Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

The complex system has been developed for long-term assessment of world prices and sale volume of primary aluminium when using the analytical model of the market and market supply forecasts as well as economy development in the Western countries characterized by the industrial production indices as correct data of Western World aluminium consumption are absent, The important part of this system is the model developed for forecasting the degree of capacities utilization of smelters and refineries depending on the price level, The model contains a statistic part corresponding to the capacities distribution by the production cost, and a dynamic part determining the deviation from the static depending on the price variation dynamics, The developed complex system has been identified by the actual data of the world prices of smelter grade alumina and primary aluminium, conservation and reactivation of refineries and smelters in the Western countries within the period from 1992 to 2003. The system was used for primary aluminium and alumina price forecasts till 2020.

The selection of atmosphere composition is critical for controlling surface quality of reactive aluminum alloys during solution treatments. An improper selection of annealing atmosphere can result in surface blistering in AI-Mg and sub-surface depletion of lithium in AI-U ingots. To determine optimum atmosphere compositions for homogenizing A1-Mg and Al-Li alloys, Ii number of exploratory experiments were carried out in air, nitrogen, and carbon dioxide based atmospheres including reactive impurities or additive such as moisture and sulfur hexafluoride. This paper describes the influence of these atmospheres on high-temperature oxidation and sub-surface defects. The results are discussed in terms of the change in Pilling-Bedworth ratio.

IN reviewing the field of mineral industry education last year reference was made to recent assertions, mostly emanating from sources not in a position to know the facts, that mining engineers as a class are disappearing. Attention might also then have been called to a statement that appeared in Engineering News, August 11, 1892 (p. 130), ". . . the great absolute decline in number of mining graduates, which last amounts almost to a complete abandonment of mining engineering as a distinct branch of study." The PLATSOL® process, initially developed for the treatment of the NorthMet Cu/Ni/PGM concentrate, has seen over the recent years its applicability extended to include numerous other Cu/Ni concentrates of the same type, as well as other precious metals-containing feedstocks. However, several concentrates were found refractory to the typical PLATSOL® conditions, more particularly so the platinum. Attempts to extend those conditions, such as higher temperatures (250°C), longer retention time, increased oxidation conditions, higher chloride additions, were not successful. Detailed mineralogical investigation of those PLATSOL® leach residues indicated the main refractory mineral to be cooperite (PtS). Further metallurgical investigations showed that a thermal pre-treatment of the concentrate effectively unlocked the refractory platinum minerals for the subsequent leach. Temperatures between 400 and 750°C were tested, with the optimum being found around 650°C. The kinetics of the pre-treatment process were fast, and one hour at temperature proved sufficient. Under those conditions, PLATSOL® extractions were re-established around 95% for both platinum and palladium. From a mineralogical examination of the calcine, it was shown that the effect of the pre-treatment was to transform the cooperite and other refractory sulphides into metallic platinum and alloys, amenable to the PLATSOL®. The implications of the pre¬treatment step for the processing of PGM concentrates arc briefly discussed.

The single track North Strathfield Rail Underpass (NSRU) consists of a dive structure either end of a 148 m long driven tunnel skewed under three live railway tracks. The tunnel is 8 m high, 9 m wide, with a horseshoe profile, excavated by full face using a road header. Ground cover varied between 2.5 m to 3.5 m. Settlements were 5 mm to 15 mm (the latter due to a dyke). A one pass synthetic fibre reinforced shotcrete lining was installed (no lattice girders or steel sets were used). A system of automated robotic total stations was used to provide real time monitoring of the rail track and associated ground formation. Introduction To The great majority of people, the term 'strip coal' has little or no meaning, or if it has any significance it is thought to refer to a poor grade of coal that had to be accepted during the war because no other fuel was available. Few people in the Province of Alberta realize the magnitude of our coal stripping industry, and fewer realize that strip coal has been available to domestic consumers for at least forty years. Among the first in the field of strip coal mining in Alberta were the Tofield Coal Company, Ltd., and Sterling Collieries Company Ltd. It was not until the advent of World War II, with its huge drain on industrial and domestic coal sup? plies produced by the underground mines, that some other source of coal was seriously sought. The tremendous shortage of manpower du ring this period of National emergency made it imperative that any increase in the coal production must be procured on a high tonnage per man-hour basis. It was therefore natural that the highly mechanized strip mine should be eagerly encouraged and subsidized by the Governmental agency - the Emergency Coal Production Board - under the very able direction of Mr. G. A. Vissac.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

The presence of sulphur compounds in petroleum and its products is, generally speaking, undesirable, and the problems involved in removing such compounds are of great importance to the petroleum refiner and to the manufacturer of gasoline. There are several types of these compounds which are dissimilar in physical and chemical characteristics, as evidenced by different objectionable features which they exhibit, and special treatments have been developed to meet conditions existing in various products. This paper deals with the treatment of natural-gas gasoline for the removal of certain sulphur compounds which, if not removed, impart on objectionable odor and in addition badly discolor the product. The presence of this particular type of sulphur compounds is detected by the "doctor" test.* In some instances natural-gas gasoline is purchased on "doctor" test specifications, and the ordinary purchaser, while not buying on "doctor" specifications, is insistent in his demand for a water white product. Gasoline which fails to meet the "doctor" test, if not received by the buyer within a few weeks after time Of manufacture, may be "off color" enough to warrant a deduction from the market price.

The MIDREX® Direct Reduction Process was developed during the 1960s by the Midland-Ross Corporation, which had pioneered shaft furnace technology and stoichiometric gas reforming for use in processing minerals. In 1969, the first MIDREX® Direct Reduction Plant was built in Portland, OR. Since then, 49 additional modules have been sold in 18 countries. For the last ten years, over 60 percent of the world's direct reduced iron has been produced in MIDREX Plants. During the quarter century since commercialization, many technical improvements have been made, including larger shaft furnaces, in-situ reforming, greater heat recovery, improved catalysts, and hot briquetting. Midrex continues to enhance the technology in the areas of economy-of-scale, energy efficiency, alternate fuels, and raw material flexibility.

The report describes the development of preliminary requirement specifications for standardized operating controls for roof bolting machines used in underground coal mining. According to recent statistics, roof bolting continues to be one of the most hazardous occupations in underground coal mining. The two principal hazards to the roof bolter operator are the machine itself and roof falls during the bolting cycle. The lack of standardization of machine controls is a major contributor to this hazardous situation. Observations of roof bolting operations and discussions with roof bolter manufacturers coupled with detailed analyses of roof bolter control design specifications were performed during this study. Detailed roof bolter operator task analyses, commonality of control analyses, and classical link analyses were also performed. The results of these analyses were then used to produce preliminary requirement specifications for standardized controls.

Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?

The report described improvements and applications of the Hybrid Computer facility. Improvements implemented under U.S.B.M. Contract H0252035 included expansion of the capability to model nonlinear seam behavior, installation of a color video output display monitor, and further development of software capabilities. To demonstrate the capability of the system, firstly, the influence of nonlinear seam behavior response to the occurrence of coal mine bumps was fully investigated and secondly, the effect of improper mining sequence on bump occurrence was demonstrated. In addition, the system was applied to the analysis of a series of practical coal mine problems. Mines in three coal seams were analysed to investigate the parameters which contribute to the occurrence of coal mine bumps.

Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. A process has been evaluated, on a continuous pilot plant scale, to treat refractory gold arsenopyrite/pyrite concentrates. The process consisted of biological leaching to partially oxidise sulphides, followed by pressure leaching for complete sulphide oxidation and arsenic precipitation, followed by liquor neutralisation and cyanidation of the autoclave residue for gold recovery. This paper provides a brief description of the treatment flowsheet and discusses some of the main parameters and results of the process. During integrated pilot plant campaigns, it was confirmed that acceptable sulphide oxidation and gold extraction of 96-98% could be achieved by a two-stage oxidation with BIOX® (4 days total retention time) followed by PDX (40 minutes retention time at 220°C). Only partial arsenic precipitation was achieved in the autoclave, followed by complete precipitation by neutralization under atmospheric conditions. The overall process could be significantly simplified, and capital and operating costs reduced, with a flowsheet modification allowing all of the BIOX® liquor to bypass the autoclave directly to the neutralization circuit.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.
