ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. In dealing with the mining engineering problems, the traditional approaches of laboratory experimental simulations and/or analytical solutions are not very effective. Mainly because the field problems are too complex to be solved with a few simplified assumptions. Conversely it is also true that the experimental and analytical/ numerical models currently available are far from being able to model the actual cases. Under such conditions, the most effective mean of research into mining engineering problems is to combine the mine (field) investigations with laboratory and / or analytical modelings. It is with this concept in mind this research was initiated in 1973. 'The field investigations which began in the fall of 1978 consisted of mainly visiting the mines where surface subsidence monitorings had been or were being monitored and/or surface structural changes had occurred. From such visits, subsidence data were collected. A quick analysis of those data provided preliminary understandings of the characteristics of the surface subsidence parameters in the regions (1-5). Using those date, models of various types are being developed for subsidence prediction / control. So far, a total of 44 longwall subsidence profiles in 22 longwall panels and 10 room-and-pillar profiles in 5 room and-pillar sections have been collected. This paper summarizes the combined results published previously (1-5) and present the preliminary results of the predictive models developed.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

"A numerical modeling was conducted to describe the behavior of overlying strata on the longwall top coal caving face for exploitation of a 16.8 m thick coal seam. Three typical structural models, including the Cantilever Structure (CS), Lower Cantilever and Upper Hinged Arch Structure (LC&UHA), and Lower Arch and Upper Voussoir Beam (LA&UVB), were developed. Based on mechanical analysis of the different structures of the key strata, and considering the behaviors of the broken igneous rock strata, a method was proposed and applied to estimate the structures of the overburden strata. The results had been verified by a field micro-seismic monitoring test. The paper provides a foundational method to determine the shield loadings for the top coal caving longwall face.INTRODUCTIONLongwall top coal caving (LTCC) is a highly productive underground mining technology which has been widely applied to the exploitation of the thick coal seams in China and other countries due to its high efficiency (Ju and Xu, 2013; Ju, Xu, and Wang, 2011; Liu et al., 2009). In recent years, a large amount of research on mining pressure forecast, strata control, and mechanical equipment improvement of the LTCC technology has been carried out, which greatly advances the field application of the technology (Liu et al., 2009; Yu, 2016; Dou et al., 2014; Feng et al., 2011; Chen and Li, 2011; Yin, Yan, and An, 2008). In 2006, the LTCC technology was first applied to the exploitation in a 20 m thick coal seam at the Tashan Coal Mine in China (Yan et al., 2011). Ten years of mining at the Tashan Coal Mine has highlighted the importance of the support management in controlling the roof strata on the extra-thick LTCC face. The mining pressure is closely related to the structural features of the overlying strata and its movement laws (Yu, 2016; Dou et al., 2014; Feng et al., 2011). However, the distributions of three zones—caving zone, fracture zone, and deformation zone—on the fully mechanized caving longwalls changed significantly with the increase in thickness of the coal seam (Chen and Li, 2011). The behavior changes of the roof strata led to abnormal pressure in the mining face and resulted in the difficulty of surrounding rock control (Yin, Yan, and An, 2008; Liu et al., 2009; Yan et al., 2011; Gong and Jin, 2008). Therefore, the theoretical research focused on the behavior of overlying strata to reveal the laws of mining pressure has important theoretical significance and practical value.Many classical studies (Qian and Shi, 2003; Feng, 2010; Yu, 2015; Yu, Yan, and Liu, 2012) had been done to describe the behavior of overlying strata in the mining process. It has also been reported that magma intrusion causes an important effect on the surrounding rock, coal, and methane (Wang et al., 2005; Liu et al., 2007). On the one hand, the property and structure of the coal seam was obviously changed by the magma intrusion and resulted in a potential danger of a gas outburst during the mining process (Chen et al., 2012; Wang et al., 2014). On the other hand, the hard igneous strata and the joints occurred with the magma cooled, causing an abnormal behavior of overlying strata and resulting in a series of dynamic disasters during mining (Xuan, Xu, and Lu, 2014; Lu et al., 2016). In fact, many coal fields in China are intruded by igneous sill, including the Datong, Shuozhou, Huainan, and Xuzhou coal fields (Chen et al., 2014; Wu, 2011). The 3–5 coal seam at Tashan Coal Mine in Datong coal field is very thick and is intruded by a large area of layered lamprophyre rock. Face falls and shield failures occurred frequently during the face retreat."

The East Central Interceptor Sewer, commonly known as the ECIS Project, is the largest public works construction project awarded by the City of Los Angeles. The complexity of this $240 million project, together with the challenge created by the mandated 1,000 calendar days for construction completion, make this project a major interest for the tunneling industry. This paper will describe the ECIS tunnel project, currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor / Frontier-Kemper. Mining of the18.5 km (about 11 miles) long and 4.7 m (15ft-4in) diameter tunnel is underway with four Tunnel Boring Machines mining at the same time. Details on the mining machines, muck handling systems, innovative construction sequence, together with mining progress will be given.

Optimization of the rock cutting performance plays a major role in the tunneling operation. For a given set of tool and cutting environment, rock fragments may be chipped away in numerous manners and it is crucial to understand and be able to predict the dynamics at the cutter-rock interface. This paper presents rational and realistic 3D finite element modeling of rock cutting where typical computational issues ?such as contact formulation, appropriate rock material response, mesh distortion, and crack propagation? are overcome. Cutting forces and failure mechanisms in this finite element analysis are successfully validated by laboratory single-cutter scratching tests in sandstone.

Concrete pipes and small boxes have been installed by the jacking method. This paper will describe a recent project were large concrete boxes were installed by the jacking method. This project is in the city of Boston, MA. By now everyone in the USA knows something about this project. The project official name is The Central Artery/Tunnel Project (CA/T). This is the biggest public work project in the USA right now, with an estimated construction cost of 14 billions. The main objective of the CA/T project is to replace an existing artery built in the 1950s to increase capacity and safety. One section of the new artery will cross under several railroad tracks near the South Station. To construct the section of the new artery under these tracks, big concrete boxes were installed by the jacking method. The jacking method can be used to install pipes, small concrete boxes, and the CA/T project has demonstrated that big concrete road tunnel boxes can be installed by jacking.

INTRODUCTION As practiced today, longwall mining is a mechanical version of an established mining system. The equipment for longwall mining consists of four basic units: roof supports, face conveyor, winning or mineral-getting ma¬chine, and stage-loader conveyor. The system mines relatively thin slices of mineral across a predetermined face length in a virtually continuous sequence. As the winning machine cuts, the mineral is loaded automatically onto the face conveyor. In turn, the face conveyor is pushed over into the newly cut track by hydraulic rams attached to the conveyor and the roof supports. The roof supports then are lowered individu¬ally from the roof, advanced to the repositioned con¬veyor, and reset to the roof. At the end of the pass, the longwall cutter is pushed over, and a slice is taken in the opposite direction, so the system repeats itself. Fig. I illustrates a typical longwall mining system. The principle behind the longwall mining system is that the roof is supported only immediately adjacent to the worked seam, keeping the blocks of immediate roof clamped securely from the face to the rear of the sup¬ports. At the rear of the supports, the roof is allowed to fall and break up, with the swell of the broken material eventually establishing an equilibrium in the strata be¬hind the mined area. Fig. 2 illustrates the principle of longwall support. There are two distinct types of longwall mining. The longwall retreating system is the most common in the United States, South Africa, and Australia. The longwall advancing system is the most common in the re¬maining industrialized countries such as Britain, Ger¬many, Poland, and the Soviet Union. The longwall retreating system comprises a mining panel, where the roadways that form the head entry (end at which mineral is delivered from the face con¬veyor to a stage-loader conveyor) and the tail entry are predriven before the longwall units starts production. In the longwall advancing system, the longwall unit makes the head and tail entries as the face advances, utilizing various techniques to prevent the entries from being destroyed as they are left in a consolidating gob area. Fig. 3 illustrates the comparative approaches of the longwall retreating and advancing operations. 16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. Coeur d'Alene Mines Corporation's Thunder Mountain project in Valley County, Idaho, is one of the most remote active mining operations in the US. High altitude, heavy snows, and proximity to wilderness complicate operations in this environmentally sensitive area. Mining is conducted by conventional open pit techniques while processing utilizes on-off heap leaching and Merrill-Crowe zinc precipitation. The project is one of a few similar operations which detoxify the leached ore prior to its removal from the leach pads. Both leaching and neutralizing ( detoxifying) circuits are closed and independent loops. After leaching, alkaline chlorine solutions destroy residual cyanide in the heaps. Calcium hypochlorite solution for the cyanide destruction is prepared by injecting chlorine gas into milk of lime solution.

Resource Enterprises Inc. (REI) is exploiting the coalbed gas resource by working in unison with active underground mining operations. At REZ7s pilot project at the Soldier Canyon mine, Carbon County, UT, RE1 has drilled nearly 15.25 km (50,000 ft) of horizontal in-seam and slant boreholes during the initial two years of drilling activity. Produced gas has been sold to a natural gas transmission company on a continuous basis since mid 1983.

"When designing segmental lining at a cross passage, modern solutions try to bear the loads transferred around the opening within the rings by using shear elements in the ring joints. Commonly used shear systems providing coupling are cam & pocket, shear keys, bicones and steel dowels. These solutions have advantages and disadvantages, but most importantly they have limits in their capacity to stabilize the lining at cross passages. With the help of 3D-FE-analyses for an opening of one segmental ring these different solutions are compared taking various ground conditions into account. As a result the capacity of the individual system is determined. Notice is made regarding the applicability of the system as well as the consequences for the design and the verification. INTRODUCTION The design of the lining at a cross passage is among the most difficult tasks when designing TBM-tunnels. At one time the bedding of the lining disappears due to the excavation behind the lining, at another the ring-structure is interrupted when parts of the lining are removed for the opening. The trick is to transfer the loads around the opening into other segments and to areas of the lining which are still supported by the ground. In the rings immediately at the cross passage this creates a distribution of forces within the segments that strongly deviates from that of the regular lining. The design needs to consider the boundary conditions of the respectively chosen solution for stiffening of the opening and its peculiarities in the modeling as well as in the verifications. In the past segments of steel or an internal strutting of steel (DAUB 2013) placed around the later openings were commonly used, see Figure 1. The application of a strutting from the outside to the rings is restricted to such circumstances when for example a connection from a shaft to the tunnel can be made in suitable ground conditions (Ring and Glomp 2012). Though steel segments provide a robust solution, they are expensive due to their laborious manufacture, the high proportion of construction steel required and the time consuming installation in the tunnel (Häfliger 2013). A strutting of steel requires extensive design and verification. The resulting structure usually weighs several tons and must be erected as well as demounted within the confined space of the tunnel, requiring suitable transport and assembly equipment. The cross section remains restricted, thus causing a bottleneck for TBM operations and hindering the works and installations for the cross passage works."

The integrity of shale gas wells in longwall chain pillars under the influence of longwall mining is a safety concern for both coal and gas operators. Previous modeling studies of gas wells in longwall pillars have shown that a FLAC3D model can predict longwall-induced stresses and deformations in gas well casings with reasonable accuracy. The predicted casing deformations can be verified by multi-finger caliper survey. This study concerns the influence of longwall mining on eight shale gas wells in a shale gas well pad located in the chain pillars between two adjacent longwall panels under 1,030 feet of cover. FLAC3D modeling was performed to predict longwall-induced deformations in gas well casings based on site-specific mining and geological conditions. Small deformations less than 0.5 in were predicted in the intermediate casing above 600 ft depth, and very small casing deformations less than 0.15 in were predicted below 600 ft due to high abutment pressure and high frictional resistance along the weak bedding interfaces. After the first panel was mined, a 56-arm caliper survey was performed on one of the wells to measure the longwall-induced casing deformations in the intermediate casing. The predicted casing deformations were then compared with the measured deformations, which indicated that the prediction was generally in good agreement with the measurement in terms of deformation locations and magnitudes. Findings from this study provide valuable information not only for stability assessment of shale gas wells in longwall chain pillars but also for developing engineering guidelines to preserve casing integrity through adequate pillar and casing design.

The New Celebration Gold Mine is located 32 km south of the regional mining centre of Kalgoorlie. The current mill throughput is 1.7 million tonnes per annum with a gold production of around 120,000 ounces per year. The main source of ore for the mill comes from the Hampton Boulder and Pernatty pits. Over the last two years the oxide reserves from these pits have been depleted and the harder primary sulphide ores are now being processed. This change has led to a decrease in cyanide extractable gold.

The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

"From 2011–2016 there were 1,511 documented injures, including 7 fatalities, from ground falls in U.S. underground coal mines. The majority of these ground fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely utilized in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Mine Roof Simulator (MRS) in Pittsburgh, PA. The load-displacement characteristics of a 2.4-m x 3.7-m panel of 8-gauge welded screen were evaluated using a newly designed, large laboratory screen test frame with multiple load pull locations. This screen was tested in a configuration that simulates current installation practices in U.S. coal mines. In this study, the effects of displacement loading rate, load pull surface geometry, and the inclusion of roof channel on the screen performance were evaluated. Ultimately, the type of information obtained in this and similar studies can be used to aid in developing wire roof screen design criteria and to assist mine operators in the selection and use of roof screen in underground mines. INTRODUCTION Over 1,500 injures, including 7 fatalities, occurred from 2011–2016 from ground falls in U.S. underground mines with the majority of these ground-fall injuries caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Comptonet al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Pittsburgh Research Laboratory (PRL)."

The operation of large opencast mines in a densely populated area in the centre of Europe involves an inevitable interference in the region. Thus, this is only possible with general acceptance by the regional stakeholders. In order to achieve this general acceptance, it is necessary to develop sound common concepts and to engage in a continuous dialogue with the stakeholders. The aim is to create seminal structures of relevance to the regional economy, taking into account the interests of the various stakeholders like e.g. authorities, local governments, the regional public, and churches. The recultivation of the mined-out areas represents the offset for the mining activities. RWE Power has reached high acceptance of its recultivation. This high acceptance is illustrated by various examples, from biotopes to high-yield agriculture and recreational areas. Thus, recultivation covers all the elements of sustainable development from social compatibility to ecological as well as economic aspects. This is only achievable through an intensive stakeholder dialogue in the region: The communities concerned are intensively involved in the planning and approval process for the new landscape. As far as social compatibility - one of the aspects of sustainable development - is concerned, the necessary resettlement of whole villages is one of the principal challenges. Over the last few decades, RWE Power has developed an approach that is broadly recognised by the stake-holders in the region. The best proof for this is the high proportion of resettlees taking part in the joint resettlement scheme offered. This can only be achieved by constant involvement of the stakeholders in the resettlement process. In conclusion, it can be stated that RWE Power has implemented a well-functioning stakeholder dialogue that guarantees the general acceptance necessary for mining operations.

Many of us who have interacted with senior executives from leading oil and gas companies over the last few years on the subject of HSE performance have observed a marked shift in their engagement on this aspect of their business performance. There seems to be a shared impression that HSE performance will have markedly increased impact on their businesses going forward. On the back of this very real concern, many are taking material actions to secure a step change in their safety and environmental performance: hiring respected mainstream operational personnel to lead their HSE function; investing in capacity/skills development for HSE professionals to increase their effectiveness in addressing the needs of the business; taking a hard look at the efficacy of established management and audit programs (too much paper, not enough results?); investing in information management systems so they can have access to real time reliable performance indicators; and, critically, initiatives to reduce accident statistics (especially focused on fatalities and contractors? activities) and deliver meaningful reductions in their environmental footprints. Underpinning all of these actions is a clear sense that substantial, very well-intentioned activity and investment in HSE aspects of the business has not been hitting the mark and yielding too little return in terms of performance improvement. The very serious recent events on the US Gulf Coast and at a refinery in the US Pacific Northwest have added fuel to this fire. The need for approaches which will secure a step-change in performance on the front line in the global oil and gas industry has never been greater.
