimental justification for model design. Others have presented elements of model construction and their operation. In most investigations the porous media have consisted of either u ncon soli da ted sand, glass beads, broken glass or plastic-impregnated granular substances—materials in which the flow behavior is not identical to that in natural reservoir rock. The relative permeability curves for unconsoli-dated sands differ from those for consolidated sandstone. The effect of saturation history on relative permeability measurements is discussed by Geffen, et a1.4 Wyga15 has shown quite conclusively that a process of artificial cementation can be used to render un consolidated packs into synthetic sandstones having properties similar to those of natural rock. Many theoretical and experimental studies have been made in attempts to determine the structure and properties of unconsolidated sand, the most notable being by Naar and Wygal.6 Others have theorized and experimented with the fundamental characteristics of reservoir rocks. This study was conducted to determine if some general relationship could be established between the size of sand grains and the porosity and permeability in consolidated binary packs. This paper presents the results obtained by changing some of the factors which affect the porosity and permeability of synthetically prepared sandstone. In addition, drainage relative permeability curves are presented. EXPERIMENTAL PROCEDURE Mixtures of Portland cement with water and aggregate generally are designed to have certain characteristics, but essentially all are planned to be impervious to water or other liquids. Synthetic sandstone simulating oil reservoir rock, however, must be designed to have a given permeability (sometimes several darcies), a porosity which is primarily the effective porosity but quantitatively similar to natural rock, and other characteristics comparable to reservoir rock, such as wettability, pore geometry, tortuosity, etc. Unconsolidated ternary mixtures of spheres gave both a theoretically computed and an experimentally observed minimum porosity of about 25 per cent.7 By using a particle-distribution system, one-size particle packs had reproducible porosities in the reproducible range of 35 to 37 per cent.6 For model reservoir studies of the prototype system, a synthetic rock having a porosity of 25 per cent or less and a permeability of 2 darcies was required. The rock had to be uniform and competent enough to handle. Synthetic sandstone cores were prepared utilizing the technique developed by Wygal.5 Some slight variations in the procedure were incorporated. The sand was sieved through U. S. Standard sieves. The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

This paper relates to the foundation of a steel structure located at the San Martin de la Vega (Madrid) amusement park. The structure has more than 100 supports with various loading conditions, including important horizontal and uplift forces. Additionally, the settlement tolerances are very strict. A massive gypsum formation with interbedded clay layers and random solution great voids at various levels constitute the soil. The foundation design has been conditioned large enough these difficulties (load conditions and soil problems). The piling machine used was powerful to drill through the soft rock (UCS up to 11Mpa). The integrity of each pile had to be guaranteed by continuous recording of drilling and concrete pouring parameters. In order to fulfil all those conditions, a STARSOL type-piling rig was used. More than 4500 meters of piles were performed. The diameters of the piles were 450 and 550-mm and their depths varies from 6 to 23 meters. All piles were reinforced over their full length.
