This paper presents the main environmental assessment techniques and indicators that can be used a) for the establishment of a sustainable development framework and b) for the evaluation of the environmental performance within the mining sector. Reference is made to techniques as environmental risk and impact assessment, life cycle assessment, cost benefit analysis and best practical environmental option assessment that can be used as tools to assess environmental impacts of processes, activities and products in the mining sector. In addition, the issue of environmental indicators, covering operational, management and environmental areas, that provide valuable information regarding both the environmental performance of a mining company and its efforts to influence this performance towards sustainability is discussed.

At the Barrick Goldstrike processing facilities in northeastern Nevada, sulfide ore is pressure-oxidized at a temperature of 440° F and 420 p.s.i. in six autoclave circuits. The low pH, high temperature, and abrasive characteristics of the oxidized slurry present many new and unique maintenance challenges. To meet these challenges, the Barrick Goldstrike autoclave department formed a reliability group in August 1998. One of this group's critical missions is to reduce both maintenance costs and unscheduled downtime through the application of predictive maintenance technologies and Reliability Centered Maintenance Analysis. This paper discusses some of the successes of the reliability program at the Barrick Goldstrike autoclave.

As decommissioning of various radioactively contaminated facilities begins, the question of appropriate residual surface contamination becomes an issue. Surface contamination can result in exposure to people via inhalation, ingestion, and external radiation exposure, There is therefore the potential of exposure to workers involved in the dismantling of a facility as well as members of the general public acquiring salvageable equipment, tools, and building materials. The levels established as acceptable for unrestricted use by national and international organizations vary by as much as an order of magnitude for certain radioactive materials. The calculated doses associated with some acceptable contamination levels can be significant. The principle of ALARA, as low as reasonably achievable, is therefore a necessary element in establishing surface contamination levels for a specific site. Some components in evaluating site specific surface contamination levels for unrestricted use, especially removable contamination, include evaluations of the historical use of a facility, the mixtures of radioactive materials a&sociated with surface contamination, and resuspension factors for various materials.

Until recently sulphur uses were so broadly based that economists used sulphur consumption to measure industrial activity. However, sulphur use patterns are changing and the manufacture of phosphate fertilizers presently accounts for approximately 65% of the world's sulphur consumption compared with only 25% in 1960. This has encouraged the development of new agricultural and industrial uses for sulphur. Major emphasis has been placed on its use as a fertilizer and in the manufacture of paving materials, specialty concretes and coatings. Some of these uses could have a significant impact on future sulphur usage.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. INTRODUCTION Several recent technological improvements - largely by the convey-or industry - have increased the importance of inclined shaft construction for developing mines where ore deposits are relatively shallow. With these newer systems, long conveyor haulages are economically feasible, allowing mine owners to justify the expense of the inclined shaft or slope. What this actually means is that they can now take advantage of the versatility this construction offers. For example, haulage capacity can be changed by conveyor additions or replacements; equipment can be trammed to and from the surface quickly without costly breakdown and re-assembly; and a walkway is available for workers in the event of an emergency. Now, another innovation may accelerate this type of construction, the use of tunnel boring machines or "Mechanical Moles" to dig the slopes. While conventional. drill and blast methods have been used previously to build inclined shafts, the tunnel boring machine technique offers greater production rates, higher safety and a better, much cleaner bore. McGuire Shaft & Tunnel Corporation of Ft. Smith, Arkansas recently started such a slope project - the first ever bid by a contractor based on the use of a "Mechanical Mole".

The future of mining in the United States is in question. The cumulative effects of federal, state and local environmental legislation threaten its survival as the cost of compliance skyrockets. Legislation has created pol ari zat ion between government and industry followed by court action, further increasing costs and delays on permitting and remediations. Regulations often call for excessive and rigid requirements that result in unrealistic compliance goals costing tens of millions of dollars. The costs often exceed the value of the remedy. A growing concern is that proper scientific methodologies and engineering practices are being sacrificed because of political and public pressures.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

Heap leach pad liners are important to leach operations for maximizing recovery of gold bearing solutions and minimizing potential environmental impacts. Liners must be designed so that they can be built economically, but careful attention must be paid to the potential for liner damage during installation or placement of ore on the completed pads. This paper summarizes field experience gained on several leach pad construction projects in Nevada. Both soil and synthetic membrane installations are discussed. Emphasis is placed on principles that should be considered during design to provide economical and practical leach pads.

More than two thousand abandoned mines within the Animas watershed in Southwestern Colorado are being prioritized for remediation by the Animas River Stakeholders Group (ARSG). Phased collection and assessment of information progressed from large scale to site specific. Prioritization was based on existing or potential environmental impact and technical feasibility of remediation as measured by dissolved Cd, Cu, and/or Zn in the discharge; indicators of habitat degradation; aquatic life in streams; cumulative impacts at the point of compliance; cost effectiveness; treatiblity/feasibility; and cultural and historic preservation.

The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond Stripping Shovels and Draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping Shovels and Draglines were also re-examined. The results provide an estimate of equipment diggability and encourages versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating General Excavating, Loading, and Stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders, is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Gold was first discovered in the central region of French Guiana in the mid 1860's. Production was based strictly from placer mining of the various rivers in the region. At the moment, a number of companies are actively engaged in hard rock gold exploration, concentrated in the northern and central regions of the country. The Franc-Or/BRGM joint venture in the Sophie-Repentir region of Central French Guiana offers an exceptional opportu­nity for the discovery of one or more million-plus ounce deposits of gold owing to a highly favorable structural setting in Precam­brian greenstones that host several known vein gold occurrences, some of which appear to occur near the border of a potassic granitoid intrusion. At this point in time, based mostly on predecessors' work, mineable reserves could be estimated to be in the 500,000 ounces range over the length of the property. The exploration campaign under way has the objective to delineate probable reserves of at least 2 million ounces that could be mined by open pit mining methods in the area. The program should be completed in the next 18-24 months. In order to efficiently and effectively evaluate this very large property area, all of the necessary camp, mechanical and drilling equipment has been purchased and is being transported to the property. Most of that equipment was purchased in Canada. The first drill target is the Repentir sector because of its access and the amount of detailed work that has been done by BRGM on that concession, but geological evidence suggests that many areas on the property could offer even more potential.

The mining industry is an easy target for criticism from an environmentally sensitive society. Recent researches discovered that human activities, including mining. cannot be blamed for all of the pollution observed on earth. Interdisciplinary research is providing diagnostic and remedial solutions to problems such as acid mine drainage and cyanide-polluted streams. Researchers have also found that mercury-bearing hot springs and volcanic eruptions are partly responsible for some pollution. Geochemists, mining geologists, engineers, and environmental scientists can pool their efforts to make the environment cleaner and safer. Remote sensing of the environment and the use of microbes may become much more popular in the near future in the mining-environment arena.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

Two three-lane highway tunnels, 700 and 2900 m long, make up the driven tunnels portion of Melbourne City Link. Tunnel construction, using design-construct delivery, commenced in May 1996. Construction required excavation through varying rock conditions; temporary support included ground freezing, pipe-spiling, steel sets, and rock bolts. Permanent support for the tunnels required both drained and undrained tunnel cross sections using unreinforced concrete. This paper reviews the construction methods, and highlights some of the not-so-standard designs developed while construction was underway.

This work presents a study of characterization of activated carbons for the adsorption of Au(CN)2- complex. A comparative study of six samples of activated carbons, three Brazilian and three produced out of Brazil was made in order to determine their qualification for a performance in adsorption circuits in the extractive metallurgy of gold. The adsorptive capacity and the kinetics of adsorption were compared to the physical and chemical properties of each one. The influence of poluant ions on the kinetics and loading capacity of aurocianyde anion was also determined.

As the Powder River Basin coal industry has grown, many changes have occurred in the coal market, the economy and the Basin's methods of dealing with competition in the coal mining business. This article notes the mines that have changed to draglines as the major overburden-stripping tool. The Powder River Basin is defined as those mines within a 97 km (60 mile) radius of Gillette, WY. Mines to the north and south of this area - Decker, Spring Creek, Glenrock - have used draglines more extensively. The reasons for the conversions to draglines at each mine, and the specific timing of these changes, were different. However, the driving factor was economics. As coal production increases, strip ratios increase and coal sales prices decrease, mines must find ways to deal with rising costs and falling revenues. The primary method used has been conversion of overburden stripping to dragline operations. Stripping ratio equals the bank cubic yards of overburden removed for every ton of coal mined.

At East Union, Knox County, Maine, near the shore of Crawford Pond, an outcrop of basic rock has been known for more than a century. The occurrence has been regarded as an unusual type of peridotite-pyroxenite, containing disseminated and massive pyrrhotite with nickel, copper and cobalt in recoverable amounts. From the outcrop, the sulfide body had been mapped more or less continuously for a distance of two miles through geophysical methods of several kinds. This paper describes the methods in sufficient detail to evaluate their significance. A core drilling program has con- firmed the location of the conductor and offers a positive means of correlating the geophysical measurements with the physical properties of the ore body. The history of the exploration offers a unique opportunity to evaluate the method of multiple geophysical methods.
