For more than a decade, Hatch has used process and logistics models to assist Rio Tinto Fer et Titane (RTFT) with capacity planning, debottlenecking, and optimization to help ensure design capability, capital effectiveness, and operational efficiency of the integrated production chain. Process models are used to optimize the physics-based aspects of the system, such as mass and energy balances, flow rates, yields, and equipment specifications. Dynamic logistics models are used to optimize how the various plant areas work together to achieve the desired ends and deal with such things as plant scheduling and synchronization strategies, sizing of buffers between processes, defining the required number of process and material handling units, and designing a plant layout that minimizes plant interferences and inefficiencies. The combined use of process models and logistics models enables the overall plant to be optimized from both a productivity and quality point of view, with each plant area working in harmony with one another to achieve targeted capacities and efficiencies. This paper describes the many benefits derived from such modeling efforts over the past 15 years for each of the major plant areas at RTFT: Beneficiation Plant, Smelter Plant, Steel Plant, UGS Plant, and Powder Plant (RTMP).

The 5 km (16,194 lf) of 6.1m (20 ft) diameter TBM driven tunnel built by the J.F.Shea Co. will serve as sewage overflow storage. The TBM tunnel and four connecting tunnels excavated by drill and blast methods in hard granite will remain unlined. Based on the Geotechnical Baseline Report (GBR), the Contract documents provided a design with no required pattern of rock bolts, no probing, no pre-excavation or consolidation grouting, and lastly, no final lining of the tunnels was deemed necessary. This paper will provide a general overview of these topics with the emphasis on the actual ground conditions encountered versus the projected conditions provided in the GBR and how the GBR reflected the design of the project. Proposed modifications to the temporary and permanent ground support will be presented and the necessity of probing and pre-excavation grouting will be evaluated.

In the summer of 1937 the authors began a series of time studies of the various processes employed in' the production of crashed stone. These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summarizes of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling a t the same group of quarries. OBJECT OF STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.

In a partnership between Luck Stone Corporation and Loudoun Water, a 42” (1.067m) steel pipeline was constructed along the perimeter of an extensive permitted reserve of diabase rock Luck Stone was about to begin mining. Loudoun Water provides drinking water and wastewater services to over 75,000 households in Loudoun County, Virginia. In discussions to establish the 30-foot (9.1 meter) easement for Loudoun Water within the permitted reserve of diabase rock, Luck Stone and Loudoun Water agreed on the following basic conditions: • Luck Stone could execute production blasting as close to the easement as physical conditions of overburden depth permits. We estimated the minimum distance to be about 75-feet (22.86 meters) from the centerline of the pipe. • Loudoun Water would install strain gauges on the pipe every 500-feet (152.4 m) along the entire length of the future reserve area. This resulted in the installation of 18 strain gauges. • Luck Stone would contract a third-party vibration monitoring company, agreed to by Loudoun Water, to monitor the strain gauges and provide seismograph reading at appropriate locations along the pipe as mining progresses. All information would be provided to Loudoun Water. • Luck Stone’s blasting will be conducted in a manner that ensures the recommended strains are not exceeded.

During most of its history, the metallurgical industry has been seen as a source of pollution for the environment. However, during the second half of the 20th century, as the world environmental legislation became more protective and the global environmental conscience consolidated, this landscape began to change. Metallurgical activities have become increasingly related to the social and environmental impacts caused by human activities. With the adoption of environmental management in steel plants, there has been a significant change in steel-related activities which have begun to introduce modern plants, managed with environmental, social and productive efficiency. More and more, steel companies search for a decrease in negative impacts of their industrial operations on the environment, fitting them to the current environmental legislation and even increasing productivity and profitability. The steel industry has started to become a clean and more efficient industry. This work presents a case study of a sustainable steel plant project, located in an environmental preservation area. The project includes treatment and reuse of industrial liquid effluents, air emissions control, noise control, recycling, recovery and adequate waste management. It also incorporates production processes using clean technologies, capable of coproducing energy resources which may be used in the plant showing how is it possible to produce steel with environmental and social responsibility and even increase the enterpriseÆs profitability.

A study was made in the Bureau of Mines experimental coal mine of factors affecting gas ignition by a cutoff explosive charge. Experiments showed that, although gas could be ignited under some circumstances, the probability under normal mining conditions would be low. The use of permissible explosives, relatively short-delay intervals in firing adjacent holes, blasting to a 6-inch kerf, and reasonable care in the placement of the holes favor safe blasting and are current practice in mining. The experiments also showed that the weight of the charge is not a primary factor in the ignition of gas by a cutoff charge. The quenching action of a first charge on the igniting action of a second was verified in a supplementary study. Related experiments have shown that gas at the face may be ignited by a single charge of explosive when fired with a light coal burden. Permissible explosives were less hazardous under these conditions than nonpermissible explosives. The frequency of gas ignition in cutoff and single-charge experiments increased as the linear distance between the sheared face and the opposing mine rib increased.

The Wyoming bentonite industry continued its run of stable, if not strong, growth in its complex markets. Growth at the macroscale was fueled by a strong domestic economy, the weakening of the U.S. dollar in the global market and strong worldwide global demand. Challenges to the benchmark of the industry were rapid and saw ongoing increases in raw material costs(pallets, bags and additives), higher energy costs and higher overall transportation costs for all modes of movement. Exports continued to be assisted by dollar depreciation (5 percent to 10 percent) from January 2004to January 2005. This depreciation followed the significant weakening of 2003. And it was most favorable during the pullback in fuel and shipping rates in the second half of the year.

"Environmental concerns necessitate the recycling of process water within mining operations. Given that recycled water is chemically different from fresh water, and collectors are added such that they adsorb at the liquid-particle interface, changes in the aqueous phase are expected to affect collector adsorption. A Finnish nickel-copper ore was floated in synthetic plant waters of varying ionic strengths and plant waters obtained at Boliden Kevitsa Mine, with aerophine and sodium isopropyl xanthate as collectors. Of the tested waters, the copper thickener overflow was the least conducive to xanthate adsorption and valuable mineral recovery. The nickel thickener overflow, standard process water, and raw water were the most conducive to xanthate adsorption. For the raw water and nickel thickener overflow, increased adsorption correlated with increased valuable mineral recovery. Further, recycling xanthate retained in water affected the selectivity of the collector and hence the concentrate grades.INTRODUCTIONFlotation is a separation process that exploits the differences in the surface properties of the particles being separated. The efficiency of separation is dependent on the degree of hydrophobicity achieved by the particles meant to be floated, which are, in most cases, valuable minerals. The hydrophobicity is in turn dependent on the adsorption of the chosen collector onto the surfaces of the floated particles (Fuerstenau, 1984; Taggart and Hassialis, 1946). Empirical findings suggest that species dissolved in solution strongly influence collector adsorption and overall flotation response (Fuerstenau and Chander, 1986). Due to environmental concerns, it is becoming more pertinent for mining plants to recycle process water and hence limit the usage of potable water. There is an interest to ensure minimal discharge of plant water into the environment, as this water is typically polluted with process reagents that may render it toxic (Levay et al., 2001).Recycled water, however, has been shown to adversely affect flotation. Reagent efficiency can be reduced due to increased suspended solids. A loss of mineral recovery can occur due to competitive adsorption between reagents and other dissolved species, loss of reagents due to precipitation, and unwanted reactions. Further, a reduction in grade can occur due to non-selective coating of reagents on valuable and gangue minerals, and hydrophobic coating of microbiological material on gangue, causing unwanted flotation. Yet despite these drawbacks, water reuse has the advantages of minimal fresh water use and reduced reagent consumption by recovering the unconsumed reagents retained in wastewaters (Bruckard et al., 2011; Levay et al., 2001; Shengo et al., 2016; Slatter et al., 2009)."

"There are a variety of approaches for wall control blasting in open pit mining operations. Safety forworking in the pit is the principal benefit. There are also a number of economic and productivitybenefits when appropriate techniques are used. The purpose and requirements of wall control blasting can vary quite significantly for different operations. When considering blast design, geology, geotechnical factors, drilling, explosives, economics and blasting history are all part of the engineering design process. In many operations, there is a high reliance on blasting history and economics for determining wall control blasting measures. This presentation outlines approaches that broaden the design process and discusses their advantages."

The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Carbon rich graphite deposits found in Sri Lanka are of inorganic origin and they occur as narrow steeply dipping veins. The vein width of these deposits varies from a few centimetres to metres, with an average vein thickness of 1 m. It is believed that the carbon rich fluid intruded into fracture zones under high pressure and the temperature has crystallised into graphite. This process has also generated many minuscule graphite veins centred on main mineralisation, which has reduced the host rock overall rock mass rating. These discontinuities could also be considered as joints with graphite infill. Graphite mining at Bogala Mines, Sri Lanka is a unique example of narrow vein mining faced with numerous wall stability issues resulting from weak graphite infilled joints.The Bogala vein type graphite orebody has an average vein width of 1 m. Overhand cut-and-fill mining method is used for stoping. The stope consists of two boundary winzes for material handling, access and ventilation. Mining is done on the strike of the vein and the average mining slice height is 2 m. A void to the height of one mined slice is left below the mining level during mining. Waste rock resulting from vein blasting and mine development is dropped into this void as fill rock. Any void height left greater than a single slice height will increase stresses in the stoping zone. This will increase formation of rock blocks and their effective separation from wall rocks. Split miniscule veins occurring around main mineralisation intensifies rock block formation in an environment of mining induced stress release. Consequently, any rock blocks sliding into stopes on graphite infilled joints will behave under constant normal stiffness (CNS) conditions and their shear strength will converge rapidly towards remoulded shear strength of graphite alone. Unlike with general infill deposited in joints, graphite has a very low friction angle and with its slippery nature, a small thickness may affect in great deal to reduce joint shear strength.In addition to immediate filling of excavated voids, controlled vein blasting and spot bolting have improved mine safety. Furthermore, rock bolts connected to each other through iron plates and anchored to anchor bolts installed in non-fractured solid rock are practiced to stabilise rock falls and wedge failures in narrow vein graphite mining. The report covers tests and criteria for the establishment of safe grounding systems for coal mines. The work deals primarily with under-ground coal mines, but much is applicable to surface mines as well. Included is an extensive guide to grounding and bonding procedures for mine surface substations. Xit-Rods are evaluated and shown to deviate from manufacturer's claims. An analysis shows that very long cables are difficult to monitor using audio frequency ground-check techniques. A method is developed to detect failing cable splices without removing the cable from service. Simulation and measurement are compared for a technique to detect bad rail bonds, and an assessment is made of grounding techniques for dc face equipment.

A new probabilistic approach is introduced for slope stability analysis including adverse impact of blasting vibrations. The material strength within a slope area is randomized in this bi-variate joint probability analysis. To be a completely general engineering method, the new probabilistic approach employs the random variable transformation technique; the Hermite model of the Gaussian transformation function, which transforms the experimental histogram of strength values to the standard Gaussian variables. Because bi-normal joint probability is analyzed on the true probability region projected on the Gaussian transformed variable plane, it is an exact solution of slope stability based on the available sample data. Details of the probabilistic approach are given through a case study on an iron ore mine. The case study demonstrated that the probabilistic approach is effective and simple enough to be a routine engineering practice for slope analysis.

"A blast with explosives creates vibration waves in the zone around the blast.The prediction of the intensity of vibrations is important because people in the cinity demand that the vibrations do not disturb them, and society imposes limits on the vibrations. The U. S. Bureau of Mines (USBM) showed that the easurement of the particle velocity U predicts the risk of damage from vibrations. A currentapproach of blasters to monitor vibrations is to measure them with a seismograph at several distances S, and create a graph of U vs. S and the explosive charge “W” according to the equation U = K / (S / W)N where K and N are constants that depend on the blast method and the nature of the ground over the distance S. Though useful, this equation is empirical, and the results predicted from it are very variable, as shown by figure 1 which indicates that a prediction of U can deviate significantly from the actual value. Moreover, a minimum of two seismograph measurements at two values of S are required to establish the curve. However, here now exists another very convenient method to predict U; it is with the simulator Vibmas, which is based on the fundamental principles of how a blast reates vibrations. This simulator takes into account not only W but rather all the blast parameters, the type of explosive and the properties of the rock. Moreover, to establish the calculation of U as a function of S, only one seismograph measurement is required rather than two as for the USBM method. This last difference is important because it makes it easy to predict U not only as a function of S, but also as a function of the orientation of S. On the site this allows much safer control of the vibrations, and the use of larger explosive charges which reduce excavation costs. The article presents results from a field case at a hydroelectric project in Canada, where the deviation was very moderate. Use of this vibration simulator on the Web is very easy."

With the development of larger mine-haulage trucks in recent years, the visual field of the driver has diminished correspondingly. Specifically, the operator's lack of direct vision in the right front area and directly to the rear constitutes a serious hazard to personnel in nearby small utility vehicles. Recently developed electronic technology has made it possible to supplement the use of mirrors and fresnel lenses to warn the operator of specific collision dangers in the truck's blind areas. This Bureau of Mines report describes the results of a coordinated contract and in-house research program to develop and test in-mine prototype electronic systems to detect the presence of smaller vehicles within the blind areas of large mine-haulage trucks. Each system utilized transmitters installed on the smaller vehicles and receivers installed on the haulage trucks. Transmitting techniques tested included both low-and high-frequency radio waves. On-vehicle testing established the engineering feasibility of each approach. Further private sector product development to improve reliability and reduce system costs is recommended. Mining companies should consider the advantages of each type of system.

The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Sur- vey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. Although many investigations of the deformation behaviour of rocks have been carried out, most of them are carried out in compression. In all rock engineering practice it is usually assumed that the deformation of rocks in tension is the same as that in compression. However, data from numerous researchers have shown that this assumption is not correct for some rocks. A new loading frame for testing rocks in compression and direct tension has recently been developed by the authors, with the capacity to conduct both compression and tensile tests on the same rock sample. The results obtained show that the ratios between the average Young?s modulus in compression (ECA) and in direct tension (ETA) are 1, 1.16, 2 and 6 respectively in four rock types tested. For Poisson?s ratios, analogous relations were obtained. It was observed that, in all cases, the tangent Young?s modulus intension reduces with an increase in the applied tensile stress, while the behaviour of Poisson?s ratio is similar, but shows greater variability. The difference between the Young?s modulus of rocks in tension and that in compression could lead, large errors in calculating induced stresses around underground openings, as well as in determining the Brazilian tensile strength of rocks. This may have a significant influence in rock engineering and therefore more investigation is necessary into the tensile deformation behaviour of rocks and its influence.
