To reduce their sulfur emissions, many coal-fired electric power plants use wet flue-gas scrubbers. These scrubbers convert sulfur oxides into solid sulfate and sulfite sludge, which must then be disposed of. Currently, the major markets for scrubber sludge are for manufacture of gypsum products, such as wallboard and plaster, and for cement. However, the quality of the raw sludge is often not high enough or consistent enough to satisfy manufacturers, and so the material is difficult to sell. Other markets, such as paper manufacture and plastics fillers, have even more stringent quality requirements and will not accept raw sludge at all. In the work described in this paper, several reagents have been examined to determine their ability to selectively improve the flotation of the unreacted limestone contaminant away from the desirable products (calcium sulfite and gypsum). The most success has been achieved using a cationic collector, which shows a higher selectivity between calcium sulfite and calcium carbonate than do the anionic collectors that were studied.

Few people would question that coal is king in the Campbell County, WY area. Other industries, such as oil production and ranching, also contribute significantly to the economic base, but coal mining and related industry development dominate. In recent years, Gillette has become the commercial hub of northeastern Wyoming. This development has been largely a response to the growth of the coal industry in Campbell County. Historically, Campbell County developed as a ranching area, a process that was aided by the passage of rail lines through the area, allowing early ranching interests to get their livestock to market. For decades, the Gillette-Campbell County area was predominantly a ranching area that experienced only incremental population growth.

Geochemical characteristics, shapes and surface textures of manganese nodules from two blocks located in the southern (9°N~11°N) (KR5) and northern parts (16°N~17°N) (KR2) of the Clarion-Clipperton fracture zone between 130°W and 133°W were investigated in terms of sediment distribution and metal contents for better understanding of controlling factors of seabed manganese nodule genesis. Two blocks, ~700 km away, are dominated by the nodules with different origins, each of which has distinctive chemical compositions and shapes. KR2 block is dominated by irregular and poly-type nodules of hydrogenetic origin with low Mn/Fe, Cu, and Ni contents and high Fe and Co contents, while KR5 block is dominated by discoidal and ellipsoidal nodules of diagenetic origin with high Mn/Fe, Cu, and Ni contents and low Fe and Co contents. In addition, nodules from two blocks show different surface textures: smooth and transitional in KR2 and dimorphic and rough in KR5. Sediment distribution is also distinctly different in two blocks. The study area consists of three sediment types: Unit 1 ? dark brown mud with an intermediate metal content, Unit 2 - yellowish brown mud with poor metal content, and Unit 3 ? black metalliferous mud. KR2 is characterized by the thick occurrences (<250 cm) of Unit 1 at the surface while Unit 1 distributes thin (<12 cm) in KR5. Higher primary production rate in the southern block proximal to equator and resulting high supply rate of metals to the sediment might be the cause for the dominance of diagenetic nodules in the southern block, but potential controls of different sediment distribution on the nodule genesis can not be excluded. If it is the case, Unit 1 with an intermediate metal content likely has been acting as a sink for metals by precipitating micro-nodules within the sediment column. Within the KR5, the hydrogenetic nodules occur preferentially on the seabed where Unit 3 distributes at shallower depth (<50 cm). Unit 3 has 2 or 3 times higher metal contents than other types of sediments. It might play the same role as Unit 1 in the northern block that prevents the supply of metals to the sediment surface. Mineral liberation or more aptly the particle size at which cost effect liberation is attained is an important mineral processing parameter. This implies that not all the mineral is liberated as further size reduction is not economically warranted. For ores of low grade minimising both the comminution capital and operating costs are crucial aspect to ensure project visibility. As a consequence the focus of attention for the most part is direct­ed to 'coarsening the grind" ahead of any downstream process­ing treatment. In most cases, recovery will be sacrificed to pro­vide for 'more tonnes' of capacity and in general this is eco­nomically justifiable. Preferential liberation and its measurements is an aspect of mineral processing that has created much attention and contro­versy. It is not the purpose here to discuss this matter in depth other than to state in broad terms that if an ore from the same source is subjected to comminution by two different methods, such that the product particle size distribution is similar, and subsequent downstream treatment demonstrates substantial dif­ferences in recovery, then there is reason to believe that prefer­ential liberation has occurred. Comminution by high pressure grinding rolls (HPGR) is a relatively new technology claimed to have two major advan­tages over conventional comminution. Firstly and more impor­tantly is the ability to improve comminution power efficiency. Power reductions of 10 to 40 percent being claimed. (Pagett et al (1995), Sargent (1995)). A secondary benefit claimed is that preferential liberation can occur. Generally, for HPGR there is a natural tendency of the product to have a skewed particle size distribution to the finer size. This in its own right could manifest itself in improved leaching and preconcentration performance. The question remains that if in using another comminution device, other than a HPGR, to produce a similar product size distribution as the HPGR, will there be any difference in downstream between the products from this and a HPGR.

The behavior of gold particles on a spiral was studied using radioactive gold tracers. The method allowed the effects of particle size, particle shape, pulp density, feed rate and splitter settings to be studied. Although the method has been successfully applied to other gravity concentrators, it was found that reliable results were more difficult to obtain on the spiral. However, these preliminary results show that, with suitable precautions, the technique is capable of providing valuable information, unobtainable from conventional studies, that could be used to better optimize spiral performance.

Begun in 1992, an abandoned and inactive mine inventory in the Black Hills National Forest has resulted in a hazard ranking of the most severely affected sites. For purposes of the inventory, the Black Hills were divided into three main regions: the northern Black Hills, with primarily gold mines; the central Black Hills, with pegmatite mines and some gold mines; and the southern Black Hills, with primarily uranium mines. A computerized data base has been developed along with standard forms for field crews. The forms were designed to provide maximum compatibility with other abandoned mine inventories on various federal and state lands. Measures recommended for the most hazardous and heavily affected sites include regrading of unstable slopes, fencing of open shafts, and remediation of the most severe acidic mine drainage problems. Specific examples are illustrated where remediation and safety measures were recommended or have been implemented. The vast majority of the sites, however, needed little or no remedial action.

The paper describes the main precautions to be taken on site to manage the fire risk from the use of oxygen underground. A summary of the initial results from the use of oxygen decompression in the UK is presented.

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

The electrochemistry of sphalerite and chalcopyrite was investigated under both open-circuit and applied potential conditions. Emphasis was placed on the selective dissolution of sphalerite from a mixture of sphalerite-chalcopyrite flotation concentrates as a function of applied potential, acid concentration, pulp density, and time. Morphological studies using a scanning electron microscope (SEM) were also carried out with chemically leached, galvanically leached, and unleached surfaces of sphalerite and chalcopyrite. Selective dissoulution of sphalerite could be achieved if the mixed chalcopyrite-sphalerite concentrate slurry was maintained at a negative applied potential of -0.4V (SCE). Probable mechanisms involved in the selective dissolution of zinc are disscussed.

The Loveridge Mine, located near Fairmont, West Virginia, has been mining coal from the Pittsburgh Seam since 1958. As the mine develops its reserves it finds itself with increasingly distant hauls from the operating faces to the preparation plant. Initially, the mine was designed with track haulage. The coal was hauled to an underground rotary dump which fed a slope belt, to the preparation plant. As the haulage distances increased, production delays due to the track system&apos;s limitations became severe. To resolve this situation, a complete review of the haulage system was undertaken. Simulations of the present system along with future scenarios were conducted to help management effectively plan the haulage requirements of the mine for the remainder of its life.

Integration and synthesis of mine-site topography, geophysical, and geochemical data yields both two- dimensional and three-Amensional perspective models for the May Day mine located in the Cement Creek drainage near Silverton, Colorado. Induced polarization, geophysical data are spatially registered with geochemical data acquired from drill hole cuttings that are contoured m three-dimensional space, thereby permitting determination of the most metalliferous and sulfur rich zones of a waste pile. This spatial modeling application was developed to be a visually intuitive tool to aid in mine waste reclamation.

An elastic-viscoplastic material model allows for time- dependent rock mass motion in proportion to excess stress above the elastic limit. The model produces rounded stair-step curves of displacement vs. time that are similar to those obtained from recent borehole extensometer measurements made in the central portion of the Ross Shaft pillar at the Homestake mine. The work in progress, including two- and three-dimensional finite element analyses using the UTAH2/3 codes, indicates that the model is a step towards more realistic safety and stability analysis, but that inclusion of rock mass damage may be desirable.

This paper provides a summary on the use of the POL YCOM high pressure grinding roll (HPGR) for increasing extraction in copper leaching. The energy-efficiency and significant hydrometa1lurgical benefits of the HPGR result in better acid-curing, higher solution application rates, improved copper extraction from various copper minerals and better recovery from high acid consuming ores. The HPGR&apos;s metallurgical features such as micro-fracturing, better liberation of disseminated and veinlet copper, increased oxygen and lixiviant penetration lead to higher copper extractions than achieved by conventional crushing. Flowsheet options, operational characteristics and applications for various copper ores are outlined.

The U.S. Bureau of Mines has developed a graphics-based computer model to assess operator visibility for continuous miners, shuttle cars, and scoops. Using digitized drawings of the machine, the program can analyze visibility for both 5th percentile female and 95th percentile male operators. This model was used to predict 95th percentile male operator visibility for two shuttle car designs. These results were then compared to those obtained from a manual assessment of visibility using the actual shuttle cars. The methods showed good correlation except for several cases which were attributed to imprecise digitization of the machines.

The use of resin-in-pulp (RIP) to recover dissolved metal ions from slurries is receiving increasing attention. A number of engineering aspects have been identified as crucial if a RIP sys­tem is to operate efficiently. These are the mixing of the resin and pulp, the transportation of the resin and pulp and the sepa­ration of the resin from the pulp medium. Evaluation of numer­ous alternatives revealed that air agitation is the most suitable means of mixing to effect uniform distribution of the adsorbent and to effect a high mass transfer rate, airlift pumps are the most effective method of transporting the slurry particularly as they are characterized by a low degree of resin degradation and sieve bends are the most suited means of effecting the resin/pulp sep­aration. This paper details the design of the reactor that incorporates the three identified unit operations and presents data obtained from the contactor when operated at a throughput of I 00 000 t/m. The airlift pump was found to be sensitive to pulp density and submergence ratio. The screening ability of the sieve bend was influenced by resin and the pulp density . The reactor is a cost effective, metallurgically efficient unit for the recovery of metal ions from high density slurries.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. The feasibility of exploiting a mineral deposit by developing a surface mine is closely related to the environmental protection and land reclamation costs. This issue has utmost importance for West Macedonia Lignite Centre (WMLC) of Greece, where there is still a lot of interest for opening of new mines and for further development of the existing open-pits. The decision-making process in these cases can be based on a decision tree that takes into consideration the various cost components of environmental management, the alternative solutions, the environmental permits and the cost reports of environmental management actions carried out so far. Moreover, the mine planning procedure is affected indirectly by numerous uncertain environmental and socioeconomic parameters, such as the delays caused by the bureaucratic procedures and the settlement of arguments in the Court.

The author is the leader of the Extractive Industries Task Force of the International Valuation Standards Committee. The Task Force has developed an Extractive Industries section for inclusion in the International Valuation Standards (IVS). The Extractive Industries Guidance Note provides comprehensive standards for valuation of all minerals and petroleum industry property types for all valuation/appraisal purposes. The document is scheduled for release as an exposure draft for public comment by December 2003, then it will be finalized for publication in the IVS in mid-2004. This paper discusses the content and philosophy of the Extractive Industries Guidance Note within the context of the framework of the IVS. It also discusses the international implications and implementation of this IVS addition.
