"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

Convergence measurement across the 17.4 m (57ft) high shaft station/loading pocket at Mt. Taylor provided continuing verification of stability and safety. Three levels of instrumentation, consisting of three lines each, were installed and monitored. The instrumentation showed that the flexible lining restrained the adjacent rock. The flexible lining consisted of pea gravel with neat cement between rock and liner plate, wooden crush blocks between liner plate and steel ring beams. The loading pocket is elliptical, 11.6 by 9.6 m (38 by 31 1/2 ft) I.D. The crush blocks were designed to allow 15 cm (6 in.) of convergence. Maximum predicted convergence was 7.0 cm (2 3/4 in.) and 5.7 cm (2 1/4 in.) was measured. Convergence measurements also demonstrated decreasing deformation with respect to elapsed time and distance from the measurement station to the temporary bottom of the shaft excavation.

This study summarizes the ventilation requirements for the highly mechanized PT. Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The deep ore zone (DOZ) is a coppergold deposit that is being developed underneath the current intermediate ore zone (IOZ) mine. One of the company's current plans is to prepare this mine for a steady ore flow of 25 kt/d (27,500 stpd) by 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

"A computer model has been developed to simulate the flash furnace and converter operations at the ASARCO Hayden Copper Smelter. The focus of the modeling was to optimize the converter operation to eliminate high matte level episodes in the flash furnace. These episodes (reducing feed to the furnace) resulted from the lack of converter operation scheduling. The model provided ""what if?"" scheduling scenarios that led to increased efficiency of the converter and flash furnace operations.This paper discusses alternatives studied to optimize the converter operation and the development of the computer modeling program, including implementation of the project. The discussion details the results of the project including the conversion from batch to a real time converter scheduling process. IntroductionASARCO's Hayden Smelter consists of a fluid bed drying system, an Inco oxygen flash smelting furnace, Peirce Smith converters, two anode furnaces and two casting wheels, gas cleaning plant, 2800 stpd sulfuric acid plant, 650 stpd oxygen plant and 200 gpm water treatment plant. The process flow sheet of the plant is shown in Figure 1.Over the past several years, the Hayden smelter has been involved in productivity improvement and cost reduction programs. This has been necessary to become a low cost copper producer in today's market. Part of the productivity improvement program was the use of process control to streamline the flash furnace and converter operations. Process control, through the use of computers and electronic controllers, has played an increasingly important role in optimizing processes in the Hayden Plant since the startup of the Inco flash furnace in 1983."

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

A program of stress change and roadway deformation monitoring was undertaken to measure the forward abutment load distribution about a retreating longwall panel at Dartbrook Mine. The results of this monitoring allow roadway conditions observed at various stages of mining to be ranked according to the estimated vertical stress they have experienced. This ranking also provides a means to predict and visualise future roadway conditions at various stages of mining. This paper presents the results of the monitoring and describes the approach developed to predict future roadway conditions. The monitoring results show the vertical stress distribution associated with the front abutment from a longwall goal decreases exponentially away from the goaf edge. The vertical stress distribution peaks at the goaf edge at 5 to 6 MPa stress increase and decreases to 1 MPa within 50 m becoming imperceptible beyond 100 m By scaling this measured distribution to reflect the loading environment, the vertical stress can be estimated for different overburden depths and different stages of mining. Photographs of roadway conditions at particular vertical stress levels provide a way to visualise roadway conditions at various stages of mining in the future

The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

The geologist is often called upon to give judgment on the possibilities of reviving a former mining field presumably worked out as far as the evidence then available indicated. From time to time, scarcity and consequent high prices of metals has led to there-examination of many old fields. The possibility of resuming investigation on them where the practical miner ceased work, even where he had the aid of the trained geologist, has long since disappeared.Means of access to mines have been removed and water fills the workings. Hence an indirect mode of attack becomes essential.This method depends mainly on past history, and may be described as a reaching out by faith supported by shrewd guessing from the known to the unknown. Apart from whatever general intelligent observations may be made in situ of the evidence of former mining activity, the method depends largely on the examination of the past history of the field as revealed in the official records, company reports, plans of underground workings, local newspaper accounts, and the testimony of practical miners formerly employedon the field, the' reliability of which has to be carefully sifted. The matter derived from the examination of these sources must next be rigorously collated and correlated where possible. When the review of all individu!1l features and aspects has been completed, tentative and speculative conclusions may be drawn which, though not verifiable before the event, will usually prove to be more serviceable guides in exploratory operations than mere "blind stabbing."As an actual illustration of what is involved in the mode of procedure outlined above, the following is the description of an investigation in which the writer took part.In 1937, during the course of the Commonwealth Aerial, Geological and Geophysical Survey of Northern Australia, a detailed geological investigation was undertaken of the Croydon gold field, situated near the south-eastern. extremity of the Gulf of Carpentaria in North Queensland.The history of the field briefly is as follows: It was discovered in 1885, reached its peak of production 1896, declining thereafter till 1906, when operations ceased. The total production was about 1,000,000 ounces of gold bullion, containing approximately 40 per cent. of silver. The gold bullion was won from flat-dipping quartz reefs, which yielded an average of 2.oz. to the ton, and the maximum depth to which production occurred was 500 feet. Subsequent prospecting below this depth failed to locate further ore.In consequence of the inaccessibility of the mines and the almost total masking of the' surface by alluvium, the investigation of future possibilities became largely an. office ,study, which was conducted under the following headings:-1. Recording of factual data of each mine separately.

In a previous paper of this series (1) ,t it was shown that during the creep of single crystals of lead, deformation proceeded to some extent by means of slip on the octahedral plane. This was demonstrated by the formation of slip lines on the surface of the specimens. At first, a few broad bands appeared after a small amount of extension had taken place; then, as extension proceeded, more and finer lines made their appearance until the whole of the specimen surface was covered.The present paper deals with the process of deformation of the creep specimens as revealed by X-ray examination..By the use of this method, the changes taking place in the crystal structure can be observed.EXPERIMENTAL METHODThe method of preparation of the specimens, their size and the purity of the lead employed have been reported elsewhere (1). At frequent intervals, the specimens were dismantled from the test rack and X-ray back reflection photographs were taken. The specimens were so marked and set up on the X-ray machine that the same spot on the specimen surface was always examined.Copper radiation was employed, the tube voltage and current being 45 kV. and 25 m.a. respectively and the exposure time 2 hrs. The slit diameter was 1 mm.

Quality control is essential for augered cast-in-place (ACIP) piles (also known as continuous flight auger (CFA) piles outside the United States) and drilled displacement (DD) piles since the pile is constructed below the ground surface out of the direct sight of the personnel constructing and inspecting the pile. ACIP piles are being successfully constructed to support high-rise structures, hospitals, arenas and stadiums, mass transit systems, and power and industrial facilities. The use of DD pile technology is also gaining ground in the United States, typically utilizing proprietary systems such as Omega (currently utilized by Richard Goettle Inc., and LG Barcus and Sons, Inc.), Berkel, and DeWal (currently utilized by Morris-Shea). Different types of ACIP/DD pile installation equipment are shown in Figures 1 and 2. ACIP piles are installed into granular and cohesive soils, and soft rock to lengths currently approaching 130 ft (39.5 m), with diameters up to 24 to 36 inches (610 to 915 mm), and sustaining design loads approaching 900 kips (4000 kN). Current DD pile installation equipment in the United States is capable of installing up to 79-ft-long (24 m) piles with diameters ranging from 12 to 18 inches (305 mm to 460 mm).

Occidental Oil Shale, Inc. constructed two commercial-sized modified in situ (MIS) retorts, Retorts 7 and 8, at its Logan Wash Oil Shale Mine in February and April 1981, respectively. One of the primary objectives of this two-retort program was to examine large-scale blasting reproducibility for commercial-sized retorts. The blast design used 545 blastholes and 550,000 pounds of explosive in ANFO equivalent per retort. Each retort was blasted using millisecond delay blasting caps tied into a single round. The blasts resulted in rubble beds very close to one another and to predicted results obtained using newly developed limited void blasting technology. The heights of the remaining void rooms over the beds after blasting were within 0.3 feet of one another. This excellent reproducibility is brought into true perspective when compared to the scale of the rubble beds which were 230 feet high with volumes of over six million cubic feet each.

Many mines in Canada, the US and S. Africa are reaching the hoisting limit. Very little payload will be possible without compromising safety due the excessive weight. It has been suggested (DeLorme, 2000), that one of the most attractive concepts to enable deeper hoisting is to reduce the allowable factor of safety in the wire rope. Researchers at the Spokane Research Lab are developing new technology to improve hoisting safety and productivity by providing new monitoring and analytical tools. A Shaft Conveyance Monitoring System (SCMS) has been developed which determines hoist rope end load, true conveyance position and acceleration, and rope safety factor, as well as other hoist operating parameters. This information is transmitted to the hoist operator display 20 times per second. Recent field measurements on 45 mm(1 ¾ in.) diameter hoist rope indicate that dynamic forces during loading of a 9000 kg(10 ton) skip may exceed the safety factor of the rope. To improve on the current understanding of the mechanical behavior of hoist ropes, and to help interpret the results from field-testing of the SCMS, a new approach to computer modeling of stranded wire rope is also being developed. Particle Flow Code, PFC3D (Itasca 1995b) is used to simulate the structural behavior of wire rope and the interaction between individual strands when the rope is subjected to static and dynamic end loading. Details of the SCMS, field results from the measured rope loads, and the results of numerical modeling on the wire rope will be discussed.

In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

As mining companies have to go deeper in search of ore and coal, the importance of protecting the highwall increases. Wall fatigue also increases with importance of the long life expectancy of a highwall, in particular the impact of fatigue influenced by resonance. Resonance is the tendency of a material to oscillate with greater amplitude at certain frequencies when exposed to a periodic force. Until recently, only dominant frequencies, either natural or induced, were all that could be measured through the fast Fourier transform of the blast-induced wave form.This paper presents a novel method to accurately predict the resonant frequency of a highwall. In fact, the method can predict the natural frequencies between any two monitoring points placed in line with the source of impact, and as such it can be used to determine the resonant frequencies of any physical object. The method not only predicts the resonant frequencies of the material; it predicts the structural response of the total frequency spectrum. This method helps describe the response of a mechanical structure to excitation. It describes the structure’s efficiency in the use of energy, that is, whether energy is dampened or consumed in resonance.The initial predictions have been so accurate that it made it possible to determine the fundamental frequency and the first six harmonics of a highwall in a northern Queensland coalmine. With the use of electronic detonators, the blast can be timed with a repeating delay to create an induced artificial frequency that has been determined to retain the least amount of energy.CITATION:Osterman, R, 2015. "Breakwater Tunisia S.A.’s Bougrine mine is located in a semi-arid region of Tunisia characterized with Triassic salt domes. Due to extensive agricultural land-use in the mine area, a zero-discharge tailings facility design and high water recycling rates to the concentrator were chosen to minimize the environmental impact to the surrounding area. The process water supply has an accumulation of naturally occurring salts due to high evaporation rates and the need to recycle 70% of the process water. The elevated salt content of the process water had an adverse effect on the efficiency of the flotation reagents, which led to the production of lower quality zinc concentrate.The impact of the water salinity on the zinc concentrate quality was documented by extensive laboratory testing. A feasibility study was prepared and a decision was made to install a reverse osmosis plant for desalination of the process water. A plant was constructed during 2000 which currently supplies up to 85 m3/hr of de-mineralized water, equal to approximately 45% of the total process water requirement. The salinity of the process water decreased from about ten to twelve grams per litre before installation to less than three grams per litre. Together with minor modifications to the concentrator circuit, Breakwater Tunisia has increased the zinc concentrate grade from 50% zinc to 55% zinc without compromising the zinc recovery rate of approximately 84%.This paper discusses the successful installation of a reverse osmosis desalination plant that allowed Breakwater Tunisia to improve the grade of the Bougrine mine zinc concentrate and thus increase the net smelter return.INTRODUCTIONBreakwater Resources Ltd., through a wholly owned subsidiary, Breakwater Tunisia S.A., acquired the Bougrine underground mine and related assets in September 1997. During the winter of 1997/1998, the company rehabilitated the mining equipment, modified the concentrator circuit, developed a new mine ventilation system and prepared a new mining production program. The mine was reopened on May 2, 1998 and was in commercial production as of June 1, 1998."

ANY analysis of the aluminum situation, particularly of the factors involved in the current shortage of the metal, must consider the rapid march of events since the Munich fiasco of September 1938. At the end of 1938, the sole domestic producer of aluminum had more than a year's supply of metal on hand, having added 50,500 tons of output to stocks during the year. Not until war had been declared between the United Kingdom and Germany in September 1939 did the United States begin to make serious preparations for defense and a limited national emergency was proclaimed. Congress reflecting popular opinion, was not disposed to spend huge sums for armaments in 1939, and although 31,413 tons of aluminum was withdrawn from stocks. 107,500 tons was still on hand at the end of the year. When the President initiated a 50,000-airplane program in May 1940 the country was astounded, as previous Congressional authorizations of approximately 6000 planes for the Army by July 1911 and 3000 for the Navy by 1914 had been considered adequate.

"Pneumatic flotation was introduced to the Chilean Copper Mining Industry in 1993 by Ingeniería de Minerales S.A. (IDM). The technology is based on the designs of Dr. Rainer Imhof from Germany, who is the designer of several different types of pneumatic flotation cells, already sold through his Company Maelgwyn Mineral Service Limited (MMH). The company is represented by Ingenieria de Minerales S.A. (IDM) in South America.Pneumatic flotation, has been used in tough industrial applications .It has been successfully used for metallic ores such as copper sulphide and oxide minerals, copper slag, silica and silicates from iron magnetic preconcentrate (reverse flotation) and gold. It has also provided promising results when applied to molybdenum flotation. The latest applications, with ultrafine molybdenum particles in operating plants, is showing the V and G Cell (end model designed) as a real technological alternative to conventional flotation., The G Cell is an extremely high speed flotation machine with high selectivity which introduces the possibility of producing a final molybdenum concentrate with only one stage of cleaning. This is a completely new development in molybdenum flotation in the industrial circuit which has the potential to dramatically reduce the circulating load in the cleaning circuit. As a consequence the capital costs of future Molybdenum plants may also be reduced. The suitability of the G Cell will have to be determined on a case by case basis but it provides the metallurgist with an alternate flowsheet for consideration.The good performance of the G Cell can be explained by the high gas hold-up and very effective micro-turbulence which helps improve the attachment of solid particles to the bubbles. This technology may change our traditional concept of residence time in flotation. Additionally, the rotation phenomena introduced in the vessel of the G Cell ,creates radial separation forces which are critical to achieving a more rapid separation of the target minerals from the tailing. This results in a much reduced residence time requirement in the flotation machine. Some benefits associated with the use of the new G Cell are: less energy consumption, less maintenance costs, simple and reliable circuit to operate and a small area required for installing the circuits.As a result of the industrial experience in the Chile, the pneumatic flotation type G Cell can be regarded as a technology which must be considered as a replacement technology for the rougher and cleaner stages for fine particle flotation."

Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.
