Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. "The process of coal mining, as indeed of the mining of any stratified mineral, is inevitably followed by some degree of sinking of the superjacent strata and consequently of the surface." Royal Commission on Mining Subsidence, Second and Final Report, London, 1927. INTRODUCTION The above statement was used to describe mining subsidence in the classic report of the "Royal Commission on Mining Subsidence," published in 1927. In fact, this phenomenon has been recognized in Britain since the early fifteenth century, as revealed from court records of disputes and litigations related to property damage above mine workings (Shadbolt, 1978). The first attempts to investigate and analyze the mechanisms associated with mining subsidence, however, date back to the 1800's and were pursued by Belgian Engineers. This research effort was initiated as a result of the widespread movements and subsequent structural damage suffered by the City of Liege in the 1820's. The most notable achievement of the Belgian school of that era was he publication of Gonot's treatise "Loie de la Normal" in 1871 (Gongt, 1871).

The selective flotation of semi-soluble salts with fatty acids is often negatively affected by the interaction of the potential determining cation with the ionic surfactant in bulk solution. This problem can be avoided by floating at low pH which involves the emulsification of the collector. The research presented here focuses on the influence of the Ca2+ ion on the flotation of fluorite with palmitic acid at low pH. Our results show that the surfaces of collector emulsions are dominated by precipitation phenomena similar to those encountered in bulk. In turn, fluorite in palmitic solution at intermediate pH displays surface properties similar to those of the collector by itself. This may be due to two alternative mechanisms (i) adsorption of bulk precipitate on the fluorite surface or (ii) the formation of a bilayer of surfactant ions on fluorite. Possibly, both mechanisms occur simultaneously.

This paper evaluates the contributions of "third parties" to surplus capacity in the world metals industries in the 1980s. Special attention is given to the role of international development agencies, such as the World Bank, that have made project loans to state mining enterprises. The paper also reviews the contributions to surplus capacity of the International Monetary Fund and evaluates the large volume of credits from commercial banks to developing countries. Although the credits to Third World countries during the 1970s facilitated the expansion of mining capacity in those countries, no one source of financing can be held responsible for a significant portion of the expansion.

While a NIOSH accepted procedure exists for determination of quartz in the respirable dust samples from coal mines, no specific procedure has been defined for quartz determination in bulk samples. In this study, the effect of particle size on the estimation of quartz using the infrared technique was evaluated. Several laboratory tests were performed to determine the dependence of the infrared absorbance peak height on the different sizes of quartz particles. The significant dependence observed between quartz particle size and the measured peak height indicates the potential for erroneous interpretation of the quartz in bulk samples depending on how the samples are prepared. A procedure to reduce the effect of size in the determination of the quartz content is suggested.

The article starts with the basic data and the research methods, and continues with details about the research results on the heap waste of phosphogypsum and the soil from its vicinity along with the content in radioactive elements, humus, macro elements and mobile forms of heavy metals. Finally, the absorbtion of radioactive elements from the soil and the uranium concentration in the agricultural cultivations is presented.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

The purpose of such a program is to build mutual cooperation and respect that will allow the company and its neighbors to live and work in peace. To do this, it is necessary to form associations or foundations and work in a joint venture fashion. The authors discuss in some detail the outline for setting up such programs and the important role that women, in particular, can play in them.

This paper describes the geology and geotechnics associated with construction of the Thames Tunnel, part of the UK’s Channel Tunnel Rail Link (CTRL). The 2.5km long twin tunnels run beneath the river Thames at depths of up to 40m and are currently under construction. They pass through varying geology comprising alluvium, terrace gravels and chalk with flints and are currently being bored using Herrenknecht mixshield slurry tunnel boring machines (TBM’s). This paper outlines the lithology and engineering properties of each geological formation and describes the geotechnical processes, potential hazards and difficulties experienced in the works. A summary is given into the extent of the investigative work in terms of route selection, tunnel design, TBM optimisation and further details are provided on the geotechnical aspects associated with the construction of the tunnel approach structures and the tunnels.

The Los Bronces porphyry copper deposit is located in the high Andes of Central Chile. Ore is mined from several tourmaline breccias and from an earlier porphyry. After years of experience in the geostatistical estimation of reserves in different zones of the ore body, we believe that success lies in considering the evaluation as an integrated process beginning with the analyses of the drilling density and sampling methodology, ending with the critically important reconciliation between the estimated and the actually extracted ore, in general, when errors or differences occur, focus is centered in the calculation stages of geostatistics. However, this paper demonstrates that all the evaluation stages are equally important and require the direct and continuous geologic input to ensure the best possible estimate within the frame of the geologic constraints.

The Fosfago phosphate rock concentrator is located in the state of Goias, Brazil, 300 km south of Brasilia. The ore is from an enriched carbonatite, which was discovered in 1971 during exploration for pyrochlore niobium ore. The flowsheet was developed in Brazil by personnel from Agrico Chemical Company and Consolidated South America. Engineering was provided by Codemin, a subsidiary of Consolidated, Engineering and construction management was pro- vided by both Agrico and Consolidated personnel who formed the Fosfago team. The concentrator was designed for 500,000 tpy of 37-38% P2Oj dried product. The facilities consist of open pit mining, crushing, stockpiling, and concentration. The product is pipelined seven km to a filtering, flash drying, and railroad loadout station. The plant was successfully started in May 1979.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. With the increasing power of computers to simulate and control processes in the mineral industry, predicting the potential use of computers in the minerals field is not a hazardous enterprise, but predicting the timing of their use is. Like the railroad industry, technology invades the mineral industry, rather than being an industry like electronics that creates technology. Because of this invasive nature of computer technology in the minerals field, this paper predicts what will be possible to do effectively and economically with computers in the mineral industry. Moreover, this paper explores the problems of using the emerging computer technology in the mineral industry. For example, if not now, it soon will be possible to control the output of a mineral processing circuit - high grade, high flow or a mixture of it - to meet the daily market conditions and to sell each day that daily "mill" output as "mill" futures on the commodity market. Finally, suggestions are made which may be done to prepare the industry for the computer revolution in the mineral industry.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

This paper is an overview of approaches to assessment of ore grade for gold and the platinum group at the exploration stage of a project. Proper sampling techhniques must be complemented by good assaying. In turn, correct assaying has its roots in thoughtful, systematic sampling and sample preparation procedures. While intricacies of the subject matter could occupy a book, we will comment on acceptable sampling approaches, outline a lab hand- ling scheme, and discuss preferred analytical methods. Pitfalls previously encountered by the mining and exploration industry will be highlighted with emphasis on a perceptive under- standing of the nature of ore occurrence. Lastly, focus will be centered on reliable assay approaches.

Conventional Smelting Practice Conventional copper smelting practice varies from smelter to smel¬ter, but generally consists of some or all of the following unit processes: roasting, smelting, converting, and fire refining. Roasting. Copper sulfide concentrates can be smelted directly or after an initial roasting step. Roasting is used in some smelters because roasting prior to smelting increases smelting capacity, less energy is required to melt hot roaster calcines than wet sulfide concen¬trates, roaster off gases are high in Sot concentration, 5-15% SO2, and some volatile impurities are removed from the concentrate prior to smelting. However, many smelters do not use roasters, because the problems associated with handling hot dry calcines outweigh the advantages mentioned. Concentrate roasting is performed in multiple hearth or fluid bed roasters. If the moisture is low, roasting can be performed autogenously, usually at 500-600°C. High roasting temperatures are avoided because excess oxidation of the iron compounds may lead to magnetite formation. Magnetite is detrimental to reverb operation because mag¬netite can combine with refractory minerals to form a highly viscous slag. This slag prohibits efficient matte-slag separation and leads to excessive copper losses. Also, magnetite can settle through the matte layer, deposit on the furnace bottom, and consequently reduce furnace capacity. Roasting is carried out only on sulfide concentrates prior to smelt¬ing in reverb or electric furnaces. For smelting processes, such as the flash and continuous that rely on the exothermic heat of oxidation of the sulfur minerals, roasting is not practiced. Reverberatory Smelting. The predominate copper smelting fur¬nace for the past 50 years has been the reverb. These furnaces are typically 100-120 ft long, 30-35 ft wide, and 12-15 ft high. A typical furnace layout is shown in Fig. 2. Refractory brick linings cover all internal surfaces of the furnace. Originally the flame was directed to reverberate or reflect off the furnace ceiling and melt the feed material. Current practice is to direct the flame down the furnace length to melt the concentrate. A method of charging the concentrates or calcines, generally along the side walls to minimize refractory erosion, is incorporated in the furnace design. The copper concentrates, calcines, and fluxes charged into the reverb undergo a series of complicated reactions as the temperature of the mixture increases. The reaction of the iron and copper sulfides with the oxygen in the furnace produces a molten Cu25-FeS mixture called matte. Copper smelting metallurgy is based on the fact that sulfur has a greater affinity for copper than for iron and most other common metals. Therefore, in a system containing copper, the copper will preferentially remain as a sulfide compound until all of the other metals have been oxidized. The oxidized metals combine with silica to form a silicate slag that floats on the matte and is removed from the system. Reverberatory furnace smelting chemistry can be approximated by the following chemical equations: FeS2 + O2 - FeS+ SO2 (1) The formation of FeS ensures that any copper present other than as sulfides will be reduced by the relationship: CuO2 + 2FeS + O2 - CuS + 2FeO+SO2 (2) or 2Cu +FeS - Cu2S + Fe (3) As the molten charge travels down the furnace, continued oxida¬tion of the iron minerals and sulfurization of the copper minerals occurs. When all of the copper has been converted to sulfides, the iron sulfides can then be further oxidized as: FeS + (3)2 O2 FeO + SiO2 (4) The FeO reacts with the silica added as flux in the furnace charge. A simplified equation is: FeO + SiO2 -FeO SiO2 (5) The iron silicate slag formed is skimmed from the surface at the end opposite the burners. The copper content of reverb slag is usually less than 0.6% Cu and is discarded. Matte is removed along the side wall and is taken to the converter for oxidation of the remaining sulfur and iron. The main objectives in reverberatory smelting are to produce a molten Cu2S-FeS matte containing 30-60% Cu and a throwaway slag. Production of matte permits complete conversion of all copper minerals into copper sulfides, which can migrate because of specific gravity differences, through the lighter slag layer. Also, the molten matte droplets collect the noble metals, gold and silver, as the matte settles in the furnace. The large settling area of the furnace provides enough separation time to produce a low grade slag, which can be discarded without further processing. High heat losses are associated with reverberatory smelting be¬cause of the large volume of gases sweeping through the furnace. Therefore, an outside source of heat is required to keep the smelting reaction going. Natural gas, fuel oil, or pulverized coal are used as this heat source.

On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.

Rehabilitation work at the Cameron Run Tunnels entailed the restoration of seven heavily deformed, approximately 69 m long, steel liner plate supported culverts through a CSX Railroad embankment near Alexandria, Virginia. A custom fabricated expander, equipped with four 200-ton hydraulic jacks on two expansion arms was used to push back the liner plates encroaching into the proposed tunnel profile and install the steel set support. In a second phase the tunnels were then lined with 16 cm of fiber reinforced shotcrete. Geotechnical instruments both in the tunnels and on the railroad embankment were used to monitor the effects of the rehabilitation work on the two CSX Railroad tracks above the tunnels. Freight and passenger trains were required to run uninterrupted and at maximum speeds throughout construction.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.
