The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.

A practical method is described for determining or checking whether underground supports such as props, posts and mechanized longwall supports have bearing areas of proper size in relation to the type of ground or floor strata on which they are standing, It is felt that this information provides an approach to eliminate, as much as possible, a potential grave source of error during the selection of roof supports. This would also affect the choice of costly mechanized longwall equipment where it is possible that the size of the bearing area is not as carefully determined as, for instance, the design strength of structural components.

A fairly recent development in the field of particle separation is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing as such is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages to be gained by the use of probability sizing vs. conventional screening methods are: reduced space requirements for a high capacity unit, fewer moving parts, more versatile product sizing selection, reduced maintenance requirements and lower power consumption.

The DC Graphite Melter has been shown to be capable of processing radioactive waste materials. The process is characterized by its high temperature capability and operation in a closed system. From an environmental perspective, the control of emissions coupled with destruction for hazardous organic materials is mandatory. These same characteristics may be applicable to the minerals processing industry. Under normal operation, the system reaches temperatures for nominal operation of 1600°C, with an arc temperature in the order of 5000°C. The system temperature is determined by the melt temperature of the material being processed. In testing of a 750 lb/hour unit, temperatures of 2200°C were reached. Current focus is on finding waste treatment and metals recovery opportunities in the metals processing industry for his innovative technology.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. This paper proposes a new methodology to model ill- defined processing operations using neural nets (NN's). A process with many variables (large dimensionality) cannot be modelled adequately if limited process data are available. This problem of multi-dimensionality is addressed and an approach suggested to reduce the dimensionality using NN's. The result of this modelling methodology is a combined model of phenomenological expressions and NN's. The model can successfully be incorporated in a dynamic simulator of the process. A new approach to conduct modelling on the basis of continuous data collected directly from an industrial processing unit, is also proposed. The modelling methodology is applied to a typical processing operation, the resin-in-pulp (RIP) process.

Several methods have been proposed for determining the tensile strength of rock. These have been tried out over the past several years, but the results have been erratic and of doubtful value. The tensile strength of rock is its weakest property, and this property apparently enters into all failure phenomena whether underground or on the slope of an open pit. Therefore, it is essential that detailed quantitative information is known about the tensile strength of rock if the design engineer is going to select the proper pit' slope, pit orientation, or orientation of underground workings so as to give the most economical and safest mining condition. This quantitative information may be used to orient the pit in such a manner as to allow steep slopes along two sides. This information may possibly be used to orient the direction of either underground workings or open pits so as to decrease powder consumption and to increase blasting efficiency. Hence it is of prime importance that a method of determining accurately the tensile strength of rocks be developed.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

The mining industry is presently one of the most heavily capitalized industries in the U.S. (U.S. - Statistical Abstracts, 1979). U.S. sales of new mining equipment (not including environmental, preparation, or long distance transportation equipment) are projected to reach approximately $5 billion/year in 1980 (Frost and Sullivan, 1979). Of these new equipment sales approximately 30 to 40 percent of this equipment will be used to replace old equipment. Therefore, an increase of efficiency in the use of equipment replacement capital could have substantially positive effects for the U.S. mining industry. This is very critical in these times of restricted capital availability, double digit inflation, burdensome governmental regulation, and rising foreign competition in the mining industry. This paper examines the numerous factors that constitute the typical mine equipment replacement problem. A computerized, mathematical model is formulated to utilize historic cost and production information to predict equipment cost versus age for the existing and potential replacement machines. Another part of this computerized model determines the best equipment replacement strategy that accomplishes estimated production goals at a minimum discounted cost. This computerized model is an easily used, consistent method of determining the optimum replacement age for any equipment unit or fleet of equipment at a mining operation.

The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I. The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government's principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world's nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980's. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

An important part of such improvements is dynamic optimization which involves reacting to inevitable plant disturbances in such a way that productivity is maximized at every instant of time. This paper describes the way in which mathematical models can be and have been used in dynamic optimization. Both off-line and on-line model applications are described.

Estimation of local recovered tonnage and its grade above a cutoff is of paramount importance during the exploration and development stages of any mineral deposit. The spatial dis- tribution of grades as well as the cumulative distribution must be defined. In this paper, Probability Kriging, an estimator based upon rank order statistics and the estimation of the distribution of point grades within a panel, is applied to the Manhattan gold deposit. Mapping the conditional probabilities that estimated panel grades exceed a cutoff is useful to the understanding of the distribution of mineralization in a structurally controlled gold deposit.

Lateritization is a surface and near-surface process enhanced by a humid and warm climate and by good drainage. It closely follows the development of the regional landscape. The cyclic landscape development on the Guiana Shield is accompanied by a progressively thicker and more evolved laterite mantle the older, and hence in most instances the higher the planation level. The known, economically interesting bauxite and aluminous laterite eposits of the Shield are restricted to the remnants of the oldest of the Cainozoic planation levels (level I1 and 111).

The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

A discussion of fillers would not be complete without allotting adequate time to that unique and different mineral material, diatomaceous silica. Historical references to its use challenge the aesthetic aspect of man's curiosity; whereas modern scientific tools have provided a dimension of measurement that has motivated many of its more recent applications. A brief review of what is already known is in order. The diatom is a unicellular, plant-like, microscopic organism, related to the algae1. Its natural function appears to be that of a food for other marine or lacustrine organisms, The diatom's "claim to fame" from an industrial viewpoint is dependent on the fact that it secretes an opaline siliceous skeleton that must survive, chemically and structurally, the geologic processes that caused its formation in the first place; its subsequent demise, burial, consolidation, and alteration; and finally, its ultimate exploitation by man--in somewhat that order. In addition to its siliceous nature, the skeletal structure of the diatom possesses a variety of shapes, patterns, and sizes that have not only been the intrigue of microscopists for decades, but have served to set diatomite apart as an industrial mineral; and have reserved for it applications that cannot be satisfied by any other material. Its chemical inertness, its intricate structure, and its intrinsic hardness-coupled with fineness and friability-- are generally known and have accounted for its application in a wide range of filtration and filler uses. The increasing use of the electron microscope has considerably expanded our knowledge of heretofore unseen secondary and tertiary structure of submicron dimension in the diatom valve. The development of electro-sensing methods of particle size measurement which seem to supersede sedimentation and microscopic techniques has portrayed size distribution in a more realistic light. Interest in the surface chemistry of these silica structures has further strengthened our understanding for certain uses. Thus, new tools and ideas have made possible the introduction of diatomite into such sophisticated technologies as that of chromatographic supports, its improved utility in paint applications for the control of gloss and sheen, and its usefulness in the entirely new concept of "Dry Acid Concentrates." Each of these applications has been discussed elsewhere before people particularly interested in analytical chemistry, in paint, and in liquid handling, respectively, where the diatom has been a means to an end. The emphasis here, before the mining fraternity, however is on diatomite as a raw material with reference to the uses mentioned above. It is therefore toward an awareness and understanding of diatomite properties pertinent to these newer filler applications that this paper is directed.

It was just a little over three years ago that the "Go" button was pushed to start operations on the blending piles at Oro Grande. As is usual with any new installation, there were problems that had to be solved. This paper will concern itself with those problems directly related to quality control. To obtain a consistent outgoing quality level at the most economical level for a finished product requires two main points: 1. Measurement of variations in the process, 2. A method of making a predictable change to adjust for variations. The manufacture of cement requires a relatively high degree of accuracy if a consistent outgoing quality level is to be maintained. The blending piles were our solution to this problem.

The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.
