A prototype remote placer drill (RPD) has been designed and successfully tested in the offshore gold district of Nome, AK. The RPD system is unique in its design and in the cooperative support that was provided during its development by industry, academia and government. The RPD was conceived as a low-cost, rapid drill sampling system for the reconnaissance of marine precious metal placer deposits. The drill functions as a counter- f lush system. It incorporates a dual wall casing and a rotating percussion bit driven by way of a drill rod through the central eductor casing by a heavy duty pneumatic rock drill. The cost of drill sampling in the exploration of marine precious metal placers has traditionally been high due to the technical difficulties imposed by the environment and the remoteness of the sampling target. The objective was to reduce capital and operating costs of a drilling program through the development of a portable system incorporating drill compoments having a high power-weight ratio that could be deployed from work vessels of opportunity. A principal design requirement was to operate the system remotely from the sea floor with only flexible connections to the surface. This includes cable for deployment and retrieval and hoses for air supply and sample recovery, thus making the drill system semi-independent of the vessel's sea-induced motion. The prototype RPD underwent full operational test off Nome, AK in late summer 1988. It was deployed from the landing door of a modified LCT vessel, and rigged for a single pass of 5 m (16.5 ft). More than 50 holes were drilled in a wide variety of bottom materials typical of the off shore Nome submerged beach placers. The prototype RPD proved to be an overall success, recovering representative samples throughout the section in all but the heavy boulder ground. Compared with a conventional drill system on board that was assigned to a production drilling system, the RPD was capable of reliably sampling moderate ground less than 6 m (20 ft) in thickness, using a smaller crew and operating in higher sea conditions.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

During the 14 years since the last update to National Instrument 43-101 (NI 43-101), there have been many discussions between Canadian regulators and mining companies about mining disclosure deficiencies that arise from regulatory reviews. These discussions are not made public, and as a result, there has been some drift in how NI 43-101 is interpreted by the regulators, which in turn creates uncertainty for the mining companies trying to comply with the instrument. To reduce uncertainty in mining disclosure requirements, the Canadian Securities Administrators (CSA) has issued a notice to update the current NI 43-101 with a streamlined instrument and form. Changes and benefits are listed in the “CSA Notice and Request for Comment — Proposed Repeal and Replacement of National Instrument 43-101 Standards of Disclosure for Mineral Projects,” which is available on the Ontario, Quebec, Alberta and British Columbia Securities Commission websites. The public has been invited to comment, with the comment period ending on Oct. 10, 2025. The 43-101 Companion Policy (43-101 CP) provides an update to the views of the regulators on how the CSA staff interpret and apply certain provisions of the instrument. Collectively, some of the changes to NI 43-101, the form and 43-101 CP are likely to increase the financial and other burdens on the mining companies responsible for the disclosure, and the qualified persons (QPs) who create the disclosure. In other instances, there are missed opportunities to reduce the burden on mining companies and QPs without impacting the markets.

INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. This will require a method of personal intake measurement for each individual worker, with both ingestion and inhalation being taken into account. A measurement of

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

Silica in the form of sand and sandstone is one of the most common, and at the same time, unique industrial minerals. Found in every rock type of every geologic age and virtually everywhere in the world, silica is used in products that touch just about every aspect of daily life. Imagine a world in the 1990s without computer chips, fiber optics, or glass, and you have just begun to understand how important silica is to the quality of life we enjoy. The elements silicon (Si) and oxygen (0) comprise roughly 60% of the earth's lithosphere to a depth of about 16 km. The crystal structure of silicon dioxide consists of one atom of silicon bonded to four surrounding atoms of oxygen to form a three-dimensional network of SiO, tetrahedra. This network makes up the mineral quartz (Murphy and Henderson, 1983), the most common detrital mineral in most sandstones. Quartz is also a major constituent of many igneous and metamorphic rocks and is widespread as a siliceous cementing agent in various rock types. Although quartz is common, sandstones, quartzites, and pegmatites and the unconsolidated sediments derived from them that have a silica content high enough and pure enough to meet today's market demands for quality and consistency are not common. USES AND SPECIFICATIONS Silica sand that is mined and processed for industrial uses must conform to the chemical and physical specifications set by customers. In the United States almost half of the silica sand produced is used in the manufacture of glass. Other important products include foundry sand, ground silica, blasting sand, and fracturing sand. Glass Sand Silica is the principal glass-forming oxide in a glass batch. Glass manufacturers develop model specifications for each source of silica sand used. These specifications broadly define the limits and ranges for chemical and physical properties of the sand and are used by the manufacturer in calculating the desired batch mix or formula. Some specifications may be critical to a glassmaker and require very stringent limits on the quantity of impurities in the sand. For example, the total iron oxide content of a batch is extremely crucial when making white or flint glasses (Mills, 1983). Iron is present in almost every raw material used in a glass batch and must be carefully controlled in order to obtain a consistent color in the finished product. It is difficult, however, for a raw material supplier to tightly control the chemistry of a naturally occurring material such as silica sand. To a great extent the commercial quality of a sand is determined by its geologic history. Realizing this, glass producers tailor their model specifications to each source of approved material. In general, a glass company is concerned most about the consistency of raw materials on a day-to-day basis. Soda-lime-silica glass was the earliest type of manmade glass (Baker-Can, 1967) and still accounts for most of the glass manufactured for commercial use today (Mills, 1983). It is relatively easy to melt and shape and is less expensive per ton to produce than most other types of glass (Baker-Can, 1967). Soda-lime-silica glass is used in fabricating containers, flat glass products, incandescent and fluorescent lamps, glass fiber, and many other products. Heavy minerals such as ilmenite, leucoxene, kyanite, and zircon are impurities on which strict limits are placed for a glass batch. Because of their refractory nature they either do not melt or only partially melt, which results in stones or feathers in finished glass. Aluminosilicates such as kyanite also contribute unwanted alumina to the batch as they partially melt. Limits are especially rigid for refractory mineral grains coarser than 0.60 to 0.425 mm (30 to 40 mesh). [Tables 1 and 2] present typical specifications for silica sand used in flat glass and container glass products. The percentages shown represent an average of many companies7 specifications.

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

he Broken Aro coal mine is located at the Woodbury Wildlife Preserve 11 km (7 miles) west of Coshocton, OH on State Route 541. Underground min¬ing at the 16-hm2 (40-acre) site took place during the 1910s. During the past five years, surface mining has occurred along the western and northern perimeters of the underground region. The Ohio Department of Natural Resources (ODNR), R&F Coal and American Electric Power (AEP) are involved in a project to remine the abandoned underground complex. The program also includes installing a mine seal made of fixated flue gas desulfurization (FGD) material. Previous mining activity in this area has resulted in an acid mine drainage (AMD) problem on portions of the reserve. In particular, a prominent AMD source is present in the Simmons Run drainage. The project goal is to eliminate or reduce the AMD that is discharging into the watershed. It was initially hoped that the Simmons Run drainage area could be economically mined. Accordingly, this area was included in the mine permit. However, experience with other previously mined areas on this reserve showed that the old mine workings were more extensive than originally thought. Old mine workings present several problems. The most significant are reduced coal recovery, poor coal quality and AMD liability. All of these problems increase mining costs. And the more extensive the old workings, the more significant the increase in cost. Based on R&F's experience with old mine workings in this area, it was decided that economic recovery of the Simmons Run drainage reserve was not possible. As a result, R&F excluded the Simmons Run drainage area from its early mine plans. Some time after it was decided not to affect the Simmons Run drainage area, R&F and ODNR's Division of Mining and Reclamation discussed the possibility of removing this area from the permit and attempting to correct the AMD problem as an Abandoned Mine Lands (AML) project. Specifically, the discussion centered around mining through a portion of the old mine workings to expose the mine openings in the highwall. Once exposed, the mine openings would be sealed using FGD material from the nearby Conesville power plant operated by AEP. In addition, there was interest in reclaiming the old tipple and associated gob pile located adjacent to Coshocton County Road 17 on the opposite side of Simmons Run. R&F attempted to eliminate the AMD problem by sealing the mine openings with FGD material. Once the seals were installed, they were covered with overburden. Monitoring wells were installed to determine the effectiveness of the seal and the inundation progress in the old mine workings as well as monitoring the quality of ground water. The project was jointly funded by revenue from the sale of the coal recovered during the project and AML funds. The FGD seal is expected to cause well water levels to increase above preseal elevations. However, the additional head pressure due to increased water depths in the underground mine may cause seepage through the bottom of the mine or out through the perimeter. The in¬creased water depth in the underground mine is expected to cause lower oxygen concentrations in the underground mine water. Since acidity is produced by oxidation of iron pyrites, less oxygen should result in better quality water. Monitoring wells will be installed before seal installation so that pre- and postseal water levels and well water quality can be determined. Surface sampling locations will be identified. These will be monitored before and after seal placement.

Editor's Note: For purposes of uniformity throughout this book, Coal Preparation, 5th Edition, the editors have advocated the use of the U.S.A. Sieve Series of testing sieves (see Table 6-2) as the testing sieves of modem choice. The adoption and use of the U.S.A. Sieve Series and its forerunner, the Tyler Standard Screen Scale, has for over seventy-five years introduced uniformity into reports; has simplified the comparison of results; and has provided control for operation of modem coal preparation circuits. While a full explanation of the differences, and more importantly the similarities of these two measuring systems cannot be stated here, it is felt that a brief clarification of terms is in order. The difference between the U.S.A. Sieve Series and the Tyler Standard Screen Scale Sieve Series is the identification method. Tyler Screen Scale sieves are identified by mesh designation with the width of opening varying by the square root of two, or 1.414 times the width of opening in the previous sieve. The U.S.A. Sieves are identified by openings in millimeters or microns and also arbitrary numbers which do not necessarily mean the mesh count; this series uses width of opening variations in the order of approximately the ratio of the fourth root of two, or 1.189. Tyler Standard Screen Scale and U.S.A. Sieves can be used interchangeably, and to avoid confusion the nameplate of all Tyler Screen Scale sieves show the U.S.A. Number, while all U.S.A. Sieves show Tyler Screen Scale mesh equivalent numbers on the nameplate. INTRODUCTION Sizing is the process of separating mixed mineral particles into groups of particles all of the same size, or into groups in which all particles range between definite maximum and minimum sizes. This chapter applies the modem mechanical screen and the liquid-solid cyclone (hydrocyclone) to the process of sizing solid particles as applied to coal preparation. Screening is a mechanical process that separates particles by size. Modem coal preparation is made possible by efficient sizing. Sizing of coal is defined in terms of the opening through which an individual particle will or will not pass, or as two openings, the larger of which passes the particle and the smaller of which retains the particle. Screening accomplishes sizing by passing coal of a wide range of sizes through a series of screens, each of a decreasing size. The individual screen discharges are then directed into different screen products for subsequent sale or processing. Screening in modem preparation plants is done for the following reasons: 1. Removal of fine coal before a size reduction step. 2. Size separation of the coal into a coarse and fine fraction for sized products or for processing in coarse and fine coal circuits. 3. Recovery of heavy media from heavy media coal cleaning circuits.

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

"The Ejpovice tunnels in Czech Republic were built by EPBM in soft Clyashale, and in weathered profile with low soil overburden. The segmented liner at the cross-passage openings required support, which would not interfere with the EPBM clearance envelope during the scheduled pull back of the EPBM through both tunnel tubes. For that reason support frames or radial bolting could not be used. Steel rods inserted into the neighboring segments during the ring assembly, and later grouted were tested and realized as an innovative solution. The paper presents practical experience gained with the segmented liner support during cross-passages construction. INTRODUCTION An innovative solution using the grouted dowels was developed and realized for sixteen cross-passage openings of the twin Ejpovice Tunnels, whose construction was part of the railway track Rokycany – Plzen modernization. The following paper described practical experience gained with the innovative support of cross-passage openings, which was realized by short steel dowels grouted within the segments of the EPBM segmented liner. The paper is a continuation of the paper published in WTC 2015, which described the design aspects of the grouted dowels support, while the following paper concentrated on the production, and the performance of the dowel support observed during the breakout for the cross-passages openings. The connection by grouted dowels was patented by Metrostav, a.s. Company THE EJPOVICE TUNNELS CONSTRUCTION The Ejpovice tunnels construction started in 2013. The start of the high speed train operation through the tunnels was planned for 2018. The project was funded by the state government with the support of European Union funds of up to 70%.The tunnels were excavated with one EPBM (Earth Pressure Balanced Machine) with the external diameter of 9.89 m. The segmental liner inner diameter was 8.7 m, and thickness of 0.4 m. First, the South tunnel tube was excavated from the East portal, then the EPBM was pulled back through the South tunnel, and the excavation was started from the same portal for the North tube. After the South tube was freed from the EPBM excavation operations the cross-passage construction started. Due to the short time schedule, in the North tube the cross-passage construction started while the tunnel was still under construction. Therefore, the cross-passage construction was performed concurrently with the segments transportation, and with the EPBM pull-back through the tunnel. There were 8 cross-passages along the tunnels with a maximum distance of about 500 m, Fig.1."

The United States has very large coal reserves in seams that are less than 1065 mm (42 in.) thick. These reserves are often not mined because of the difficulty of working in low heights and, in most cases, the seams are beyond the technical or economical limits. It is estimated that the remaining reserves in 355 to 710 mm (14 to 28 in.) thick seams that are not faulted or intruded, dip less than 15° and under a cover of 610 m (2000 ft) or less are nearly 910 Gt (1 trillion st). This is a very large percentage of coal reserves in the United States (Unrug, 1985; DuCarme et al., 1990). The US Bureau of Mines is attempting to develop new techniques for mining 150 to 1065 mm (6 to 42 in.) thick coal seams. Research has focused on existing thin seam mining techniques, testing of small- and full-scale physical models of the Bureau's slot mining concept and computer modeling of the full-scale process. In 1986, only 21 % of the total US coal production came from -1065 mm (-42 in.) thick seams. Of that, 355 to 710 mm (14 to 28 in.) thick seams share of production was minimal, probably 5% or less (Mayercheck et al., 1990). This shows that the thin seams, particularly the seams 355 to 710 mm (14 to 28 in.) thick, have not been mined to the extent of the available reserves. Thin seam coal, generally, is of premium quality. As thicker seams are depleted, the mining of thin seams could become more important. Thus, there is a need to develop technology to mine these seams (J. Farinelli et al., 1987). A successfully applied technology could change reserve categorization. In the Appalachian Plateau there are 417 Gt (460 billion st) in 355 to 1065 mm (14 to 42 in.) seams. This represents nearly 9.2% of the US remaining reserves (Unrug, 1985). At depths of 152 m (500 ft) or less, the Appalachian Plateau has about 214 Gt (236 billion st) of reserves in 355 to 1065 mm (14 to 42 in.) thick seams. Other mining areas also have substantial coal reserves in this seam thickness category. Those, however, are not as attractive for mining as the Appalachian Plateau. In the past, most of the reserves of the Appalachian Plateau region were partially worked by contour and highwall auger mining. It is estimated that these mining systems had left some 40,230 km (25,000 miles) (Readers Digest, 1987) of unreclaimed highwalls. The Bureau recognized this situation. In FY1987, the agency initiated a research project to develop anew technology for mining thin seams of the Appalachian Plateau.

INTRODUCTION Under certain geological and mining conditions mining near the surface results in an intensive destruction of the overlying rock strata. If the system of mine openings remains filled with air after having completed all mining activities because the flooding of the mines depending on the morphology of the mining area does not exceed a certain level, this circumstance might result in dangers for the public. This is particularly true where uncontrollable air- ways occur within the destroyed rock or if former uranium mining areas are concerned. In these areas radon emanation resulting in undue radon concentration should be taken into account. This circumstance can be counteracted by suitable measures of ventilation. In the following the example of a uranium deposit in the Erzgebirge Mountains (Saxon Ore Mountains) is used to illustrate how statements about the ground flow through overlying rock can be made on the basis of systematic investigations. Finally comparisons with experience gained in coal mining yield orientation data which are used as input quantities in ventilation network calculations and in project preparation of mine fans. Last not least it is proved that endangering the population by radon can be excluded by installing an appropriate fan. INITIAL SITUATION From 1946 to 1989 the uranium deposit of Schlemal-Alberode was mined starting from superficial zones down to depths of 1,800 m. The total output amounted to 80,000 t of uranium, i.e. Schlemal Alberode is one of the largest uranium deposits in the world. The mine openings comprise a cavity of 40 million m3. Al- though thin seams (0.2 to 0.3 m) and steep to semi-steep veins (60 - 70 degrees on average) were extracted using the method of overhand cut-and-fill there were also deposit sections with larger thicknesses and poor ore zones, respectively, where especially after the war until about 1955 large openings were formed due to missing filling. Due to this uncontrolled, relatively "wild" mining considerable subsidence of the surface and fractures in the border zone of the subsidence area occurred. The town of Oberschlema was destroyed and an area of 0.14 km2 was damaged by mining involving a maximum subsidence of 6 m in the centre - called deformation area. The rehabilitation work for the deposit area of Schlemal Alberode involves the flooding of the openings up to a level of the Markus-Semmler-Sohle as long-term preventive measure. Fig. 1 shows the flooding level of October 1996. The level of the -540 m drift will probably be reached in June 1997. From that point of time a general rearrangement of the ventilation has to be made because the central return air ventilation via shaft 373 will no longer be possible. This shaft has no connection with the superficia1 system of mine openings. A new return air ventilation system based on shaft 382 as return air shaft will be designed (Fig. 1). The capacity of the future mine fan system will e.g. be determined by the flow conditions in the deformation area mentioned above. For this reason investigations were carried out in a test drift 13a on the level of the Markus-Semmler-Sohle in the stretching zone of the subsidence trough for several days (Fig. 2 and 3). INFLUENCE OF THE OPERATING CONDITIONS OF THE MAIN MINE FAN ON THE RADIATION SITUATION ON SURFACE The beginning of flooding in 1991 was also the beginning of the investigations into the options of future ventilation due to the reduction of the mining area. The first analyses of radon emanation made in May 1991 showed that only about 20 % of the total radon emanation result from systematically ventilated mine workings. This means that despite of existing dams the air streams through the majority of mine openings of the deposit. The analysis of the individual radon inflows illustrates the special problematic nature of the deposit involving all possible effects on the surface. The shutdown of the main mine fan over the long period between 2.10. and 6.10.1991 showed the essential influence of the operating conditions of the fans on the whole radiation situation on surface. Fig. 4 shows the comparison of the radon concentration level and its daughters during a 'normal" weekend with the level during long-term shutdown in the old 'Casino" of the papermill of Niederschlema. This papermill as well as the 'Casino" are situated in the outcropping zone of the deposit section of Niederschlema. The -60 m level was driven as the upper level in this area, from which the panels were driven to about 20 m below the surface. Also below the "Casino" there is such a panel in the vein 'Glirck", whose roof is directly situated below the building in a depth of 39 m. Directly next to it there is the raise 2 of the panel 'Namenlos" in a depth of 27 m. The graphics clearly shows the immediate increase in radon concentration as well as in the daughter concentration after the shutdown of the fans. The elimination of the artificially generated negative pressure results in the reversal of the convection direction due to the natural ventilating pressure. The interface structure allows the mine airto pass through aero- dynamic connections to the surface. Neglecting the meteorological parameters the concentrations of radon and its daughters in- creased by about 350 % as compared to a 'normal" weekend during longterm shutdown (i.e. in 4 days). Magnetic fluids are commonly composed of ultrafine submicron particles of magnetite (Fe3O4) dispersed in either a kerosene or a water carrier medium with oleic acid as a protective colloid. The unique property of these fluids is that when the magnetic particles are attracted to a magnet the carrier medium moves along with the particles so that the liquid also appears magnetic. The availability of a fluid whose gross behavior changes sharply in a magnetic field without affecting its rheologic characteristics is becoming critical for many technologic applications. About two gener¬ations ago suspensions of relatively large, micron-sized ferromagnetic particles in oil proved useful in clutches, brakes, and dashpots. These were called magnetic clutch materials, and their viscosities were highly dependent upon the applied magnetic field, in contrast to true mag¬netic fluids which retain their fluidic characteristics under all applied fields and field gradients. While the term "ferrofluid" was used by Rosensweig and Kaiser&apos; to designate a magnetic colloid composed of a dispersed magnetic ferrous material, the more general term, "mag¬netic fluid," is preferred. This is because these fluids may contain ferro- or ferrimagnetic substances, such as cobalt, nickel, gadolinium, dysprosium, or magnetic ferrites in carrier liquids, such as hydrocar¬bons (kerosene), silicones, water, fluorocarbons, etc. Preparation of Magnetic Fluids Magnetic fluids were first prepared by Papell and Faber, at the NASA Lewis Research Center, Cleveland, Ohio, by tumbling ferrite materials for several weeks in a carrier medium (such as kerosene) and a dispersing agent (such as oleic acid) with steel balls. Rosensweig et al.1 compared the stability of their ferrofluids obtained from both metallic iron and the magnetic oxides of iron, Fe3O4 and yFe2O3. They found that, although the saturation magnetization of iron is 3.5 times greater than that of magnetite, its colloidal solutions deterio¬rated much more rapidly. The iron particles were undoubtedly rapidly oxidized to a nonmagnetic state due to the enormous surface area of these colloidal particles. Because the properties of these fluids are highly dependent on particle size and may acquire opposite characteristics by small incre¬ments in that size, more controllable methods of preparation have been developed recently by Khalafalla and Reimers.6 In one method metastabilized pyrophoric wiistite is ground to colloidal size in a kerosene oleic acid mixture, and then it is disproportionated to colloi¬dal magnetite and iron at temperatures just below the eutectoidal temperature of wüstite stability (570°C); thus, t < 570°C 4 FeO t > 570°C Fe + Fe30, (1) Because of its antiferromagnetic characteristics, the precursor wüstite is much easier to grind than magnetite. Another method3 avoids grinding entirely and utilizes a peptiza¬tion technique from ferrous materials in the molecular state of aggrega¬tion. This latter procedure has resulted in preparation of strong fluids at considerable savings in cost.

Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator&apos;s main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

This article describes and analyzes the history of research into the origins of the uranium-vanadium(-radium) deposits of the Paradox Basin. For several decades after their discovery in 1881, research was desultory and almost entirely descriptive, fluctuating with demand for vanadium and radium. Systematic geologic descriptions, accumulated between 1910 and 1950, supported rapid progress during a government-backed surge of research in the 1950s, when uranium was the chief commodity of interest. Most of the major theoretical innovations date from this decade, including the use of concepts from solution chemistry to identify the conditions and constrain the processes of deposit formation and alteration. Research from this time was highly influential in geology at large, providing the model for sandstone-hosted uranium deposits worldwide and numerous new minerals and mineral structures. After about 1960, mine production remained high but research dwindled, and most new advances were to the details of the hydrothermal model of ore formation rather than its core concepts. By the end of the 1960s, the deposits were understood to have formed at the mixing interface of an oxidized, metal-bearing water with a reducing fluid of debated origin. Research was desultory over the ensuing decades; the source of the metals and the nature of the chemicals constituting the trap were not clearly established. They remain questions today, as do factors like the relationship between ore mineralization and the geologic history of the basin. (More in the full paper.)

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners&apos; strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators&apos; Association.

Qualitative and interpretative information as obtained from geological and/or geophysical studies, in addition to precise measurement, is incorporated into the estimation process through an indicator variable. The indicator conditioned estimator is formulated as a cokriging and its expression is data value dependent as opposed to that of the traditional kriging estimators. The solution of the dual cokriging system pro-vides simultaneously an estimate of the unknown and an estimate of the conditional probability that the unknown belongs to a specific population or class. Being an unbiased and minimum-error-variance estimator by construction, the indicator conditioned estimator is better in the least square sense than the ordinary kriging estimator because it uses additional information carried by the indicator data.

The extraction of industrial minerals is usually confined to relatively small mining operations. The recent COSMAR (Committee on Surface Mining and Reclamation) report found that 93% of all mines in the United States were of the small unit variety. Also, of the total number of mines in the U.S. (15,279) 96% were in the industrial minerals (non-metals excluding coal) category. To break it down further, 86% were sand and gravel, and crushed stone operations. Therefore, we are talking about a very large number of small mining operations. If these small miners can afford to hire a college graduate, what kind of training should this person have beyond the normal mining engineering curriculum to best serve the problems that he or she will encounter?
