The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

From mine to mill, the 3D characterization of particles ranging in size from meters to micrometers is now possible. A brief review of X-ray tomography for mineral processing is given with recent advances considered, such as high-speed scanning and image analysis procedures to describe important particle properties, including size, shape and composition. Considering these new 3D characterization tools, applications in mineral processing are discussed for high-resolution X-ray microtomography (HRXMT) laboratory analysis of particles ranging from 20 mm to 5 μm, with a voxel resolution of about 1 μm, including (1) multiphase particle characterization by HRXMT and comparison with scanning electron microscopy (SEM), (2) particle damage state as a result of blasting/comminution, (3) liberation characterization to describe expected separation efficiency, (4) exposed grain surface area analysis to explain the flotation of locked particles, and (5) floc size, shape and water content for polymer-induced flocculation. Finally, applications in mineral processing for plant-site analysis using high-speed X-ray computed tomography (HSXCT) are examined, including, for example, coal washability analysis, the analysis of crusher plant products, and the analysis of pebble phosphate products from central Florida. Scanning rates on the order of 1 kg/min for particle sizes ranging from 150 mm to 1 mm are possible, with a voxel resolution of about 100 μm. For coarse particles smaller than 5 to 10 mm, high scanning rates of more than 300 t/h may be possible at a voxel resolution of about 1 mm.

The roasting and gas handling circuits at Goldstrikes' new Roasting Facility incorporate proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available unit operations from the perspective of capital, environment and operating costs. The roaster utilizes Freeport-McMoRan whole ore roasting technology with pure oxygen as the oxidizing gas. This process was chosen based on its proven application on Carlin-type carbonaceous ores. An extensive gas cleaning train follows the roaster and comprises direct cooling, dust scrubbing, indirect cooling, wet electrostatic precipitation, mercury scrubbing, SO2 scrubbing, CO incineration and NOX reduction.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

Recent recommendations of the Bureau of Mines regarding, rock dusting to prevent dust explosions in coal mines have been issued as Mine Safety Board Decision 32 and printed as Information Circular 7109.5/ The last paragraph on page 2 of I. C. 7109 states: After a mine or any part of a mine has been rock-dusted, samples of dust for analysis should be taken from the floor, ribs, roof, and timbers at such intervals of time as will give apple warning of need far redusting in order to maintain the required minimum percentage of incombustible in the mine dust. Details of the methods of sampling and analysis are given in Bureau of Mines Information Circular 7113.

Mechanical loading, adopted long ago in open-pit, coal, and non-metal mines, was not used extensively in underground metal mines until the World War. In less than a decade it became standard practice in underground work in many mining districts. In 1924 the Missouri School of Mines and Metallurgy, in cooperation with the Federal Bureau of Mines, published a bulletin entitled "Mechanical Underground Loading in Metal Mines," which was prepared by Charles E. van Barneveld, mining engineer, Bureau of Mines.

This paper examines the issues involved in the technical audit and valuation of exploration prospects. Certain methodologies are more appropriate to use depending upon whether the mineral property valuation is of an exploration area, a project under development, or an operating mine. Valuation approaches that are reviewed include the Multiple of Exploration Expenditure, Joint Venture Terms, Rules of Thumb, and particularly the Kilburn Rating Method. The DCF/NPV Financial Simulation Method, even modified by the use of Expected Values, is not considered appropriate for valuing exploration prospects. The choice of the most appropriate methodology and its successful application depends primarily upon the amount of reliable input data available and, more importantly, the experience and judgement of the valuer. It must be remembered that all valuations are time and circumstance specific and will be generally subject to revision as more data becomes available.

Modelling stockpiles is a key factor of a project’s economics and operation in mining, because not all the mined ores are not able to mill for many reasons. Furthermore, the financial value of the ore in the stockpile needs to be reflected on the balance sheet. Therefore, automatically tracking the boundaries of the stockpile facilitates the mine scheduling engineers to calculate the tonnage of the ore remaining in the stockpile. This paper suggests how the dynamic of stockpile shape changes caused by dumping and reclaiming operations can be inferred using polygon models. The paper also demonstrates how the geometry of stockpiles can be inferred in the absence of reclaimed bucket information, in which case the reclaim polygons are established using the digger’s global positioning system (GPS) positional data at the time of truck loading. This work further compares two polygon models for creating 2D shapes.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

The Bonneville Power Administration (BPA) will build about 500 miles of new 500-kV transmission lines in the next 5 years. Many new lattice towers will be built in remote locations or in environmentally sensitive areas. Therefore, micropile foundations were designed that could be installed in remote areas, in variable subsurface conditions, and in a manner that would reduce excavation volumes and potential erosion concerns. Typical lattice tower foundation axial loads range between 75 and 1,500 kips (300 to 6,700 kilonewtons [kN]) per leg, with uplift loads being slightly less than compressive loads. Lateral loads range from 5 to 320 kips (20 to 1,400 kN) per leg. Full-scale axial and lateral load tests were conducted in geologically representative soil units during the micropile design for the 9-mile-long (14-kilometer [km]), Kangley-Echo Lake transmission line that extends through a protected watershed east of Seattle, Washington. Micropile foundations for single and double circuit suspension and dead end towers were designed using these load test data.

Olympic Dam has been investigating mine design options for the South Mine Area (SMA), which will continue using the existing sublevel open stoping (SLOS) method. The SMA is an undeveloped mining area, located south of the existing underground mining areas currently in production at Olympic Dam. The SMA study reached the stage where geotechnical inputs were required for stope design, infrastructure location and ground support forecasts. A large database of geotechnical data was collected to inform open pit designs for the ODX (Olympic Dam expansion) project (resulting from 659 drill holes). This geotechnical data has since been reprocessed to align with design inputs required for the SLOS mining method. The result has been the construction of a preliminary three-dimensional mining rock mass model (MRMM) that has been incorporated into preliminary stope mine design and infrastructure layout assessments, which have taken into account the predicted prevailing ground conditions.As with any model, it is necessary to improve the confidence in its predictability; therefore the model must be calibrated. The preliminary SMA MRMM was no exception. First pass calibration was possible with results from underground geotechnical window mapping from exposed rock mass conditions in the lateral development and surface geotechnical holes for ventilation shafts.The SMA project continues to advance and has started a program of resource drilling. Selected holes have been identified that target data limited areas. This will ensure that the data gaps are infilled in order to maintain the required data density required to improve the model confidence. In addition, further underground window mapping in the SMA will provide ‘mine scale drill hole’ data that can be used to either update the MRMM or as part of planned future calibration. Stope performance data from stopes will provide further valuable data for calibration purposes.The proposed paper will present the process and findings that have been followed in order to establish a well calibrated geotechnical model that can be used with an acceptable level of confidence in the ongoing refinements of the mine design and planning process for the SMA.CITATION:Thin, I, Morizzi, L, Mungur, G and Seymour, C, 2016. The disposal of oil-field brines by injection into subsurface formations other than fresh-water-bearing strata is a positive method of eliminating the harmful effects of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. The methods used most generally for the disposal of brines produced with oil are (1) impounding in evaporation ponds, (2) controlled diversion into surface streams, and (3) injection into subsurface formations. Various States recognize one or more of the methods as legally authorized procedure. As a general rule, impounding brine in ponds and solar evaporation have not been entirely successful, principally because of the large volumes handled; the porous nature of the soil, and the low rate of evaporation. Likewise, the diversion of brine into freshwater streams by controlled dilution has not proved satisfactory in some areas, especially in parts of Kansas and Oklahoma where the rainfall is relatively low, because it has been impossible to obtain enough fresh water for such dilution.

The New Zealand (NZ) Transport Agency’s Waterview Connection will complete Auckland’s Western Ring Route, a 47 km north–south motorway alternative to Stage Highway 1. The project is being delivered by the Well-Connected Alliance comprising the New Zealand Transport Agency (NZTA), Fletcher Construction, McConnell Dowell Constructors, Obayashi Corporation, Parsons Brinckerhoff NZ, Beca Infrastructure and Tonkin & Taylor.The project involves construction of 5 km of new motorway, nearly half of it underground connecting State Highway 20 (SH20) to State Highway 16 (SH16). The underground portion of the project incorporates twin 13.2 m inside diameter (ID) tunnels 2.4 km long, each carrying three traffic lanes, one for north-bound traffic and one for south-bound traffic. The tunnels are being driven by a 14.46 m outside diameter (OD) 2400 t, tunnel boring machine (TBM) shield that was assembled and launched at the southern portal. It will be turned and re-launched at the northern portal for the return drive to the southern portal where it will be disassembled. This paper presents two major temporary works elements contributing to the successful launch of the TBM: the TBM assembly crane platform and the TBM shove frame and associated components.Tunnel boring machine shield assembly – crane platformThe TBM shield was delivered to site in subassemblies ranging in weight from 100 to 380 t. It was initially proposed to use a 750 t crawler crane sitting above the tunnel portal headwall to assemble and disassemble the TBM. However, this did not have sufficient capacity to allow the TBM shield to advance clear of the tunnel before disassembly commences. To reduce the crane’s working radius a temporary steel crane platform was developed that is supported on the side walls of the tunnel approach trench. This has enabled a smaller, less expensive, 600 t crawler crane to be used and will allow the TBM shield to clear the tunnel before disassembly.Tunnel boring machine launch – temporary worksTo launch the TBM a purpose built steel frame was required for the TBM thrust rams to react against. The shove frame had to be able to transfer the thrust loads from the TBM shield to the ground below and thrust wall behind. A range of potential thrust loads and jacking patterns were examined to develop the design load cases for the shove frame. The shove frame was used to launch the TBM at the southern portal and to re-launch it at the northern portal. "This paper deals with the varions methods for the rapid Joading of unit trains which are being: used by ore procossors to move their product to dock-s1de storage facilities or their ultimate customer. Some of the techniques that have been used include (1) volumetrie loading, both in motion and static, (2) batch weighing into moving cars and (3) batch weighing into cars that have been stopped. Particular emphasis shall be placed on the two systems now in use at the Adams Mine facility of Jones and Laughlin Steel Corporation and at Cliffs of Canada's Sherman Mine. Typical ""turnaround"" times, loading rates, types of cars, weighing accuracies, material handling concepts and maintenance considerations shall be discussed."

Long term stability of the pillars that have been remained after R&P extraction causes postponed subsidence. To prevent unforeseen subsidence and to diminish postponed subsidence 25-50% new method for its control has been developed by the author. It supposes to use drilling and blasting technology and other original approaches. New method has been fulfilled through the holes being drilled from the surface or from the active underground openings. Explosives had been charged into the holes and were blasted. This had increased bulking factor dramatically and prevented natural caving of the strata. Physical scale modeling corroborated efficiency of the new approach. The bulking factor has grown from 0.0623 to 0.1185 and surface subsidence has been diminished from 1.1 m to 0.2 m or 5.5 times.

Morris-Shea, an Alabama-based deep foundation contractor, is installing foundation piles at the sites of North America's two largest liquefied natural gas (LNG) terminals currently under construction. The contractor has crews working at Venture Global's LNG lique- faction plant in Plaquemines Parish, Louisiana, as well as constructing foundations for the Cheniere Energy Stage 3 Liquefaction Project in Corpus Christi, Texas. This work includes installing ap- proximately 27,000 DeWaal drilled, full displacement, cast-in-place concrete piles to support seven new midscale LNG trains at Cheniere's Texas ter- minal. Deep foundation installation began at Venture Global's Plaquemines facility, located approximately 30 mi (50 km) south of New Orleans, with an initial phase of 24,000 piles. Plans for the Plaquemines LNG terminal include three loading berths on the Mississippi River and four LNG containment tanks. The facility will utilize new pretreatment com- pressors, liquefaction trains and on- site gas turbine power plants to maintain an annual LNG export capacity of nearly 20 million tons (18 million tonnes) per annum. The site's LNG trains are configured in 18 blocks. The contractor is installing piles through an initial 6-20 ft (1.8-6 m) of cement mixed improved soils, which provide a safe work plat- form for equipment to operate on the extremely weak native soils. Drilling continues through soft clay in the subsurface and tips into a stiff clay or dense sand layer. Production piles are drilled to depths up to 124 ft (38 m) below ground surface. The firm is working with engi- neering, procurement and construction contractor KZJV, a Kellogg Brown & Root and Zachry joint venture, at the Louisi- ana location. The foundation team mobilized at the Plaquemines site in May 2022, to install 16, 18 and 24 in (400, 450 and 600 mm) diameter test piles to depths of 90 and 120 ft (27 and 36 m). The piling contractor returned in September 2022, to start Phase 1 of the deep foundation project, beginning installation of production piles.

Increased exploration in Alaska has resulted in many requests to the Bureau of Mines for facts about the mineral resources and mining conditions in the Territory. This report presents information about the minerals of Southeastern Alaska and the factors that affect development of a mining industry in that area. Southeastern Alaska is a narrow coastal strip of rugged mountains and many islands. The climate is mild, with an average annual temperature of 40° and heavy rainfall. Geologically, the region is favorable for deposition of ore; geographic-ally, it is difficult to prospect and to develop, except along areas immediately adjacent to the coastline.
