This is a study of 58 fatal haulage accidents investigated by Federal coal-mine inspectors during the period January - June 1951. The information presented in this circular was obtained by analyzing fatal haulage accidents in 33 bituminous-coal producing counties representing 11 States. The physical conditions represent a cross section off producing coal beds. Mining and transportation methods vary, from those of small hand-loading mines to those of large modern mechanized operations. These data are thought to be representative of haulage conditions within the bituminous-coal mining industry and are submitted to follow up the Information Circular 7604 ?Analysis of Haulage Fatalities in Bituminous-Coal Mines - 1950.? Coal-mine haulage ranks second as a cause of coal-mine fatalities, and the problem of haulage safety is complex. It is subject to constant change and is comprised of numerous influencing variables, which are not always obvious. The solution to this problem will not come through the application of any standard formula or mechanical approach since the inherent factors are strongly influenced by the human equation, and the chain of circumstances is further affected by expediency.

Minutes after the Friday afternoon October 16, 2009 announcement that the 80 year old Lake Champlain Bridge was closed to traffic out of concern for public safety, emergency detour planning started at VTrans and NYSDoT. The closure severed a cross-lake link between Addison, VT and Crown Point, NY, which created a 76 mile detour and significant hardship for commuters, farmers working on both sides of Lake Champlain, and businesses relying on both traffic and employees commuting between Vermont and New York. Rehabilitating the bridge was determined to be economically and technically unfeasible and the design of a replacement bridge was accelerated for a spring 2010 construction start. In the meantime, a temporary ferry alternative was to be rushed into service beside the original bridge by February 2, 2010. This paper presents the case history of the fast-tracked ferry dock design and construction on the Vermont side. Twin 300-foot-long pile supported approach spans, a loading slip system and ice deflectors were designed, fabricated and constructed in 90 days in the fall/winter of 2009-2010. This chronicles the project from initial concepts through the extraordinary cooperation between state and federal agencies, and near round-the-clock winter construction on Lake Champlain. This project and its companion project on the New York shore succeeded by virtue of exceptional cooperation between seasoned regulatory, design, and construction participants and warrant this case-history presentation of the Vermont project to share within the industry as an example of overcoming extraordinary challenges.

"A process control computer has been installed in the Lake Dufault concentrator to: (a) control the on-stream X-ray analyzer and convert chart readings to elemental percentages, (b) calculate the flow rates required for the most important flotation reagents, using the amount of material entering the process, the analyses and the slurry pH, and (c) set the reagent feeder to these flow rates automatically. Although this project was largely experimental, to gain knowledge and experience in flotation process control, the objectives have been met and fully automatic computer control is now the normal mode of mill operation.This paper describes project planning and defines the system with respect to both control design and functional design. System operation -as seen by the mill operator -is detailed. Implementation of the system is described and the system is discussed in terms of its success, economic justification and future plans."

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

The opencut coal mine is located about 50 km west of Brisbane, the capital city of Queensland in Australia and produces about 140 000 tonnes per annum of high grade steaming coal utilising a small team (ten) of personnel to mine remnants of the Aberdare and Bluff seams left by previous underground mining. This, in itself, is not remarkable except that one of the seams has commenced spontaneously cornbusting resulting in temperatures in excess of 55’C commonly being encountered with portions of the p’it being wreathed in steam. To extend mine life, the mine required a blasting system that would: . Safely blast in temperatures below 100°C . Significantly reduce overall unit costs . Not increase the current vibration impacts on nearby housing . Not increase flyrock.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This task report provides the process technology, preliminary design, capital and operating costs for a 25 TPD pilot plant to produce cell-grade alumina using a clay/hydrochloric acid extraction - HCI gas induced crystallization process. The report consists of six volumes: I - Process Technology and Costs; II and III - Equipment Lists, Specifications and Quotations; IV and V - General Specifications; VI - Drawings. The process was selected by the Bureau of Mines as the more promising method to produce cell-grade alumina from clay based on the results of the two previous task reports under this contract: Task I - Comparison of Six Processes (alunite, anorthosite-lime sinter, clay/sulfurous acid, clay/nitric acid, clay/hydrochloric acid evaporative and gas-induced crystallization) and Task 2 - Comparison of Two Processes (clay/nitric acid and clay/hydrochloric acid - gas induced (crystallization). The pilot plant process utilizes a unique dual crystallization process to produce aluminum-chloride-hexahydrate crystals having sufficient purity when decomposed to meet stringent alumina product specifications. The size of the 25 TPD pilot plant has been selected to permit scale-up to commercial size plants of equipment, technical and economic parameters. The capital cost estimate for the pilot plant, exclusive of fee and escalation, for a southeastern U.S. location is $52,311,000 expressed in 1979 dollars. The total time required to construct the pilot plant including engineering and procurement is 32 months. The operating cost to produce the estimated 9,000 tons of alumina required for testing in Hall cells is $40,91[0],190 expressed in 1979 dollars.

I had hoped when the time came for me to address this meeting that gold mining would be in a much happier position than we find it to-day.As it is, and because of the demands of national security, we find this great and valuable primary industry relegated to the background and in danger of temporary extinction.These notes refer mainly to gold mining in Western Australia, whence comes the major portion of Australia's production, and their purpose is to record a brief review of the industry immediately prior to the general disorganization that is following the call-up of men from the mines.During this period of reduced production the loss of comparable statistical data will make it impossible to follow the progress of the industry, and, since the period may be long, it occurred to me that information might be derived from an examination of the trend of recent production that would indicate what may be expected of the industry when full production is resumed in the future.Since the revival of gold mining, which started in 1931, most of the old-established mines have reorganized and, in some cases, completely renewed and enlarged their equipment in order to achieve maximum production, and old mines hitherto unpayable have been re-opened and equipped. At the same time large sums have been spent in scientific prospecting and in search for new mines, and it is safe to say that at the end of 1939, when gold production reached its peak, practically every known mine in Western Australia that could be worked profitably was in production.During this period the number of men employed in the industry rose from 5,961 in 1931 to approximately 15,000 in 1939. From the outbreak of war in 1939 to the end of 1941 the output from the mines was maintained at full pressure, maximum tonnage beingrecorded in 1940, although a reduction in the grade of ore treated caused a slight falling off in gold production.During 1941 there was a. fall in both tonnage and grade. The decline in tonnage was due partly to the closing of the Lancefield and Mount Magnet mines, and partly to the shortage of labour brought about by the response of the goldfields to the call for men for the fighting services, the average number of men in the industry in this year being reduced to 12,929.With the entry of the United States into the war in December last and the pooling of the resources of the allied nations, the need for gold as a purchasing medium passed, and with its passing there arose the demand for the transfer of the man-power engaged in gold mining to other fields of industry directly connected with the war effort.There was a ready response by those connected with the industry who...

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

Selecting a minicomputer is not unlike selecting a costly piece of mining equipment such as a truck, shovel, crusher, or conveyor belt system. A marked difference might lie in the frequency at which such selection takes place; another difference might be mine management's familiarity with mining equipment vis a vis a minicomputer. These basic differences might prompt a mining company to seek the aid of a consultant when selecting a minicomputer system. Advantages and Disadvantages The fundamental advantage of employing an independent consultant is that it provides management with a source of knowledge and breadth of experience not readily available within the organization. If the consultant has a minerals background, such knowledge and experience are further enhanced by actual experience in exploration, mining, and mineral processing. If the consultant has worked within a mining company, such hands-on experience is supplemented with a meaningful understanding of the client's business; this facilitates communication between the consultant and members of the client organization. The consultant has been, so to speak, "in the client's shoes." There are several other advantages. Since computer systems cut across organizational boundaries, the independent consultant may be able to move within the organization more easily than an inside staff person to collect necessary information. Also, detachment from any manufacturer should provide the client with an objectivity and a set of recommendations as near optimal as feasible. The principal disadvantages lie in the area of continuity and accountability. Once the consultant's report has been submitted and his recommendations implemented, a discontinuity might occur. Also, if implementation does not provide the desired results, the consultant might not be available to correct the situation or account for actions taken. Proper selection of consultant services, relative to kind and duration, and the consultant's method of operation, will often prevent many of these aftereffects. Services Offered The professional consultant can help a client: •Define and summarize information systems technology* needs; • Evaluate alternatives such as in-house capability and capacity, time-sharing, or service bureaus; • Prepare a formal request for proposal (RFP) to be submitted to vendors; •Evaluate vendor proposals; •Evaluate the economics of lease vs. purchase; and •Assist in the conversion and installation. Thus, consulting services may range from evaluating an existing system and upgrading to a larger piece of equipment, to selecting a new first-for-the-organization computer. First, Define and Summarize Needs Regardless of circumstances, the most valuable document required before equipment selection is the information system plan (I/S plan). It helps insure that the company's information needs are met in a cost-effective manner. An I/S plan is usually a comporient of the mining company's overall business goals. Since an I/S plan is a formal vehicle for establishing and communicating the direction the organization intends to take to satisfy information requirements needed to achieve goals and objectives, most initial systems services are likely to center around creating such a document or updating an existing document. The trend toward company-wide I/S planning is increasing in the mining industry; however, smaller scale efforts focused at the information systems needs to support an individual

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. In this study, a hydrometallurgical process was evaluated for the recovery of Nd from a Nd-Fe-B magnet. Each leaching test was performed at the solid (weight) to liquid (volume) ratio of 1:50 and was mixed at 400 rpm at ambient temperature. The effects of 3 different acids (HCl, HNO3, and H2SO4) on the extraction of Nd were investigated and H2SO4 was found to be more effective than other acid solutions. Under the optimal conditions, pregnant leach solution was produced with H2SO4 for subsequent Nd precipitation testing. Each precipitation test was carried out using 100 mL of feed solution mixed at 600 rpm at 25°C. NaOH and H2C2O4 were used for Nd precipitation. The highest Nd was precipitated as Nd2(C2O4)3, 10H2O with C2H2O4 at 20 min.

This paper is one of a series dealing with special mining problems and forming part of a general study of mining, methods and costs being conducted under direction of the Bureau of Mines. A considerable part of the material assembled and discussed in this paper has been gathered from articles on individual mines written by consulting engineers to the bureau who are engaged in active mine operation at the properties described, while other data have been taken from the technical press or gathered from personal observations. OBJECT AND SCOPE OF PAPER C. F. Jackson4 ha[-] pointed out that underground transportation (tramming, haulage, and hoisting) absorbs an appreciable percentage of the total underground cost of most mines, averaging for different methods of mining 12.9 to 28.4 per cent of the total underground cost. In general the percentage of cost accounted for by transportation was shown to be highest for the low-cost mining methods.

Longwall face-to-face transfers can cost over $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high cost makes extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. This paper reports operations research techniques used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate over 30% of the total U.S. longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation models of transfers under varying conditions were generated; and, the economics of general transfers and time-cost tradeoffs in the transfer procedure were investigated.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

The East Kootenay coal-field, situated close to the boundary between the provinces of Alberta and British Columbia, is composed of four small areas locally called the Crow's Nest Pass, the Upper Elk, the Flathead and Crown Mountain, and comprises an area of about 3 78 square miles. From eleven to twenty-five seams have been exposed of two feet and over in thickness, with a total thickness of about 200 feet of coal, and reckoning about one hundred feet to be workable, gives an estimate of coal available of about thirty-seven billion tons. The coal is a high-grade bituminous, occasionally tending towards anthracite, and the majority of the seams furnish a. very good quality of coking coal as well as an excellent steam coal. The coal-field is found in the mountain ranges in long narrow strips. The age of the fonnation and the thickness of the covering beds have had considerable influence on the character of the coal, and lateral pressure and disturbances in the process of mountain-building have wrought great changes. With such an abundance of coal, it has been a disappointment that the East Kootenay field has not figured larger industrially. So far only one portion of the coal-field has been utilized. This is the Crow's Nest, where, in 1898, the Crow's Nest Pass Coal Company commenced development. Access to the coal seams was easily obtained, the mountain creeks having eroded away the covering, and mines were driven into the coal seams. In that year about ten thousand tons of coal were produced from the mine at Coal Creek.
