"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

Resin anchored rock bolts are an effective tool to control the deformation of an underground opening because they combine high support capacity with fast installation. However, there are still numerous shortcomings concerning the understanding and interaction of the system bolt-resin-rock. Field and laboratory test series have been conducted for evaluating the load capacity and bond strength of resin grouted rock bolts in different host rocks under axial load. This paper describes that the behavior and shear strength of the system bolt-resin-rock depends on the rock type and discusses a simple correlation between peak shear strength and shear stiffness in the ratio 1:1000 which may moreover be helpful for estimating rock bolt capacity after installation.

The objective of this paper is to present, from a practical perspective, a review of the most relevant maintenance procedures that are accepted or prescribed to be the most effective in optimising service life potential and to ensure continued safe use of steel wire ropes for shaft mining applications. The paper will address the most common operational issues encountered in the care and operation of shaft ropes for both conventional drum hoists and multi-rope friction winders. For each distinct maintenance procedure presented, a limited amount of theory is discussed to identify the underlying mechanisms at play that must be addressed and to emphasize the logical basis for the recommended course of action. It is recognised that each installation is unique and that the recommended maintenance procedures may not always be practical or cost effective from an operations standpoint under select circumstances, however the intent remains to promote industry best practices for the knowledge and benefit of the mine hoisting community, from experienced maintenance personnel to new entrants to the industry alike.

The purpose of the development described in this report and as stated in the contract work statement is to "design, develop, fabricate, test and demonstrate, and deliver to the government permissible low cost cylindrical stress gauges and associated components capable of measuring change of stress as a function of time in underground coal mines. The cylindrical stress gauges shall be suitable for installation in bore holes". The technique adopted for measuring rock stress changes is to preload a steel cylinder diametrically across the sides of a 1-1/2 in diameter bore hole and detect deformation of the cylinder from stress changes in the rock, by means of a vibrating wire transducer. By calibration, changes in the period (time for one wire oscillation at the natural frequency) of a high tensioned wire stretched diametrically across the cylinder in the direction of load application are related to stress changes in the rock. To completely evaluate the stress field change in the plane of the bore hole, three gauges set at an angle to each other are required.

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small- scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single- hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

"As part of the Southeast Louisiana (SELA) drainage program, designed by the U.S. Army Corps of Engineers (USACE) to reduce flood damages in the City of New Orleans and surrounding parishes through the construction of new pumping stations and better drainage canals, the SELA-22 project entailed the installation of a concrete covered canal along Jefferson Ave. and Prytania Street, in a highly urbanized portion of Uptown New Orleans, LA. The scope of the required soil improvement was to replace the soil between two parallel lines of sheet piles with a soil-cement mass to eliminate underseepage and provide structural support for the concrete culvert. The USACE selected the jet grouting (Jet Grout) technology for the construction of the bottom plug. The bottom plug is between 18 and 21.5 ft thick with a maximum depth of approximately 40 ft, for a total length of approximately one mile. The treated soil comprised soft clays and silts with occasional presence of sands. Project specifications required 100% area coverage, a 28-days unconfined compressive strength of 100 psi and hydraulic conductivity of 1x10-6 cm/s, to be verified by testing specimens from cored samples. The specialty geotechnical contractor proposed to accomplish the task utilizing their proprietary and innovative elliptical bi-fluid Jet Grout technology, and elected to perform a pre-construction bench scale laboratory mixing program to determine the most suitable grout mix features (i.e. binder type and proportions, binder content, etc.) to be applied in the subsequent field test and production stages. This paper will summarize and compare the results obtained from the different pre-construction and construction stages; interpretations of the data will be provided, along with general considerations regarding the effectiveness and significance of bench scale testing for jet grouting applications.INTRODUCTIONIn general, the effectiveness of the construction parameters in any ground improvement work depends largely on the physical and mechanical properties of the soil to be treated. Therefore, well designed laboratory and field test programs, aimed to disclose the interaction between the site-specific soils and the mixing parameters, are essential to achieve the desired end product."

A new blasting technique has been developed by International Technologies, LLC. to eliminate subgrade drilling, lower ground vibrations, improve fragmentation and reduce explosive consumption. The new technique utilizes a uniquely designed borehole plug, with a bottom hole air deck and a predetermined stemming mass on top of the plug. This combination is referred to as the Power Deck?. Single holes and full scale tests were conducted by Blasting Analysis International, Inc. (BAI) to determine how the system works, the mechanisms behind its success and the best design parameters to use for the given rock conditions. Results have shown reduced or eliminated subgrade drilling, ground vibration reductions of up to 33%, reduced explosive consumption by 16 to 25%, and improved fragmentation by up to 25%. This paper summarizes the methodology, field test setups, analyzes procedures and results for one series of single hole and full-scale tests which were performed in a Pennsylvania, USA quarry.

Kaolinitic clays are potentially a vast domestic resource for aluminum. Utilization of this resource could decrease or eliminate the nearly complete dependence of the United States on foreign raw materials for this important metal. Furthermore, processing of clay to aluminum through anhydrous chloride metallurgy could reduce the high electrical energy requirements of the conventional Hall-Heroult aluminum reduction process. Several anhydrous chloride processes have been proposed; however, unresolved technical problems have prevented their commercialization. In particular, an acceptable chemical means has not been found to extract aluminum from clay as a highly pure anhydrous aluminum chloride. This Bureau of Mines report identifies and discusses the important chemical problems involved in achieving an acceptably rapid, self-heating, selective chlorination reaction and the subsequent separation of iron chloride byproduct from the anhydrous aluminum chloride.

BHP Billiton, in collaboration with Sodern and CSIRO, has developed a downhole logging tool for measuring geochemistry in situ. The FastGradeTM 100 (alternatively, FG100), exploits pulsed fast and thermal neutron analysis (PFTNA) to analyse the rock. This method is based on the detection and measurement of characteristic gamma rays emitted from isotopes in the material that become briefly radioactive when they are bombarded with neutrons. The tool outputs raw spectra arising from three types of neutron interaction, namely, inelastic scattering, neutron capture and neutron activation, which occur in successive time-windows (Smith et al, 2015). The spectra contain peaks at specific energies that are characteristic of the different elements interacting with the neutrons, the gamma count of which is related to elemental concentration. BHP Billiton uses in-house data processing software to convert the measured spectra to elemental concentrations.Much work has been done to understand the tool response under a wide variety of environmental and operating conditions, including logging speed, borehole rugosity, the presence of cavities, water etc. Effort has also been directed at understanding and quantifying the current sources of error in our conventional assays due to sample collection, preparation, and laboratory instrumentation in order to use this information as a baseline to compare against the FastGradeTM 100 results.To date, the FastGradeTM 100 primary use has been as a verification tool (JORC, 2012). However, beyond this, it has considerable potential to improve productivity in both exploration and production environments due to its ability to provide geologists with assay results soon after a hole is drilled.This paper presents initial test work and tool performance, including accuracy and precision under various conditions. This report discusses the configuration and system deployment for the postdisaster surface seismic system for detecting and locating trapped miners. It analyzes the results of 15 field tests to define a signal model, background noise levels, and subarray performance. A waveform modeling procedure is described and compared with observed waveforms. The resulting similarity indicates that the major factors affecting the signal amplitude, waveform, and spectral character are understood. A model is presented which gives the sig-nal amplitude as a function of source type, source depth, and horizontal off-set between source and receiver. Using this model a curve is presented which gives the range at which a signal will be detected for different signal and noise levels. Finally, and most important relative to the mission of the system, the ability of the system to detect signals on one or more subarrays is put into a probabilistic framework. For a strong source it is almost certain that a subarray directly over the source will detect the signal. After signal processing, it is highly likely that signals will be detected on sufficient subarrays to locate the trapped miner. Location errors have been found to be less than 100 ft in the majority of cases. Techniques have been used that can reduce the location errors to this level even when soil layer variation between subarrays is severe.

Following an underground coal mine explosion, it is important that ventilation is quickly restored to ventilate the mine and affect a mine rescue. To achieve this, surface ventilation fans must be suitably protected from explosion damage, but still able to be quickly restored.A review of all Australian coal mine regulations was carried out, revealing that Australia has no prescriptive regulations that specify the design of explosion relief panels and the protection of ventilation fans in the event of an underground explosion.To better define the level of protection required, this paper reviews and extracts details from relevant major international regulations and standards on the subject.A suitable design methodology for the protection of ventilation fans is presented that could be applied in Australia, using a combination of explosion relief panels, appropriate isolation of the fan, and ventilation shaft/mine design.CITATION:Rafferty, T and Bourcier, R, 2013. This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

The disasters between 1920 and 1979 in coal mines in Queensland and New South Wales due to underground fire, gas or coal dust explosion or to gas or coal outbursts, have been assessed. The evidence relating to disasters caused by gas explosion points strongly to divergence from safe mining practice as the main cause. There is a need for greater training and education of personnel, closer analysis of gas reports, better monitoring and testing procedures, improved ventilation standards and a policy where safe working practice is actively encouraged. Conditions in the New South Wales occurrences of gas explosion were similar to those at Collinsville, Queensland in that dykes, igneous sills, burnt out coal and faulting were common to all. Information on outbursts indicates that contributing factors were intrusions, depth of cover, fault zones and other geological disturbances, methods of work, pressure and type of gas.

Interest in mergers in the nonfuel mineral industry developed when 5 were listed among the 50 highest valued mergers in the United States in 1981. This report presents a Bureau of Mines study of trends in merger activity from 1960 to 1979 and explores motives for mergers in the nonfuel mining and mineral industry. The objective was to determine precedent for or a trend toward the 1981 acceleration in merger activity and to examine certain financial motives for non fuel mineral mergers. Data indicate that the relative value of non fuel mineral mergers has grown since 1972 although the number of mergers has remained proportionate to historical trends for all mergers. Since 1974, the assets acquired in "large," nonfuel mineral firm mergers, those of $10 million or more, have comprised at least 93 pct of assets acquired. More nonfuel mineral firm mergers involved mineral companies as the acquiring firm than vice versa but mining and minerals firms acquired were of higher value than nonmining firms. A major motivation for mergers involving large mineral firms was the acquisition of assets at less than replacement costs. Univariate statistical testing, a methodology chosen for its applicability to the data, confirms this hypothesis while rejecting other financial motives. The remainder of the work is devoted to a discussion of suggested areas for future study.

An incremental-analysis-based stope design and cutoff grade calculation method was developed for an underground metal mine project. Traditional stope design methods are typically very time consuming and lack consistency and accuracy by manually drawing stope shapes. For quick reserve calculation and economic analysis, a new method named "3D incremental analysis based stope design" was created for mine-wide stope designs. The key idea of this method is to replace engineers' manual checking of each incremental ring with one calculation of all the rings, and to build the final stope shape with the maximum values. This process was realized through a 3D ring grid setup and proper naming conventions for rapid calculations. With this unique but practical method, multiple options for a mine design were completed within a short time before the final selection of optimal cutoff grade and best stope designs for the project.

"From time to time the United States Bureau of Mines has received reports of gas explosions alleged to have been caused by correctly assembled flame safety lamps. In most of the mines where the explosions occurred the lamp was in use at a working face where the velocity of the ventilating current would be relatively low. The inference has been that the lamp was correctly assembled but that the gauze became sufficiently overheated to ignite the surrounding atmosphere.As part of its routine investigation of flame safety lamps the Bureau of Mines subjects each lamp to a test in still and moving atmospheres to determine its safety. Heretofore, as long as the lam, successfully passed this and other tests no determinations as to the margin between success and failure were made; hence, in attempting to answer inquiries concerning the reported explosions it was found desirable to be able to give actual gauze temperatures as a measure of the comparative safety of lamps under various conditions. The previous laboratory tests of flame lamps in still mixtures were made in a chamber or ""gallery"" of relatively small volume where the lamps might have been subject more or less to the smothering effect of the combustion products. It was therefore decided to make a special series of tests to obtain the gauze temperatures of both bonneted and unbonneted lamps in still and low velocity mixtures, using a larger gallery to offset any smothering effect.These tests are believed to represent the first attempt at measuring gauze temperatures by means of themocouples. The results will not only be of interest but will also be helpful to many in determining the status of flame safety lamps relative to gas ignitions in mines."

“Given the increasing scrutiny of the mining industry and its relatively poor record with regards to mine tailings management, increased requirements to minimise water usage (often accompanied by very high costs of water) and the need to demonstrate achievable long-term closure strategies, it is likely that the option of a filtered tailings system will need to be considered in many operations in future.” (Australian Centre for Geomechanics, 2018). Given such a statement as a conference introduction, it is only appropriate that a range of potential technologies are investigated and compared, to create awareness for even underrated but appropriate technologies. The advantages and disadvantages of all technologies need to be considered and analysed. Suppliers are swift to promote their technologies advantages; however aspects of sustainability are not always fully understood. Perhaps a combination of two filtration technologies is appropriate. This paper delves into the technical details, good or bad, of four mechanical dewatering technologies in tailings dewatering and provides insight on an undervalued and, in the author’s opinion, young technology – the screw press.

Remote and isolated, located in a frigid, hostile environment, the Black Angel mine in Greenland had to create a warm social environment which would help attract and retain a stable work force of miners and support staff. The high cost of personnel turnover plagues many mines and, when the mine is inside the Arctic Circle, accessible by helicopters which are highly vulnerable to unpredictable weather conditions during the long, dark winters, the potential costs of personnel turnover become critical factors in the success or failure of the mining venture. Manpower planning should start from the date the engineers begin the technical design of the new mine. The plan should include provisions not only to ensure an adequate, skilled work force, but also to ensure a stable work force of people who are happy enough in the mining environment to want to remain, take their vacation and return to work at the mine. The skilled work force was assured with training courses of four months, designed to produce highly specialized underground workers from unskilled Danes and Greenlanders supported by trained Swedish and other Scandinavian miners. The stable social unit was assured by plans the primary attribute of which had to be flexibility. The accommodation changed from shared accommodation with communal washroom facilities to single accommodation with private washroom facilities. A recreational director was hired to help the workers make use of elaborate recreational facilities. A closed-circuit TV and radio system was installed to operate as a private broadcasting system using taped programs originally broadcast on European TV networks or developed by the mine personnel themselves. The liquor rules were changed and the mine manager became a licensed innkeeper responsible for the orderly operation of the Black Angel Bar in accordance with the Danish laws governing the services of a public bar. The result is a relatively stable work force. Some 35% of the people have more than two years' service with the company, Greenex A/S, and some 62% complete 10 months of service.
