Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

"Above ground, elevated belt conveyors that span more than 200 m (656 ft) between support points can cross valleys, rivers, forests and buildings with a minimal footprint. The cable bridge conveyor (CBC) is a new type of suspension bridge based belt conveyor system that has long spans between support points. It combines a typical belt conveyor and an improved simple suspension bridge to form a conveyor bridge. The improved simple suspension bridge places a widened bridge deck directly on suspended cables, without the need for high truss towers. The benefits include reduced cost and increase aerodynamic stability compared to conventional suspension bridges. The CBC’s compatibility with current belt conveyors allows versatility in application.A belt conveyor is a ubiquitous material handling system. Conveyors can be placed directly on ground or elevated above ground by support structures. Considerations of cost, design, environment, civil work, safety and process requirements are all factors in choosing the ground-based or elevated conveyors (Zhang, 2014). The ground-based conveyor has the lowest structural cost when the conveyor is placed on an existing road. Maintenance access is easy and straightforward. Compared to the groundbased conveyor, the elevated conveyor can cross existing buildings and structures, give passage to traffic beneath the conveyor, has a smaller footprint and requires less civil work to pass mountainous areas. The drawback of the elevated conveyor is higher structural cost, which can be compared with savings in civil work and other benefits. Conventional elevated conveyors are supported by rigid truss-type structures, with a typical span of 15 to 25 m (50 to 82 ft) between concrete support bents or steel trestles. Triangular truss, using steel pipes instead of hot rolled steel sections, is more efficient. The typical span of a triangular truss-supported conveyor is around 30 to 40 m (100 to 130 ft), while the weight is about 10 percent less than conventional box truss with a shorter span (Jennings, 2013).Long-span elevated structures based on suspension bridge is another step forward in increasing the distance between support bents, reaching 100 to 400 m (330 to 1,312 ft) and beyond. The wide distance between the support points of an elevated conveyor offers unique benefits. The conveyor can cross rivers, valleys, highways, forests and other obstacles with minimal footprint and reduced civil work. The versatility from long-span conveyors makes bulk material transportation over previously impossible terrains now a feasible option."

This paper addresses the relative long-term cost and resource position of new and existing ferrochromium production in selected Market Economy Countries (MEC'S). The market impact of new ferrochromium production in nations such as India and the Philippines and the continuing change in international trading patterns are also evaluated. This paper draws upon the data and analyses of a recent Bureau of Mines, Department of Interior, Minerals Availability Program appraisal that evaluated the cost and availability of chromite and ferrochromium production from the demonstrated resources of 80 producing or potential mining operations in 10 market economy countries.

"Fluctuation in market price of mineral products has enforced mining companies to cut down their operating costs. One useful way of reducing operating costs in mining operations is to make optimal operational decisions, incorporating efficient mining fleet management systems (FMS). Over the last 50 years, several types of FMS have been developed and introduced in the mining systems around the world. However, there are two major shortcomings in existing systems. Firstly, none of the existing systems consider effects of the short-term plan on dynamic truck assignment. Secondly, most of the existing FMSs make decisions in a way that optimize a specific objective while ignoring others. Herein, we propose a multi stage and multi objective FMS that deals with aforementioned shortcomings of the currently available systems. The developed FMS, in its upper stage, links semi-dynamic operational decision making process to the short-term production plan by simultaneously assigning shovels to mining faces and allocating trucks to the shovels by implementing its first multi objective decision making model. Then in its second stage, in a real time dynamic decision making process, it assigns trucks to shovels and corresponding destinations by optimizing its second multi objective decision making model. The developed fleet management system has been verified using an Iron ore case study and the results are presented in this paper. INTRODUCTION Open pit mining method is the most common method to mine mineral from the earth. Based on Wetherelt and van der Wielen (2011) there exist 2500 open pit metal mines that are categorized as industrial scale mines. Over all of those, the amount of material handled using truck and shovel material handling system is more than the amount handled by all other systems together (Humphrey & Wagner, 2011).It has been proven by several studies that more than 50 percent of operating cost in a truck and shovel based open pit mining operation is accounted for material handling (Moradi Afrapoli & Askari-Nasab, 2017, Alarie & Gamache, 2002, Ahangaran et al., 2012). Thus, introducing even 1 to 2 percent cut in its material handling cost saves huge amount of money for the stakeholders. Over the last 50 years, two major areas have been identified to cut this cost. On one hand mining industries have been implementing equipment with higher production capacities, and on the other hand, researchers have been developing operations research techniques to make dynamic decisions as close to optimal as possible to deduct operational costs in truck and shovel based mining operations."

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

Increasing costs, falling grades and a low gold price have caused severe problems for many of South Africa's gold mines. The need to maximise efficiency is extremely urgent. This paper describes the use of column flotation cell s to scavenge significant quantities of additional gold from flotation plant residues; in particular, very fine particles of free gold not recovered by conventional flotation. Experimental gold- specific collectors enhanced gold recovery significantly. The paper also reports the results of other plant trials, carried out on a variety of ores.

The US coal industry has been using continuous room-and-pillar mining (CRPM) machines for more than 30 years for longwall development. This equipment has also been used for production mining in areas that are not appropriate for longwall mining. From 1977 to 1987, the portion of annual US production mined by continuous miner (CM) sections grew slightly from 65% to 70%. Over this time, mine operators and manufacturers have made some advances to attain the full production potential of this method. This is evidenced by the fact that average tons per eight hour shift for continuous miners in the US grew from 180 t (200 st) in 1977 to 431 t (475 st) in 1987. The authors (1990) reported that the increase in productivity was due to several factors: • a drop in prices; • a more mature workforce; • union stability and incentive programs; •procedural improvements; and •technological advances. The authors estimated that about one-third of the increased production came from the first three and other unaccounted for factors and one-third each for the last two. Even though improvements were considerable, continuous miner capacity is much higher than 431 t/shift (475 st per shift). For example, the machinery is capable of mining more than 9 t (10 st) per machine for the 6.5 available hours per shift or 3.5 kt (3900 st). However, this has never been attained on development. Ore microscopy has been applied to the complex lead-zinc-copper-cobalt-nickel ores from the Madison Mire in the Fredericktown subdistrict of the Southeast Missouri Lead District to predict potential beneficiation problems. It has been found that in some portions of the ore deposits, textures are present which may result in metal losses. In ores from the Bonneterre Transition Zone the intimate association of siegenite with chalcopyrite may result in cobalt and nickel losses to the copper concentrate. In ores from higher stratigraphic horizons, this association is relatively uncommon, and siegenite is commonly associated with bravoite. This latter association will increase the recovery of the cobalt and nickel in bravoite, even though some of the fine-grained bravoite will not be recoverable. Other textures which may result in potential beneficiation problems include coatings of covellite on chalcopyrite and inclusions of sphalerite in galena.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e.g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1.5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). Sources of lead contaminated soils are numerous, i.e., the uses of leaded gasoline, lead-based paints, leaded pesticides, solders, smelting of lead concentrates, refining of lead products, automobile demolition, recycling of lead batteries, and so on. Conservative estimation by the US Environmental Protection Agency, EPA, indicated that several thousand lead contaminated sites are awaiting remediation. The current remediation technologies include immobilization, reclamation and soil washing. In this paper, the above remediation technologies will be reviewed, and where appropriate, the economics of processes discussed and future possibilities indicated.

The Barrick Bullfrog underground mine was established as an afterthought to the main open pit. As open pit ore dwindles, the underground mining becomes increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines, and there is a strong move towards underground mining in the United States today. There are inherent problems in starting and operating underground mines in the shadow of any open pit operation, and at the Bullfrog there were several attempts at productive increases that were both successful and unsuccessful.

Kuroko deposit is a stratabound massive sulphide and sulphate deposit associated with Miocene submarine volcanics and has been considered to be a prototype of meta- morphosed Palaeozoic and Precambrian equivalents. Since the discovery of Uchinotai deposit of the Kosaka mine in 1959, Dowa and other mining companies have conducted intensive exploration work in the Hokuroku district of northeastern Japan. Dowa has been placing its first priority on the exploration of Kuroko deposits and made a series of remarkable successes in finding the Kuroko deposits, i.e. Uchinotai, 1959; Matsumine, 1963; Uwamiki, 1966; Fukazawa, 1969 and Ezuri, 1975. It is emphasized that our successes have resulted from the proper application of exploration technologies accumulated through our experiences. Firstly we defined the Kuroko horizon and favourable felsic volcanism based on the detailed structural and volczno-stratigraphic study of the Hokuroku district, and then delineated the promising areas by means of the quantitative evaluation of geophysical, geochemical and mineralogical parameters such as the magnetic susceptibility and contents of alkaline and alkaline earth metals in the foot wall dacites and clay mineral assemblages of both hanging and foot wall pyroclastics and dacites. Practical application of these techniques is essential to our routine Kuroko exploration.

Since the record year of 1981 through 1985 the tonnage of weighting materials (barite and other heavy minerals) used in drilling fluids has decreased an estimated 49%. As in the past, barite still makes up over 90% of the minerals used for weighting materials in drilling fluid. Domestic production of barite has decreased 69% since 1981 and imported barite has made up over 50% of the total barite consumed since 1982. See Figure 1 for usage of barite. The number of operating grinding plants has decreased from 69 in 1982 to 39 at the end of 1985. With the decrease in demand of weighting materials for drilling fluids and an over capacity of grinding existing, prices for weighting materials have decreased dramatically. Although the American Petroleum Institute has not changed any of the specifications for barite, some users have initiated their own new specifications and have proposed to have them included in the API specifications. The exploration for and development of oil and gas dictates the level of weighting material used in the drilling fluids industry. Most forecasters do not foresee (or predict) increases in the level of drilling until the 90's. The primary or unground barite produced in the U.S. mines has a difficult time competing with imported barite due to the location of the mines. These mines are located in North Central Nevada, with small tonnages being produced in California, Missouri, Illinois, Montana and Washington. The major reason, is the difference in transportation costs from the mines versus ocean freight rates from the foreign ports to the major area of use, the U.S. Gulf. Since 1981, the production of primary barite has decreased from 2,849,000/ST (2,584,596/MT) in 1981 to an estimated 890,000/ ST (807,403/MT) in 1985(1). If it were not for the use of unit trains by some producers the production of primary barite in the U.S. would have probably declined another 20% in 1985. During the same period, of the total amount of barite consumed in the U.S., imported barite ore increased from 417, in 1981 to 65% in 1985. The major exporting countries to the U.S. during this period were China 46.27, Morocco 15.27., Chile 10%, Peru 8.4%, India 7.9%, Mexico 5.4%, Thailand 3.9% and Ireland 2.3%.

The U.S. Bureau of Mines is currently conducting laboratory experiments to study the reactions occurring during in situ leaching of oxide copper ores hosted by biotite-poor granite and biotite-rich granite porphyry. Detailed pre-leach and post-leach petrographic examinations of the rock samples are combined with the leach solution chemistry resulting from core leaching experiments to enable an evaluation of the various reactions which are responsible for the observed fluid chemistry. The information resulting from these laboratory studies is being utilized to support the design of the Bureau's ongoing field research project at the Santa Cruz deposit near Casa Grande, AZ. Atacamite and chrysocolla are the primary copper minerals present in this deposit, and both are readily soluble in the dilute 5% sulfuric acid solutions used in these experiments. In addition to the dissolution of copper minerals, biotite dissolution also occurs during the experiments, contributing K, Mg, Fe, and Al to the leach solution. The biotite dissolution appears to be non-stoichiometric, as it is progressively altered to vermiculite and finally, amorphous silica. While K, Mg, and Fe concentrations in solution steadily increase with time, Al quickly reaches a maximum, and then remains relatively constant for the remainder of the experiment. This suggests that Al saturation is achieved, and this Is supported by the presence of precipitated Al sulfate and aluminosillcate clay mineralization in the post-leach rock samples.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. The tectonic and sedimentary environment of the Central North American Rift System (CNARS) provides all excellent setting for major mineral deposits. Major north-northeast-trending high-angle normal or reverse faults and northwest-trending transcurrent fault systems may exercise control over ore forming processes. Gabbro and basalt are the dominant igneous rock types. Carbonatite and kimberlite occur in Nebraska and Kansas. Concentrations of Cu. Ni, Co, Ti, Au. Ag and PG-minerals are known to occur in this setting. Arkosic sandstone, siltstone, shale, and minor carbonate units occur on top of the rift basalts and in flunking basins where they may reach thicknesses of 10 km (6 miles). The potential, for stratiform or unconformity-related metalliferous deposits must be considered. The rift as a whole remains, however, largely unexplored.

The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.
