INTRODUCTION THE electrical system associated with the mining development of the Hudson Bay Mining and Smelting Company, Limited, at Flin Flon, Manitoba, may be conveniently divided into three main parts, namely, the Island Falls power plant, the transmission line, and the distribution systems at the mine and metallurgical plants. For a description of the Island Falls power plant and the transmission line, the reader is referred to the paper, to be presented at this meeting, by R. W. Davis and M.F. Huffaker (1). The transmission line and sectionalizing combinations are shown diagrammatically in Figure 1. The present paper deals with the distribution systems at the Flin Flon mine and metallurgical plants. THE FLIN FLON DISTRIBUTION SYSTEM In the high-tension sub-station at Flin Flon, each incoming 110 kv. line is provided with manually operated, gang-type disconnecting switches. Each line is connected to Canadian General Electric type F.H.K. 39-60B-F.2 T.P.S.T. 110 kv. 400 amp. oil circuit breakers, each provided with M.K.4 centrifugal motor-operated closing mechanism. Gang-type disconnecting switches are installed on each side of incoming line breakers, and a complete ring bus system is formed through station tie breaker, which is' further provided with gang-type disconnecting switches on either side. The?bus tie breaker is of Canadian Westinghouse design, type G.22B, 110 kv., 400-amp., solenoid-operated. All three breakers are provided with bushing-type current transformers, and the two line breakers are further equipped with bushing-type potential devices. Oxide film lightning arresters (121 kv.) are installed on each incoming line and are located outside the station. Each line is further provided with interlocked gang-operated ground disconnecting switches. All disconnecting switches are mechanically connected to auxiliary switches, which provide pilot service to indicating lamps in the remote-control room, located in a separate building.

"Resource development in northern Canada has special requirements which derive from the unique environmental and eco-logical nature of the northern environment. In this paper several case histories in which the Permafrost Research Section of the Geological Survey of Canada (GSC) has participated are used to illustrate how geophysical methods may be used to address some of these considerations. Although some of these examples were developed while examining problems directly related to oil and gas development and transport in frontier regions, such or similar methods also have application to mining problems.IntroductionA critical parameter is the distribution and thickness of permafrost, which in northern Canada varies from being a few metres and discontinuous at the southern limit to thicknesses in excess of 700 m in the Arctic Islands'!'. Figure I is a schematic diagram of typical ground thermal conditions in a permafrost zone. The upper zone is defined by an active layer which undergoes a seasonal freeze/thaw cycle. In the simplest case, the ground remains permanently frozen below the active layer to the depth of the O°C isotherm, which is defined as the base of the permafrost. Water chemistry, pore structure and pore or grain size may cause the base of the frozen ground to be above the permafrost by up to 100 m(2). Ice can be found within the permafrost in the pores of solid rock or sediments, as massive ice within unconsolidated sediments or as ice lenses within fissures in a solid rock mass. The mining technique used in these conditions, whether open pit or underground, can differ considerably from that used in southern Canada. In the high Arctic, for instance, the dry drift method is feasible underground in the permanently frozen host rock. The frozen nature of the wall rocks can obviate water-related problems."

In the U.S. coal mining industry, most spontaneous combustion fires occur in longwall or worked-out gob areas. In order to reduce the fire hazard caused by spontaneous combustion, it is important to understand how ventilation and gob characteristics affect the spontaneous heating process. Given the difficulty to conduct field tests in such an environment, a computational fluid dynamics (CFD) study was conducted to investigate the effects of ventilation and gob characteristics on the spontaneous heating process in longwall gob areas. Two longwall panels with a bleeder ventilation system were simulated. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using the Arrhenius rate law and kinetic data obtained from previous laboratory-scale studies. The heat generated from the spontaneous heating is transported by convection and conduction, and oxygen and the oxidation products are transported by convection and diffusion. Unsteady state simulations were conducted with different ventilation conditions and gob permeability distributions. The ventilation parameters varied in the simulations are the pressure at the bottom of the bleeder shaft and regulator resistance in the second entry inby the longwall face.

A quantitative analysis method based on the airflow influence factors is proposed to evaluate airflow stability and discriminate airflow directions in complex ventilation networks. The law governing the changes in airflow caused by changes in branch resistance is revealed based on simulations of the airflow state in a ventilation network and a statistical analysis of the results. Then, three evaluation indices (airflow sensitivity, airflow influence factor, and critical airflow) are determined, matrices of the airflow influence factors and critical airflows are constructed, and a quantitative evaluation method for ventilation system stability and an airflow directional discriminant are proposed. The results show that the stability of a ventilation system can be reliably evaluated based on the airflow influence factors. The sensitive branches and dominant branches in the ventilation network can be determined based on the matrix of airflow influence factors, and the reversed branches, the trigger branches, and the reversal conditions can be determined based on the critical airflow matrix and the matrix of airflow influence factors. The proposed airflow directional discriminant is suitable for evaluating arbitrarily complex networks.

The pellet plant, built by Dravo Corp, in Groveland, Mich., for the Hanna Mining Co., is now in full operation. Although using jasper, a type of iron ore with low iron content (approximately 28% Fe), the plant has a rated capacity of 1,250,000 tans of pellets per year. In its four years of existence, the nearby concentrating plant has seen its capacity increase from 700,000 tons to 1,500,000 tons a year as part of a major expansion program at Groveland. Utilizing the Dravo-Lurgi continuous grate process, the pellet plant produces %a-in. pellets of more than 60% iron content. The fully-hooded pelletizing grate, largest in the U.S., is 9 ft. 10% in. wide and 223 ft. 1% in. tong over 34 windboxes, with an effective hearth area of 2195 sq. ft. Drying, firing, and cooling functions are all carried out on this single piece of equipment.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

A study of damping capacity was made on a number of magnesium-base alloys, commercial types and experimental compositions. Hardness and tensile properties were determined, and the microstructure of each alloy was examined. Alloys of low yield strength, in general, possessed high damping ability. A correlation was established between damping capacity and composition.

Selective carbothermic reduction is the preferred method of treatment of electric arc furnace (EAF) dust (listed hazardous waste, K061). The process maximizes the recovery of recyclable constituents by concurrent production of saleable zinc metal (directly condensed from the furnace off-gases), an innocuous, disposable iron oxide-rich slag, and some metallic iron. Results of a mineralogical investigation of a foaming slag produced during selective carbothermic reduction treatment of EAF dusts are presented. Wiistite and tricalcium silicate were identified by reflected light microscopy as the primary crystalline phases contained in a glassy matrix, but this technique failed to reveal any solid phases that could have significantly contributed to foam stability. It was concluded therefore, that the foam had been unstable, and had been primarily generated by copious gas evolution associated with the sudden reduction of the slag by an inadvertent addition of carbonaceous reductant. This is consistent with the susceptibility to foaming, when subjected to sudden excesses of carbon, of the slags produced by selective carbothermic reduction, because they still contain unreduced components such as iron oxide.

The Pennsylvania anthracite region is composed of four fields, namely, the Northern, Eastern Middle, Western Middle, and Southern. It is in the eastern part of Pennsylvania and is shown on figure 1. The anthracite industry is confronted with a crucial problem of inundation by water impounded in underground pools in many mines and by infiltration of water from streams and pools on the surface (3). The deposits of anthracite in the United States are limited virtually to Pennsylvania, and the difficulties of this industry have been commonly considered as a State problem rather than a national one (1, 4, 6, 7). Anthracite was discovered in Pennsylvania in 1762, and the first mining company was formed in 1793. It was not until 1812 that anthracite began to receive recognition in the Philadelphia market as a domestic fuel, and by 1838 the annual production was nearly 1 million net tons. Since anthracite mining began, mine water has become progressively more difficult and costly to handle because of the extraction of anthracite both underground and along the outcrops of the beds, until at the present time mine drainage is a major anthracite-mining problem. Mine water is handled at the anthracite mines as follows: (a) by pumping, (b) by drainage tunnels, (c) by combination of pumping and drainage tunnels, and (d) by water hoists (hoisting water by means of large buckets) (4, 5,6, 7). This paper covers removal of the water from mines by means of pumping plants. Pumping is indispensable in the production of anthracite (5). The cost of pumping mine water has increased progressively since anthracite mining began. Some collieries have been forced to discontinue mining because of the high cost of pumping.

The Dunkleberg district is in the Flint Creek Range of the northern Rocky Mountains, about 45 miles northwest of Butte, Mont. Silver - lead and zinc mineralization occurs over an area 4 miles long from north to south and 1 to 2 miles wide from west to east. Ore in appreciable quantity has been produced, mostly from the Forest Rose group of mines in the southern part of the district. The Forest Rose mine was the largest producer of lead and the Wasa mine, a mile farther south, the main producer of zinc. The total output of ore from these properties during World War II was 113,000 tons, or 98.2 percent of the total recorded production of the district. The Wasa mine was examined by a Bureau of Mines engineer2/ in 1944. Subsequent investigations during 1946, 1947, and 1948 included trenching and drilling Fn the Wasa area and examination of the Forest Rose and other mines.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. "The website www.economicevaluation.com.au, which had its origins at the Project Evaluation Conference 2009, provides a free way for industry professionals to teach themselves economic evaluation. At its core is a set of fast-moving modules and three worked examples.The website recognises that economic evaluation is a discipline with a hierarchy of three levels:decision-makingevaluating the project/businesshands-on modelling.There are a set of modules for each level that describe the concepts and activities in detail. These emphasise that the most important and rewarding work is the evaluation of Level 2. The economic model created in Level 3 is merely a working tool and should not become a sophisticated ‘trophy’ in Excel that only one or two people can comfortably use.Hands-on modelling contains three sets of practices designed to make any model rigorous and intuitive so that it can be easily understood and used by others in the project team. Even if the model develops into a long, detailed and complex workbook, it should remain easy to follow and be intuitive. The website advocates freedom to devise any architecture that best suits the project under study, but promotes rigour through the following practices:four cash streams and graphsthree architectures – concept, prefeasibility and feasibilitysix principles.The modules in the Level 2 evaluation use conversational language to describe in detail the broad range of activities needed to properly understand and characterise a project/business. DURING the course of an investigation of the zirconium-iron-tin system the zirconium-iron system was reexamined up to 55 pct* Fe. The alloys pre- visible melting3 and X-ray diffraction studies were made of samples of the alloys. The ferromagnetic properties of ZrFe2were determined by Professor P. W. Selwood* using a modified Faraday balance.4 The zirconium-rich portion of the phase diagram is presented in Fig. 1 and compared with the work of Hayes et al.1 The maximum solubility of iron in ß is somewhat decreased while the eutectic temperature is raised. There seemed to be no change in the eutectic composition of 16 pct Fe. Since the base material was so low in iron content, it was possible to establish the maximum solubility in a between 0.017 and 0.025 pct Fe at the eutectoid temperature. The observation of fine ZrFe, particles in the micro structure of a specimen of 0.012 pct Fe alloy quenched from 700°C indicated that the solubility drops below this composition at 700° C and lower. Further study was made of the intermediate phase ZrFe2. wallbaum5 identified the compound initially as ZrFe2 with a C 15 (MgCu2) structure, placing it at 55 pct Fe stoichiometrically. Hayes et al.1 believed they found the phase at about 47.2 pct Fe and called it Zr2Fe3 but reverted to ZrFe, in the discussion of their paper.6 Jordan and Duwez7 confirmed Wallbaum's work as well as finding the same single-phase structure to about 62.3 pct Fe or Zr0-61 Fe2-18. In order to establish the ternary phase relations in the zirconium-iron-tin systema the exact position of this phase had to be known. This was accomplished by X-ray diffraction, visible melting, and metallographic techniques. Elliott8 obtained a single-phase ZrFe2 X-ray diffraction pattern from an alloy of about 55 pct Fe. This was confirmed in the present study with an alloy of 54.81 pct Fe. However, extra lines (attributable to a or ß zirconium) were found in diffraction patterns of the 47.42 and 49.83 pct Fe alloys. There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

For many years mining men have sought for a portable device that would be direct reading and permit more positive detection of methane than was possible with flame safety lamps, which depended so largely on the training, skill, and personal ability of the user. Through the years, after the discovery that methane contributed to many mine explosions, considerable effort and large sums of money have been expended in searching for and developing instruments that would be practical, and, at the same time, reliable and safe to use. Very early in the history of the Bureau of Mines, some of its engineers were unsuccessful, after many trials, in attempts to develop such an instrument. Commercial firms, however, persisted in research until today a number of instruments are on the market that have proved to be practical in coal-mine service. It is hoped, however, that further research will bring about improvements in accuracy and other desirable features. BUREAU OF MINES STANDARD FOR METHANE DETECTORS The Bureau of Mines recognized the need for establishing minimum requirements on which to base official approval of suitable Instruments. This standard was prepared as Schedule 8. It was revised before being issued in printed form. The revision was published as Schedule 8A in 1920 and was revised on two other occasions. The present edition, known as Schedule BC, was issued October 31, 1935.

IN THE COURSE of its investigations directed toward providing strategic metals from domestic sources and toward utilizing power from Federal power projects in West, the Bureau of Mines concluded some years ago that the development of a method for producing electrolytic manganese might well be an important step towards both goals. Accordingly, laboratory investigations were undertaken in 1935. Further studied on a relatively large laboratory scale indicated that electrolytic manganese could be made from domestic ores at a cost not out of line with other nonferrous metals. On the basis of these results, the Electro Manganese Corp. Operating under U.S. Patent 2,119,560 issued to S, M, Shelton and assigned to the Secretary of the Interior for administration, undertook commercial production of electrolytic manganese at Knoxville, Tenn, This company has brought the process through the pilot-plant stage successfully, and is now regularly producing approximately one ton a day.

Two exploratory gasification tests of limited duration were made at Dorsten, Germany, with strongly coking Pittsburgh-bed coal in a fixed-bed pressure gasifier. To reduce the coking potential of the Arkwright coal, ash refuse from the gasification of Dorsten (Leopold) coal was added to pre-pare coal-ash mixtures which contained nominal 20 and 30 percent ash. Major adjustments in principal process variables at the beginning of the tests resulted in wide fluctuations in the rate of gas production, gas offtake temperature, and carbon dioxide concentration in the gas. Because a higher steam-to-oxygen ratio was used in the tests than was customarily employed for routine operation, gas production was lower, and steam and oxygen consumption was higher. After operating conditions had been improved, the results of a 12~-hour-long test with addition of sufficient ash refuse to obtain a nominal 30 percent ash concentration indicated that operation is feasible with this coal mixture using a fixed-bed pressure gasifier equipped with a rotating coal distributor and stirrer.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

The Bureau of Mines investigated the caustic extraction of alumina and soda from retorted dawsonite-bearing oil shale, as part of a program to devise technology for treating alternative domestic sources of alumina for the production of aluminum metal. Colorado oil shale yielding 13 pct oil (35 gal/ton) and containing 12 wt-pct dawsonite (representing about 4 pct extractable alumina) was retorted to obtain oil-free (spent) shale Spent shale was leached with dilute NaOH to determine the effect of particle size, retorting temperature, leaching variables, and storage conditions on extraction of alumina and soda and dissolution of impurities. Maximum alumina and soda extractions were obtained by promptly leaching minus 28-mesh spent shale, obtained by retorting raw shale at about 5000 C, with 0.5N NaOH. Under these conditions, dissolution of impurities such as Ca, Fe, Ti, and P was low. Leaching tests were made on spent shale stored for periods of up to 30 days at 0° to 42° C and at 0 to 100 pct relative humidity (RH). These tests indicated that significant reductions in alumina extraction would occur if spent shale were stored in ambient Colorado air under naturally fluctuating temperature and humidity.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015.
