THIS question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. In connection with air-pollution studies, the Bureau of Mines is cooperating with the U.S. Public Health Service in investigating the use of solids for removing sulfur dioxide in concentrations of less than 0.5 percent from combustion and waste gases. Removal of sulfur dioxide at flue-gas tempera¬tures would no longer result in the cooling of scrubbed gas, which is inherent to liquid scrubbing processes used exclusively in industry today. Results are reported of extensive investigation, using metallic oxides as absorbents, adsorbents, and oxidation catalysts at 130° and 330° C. (temperatures at which flue gas may be treated in powerplant practice). The most active absorbents tested were the oxides of manganese, cobalt, copper, and alkalized alumina; 23 to 33 grams of sulfur dioxidn were removed by 100 grams of absorbent at 130° C., while scrubbing more than 90 percent of the sulfur dioxide from a simulated flue gas, and 19 to 61 grams of sulfur dioxide were removed at 330° C. A more detailed study is reported on absorption and regeneration, using manganese oxides and alkalized alumina. Adsorption of sulfur dioxide on activated carbons and molecular sieves at elevated temperatures is considerably less efficient than removal by absorption--a maximum of 7 to 8 grams of sulfur dioxide could be removed with 100 grams of adsorbent at 130° C. A potash-promoted vanadium pentoxide is effective in converting sulfur dioxide to trioxide; complete conversion in a simulated flue gas containing 0.35 percent sulfur dioxide was obtained at 365° C. Pilot-plant and cost studies are being made by the Bureau to determine the economic feasibility of removing on an industrial scale the sulfur dioxide present in gases in low concentrations.

There are two major aspects to wall control blasting – the potential for any blasthole to cause wall damage and the potential for a delayed sequence of blastholes to cause damage. The damage potential of individual blastholes is governed by standoff distance and charge weight. However, for locations sufficiently close to a highwall, dynamic finite element models and field measurements show that there is also a critical nature to those blastholes very close to the wall, over and above standoff distance. At many mine sites, the charge weight/standoff-distance is set by trial and error. Thus, a significant aspect of the present work is the determination of dynamic stress radiating from a blasthole. Unfortunately, the modelling and measurement of this dynamic stress is still faced with many difficulties. Typical models have questionable aspects, which casts serious doubt over their predictions, and it is shown that the Hustrulid Bar experimental technique does not correctly account for stress wave attenuation in extended media. In an attempt to solve the dynamic stress problem, the present work describes a model based on an exact solution under the assumption of viscoelastic material. The model takes full account of the rock mass elastic/viscoelastic properties, the explosive type, geometry and primer location and predicts a dynamic stress for direct comparison with the unconfined compressive strength of the local rock mass. This model predicts the standoff distance required to avoid damage due to a single blasthole. The behaviour of a delayed sequence of blastholes is analysed using an upgraded waveform superposition model, covering a range of initiation delay combinations, which predicts the peak particle motion (PPM) induced in the wall for each combination. This approach shows that there is no need to fire dedicated trim shots close to walls; all that is required is a carefully modified production shot. The mechanism of vibration screening is discussed, and its use in a superposition model highlights the potential of reverse firing (shield blasting) to reduce wall PPM. A conceptual model is also introduced to give a further insight to vibration screening and damage (via ground heave). This model predicts that a centre-lift blast will have a central heave profile and that a reverse-fired shot will produce a smaller power trough than that produced by a standard shot. It is demonstrated that the mechanism of presplit formation is not well understood; nevertheless, experimental evidence shows that presplits can be an effective method for reducing wall vibrations.CITATION:Blair, D P, 2015. A set of experiments were conducted at the Aberdeen Proving Grounds [1] in which explosive charges were buried in saturated sand beneath a suspended rigid platform. The goal of these experiments was to measure the dependence of the impulse transmitted to the platform on the standoff distance and the charge burial depth. Simulations of these experiments were performed using the BUB2D axi-symmetric code using a frictional-cohesive visco-plastic model to describe the response of the saturated sand. This code solves a constrained set of conservation laws in which the liquid region (in this case saturated sand) is assumed incompressible. The explosion is initialized as a high pressure gas bubble (void) within the fluid. Comparisons of the simulations to the experiments are presented together with a study of the physical phenomenology associated with the loading process. In particular, it is shown that the force imparted to the platform is a combination of the impact of the sand on top of the explosion gas bubble and the pressure of the bubble as it expands before venting into the atmosphere. Under certain conditions, when the platform standoff is sufficiently small and the platform is sufficiently large, the bubble can over-expand before venting and pull the platform downward. This phenomenon was studied further through carefully measured and photographed small-scale experiments performed at the University of Maryland [2]. The small-scale experiments provide additional important validation benchmarks for our model.

The demonstrations of the "Silent Sentry" by Union Carbide Corp. in 1957 and of a special tractor-plow by Allis-Chalmers in 1959 ushered in the technology era of fuel cells. The idea for direct conversion of chemical to electrical energy, first published in 1801 by Davy in England and Ritter in Germany, has been kept alive by a few people through 150 years: Grove built the first hydrogen-oxygen fuel cell in 1839; Mond and Langer made electrolyte contributions around 1890 that are still used today; Baur worked on coal-based cells from 1900; Bacon started his work in the '30's, which resulted in the first multi-kilowatt unit in the '50's; Davtyan studied molten-salt electrolytes in the '40's, followed by Ketelaar in the '50's; and Justi developed highly active electrodes in the '50's, to name only some of the pioneers. Despite the tremendous increase in research and development of fuel cells, these direct energy converters are still in their infancy. They will find their functional application in space, where power density must be maximized and product water utilized. These early systems will provide valuable experience in system engineering and reliability.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. To determine in what part and to what extent creep or movement exists in an installed rock-bolt anchor and the effect of the creep or bleedoff on the tension load on a rock bolt, as well as the effect of normal mining activity on the rock-bolt load and anchor, the Bureau of Mines conducted tests in the laboratory and in two mines using four types of expansion-shell anchors, the wedge bolt, and in one mine, explosive-anchored rock bolts. Specially mounted heavy-duty springs, calibrated to obtain load readings from spring movement, were installed on the test bolts to prevent a drastic reduction in tension load caused by slipping or seating of the anchor. A dial gage, reading to 0.0001 inch, measured movement of the anchor shell against the rock and seating of the anchor wedge plug in the shell. While all bolts had electrical resistance strain gages for load reading, only readings from the laboratory tests were used because those from the field tests were erratic. The tests revealed that most load loss resulting from static loading is due to the slippage and seating of the serrations on the anchor shell into the drill-hole wall. Dynamic loading, primarily from sudden shocks from nearby blasting, and possibly from ground movement or mining activity, will cause the anchor wedge plug to seat in the anchor shell.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

For the highrise buildings with deep foundstion of irregular plane shape, an appropriate calculate model to the heave of foundation soil after excavation is proposed and studied using analytic method and FEM (Finite Element Method) respectively to provide an effective way for solving this kind engineering problem. Also combined with the practice of construction deep foundation of Capital Mansion, calculation of the heave of foundation soil after excavation is given. Compared these results from above two methods with the results measured in situ, it is conformal on the whole, and the results by FEM are much closer with the measured.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Continuing interest has been shown in developing processes for extracting nickel and cobalt from low-grade domestic deposits of these metals and in improving existing methods. Of special concern is the nickel-recovery installation at Nicaro, Oriente Province, Cuba, operated for the General Services Administration. The Bureau? of Mines felt that a bibliography would help familiarize personnel at various Bureau of Mines stations and General Services Administration contractors with extraction methods both in the United States and in foreign countries. When this task was under way it became apparent that to compile a complete bibliography would require considerable time, so it was decided to limit the first part to the later literature and issue it independently, thus making it available sooner. The present work supplements the first part and extends the coverage to the earliest years of nickel and cobalt metallurgy.

The Oatman District produced approximately 2.2 x 10 6 ounces of gold and 0.8 x 10 ounces of silver between 1897 and 1942. A total of 3.8 x 10 tons of ore averaging 0.58 O/T gold and 0.17 O/T silver was extracted from eight major orebodies and a number of lesser deposits. Oatman lies at the center of a trachyte-latite-rhyolite volcanic complex which contains at least one resurgent caldera. The orebodies are typical epithermal quartz-calcite + adularia lode deposits which are very deficient in sulfur. Ore deposition has occurred within dilatant zones on faults which radiate from a common point within-the complex. Fischer-Watt Mining approached the Oatman District with an integrated exploration program utilizing four basic procedures to define the characteristics of past productive areas the results of which were applied to unexplored portions of the vein system. These procedures, listed in their order of usefulness, in defining known and prospective mineralized zones are: vein contouring, detailed alteration mapping, fluid inclusion temperature determinations, and geochemical sampling.

"The problem of recovering potash from the mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H2O), occurring in large quantities in the salt beds of Texas and New Mexico, has been under investigation at the Nonmetallic Minerals Experiment Station of the U. S. Bureau of Mines continuously since 1928. Most of the results previously obtained have been published in technical journals and in a series of Bureau of Mines Reports of Investigations.The experiments described in the present report were performed to ascertain whether a continuous countercurrent extraction of calcined polyhalite by hot water would yield satisfactory recoveries and concentrations of sium sulphate in the top liquor. Previous investigation by Storch 4 had shown that the rate of solution of uncalcined polyhalite was too slow to be of value in an industrial process, and Storch and Clarke 5 had demonstrated that calcination of the polyhalite greatly, accelerated the rate of solution in hot water, allowing most of the potassium sulphate to be readily extracted."

Hudson River Pier 86, home of the historic USS Intrepid Aircraft Carrier and the Intrepid Sea-Air-Space Museum, is currently undergoing a $30M reconstruction. This project involves the demolition of the old timber pile supported pier and construction of a new 150 ft wide by 782 ft long concrete pier, built over the footprint of the old piles. The new pier consists of steel pipe piles, precast concrete pile caps, and a composite deck, made up of precast, prestressed concrete planks and cast-in-place concrete topping. This paper focuses on both the structural design and construction of the new pier, with emphasis on the pile foundation. Pier 86 is unique in that it is required to resist the extremely high lateral loads imposed on it by the permanently moored 898 ft long aircraft carrier during severe storms. A total of 360 steel pipe piles support the new pier. These piles, which are 24 in. in diameter and range in length from 58 ft to 175 ft, were driven down to bedrock. The piles, each having 200 ton allowable capacities, work together to resist the significantly large lateral loads exerted on the pier by the ship. The installation of the piles was unique in that all the piles, including the ?super-longs?, were fabricated to-length offsite, delivered to the site via truck and barge, and installed in one piece, eliminating the need for field splicing. The Pier 86 reconstruction will be completed within an extremely aggressive 18 month schedule, from January 2007 through June 2008. The refurbished aircraft carrier Intrepid will return home in September 2008, and the grand re-opening of the pier will be on Veteran?s Day 2008. This paper provides a case history for owners, government agencies, engineers, and construction professionals that will be faced with the challenges of designing and building new piers.

The concept of metal zoning has long been recognized (Spurr, 1907, 1923; Emmons, 1924, 1926; Lindgren, 1933; Rateman, 1950), although it has been considered indistinct for most epithermal districts. The geometric relation of barren zones of hydrother-mally altered rock to ore deposits was emphasized in the work of Lovering (1941, 1949, 1950), Sales and Meyer (1948, 1949, 19501, Burbank (1941, 1950), Schwartz (1939, 1950), and Kerr (1947). Lovering (op. cit.) and Sales and Meyer (op. cit.) emphasized the consistent presence of barren alteration envelopes enclosing individual ore bodies, particularly of the vein type. Schwartz (1950) noted a difference between the distribution of alteration zones described by Lovering and by Sales and Meyer, as compared with those associated with the porphyry copper deposits of the Southwest. The disseminated deposits of the Southwest usually occur within large bodies of altered rock whereas most veins do not. In the following discussion the mineralization process is conceived of consisting of two distinct phases: pre-ore nonmetallic alteration and metallization. In the present investigation the position, size, and shape of all known hydro thermally altered areas and the position, size, and metal type of all known ore deposits were plotted on base maps of southwestern and west-central Colorado (Figure 1). The maps indicate a generally consistent geometric relation between altered and metallized areas. The addition of alteration to the pattern of metal deposits establishes a temperature zoning pattern of much greater clarity than that formed by the epithermal metal deposits alone, and allows a more precise definition of mineral belts. The center of strongest mineralization is indicated to be the area of greatest barren alteration, and metal deposits are grouped about it both under structural control and crudely in response to temperature zoning. The combination of an area of strong alteration and associated marginal clusters of metal deposits is defined as a mineral district. The strong similarity in individual deposits, in groups of different types of deposits, and in the alteration-metallization relation in districts throughout the region implies that a single metallogenic province is represented in southwestern and west-central Colorado. As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. This paper describes how Automated Mining Systems (AMS) is evolving the state-of-the-art in guidance systems for autonomous underground vehicles. The techniques, trade-offs, and lessons learned from these systems are described, including the safety regime that has been implemented. First generation autonomous guidance systems for underground vehicles relied on infrastructure for the vehicle to follow. However, there are additional costs associated with that approach. The current generation uses a pair of laser range finders as its only guidance sensors. This system uses a minimum of infrastructure, in the form of a redundant system of location referencing. Advanced steering and drive control algorithms are incorporated into this generation of system. The next generation of infrastructureless guidance systems will be based on a 3D vision sensor, which was originally developed for autonomous Mars rovers and is being adapted for underground mining use. Results of early underground field trials are presented, along with a description of this emerging technology.

THIS PUBLICATION presents injury experience and employment data for the nonmetal mining industry in the United States for 1960. Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.
