Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. The Canadian Clean Power Coalition (CCPC) was created in 2001 to protect and enhance Canada’s vast coal and other carbon-based resource wealth, and to ensure that environmental public policy decisions recognize that these resources are a Canadian asset, not an environmental liability. To achieve its mandate, CCPC has undertaken to demonstrate technologies for use in new coal-fired power plants to control air emissions including carbon dioxide (CO2), nitrogen oxides (NOx), sulphur dioxides (SOx), mercury (Hg), and particulates (PM). The first phase of the demonstration project assessed three existing technologies for coal-fired power plants that reduce all emissions, including CO2, to levels equivalent to or below that of gas-fired power plants. The technologies considered in this phase included integrated gasification combined cycle (IGCC), ‘oxyfuel’ combustion, and amine scrubbing of pulverized coal. These technologies were evaluated with three coal types: Eastern bituminous, western sub-bituminous, and lignite coals. This paper presents the studies, conclusions concerning the capital and operating costs of these technologies, the cost of electricity produced (with CO2 removed), and the cost per tonne of CO2 avoided. It also discusses the potential for using captured CO2 for enhanced oil recovery, and possible technology enhancements for improving the competitiveness of gasification of low-rank western Canadian coals. The second ongoing phase of CCPC’s work includes the design and construction of a commercial-scale plant to demonstrate the feasibility of integrated gas combined cycle (IGCC) and/or polygeneration technologies and the potential for using the CO2 generated for enhanced recovery of conventional oil.

Eco-efficiency has been proposed by the World Business Council on Sustainable Development as an environmental performance indicator framework that contributes to sustainability by assisting corporate decision makers improve the environmental performance of their operations and processes, while also extracting additional economic value. Given that the recent engagement of the minerals industry with sustainability has highlighted the need for requisite tools and methodologies, it is therefore of interest to assess whether eco-efficiency indicators can drive sustainability performance improvement during process design within the minerals industry. Previous work indicates that the choice of sustainability performance indicators to be used for decision making needs to be governed by the decision context; ie the performance indicators need to be fit-for-purpose. Here, the strengths and weaknesses of eco-efficiency indicators are analysed using case studies. First, a more rigorous definition of eco-efficiency indicators for the minerals industry is proposed based on indicators currently offered in the literature. Two case studies are then selected to reflect typical decision situations encountered within minerals process design. For each case study, eco-efficiency indicators are computed and are compared to more traditional graphical representations of the economic and environmental performance of process design alternatives considered. The sensitivity of these indicators to various process design parameters is also investigated. Results confirm that the meaningful application of eco-efficiency indicators is strongly dependent on the decision context in which the process data is generated. Results also show that eco-efficiency indicators can be related to technical process design parameters to allow for richer communication of performance information for various decision trade-offs; however, in some cases, graphical approaches that provide more insights into the environmental-financial trade-offs should be preferred. The research thus contributes to guiding the selection of the appropriate tools for more environmentally sustainable design of minerals beneficiation processes.

This paper describes the behaviour, under creep conditions, of a cast lead creep specimen consisting of five crystals, the boundaries of these crystals being substantially at right angles to the direction' of tension, i.e., across the long axis of the specimen. This particular specimen was obtained in an attempt to produce a single crystal in the manner described in the appendix of a previous paper (1).Thus, the specimen was of the same shape and size, was composed of the same purity lead and received the same preliminary treatment as the single crystal test-pieces.The object of the experiment was mainly to observe the effect of the crystal boundaries on both the deformation of the test piece and the process of recrystallisation and to compare the creep rate of the test-piece with that of a specimen consisting of one crystal only.EXPERIMENTAL METHODThe specimen had an effective test length of 10 cms. and a cross $ection of 0·5 in. x 0·25 in. In Fig. 1 is given a sketch of the specimen to scale showing the positions of the crystal boundaries on all four surfaces. In the digital era that we live in, connectivity and mobility play a decisive role in our daily activities. In this context, insufficient telecommunication infrastructure gives origin to the so called “dead zones” (areas with poor or non-existing cell phone reception), which hinder economic development in small communities and in many rural areas, since they remain invisible to a larger marketplace due to the inadequate cellular coverage. Several countries are working to identify these dead zones and with this information, establish strategies together with mobile providers in order to improve the existing mobile networks by expanding the coverage areas. As a result of the analysis, it is expected that thousands of telecommunication towers for 4G and 5G networks will be erected in the coming years. Telecommunication towers are slender elements that require large shallow foundations to verify primarily the safety against overturning. However in remote areas, it can be advisable to consider alternatives to the conventional shallow foundations, in order to optimize the use of materials (concrete, reinforcement steel, etc.). The following article presents an overview of intervention projects, where telecommunication towers were founded on micropiles. The micropiled foundations allowed to reduce considerably the dimensions of the originally planned shallow foundations. Furthermore, the use of micropiles allows for additional optimization, in combination with pre-fabricated foundations (i.e., precast concrete elements, etc.). This paper will focus mainly on the design and the execution of the micropiled foundation.

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

Raise drilling (or raise boring) is not a new technology or methodology. The first raise drilling machine was developed by The Robbins Company (TRC) of the USA in 1962. TRC manufactured the first tunnel boring machine (TBM) in 1952 and Jim Robbins, the founder of the company wanted to ‘turn the TBM concept on its head’ so to speak.Many improvements have ensued in the 50 years since the first machine. Such improvements include advances in the drill rod and thread design, cutters and reaming heads. Raise boring would not have been possible without the development of the tungsten carbide insert cutters and there have been big advances in both the carbide technology and in the mechanical design of the cutters.Over time mines have developed deeper with a greater use of diesel equipment resulting in greater ventilation requirements. This in turn means larger and deeper ventilation shafts. There have also been improvements in directional drilling techniques. This all combines with the need and ability to construct larger shafts using the safe method of raise drilling. With suitable geotechnical conditions the RBR900VF is capable of drilling shafts to a diameter and depth of greater than 8 m and 2000 m respectively. Greater diameters are possible over shorter lengths with suitable ground conditions.The RBR900VF was designed and manufactured to specifications developed by Macmahon. This machine has the greatest thrust and torque capability of any machine in the world. It enables cutters to be more heavily loaded in the larger diameter heads and this is essential for efficient rock excavation. Additional features of the new machine include minimal manual handling to provide a safer working environment and higher strength steel for the drill rods providing additional safety margin.CITATION:Wood, R J, 2014. The Bureau of Mines Solid Waste Program is directed toward three main areas of research: (1) Extraction of mineral, metal, and energy values from urban refuse; (2) recovery of mineral and metal values from wastes generated in the industrial extraction, processing, and utilization of raw materials and mineral-base products; and (3) upgrading and utilization of automotive scrap. The Bureau also has a contract and grant program which supplements the in-house research and aids in the training of personnel in the proper management of mineral- and metal-based solid wastes.

Foreword The complete history and early development of the Sullivan mine was fully covered in a paper entitled 'The Development of the Sullivan Mine and Processes for the Treatment of its Ores', prepared by the staff of the Consolidated Mining and Smelting Company of Canada, and presented at the Annual Meeting of the British Columbia Division of the Institute at Trail in October, 1924. At a subsequent meeting at Blairmore, Mr. E. G. Montgomery read a paper on the mine, and in 1926 Mr. M. M. O'Brien brought the subject up to date at the joint meeting of the American and Canadian Institutes at Cranbrook. The present paper is necessarily based largely on these earlier accounts. Discovery and Early Development The outcrop was discovered in 1892 and the property was bonded and later sold to the Sullivan Group Mining Company, of Spokane. From 1896 to 1899, surface stripping and test pits (at A) around the outcrop exposed a vien of sulphides with varying amounts of lead and zinc. In some places, a 35 per cent lead ore carrying 15 ounces of silver was found. These lenses were of commercial value. With the completion of the Kimberley branch of the Canadian Pacific railway, in 1900, some systematic development was started. A shaft l00 feet in depth was sunk (at B). Shaft-house, boiler-room, and compressor-plant were erected, and a steam diamond-drill was put into operation.

INTRODUCTION Referring to a ground support system as a 'band-aid' borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. Following the recent tailings tragedy in Brumadinho, the Investor Mining and Tailings Safety Initiative was formed representing institutional investors in the mining industry. This Initiative, led by The Church of England (CoE), requested data from 726 mining companies on each of their Tailings Storage Facilities (TSFs). What this exercise confirmed was that there was no public database of TSFs, and that there was a clear gap in tailings management systems within the disclosing companies. We present an approach using technology to support best practice TSF management, governance and disclosure which was originally submitted as part of University of Cambridge Post-graduate studies in Sustainability Leadership in January 2020. The aim of the paper is to discuss how technology could be used to deliver a Tailings Management Solution (TMS) that is aligned with the Global Industry Standard on Tailings Management (GISTM), and supports rigorous governance leading to disclosure. Subsequently the goals of the plan are aligned with that of the co-conveners of the GISTM (the International Council on Mining and Metals (ICMM), Principles for Responsible Investment (PRI) and United Nations Environment Program (UNEP)) which is to facilitate operators’ trajectory towards zero harm to people and the environment. Most of the focus to date around tailings management post Brumadinho has been on monitoring technologies, of which there are many. It is obviously important to acknowledge the critical role of monitoring technologies; however, our approach is agnostic to monitoring technologies and assumes that all of them are relevant. Our focus is on the data management, reporting and governance leading to disclosure of the information. Critical components of developing the TMS include adapting existing software products and solutions, recognising a system thinking approach is needed, strategic partnerships to deliver an accessible solution faster and more cost effectively, and, new ways of collaborating. The TMS should also accommodate relevant regional geotechnical codes and standards. The industry need for a TMS is well established and urgent, with significant pressure from regulators and civil society for the industry to address this significant issue.

Pumice and pumicite are siliceous volcanic substances quite similar in chemical composition , but somewhat different in physical properties , manner of formation , and mode of occurrence . Production in the United States has increased from 23,271 tons valued at $ 94,943 in 1910 , to 56,843 tons valued at $336,099 in 1930. Both pumice and pumicite are included in these figures as it has been impractical to collect statistical data on the separate commodities .

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

Most new engineers in the mining industry do not realise the importance of legal obligations. During investigations the first question you are asked is: Do you have any proof or evidence? The smallest detail in an underground notebook or a diary entry is able to be used as your proof and/or evidence. The importance of a paper trail is often undervalued and overlooked when you first enter the industry. As a new engineer, all too often your legal obligations, including your duty of care are not given enough consideration. Whose job is it to inform you of what your legal obligations are and when do they end? Everyone has legal obligations at every level of the industry, from graduate to mine manager. The level of these responsibilities varies depending on the position that you hold. When you first start in the industry you need to understand what your responsibilities are and how you are expected to discharge them, whether they are memos, databases or senior sign-offs, etc. In order to fulfil your obligations you must first discharge your own obligation, which in turn discharges those of your department and ultimately those of the mine. As a graduate engineer in the mining industry what I have learnt about my own legal obligations has come directly from my own experience, which will form the basis of this paper.

Owing the greater fluidity of the filling now in use, it is sometimes necessary to resort to square-sets, both at the ground floor and above, the roofs and walls are generally enough to permit stoping without timber, except for ground and occasional stacks on the rills.Sufficient area of ground floor has been beaten out to start overhead stoping, the dome back is partly formed, with its apex a rise which connects with the mullock-pass reticulation.(Sce 1 showing this reticulation in diagrammatic form.)

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

After a short presentation of the Division of Mining at the Royal Insti- tute of Technology, Stockholm, Sweden, the author presents some of-the fill research carried out at the Division. Literature surveys and testing methods and equipment are described. The use of flocculants' in hydraulic filling has been tested both in laboratory and in mines and the results are very promi- sing. Mineralogical analyses of carbonates in depyritized tailings and pyrite concentrate (from depyritization of the tailings) were completed as part of the tailings characterization for the Crandon Project, a massive sulfide deposit in northeastern Wisconsin. The mineralogical study was designed to determine the proportion of calcium and magnesium carbonates, and therefore the effective buffering capacity of carbonates in the tailings. The depyritized tailings are net acid consuming and will be stored in a surface tailings management area. The pyrite concentrate is net acid generating and will be used as backfill in the underground mine workings. The majority of carbonates in the depyritized tailings were ferroan dolomite containing 10 to 15% iron (by weight) and lesser amounts of siderite and magnesian siderite. The proportion of calcium and magnesium-rich carbonates corresponds to several independent tests of carbonate neutralization potential (CO3-NP) availability. The pyrite concentrate had less CO3-NP, indicating segregation of the carbonates during pyrite flotation. These carbonates reported higher iron contents, consistent with the relatively lower availability of CO3-NP in the pyrite concentrate.
