The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Flotation collectors play a crucial role in mineral flotation by selectively adhering to mineral surfaces and aiding in their separation from gangue material. They are heteropolar molecules, as defined by Sutherland and Wark (1955), featuring non-polar hydrocarbon chains and polar groups interacting with mineral surfaces to induce hydrophobicity selectively. The importance of collectors in mineral processing, as underscored by Lotter and Bradshaw (2010), lies in their ability to enhance recovery rates and improve selectivity, thereby optimizing the extraction of valuable minerals from complex ores. Collectors are classified based on their mechanism of action, as proposed by Laskowski (2010). This classification categorizes collectors into three groups: water-soluble compounds, water-insoluble “oily” collectors, and water-insoluble amphipathic compounds forming molecular films at the water/gas interface. This complements the chemical structure-based classification by Sutherland and Wark (1955) and Suoninen and Laajalehto (1993), offering a comprehensive understanding of collector diversity in flotation systems. Collector selection is an iterative process crucial for optimizing mineral processing efficiency, as emphasized by Lotter and Bradshaw (2010). Understanding the significance of collector mixing or synergy outcomes is paramount for enhancing mineral flotation efficiency and sustainability. Taguta, O’Connor, and McFadzean (2018) demonstrate that mixed collector systems enhance interaction enthalpies and microflotation recoveries, indicating improved performance. McFadzean, Castelyn, and O’Connor (2012), along with Critchley and Riaz (1991), delve into investigating synergistic interactions between collectors, offering insights for strategic selection. Observations from the study of collector synergy, as noted by Wakamatsu et al. (1980), reveal nuanced relationships surpassing individual collector behaviors. The methodology outlined in this paper provides valuable guidance for classifying and selecting collectors based on specific application needs, while also suggesting the potential for synergistically improving recovery across fine, intermediate, and coarse particles.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. Blast-induced rock mass displacement can have a significant impact on ore loss and dilution. The mischaracterization of the grade boundaries both prior to, as well as a result of, blasting can lead to significant financial losses due to ore loss and dilution. Ore dilution occurs when waste material is miscategorized as ore and sent for processing or stockpiling, diluting the run-of-mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorized as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have led to the development of innovative tools and techniques to measure and model blast movement. These techniques have been implemented at the Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures.

The literature on four different topics is re¬viewed herein for purposes of mathematical mod¬eling of mine water inflow. The first of the topics reviewed is modeling of fissured or fractured ma¬terials; the second is general Darcy based flow models; the third is field methods for determining fracture flow properties; and the fourth is methods used presently for determining mine water inflows. The four topics are considered in the foregoing order. FRACTURE FLOW MODEL Two basic types of fracture flow models have been developed. The first type uses various tech¬niques for space averaging to obtain the equations. Systems are considered in which the porous media properties vary smoothly enough and the fracturing is sufficiently profuse and well distributed that the locally averaged properties are meaningful when viewed on the macroscopic scale. The final result is that a coefficient is used which is similar to saturated hydraulic conductivity and in many cases, simply is hydraulic conductivity. In other cases, the coefficient is apparent hydraulic conductivity be¬cause the response from flow in the fractures is more rapid than flow in the pore spaces. Faust and Mercer (1980) refers to this method as the contin¬uum approach. Some of the papers on this type of problem are by Duguid (1973), Verner et al. (1974), Owili-Eger (1975), Duguid and Abel (1974), duPrey and Weill (1974), and O'Neill (1978). Duguid and Lee (1977) also considered heat flow in the fluid and the porous medium. These papers all result in various types of computer programs. Some papers on this topic that do not result in computer programs are by Snow (1968, 1969) and Streltsova (1976). Some of the foregoing articles consider con¬solidation of the porous media and the resulting effect on hydraulic conductivity. Barenblatt et al. (1960) developed an analytical solution for fracture flow and discussed the time that is involved in the drainage process and the effect that fracture flow has on the drainage time. The second type of fracture flow model con¬siders the width of the fractures as a function of the pressure in the field. Faust and Mercer (1980) refers to this method as the discontinuum approach. This approach often requires two finite element programs that consider the stress in the material and the flow in the fractures separately. The pro¬grams are then linked to arrive at the final solution. Some of the articles that consider the interrela¬tionship between pressure and the size of the frac¬ture but do not use computer solutions are Gringarten et al. (1975), Narasimhan and Palen (1979), and Witherspoon et al. (1979). Papers that use a linked computer program between stress and flow are by Ayatollahi (1978), Gale et al. (1974), and Noorishad et al. (1971). Ayatollahi's program is primarily for the petroleum industry because it does not consider the effect of gravity. Ayatollahi assumes that pressure effects are very large in com¬parison to gravity effects. This assumption would apply only to very deep aquifers. Articles that consider fracture flow on a more applied basis are by Wittke et al. (1972), who con¬siders that the flow is entirely through fissures and negligible through the pores of the rock. Gringarten and Witherspoon (1972) developed type curves that may be used for analysis of fracture flow systems; the curves are based on the assumption that it is possible to distinguish between aquifers with hor¬izontal and vertical fractures and that it is possible to analyze the system as an equivalent anisotropic homogeneous porous medium with a single fracture with much higher permeability. During the last decade, the feasibility of applying the in situ leaching technology to the recovery of copper from deeply buried deposits containing chalcopyrite has received much attention.(1-4) The major incentive for using this technology is that under certain circumstances, copper in deep underground deposits, which cannot be mined economically by conventional means, can be recovered economically. Basically, this technology involves rubblization of the deeply buried copper ore body followed by in-place leaching of the rubblized copper ores. Rubblization of the ore can be achieved by some suitable method such as the use of block caving mining. The rubblized chimney is then filled with water until the original water level is reached. Leaching occurs when the eater saturated with oxygen is introduced into the chimney- and flows through the fractured rock masses and within pores of rocks. As the dissolved oxygen oxidizes the primary sulfides, heat is generated. Because of low conductivity of the surrounding rocks, the generated heat is able to raise the temperature of the chimney. The increase in the temperature of the chimney and the relatively high content of dissolved oxygen in the leach solution under high hydrostatic pressure will result in an enhanced dissolution of the primary sulfide minerals. To ensure a successful application of the in situ leaching technology, a complete understanding of the effects of the ore particle size distribution, ore grade mineralogy, temperature, pressure, lixiviant concentration, pH, etc. on the rate of copper recovery is necessary so that copper can be recovered efficiently and the amount of copper extracted can be predicted. These can be achieved through mathematical modeling of the in situ leaching process and conducting laboratory tests. In this paper we will present a mathematical model that simulates the in situ leaching process as depicted in Figure 1. To model this process properly, not only the 'kinetic and thermodynamic aspects of leaching chemistry must be known, but the effects of heat generation, the physical aspect of fluid flow and other related multicomponent transport phenomena must be considered. Furthermore, since most factors involved in the leaching process change with time, a leaching system must be described using unsteady state equations.

INTRODUCTION The Newtown Creek Pollution Control Project (P.W. 53) is a major system of facilities designed to collect wastewater from large areas of the Boroughs of Manhattan, Brooklyn and Queens, then channel it to a treatment plant where the wastewater is processed and discharged. The North Branch interceptor collects wastewater along the east side of Manhattan and transports it downstream to a Junction Chamber at Avenue "D" near East 13th Street. The South Branch interceptor similarly collects wastewater from the southern part of Manhattan Island on both east and west sides of Manhattan and transports it to the same Junction Chamber from where both flows are delivered to the adjacent Manhattan Pumping Station which pumps the wastewater under the East River to a treatment plant in Brooklyn. This system is shown in Figure 1. Construction of the Manhattan Pumping Station began in the Summer of 1966 and was delayed by a number of mishaps. In the vicinity of the North and South Interceptors, approximately 3,060 cubic meters (4,000 cubic yards) of soil flowed into the excavation: 765 cubic meters (1,000 cubic yards) at the North Branch Interceptor, and approximately 2,300 cubic meters (3,000 cubic yards) at the South Interceptor. These movements were accompanied by surface subsidence, collapse, or both. On June 4, 1973, while pumping station construction was underway, approximately five to seven cubic yards of sand entered the junction chamber through a temporary bulkhead valve in the North Branch Interceptor.

Structured liner materials are available for double lined and final cover systems and are revolutionizing the way ponds, pads and final closures are constructed. This paper will discuss the structured or embossed geomembrane concept and manufacturing process. Additionally, the paper will present comparative testing illustrating the major advantages of using this type of product in these types of applications. Both technical and economic advantages are illustrated. The cost savings include lower installation costs, less material used, and third party inspection times not to mention better performance. These new systems will be presented.

Quaternary alluvial deposits in the modern stream channel of the Agua Fria River west of Phoenix, Arizona, is mined and processed to provide aggregate to the greater Phoenix area. The alluvium occurs as three distinct, stratigraphic layers. Samples from each of the three layers were examined for gravel clast lithology, grain size distribution, and engineering tests, which revealed noteworthy differences in properties. The engineering properties of the gravels are dependent on a combination of factors including gravel clast lithology, the distance the gravel clasts have been transported from their source areas, the age of the deposits, and the degree of weathering. Knowledge of these characteristics may affect the methods that aggregate operators employ to extract and process gravel from the Agua Fria River.

The ball mill grinding circuit has widespread application in mining, metallurgy, chemistry, pharmacy and research. It faces some challenges because a grinding circuit is a multivariable system in which high interaction between loops, variation of system parameters with time, and time delays are problems. In this study, a fuzzy logic self-tuning proportional–integral–derivative (FLST-PID) controller based on an improved disturbance observer is designed for control of ball mill grinding circuits. It is combined with an improved disturbance observer (IDOB) to eliminate system interaction, attenuate internal and external disturbances and compensate the effect of system uncertainty on the performance of the ball mill grinding circuit.

Birnin Gwari and Alawa graphite deposits were upgraded by flotation. Using 0.5 kg/t kerosene and 0.25 kg/t sodium silicate, flotation concentrates grading 90.7% and 88% Cg with recoveries of 86.2% and 84% were produced from Birnin Gwari and Alawa graphite samples, respectively. The combination of 0.5 kg/t kerosene, 0.2 kg/t pine oil and 0.25 kg/t sodium silicate yielded high-grade graphite (92.3% Cg) with a recovery of 83.9%. Flotation with refined rubber nut oil and kerosene, at a 1:1 ratio, produced a concentrate grade of 86.3% Cg with a recovery of 90.4%. With acid leaching of the flotation concentrate, a high-grade graphite concentrate containing 98% Cg was produced.

Rockfall and unstable rock slopes can be con-trolled by using steel wire-rope net systems as barriers or as slope draping. The chief advantage of such systems over rigid type barriers is the flexibility of wire rope netting. This flexibility and strength permits kinetic energy dissipation with low maintenance requirements. Mining activities can produce temporary or long-term unnatural slopes and unstable rock faces that may produce rockfall hazards. Such conditions can necessitate efforts to minimize the hazard to workers, structures and equipment.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department's Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. Fault tree analysis is a systematic safety analysis tool that proceeds deductively from the occurrence of an undesired event (accident) to the identification of the root causes of that event. One recurring mine safety problem-a dozer falling into a void over a drawpoint on a coal surge pile-was analyzed using available, inexpensive fault tree programs on a personal computer. The analysis identified basic and intermediate events that led to the burial of the dozer and graphically depicted the interrelationship between these various subordinate events as well as the various chain of events leading up to the primary event. A sensitivity analysis on these probabilities showed which events had the greatest influence on dozer burial in a coal surge pile.

The Crandon massive sulfide deposit Forest County, Wisconsin, was discovered by Exxon Minerals Company, U.S.A., in July 1975. Announced estimated in-place reserves are 62 M metric tons (70 million short tons), grading about 5% zinc and 1% copper. The reserves are evenly divided between massive sulfide are and stringer sulfide ore. The sulfide body is associated with Precambrian felsic pyroclastic rocks, and it is overlain by intermediate volcanic rocks and their derived sedimentary rocks. These rocks were subjected to greenschist facies metamorphism and were tilted to a near-vertical attitude. Geologic observations indicate a submarine-volcanic-exhalative origin for this deposit.

Kerosine, fuel oil No. 2, vapor oil, and fuel oil No. 6 were separated into general hydrocarbon fractions by ion exchange chromatography and adsorption chromatography. The collecting properties of these fractions were evaluated by flotation of molybdenum and copper minerals from a natural chalcopyrite ore. Paraffin fractions and aromatic fractions of low polarity produced the best molybdenum recoveries. Selective flotation of molybdenite from copper sulfide minerals was not possible with any of the chromatographic fractions.

It has been suggested that we at the University of Arizona present a paper covering the origin, philosophy, and results of the College of Mines program in the field of computers and operations research. I have worked with the program since its beginning, and I will try to outline the developments as they have taken place. The formal development of the educational and research program in the field of Operations Research and Computer Applications at the College of Mines, University of Arizona, began in early 1957. During the year, the University offered its first formal instruction in computer programming. This was my first introduction to computers, and it did not take long to realize that this new tool had a potential that could be profitably utilized by the mining industry. In March 6f 1957, the University Computing Center began operations with its IBM 650 computer. This machine was the only computer of this size in the local area at this time, The first programming effort was in machine language and the programming cost could only be justified for repetitive-type of problems. The progress in the computer field moved very rapidly and with the development of the many compiler and assembly programs and the addition of sub routines to the computer library, the scope of problems that could profitably be investigated by computers expanded rapidly.

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."
