Coal represents 80% of the fuel reserves of this country, yet only 20% of the fuel consumption. In order to change this ridiculous situation, a realistic coal utilization roadmap needs to be drawn to show how we go from where we are to where we want to be. The completion of the roadways will require the building of research bridges. The research bridges on the coal processing section of the superhighway should be built to process 500pm by 100pm rather than 25pm by 0 raw coal . Particular emphasis should be on middlings processing and total plant performance. The superhighway should be layed out by a team of fuel, coal preparation and mining engineers.

Digital computer applications to minerals exploration remained largely an experimental alternative to manual techniques until well into the 1960's. Due to the high cost of computer time, and the lack of digital data and appropriate software, the most favoured applications in the early days were computationally intense tasks - those which produced the most results with the least demands for programing and data input, e.g. forward modeling. When large digitisers and plotters became affordable, the computer took over simple labour intensive tasks such as data transcription, and when software caught up, more complex tasks such as contouring. Digital data acquisition systems and superminicomputers made total computerisation of geophysical compilation and cartography possible and affordable. Applications continued to develop into areas of much greater logical complexity. Software, the new labour intensive process, still lagged behind. The microcomputer made computer applications potentially available everywhere to everyone. Desk-top micros as powerful as the minis of ten years ago can take on any geophysical exploration task currently done by computer - when the software becomes available.

We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

Slope design in an open pit mine includes determining bench height, bench face angle and berm width. Case histories are presented of two highwall slopes (160 and 220 m or 525 and 720 ft high) excavated in dipping strata in an op¬erating coal mine. These examples illustrate the influence that bench face angle can have on the stability of an entire slope. The two highwall slopes, the lower of which experienced significant instability, were excavated in approximately the same lithologic and structural environment. The main differences between the slopes were the angle at which the bench faces were excavated and the excavating methods that were used. Relevent aspects are also described of the engineering geology, slope design and excavation procedures.

The Inco process can be retrofitted into a typical heap operation with minimum capital. Capital cost for a mid to large size heap would be less than 1 cent/ton. Operating costs are typically in the order of 8 cents/ton. Ammonium bisulphite is the preferred reagent. Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

The Activox™ process is a new method for the pre­treatment of refractory gold ore concentrates prior to cyanidation. The process has been developed in Western Australia, and relies on a combination of fine grinding and pressure oxidation to achieve the destruction of sulphide minerals and the liberation of encapsulated gold. The process operates under much more moderate conditions than those that would typically be used for conventional pressure oxidation of similar concentrates. This results in significantly lower capital and operating costs being achievable.

The recent developments in refractory precious metal ore processing (Bio-oxidation, Autoclaving), and the revitalization of the more traditional roasting processes have attracted great attention in recent years and are indeed the focus of todays symposium. It must always be remembered, however, that the term refractory ore by definition means that the material 'must be capable of being treated at a profit". Given the high cost of the refractory processes, the requirement to be treated at a profit requires very close scrutiny during the evaluation phase of the property development. The M.G.M. film company has the latin motto Ars Gratia Artis meaning Art for Arts Sake. Ingeniatore Gratia Ingeniatoris (a very crude attempt at saying Engineering for Engineerings Sake) should not be the motto for mining companies intent on exploiting refractory gold deposits, but rather the wittily tilted heading for this paper "Take the money and run like a thief". The following hypothetical case studies show that the high technology solution is not always the best financial solution.

This paper presents the basics of EPA’s Hazard Ranking System (HRS), which is used to evaluate sites for possible inclusion on the Superfund National Priorities List (NPL). The paper describes the surface water, ground water, air, and soil exposure pathways and how they are applied to mining sites. Key factors contributing to the site score include the likelihood of a release, waste characteristics, and the targets for each pathway. Waste volumes, definitions of landfills versus surface impoundments, and background concentrations are of particular importance to mining and smelting sites. Because of the presence of metals, large waste volumes, and observable releases, mining and smelting sites often receive high enough scores to be proposed for the NPL based on a single path-way. Neverthess, owners and operators can take steps to reduce the risk of being scored, and to reduce the potential for high scores.

Barrick closed the Bullfrog Operation in November 1999.During its life, the Bullfrog produced ore from three open pit mines and an underground mine; 32,000,000 tons of ore were processed at the 9,000-ton per day oxide mill. The mill tailings were deposited in a 320-acre tailings impoundment. When operations ceased, an estimated 750,000,000 gallons of water remained to be removed from the tailings impoundment. During operation, the drain down water from the tailings impoundment was pumped back to the mill for reuse; since closure of the mill, the drain down water has been managed by a combination of passive and forced evaporation.

When Exploraciones Eldorado, S.A. de C.V. finished their first phase of reverse circulation drilling at their La Trinidad property in Sinaloa, Mexico they began immediately with permitting and engineering activities. The first phase of drilling lasted four months and ended in April, 1994. The second phase of drilling ran from May through September of 1994. From May through December, 1994, Exploraciones Eldorado performed the permitting and engineering work for their La Trinidad heap leach mine. The mining permit was submitted to the regulatory agencies in February of 1995 and the first draft of the feasibility study finished one month later. The report outlines the permitting and engineering activities that took place during the second half of 1994.

Procedures are presented for determining the hourly production rate, mechanical and physical availability, utilization, use of availability, and global performance factors for the bucket wheel excavator (BWE) itself, as well as for the system composed for the BWE, conveyors, and stacker. An example demonstrates the flow of calculations. Using available data from mines that use BWE technology, the ranges of values of the BWE performance factors are presented in tabular form. They can be used as a guide during mine planning as well as to evaluate existing systems.

Brohm Mining Company's Gilt Edge Mine in the northern Black Hills was a surface heap-leach operation that was active from the 1980s until 1999. Financing problems and acid drainage concerns at the mine were reported in the late 1990s. In February of 1999 the Governor of South Dakota announced plans to request the U.S. Environmental Protection Agency to help clean up acidic water at the mine and reclaim the site. In July 1999 the parent company of Brohm, Dakota Mining, filed for bankruptcy in Canada. Because of the bankruptcy and environmental problems, the State of South Dakota intervened and began water treatment. The mine was declared a Superfund site in 2000. Hydrologic issues include the potential for acidic drainage from the site. The mine is at the headwaters of Strawberry Creek, which drains into Bear Butte Creek. About four miles downstream, Bear Butte Creek loses its discharge to swallow holes in the karstic Madison Limestone aquifer, a regionally extensive and valuable ground-water reservoir. Other concerns at the site include treatment of acidic water in mine pits and a waste rock dump.

As the environment conditions deteriorate with the intensification of mining, the problems of mineral resources protection and the development and introduction of various bio- technologies are becoming more pressing This paper is devoted to the description of an ecological simulation system, related to the exploitation of a mine in a given region. We suggest mathematical tools for solving the main problem, namely an expert system, providing the simulation of ecological models for the mining complex. On the basis of the suggested models, algorithms, and software facilities, numerical modeling was carried out, as well as systematic investigation and processing of the mining activities of the complex. AS a result of this work we have obtained more effective parameters of technological and economical measures of environmental protection.

A programme to reduce cyanide consumption at the New Celebration Gold Mine, situated 32kms South of Kalgoorlie, Western Australia, commenced in the latter part of 1990. Cyanide speciation studies at the time identified that the major loss and consequently consumption was due to the hydrolysis of cyanide, The use of artesian hypersaline waters of high magne­sium content on gold plants in Western Australian Goldfields has meant that economically viable operating pH values during cyanide leaching are around 8.9 to 9.5. The high ionic strength in these waters does to some degree retard the hydrolysis reac­tion. Notwithstanding this, the formation of hydrogen cyanide and its loss due to volatilisation is the cause of the major loss of cyanide on most gold plants in the Kalgoorlie Goldfields. This paper discusses the aspect of oxygen addition during cyanide leaching to decrease cyanide consumption and increase gold recovery.
