The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.

Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

Manufacturers of brick and tile are showing growing interest in the possibility of manufacture of a clay bonded block. The block would have the shape of concrete block, but would be made without the use of Portland cement, Instead, the block would be made' from mixtures' of an aggregate and the present raw materials of the brick industry. The finished units would weigh 20 to 30 pounds and meet the specifications for Grade A concrete block. The present status of the clay block development shows one manufacturer actually in production of these units$, two additional manufacturers are attempting production and many manufacturers are actively engaged in development work. At least four major research laboratories are engaged in the development program. There are several different processes available for clay block production. These processes differ primarily in the type of aggregate used or in the type of forming operation selected. I would like summarize these possible methods.

The filtration process has long been utilized in the mining industry and typically associated with processes where clear solutions are required. One definition of filtration states that it is utilized to affect a more complete separation of liquid and solid phases than is possible with settling alone. The development of Diatomaceous Earth filter aids has added a new dimension to filtration technology in the mining industry. It makes possible the filtration of slimes with almost perfect clarity, and at rates that become economical.

The effects of pH, pH modifier (lime or caustic soda) and cyanide on the pulp rheology of a number of ore types ranging from highly siliceous to highly kaolinitic has been investigated. All experiments were performed in fresh water at solids concentrations of 25 and 45% solids and in the pH range 6 to 11. The kaolinitic ores exhibited greater changes in rheology with pH and calcium ion concentration than did the siliceous ores.

"INTRODUCTION “Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole” (Baxter and Parks, 1939) “An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence. The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling. Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive.” (McKinstry, et al., 1948). In an actual orebody, the accuracy of sampling depends not alone on the number of samples but also on proper distribution of them throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore it is important to select the places in such a way that all parts of the orebody will be represented. “For those who cultivate land which is alike arid, heavy , and barren, and in which they sow seeds, do not make so great a harvest as those who cultivate a fertile and mellow soil and sow their grain in that. And since by far the greater number of miners are unskilled rather than skilled in the art, it follows that mining is a profitable occupation to very few men, and a source of loss to many more.” (Georgius Agricola page 5 Book 1 as translated by H.C. Nevada is especially well endowed with industrial minerals, both in the number of ore deposits and the diversity of commodities. More than 600 significant industrial mineral deposits, containing 22 principal commodities, are present, in the State. The materials produced in Nevada in 1978 had a value of approximately 113 million dollars, and additional processing of some of them (e.g. gypsum into wallboard, limestone and clay into cement) added considerable more value. Table 1 shows the value of Nevada's industrial mineral production in 1978. Nevada currently supplies 85 percent of the country's barite producing 1.6 million tonnes (1.8 million short tons) valued at 30 million dollars in 1978. Nevada is second in diatomite production and contributes one-third of total lithium produced. Other industrial minerals being produced include clays, fluorspar, gypsum, lightweight aggregates, limestone and dolomite, magnesite and brucite, perlite, salt, sand and gravel, and silica. In general, Nevada produces high-value industrial minerals which are not consumed within the State, but rather, are shipped out of State. In contrast, most more populous states produce larger tonnages of lower value industrial minerals which are consumed chiefly within that state.

Abstract, Syngenetic uranium in pre metamorphic Idaho Springs volcanics and sediments probably, was mobilized during metamorphism (1.7 b.y.) and partly retained along unconformities. Precambrian Silver Plume intrusives (1.4 b.y.) and Pikes Peak granite (1.0 b.y.) may have mobilized uranium from the craton and. Idaho Springs metamorphics to concentrate it in cauldron sites in migmatites, pegmatites, alaskite, disseminations and greissen. Tertiary intrusives also may have upgraded uranium by anatexis, leaching and differentiation. Tertiary vein and shear zone uranium mineralization may have-been-derived from underlying magma sources, leached from Idaho Springs metamorphics and from syngenetic leaching of overlying sediments and introduced by deep hydrothermal convection systems.

The Conneaut, Ohio, terminal of the Bessemer & Lake Erie Railroad was the first rail-to-ground-to-water coal terminal on the Great Lakes. Compared to the traditional method of holding coal in railroad cars at the ports for dumping their contents into vessels, it provided for: a. Immediate train turn-around independently of vessel arrivals. b. Winter storage of coal at the port, permitting year round shipment by the mines and year round operation of the railroad.

Pad construction costs can impact the overall economics of heap leach projects. Pad construction costs for single-and double-lined pads, using various designs, are listed for a typical small and large project. Double-lined pads are now more often required by regulatory agencies. Unless such designs reduce the risk of site specific contamination significantly, the extra costs cannot be justified from an economical viewpoint. Specific attention is given to the short project life (typically five years) of heap leach projects. A few numerical examples are presented to demonstrate the overall economic impacts of these costs on economic parameters.

For centuries small amounts of copper have been recovered from acid mine-drainage waters. In recent years, the expansion of copper-bearing waste dump leaching for copper recovery has established a technological basis that is rapidly converting the art of copper leaching' into a science. Leaching of copper, whether from copper-bearing ore or waste, follows well established chemical reactions. These reactions are commonly in an acid circuit, but where leaching of copper is to be made in rock that is a high acid consumer, ammonia and ammonia carbonate, as well as cyanide leach solutions, can be used effectively. Current hydrometallurgical processes are being applied at an ever increasing rate to recover the trace amounts of copper in copper mine waste by in-place leaching. Currently approximately 300, 000 tons of copper are produced annually in this manner where as recently as ten years ago, only one-eighth of this amount of precipitate copper was produced.. Where copper occurs as an oxide in higher concentrations as to be classified as an ore rather than waste, then the hydro-metallurgical processes are applied as percolation or agitation leaching in vats, pachuca tanks, or prepared heaps. This approach gives better control over the recovery of the leach solutions, particularly in the processes where ammonia or cyanide leaching agents are to be used.

In a flotation froth (and foam), air bubbles become larger due to coalescence, causing less hydrophobic particles to drop off. A bubble-coarsening model has been developed by calculating the changes in Plateau border area as a function of the initial bubble size at the base of a foam, liquid fraction, and foam height and then relating the predicted Plateau border area to the critical rupture thickness of lamellae film. The model predicts that bubble coarsens with increasing froth height, decreasing frother dosage, and decreasing aeration rate. The model predictions are in good agreement with actual bubble size measurements.

Almost 100 sedimentation ponds were conceptually designed for a large surface mining study area in northeast Texas. An approximate procedure was developed to economically estimate construction quantities in order to predict surface water control costs. This procedure utilized site-specific empirical relationships developed from detailed analyses on a representative number of proposed sedimentation ponds. Use of these equations provided earthwork volumes, and spillway pipe lengths. The procedure developed for this study is presented along with the results of a verification analysis.

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

INTRODUCTION Development work at Carr Fork Mine of Anaconda Copper Company in Tooele, Utah commenced in August 1974. A decision to install an underground gyratory crusher for primary crushing run-of-mine ore and waste was made in 1976. Higher throughput rates, larger reduction ratios and greater flexibility in terms of meeting immediate and expanded production needs were the main reasons for selecting the gyratory crusher over the jaw crusher. UNDERGROUND MATERIALS HANDLING Underground crushing and conveying system was designed for a capacity of 16,300 mtpd of ore and waste on a 2-shift, 5-day week basis. Engineering and design of crusher complex was performed by Anaconda engineers at Carr Fork. Figure 1 represents the longitudinal section of mine showing the general materials handling system. Mine area is trackless except for materials and production haulage which is run on rail track on both 1200 and 970 levels. Ore from stopes and waste rock from development headings are handled by 3.8 cu m (5 cu yd) Jarco scoops and dumped into 2.4 m (8 ft) diameter ore and waste passes at the 1200 level. The material gravitates down to the 970 level where it is loaded into 12 cu m (420 cu ft) ASEA mine cars using side loading chutes. The 2011 report titled ?Energy Critical Elements: Securing Materials for Emerging Technologies? by the American Physical Society?s Panel on Public Affairs and the Materials Research Society surveys potential constraints on the availability of these elements and identifies five specific areas of potential action by the United States to ensure their availability: 1) federal agency coordination; 2) information collection, analysis and dissemination; 3) research, development and workforce enhancement; 4) efficient use of materials and 5) market interventions. Energy-critical elements (ECEs) are a class of chemical elements that currently are critical to one or more new energy-related technologies. A shortage of these elements would significantly inhibit large-scale deployment, which could otherwise be capable of transforming the way in which energy is produced, transmitted, stored or conserved. The report addresses elements that have not been widely extracted, traded or used in the past, and therefore are not the focus of well-established and relatively stable markets (such as carbon in coal or uranium as fuels, copper, aluminum, nickel and iron, all of which are clearly vital in energy applications).

"The 4c segment is a part of the ""Oman National Railway Project” linking the mining area in the surroundings of Thumrait and the port of Salalah. It is 90 km long and the last 40 km stretch crosses a mountainous area near the city of Salalah. The project includes the excavation of a 33 km double and single bore tunnel and 10 km of safety tunnels. This mountainous area is a holiday destination for Omanis, thanks to its beautiful landscapes, especially in summer time due to the monsoon rains. The tunnelling design had to take into account both these environmental constraints and the limestone rock formations crossed, which are affected by significant karst features. Given the context, the conventional tunnelling method has been preferred. INTRODUCTION The Oman Railway Project (Fig. 1) covers the construction of approximately 2,150 km of railway line for freight and passenger transport which will connect together Oman’s main towns and industrial sites and it will form part of the Arabian Peninsula railway system “GCC Project”. The non-electrified double-track railway line must guarantee a speed of 220 km/h for passenger trains and 120 km/h for freight trains and must guarantee the transit of AAR (Association of American Railroad) H and D plates using clearance envelope according to AREMA (American Railway Engineering and Maintenance-of-Way Association) requirements. The design alignment must have maximum radiuses of curvature of 3,250m and a maximum gradient of 1.0%. The project is divided into 9 constructional and functional segments. •,Segment 4c will be constructed in the southern region of Oman, close to the border with Yemen, to connect the town of Thumrait with the Port of Salalah. •,Segment 4c will run through the Dhofar region and will be mainly used by the freight traffic which currently travels by road."
