THE agreement of September, 1922, between the anthracite operators and the United Mine Workers of America, which followed the 54.5 months strike during the summer of that year, contained the following provision : The parties unite in a recommendation to Congress that legislation be forthwith enacted creating a separate anthracite coal commission with authority to investigate and report promptly on every phase of the industry and the parties hereby ask the President to request the enactment by Congress of the recommended legislation. The continuance of production after Aug. 31, 1923, shall be upon such terms as the parties may agree-upon in the light of the report of the Commission.

By implementing a converter downstream of the reduction furnace it is possible to broaden the product range significantly. The converter can also successfully be used to strip furnace slag from chromium oxide. Some process alternatives and their economical, practical and environmental implications are studied using process models developed based on UHT?s long experience in stainless steelmaking, stainless steel process control and charge chrome refining. Three-dimensional time-lapse velocity tomograms were generated to image stress redistribution around a longwall panel to produce a better understanding of the mechanisms that lead to ground failure. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Most similar studies have utilized active sources including longwall shearers, controlled explosions, and hammer blows. These active sources generally require a person to initiate and measure the location and time of the source, and are not conducive to continuous monitoring. This method utilizes mining induced microseismic events as passive sources and lends itself well to continuous monitoring. Two event location methods were compared in order to move toward quantification of tomographic results in terms of ground conditions. Additionally, LAMODEL was utilized to determine the expected stress distribution around the longwall panel and compare these images to the velocity tomograms. Eighteen tomograms were generated, one per day, and high velocity regions in the set of tomograms generated from the initial location algorithm correlated with abutment stress redistribution predicted by numerical modeling. This research is significant as it has the potential to improve safety in underground mines and is the only example of long term passive velocity tomography implementation for the purpose of inferring stress redistribution around an area of active mining. Though still immature, this technology has the potential to allow mine personnel to image areas of active mining on a regular basis and detect areas with anomalous velocity distributions indicating potential safety hazards.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

"The high injury rand fatality rate in coal mining, as compared with other industries, has caused the mining industry to become more and more interested in accident prevention methods.The prevention of accidents in the mining industry is probably not as simple a problem as it is in other industries, but if the experience of coal mining companies who have taken up the work of accident prevention seriously during recent years means anything, there is little doubt that most mining companies car improve their accident records very materially.Such results can be obtained in practically all instances without adding to production costs. In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

Mt Waruwari, host to the Porgera underground gold mine in the Highlands of Papua New Guinea (PNG), is a prominent ridge of sediments and dioritic intrusives rising approximately 600m above the surrounding valley floor. Consequently, mining occurs in a low stress environment where structural and material considerations are foremost in the design of ground support and reinforcement. Three major rock types are encountered in the underground mine. These are locally referred to as "black sediments" (slightly indurated mudstones and clayey siltstones), "altered sediments" (derived from black sediments by thermal metamorphism), and "intrusives" of dioritic composition. The rocks are moderately to highly fractured, the black sediments being generally weak and occasionally sheared while the altered sediments and intrusives are quite strong but often brittle. Mining takes place from a series of stopes extracted by either slot and mass blast or a modified vertical crater retreat method (VCR), which are backfilled with a cemented rock fill. Ground support and reinforcement has been relatively conserv- ative to date and generally relies on pattern reinforcement of all development with cement grouted "rebar" bolts and mesh, extending to pattern cable bolting with occasional mesh in stope backs. In addition there has been considerable reinforcement of stope hangingwalls in some cases. A programme of broad scale structural mapping, monitoring with extensometers, material property testing, and stress analysis has been devised to allow optimum design of ground support and reinforcement in the future. Considerable work remains to ,omplete this task.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.

Significant benefits attributed to the NextGen® system are operational cost reductions through the use of real-time dynamic control of chemical energy and improved environmental conditions through reduced GHG emissions. Additionally, the implementation of Tenova’s Water Leak Detection Technology® has shown results as an effective tool for operators to identify in real-time the presence of water during both reducing and oxidizing conditions. "I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"

Leaving the relatively simple life on a uni student and venturing off in to the outside working world is a big step. There are two paths to follow, the æContikiÆ style graduate program where you pick up your new lease vehicle and set forth on two to three years of planned activities, or can pack everything into one bag, stick a copy of æthe rough guideÆ in your pocket, and set off on your own graduate adventure. I took the path less travelled.The less followed method of developing yourself isnÆt for everybody. Parts of the journey are difficult and sometimes it feels hopeless, but itÆs all a learning experience. Along the way you might not get to all the graduate ætourist stopsÆ like dragline, truck-shovel, or drill and blast. But youÆll see most of them and pick up a lot more of the local culture such as people management, operational knowledge, quality control, and the black arts of project financial management.

A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

O presente trabalho tem como objetivo mostrar os ganhos financeiros e produtivos do Laminador de Aços Longos da CSN através da otimização do plano de passes. Analisando a árvore de calibração identificamos a possibilidade de ganhos com a unificação de famílias de bitolas. No laminador temos duas famílias: Família Ø 5,5 mm (bitolas 5,5; 7,0; 9,0; 11,0; 14,30) e Família Ø6,3mm (bitolas 6,3; 8; 10; 12,5 e 16) para a fabricação destas bitolas utilizamos até 18 passes no laminador duo horizontal/vertical e mais ate 10 passes no laminador acabador cantilever. Após um estudo detalhado do plano de passes existente, verificou-se a possibilidade da eliminação e unificação de passes entre as duas famílias. Para corroborar as alterações propostas, decidiu-se utilizar um modelo matemático que representasse os passes e realizasse os cálculos para verificar as reduções e capacidades dos equipamentos visando minimizar os riscos e custos adicionais com modificações de ferramental. Após mais de 60 horas de simulações e testes, foi desenhado um novo plano de passes para a Laminação eliminando-se a necessidade de troca de 8 cadeiras, o que representa um aumento de 6 horas no tempo disponível para produção por mês e também a redução de 8 pares de cilindros de laminação, redução de guias e roletes, e tempo de preparação na oficina de cilindros. Só após verificação e aprovação desta etapa foram iniciados os testes no laminador que confirmaram os resultados obtidos nas simulações.

"A comparison of data from INPUT, GEOTEM, and MEGATEM airborne electromagnetic (AEM) systems over the Aldermac deposit, Québec, Canada, was undertaken to evaluate the relative ef¬ficiency of these systems for the detection of small, deep conductors. The Aldermac orebody was mined between 1933 and 1934 to a depth of 200 m. A deeper mineralized zone was discovered in 1987. The MEGATEMII system was used to acquire 90- and 30-Hz data over the deposit in 2003 as part of a research project. These MEGATEMII data were compared with data acquired by other AEM systems (GEOTEM and INPUT), and the results show that the MEGATEMII response is ten times larger than the other sys¬tems. For the dB/dt response, 30 Hz gives a better signal-to-noise ratio, whereas 90 Hz has a better signal-to-noise ratio on the B-field.The data were evaluated by numerical modeling. The deposit was best represented by a complex mod¬el, comprising two weakly conductive bodies to approximate the alteration halo, two deeper prisms repre¬senting known orebodies, and three bodies ranging in thickness from 3 to 6 m and in resistivity from 12 to 20 ohm·m, representing the chargeable overburden. This implies that the MEGATEMII system is able to see a small conductive body at more than 200 m depth in an area where the response is contaminated by conductive overburden."

Structural, mineralogical, and textural data from the Tarnagulla Goldfield demonstrate that the area has undergone three significant phases of deformation. The first phase of deformation (D1) predates the intrusion of the Tarnagulla pluton, which has been dated using K/Ar as 391 ¦ 5MY. We regard this pre-granite deformational event as the major regional deformation. Gold-bearing quartz veins have been deposited in dilational sites on west-dipping reverse faults. These sites demonstrate a geometry related both to faulting associated with D1 and the plunge of the F1 fold axes. This evidence, together with chronology of unmineralised ? D2 and D3 faults, the absence of quartz veining associated with D3 events, and the deformation of carbonate-quartz-biotite-sulphide aggregates within Sl by later S2, lead us to conclude that the bulk of the mineralisation was essentially syn- or late D1 . d18O values for fluids in equilibrium with vein quartz from Central Victoria have indicated equivocal support for either a magmatic or metamorphic origin. Our evidence supports a pre-magmatic origin for mineralisation at Tarnagulla and hence tends to favour a metamorphic fluid source.

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.

The principal varieties of stone used are granite, marble, limestone, sandstone, and slate. This report deals with granite. OCCURRENCE AND CHARACTER OF GRANITE Granites usually have been classed as igneous rocks derived from molten masses or magmas, but there is wide evidence that the origin of some granites may be attributed to regional metamorphism of preexisting rocks, rearrangement and recrystallization taking place without a liquid or molten stage. In any event granitization is a slow, deep-seated process.

Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. "Highland Valley Copper is a conventional truck-shovel mining and flotation concentrator operation located 75 km southwest of Kamloops, British Columbia (Fig. 1).The ore is situated within a porphyry copper deposit and is mined at a rate of 135,000 mt/day from two separate open pits. The nearby mill produces concentrates containing 375 million pounds of copper and 5 million pounds of molybdenum metal yearly. In the Valley pit, head grades are roughly 0.40% Cu at a 0.23% Cu equivalent cut-off. The Valley pit strip ratio currently sits at 0.55:1 with waste quantities made up of separate rock and unconsolidated overburden units. From the mill, concentrates are trucked to nearby Ashcroft and then hauled by rail to ocean port facilities in Vancouver. The mine employs 950 people and is planned to operate until 2009. The operation is a partnership between Teck Cominco (63.9%), BHP Billiton (33.6%), and others (2.5%). Management is shared by the two principal owners and directed by a management committee."
