INTRODUCTION The net smelter return (NSR) calculations made on various smelter-refiner alternatives, is usually done by taking the gross metal value less metal deductions, smelter-refiner charges and transportation-insurance costs. An important further step in the calculations is the financial charges imputed by refining time, transportation delays, to the time gold is returned (if tolled) or paid for if bought by the refiner. Metal that is priced in advance of payment also requires a forward premium that the mine may or may not be getting. This is a hidden cost that is often omitted from the calculations. Segmentation of each of the above costs are vital to see where improvements can be made through negotiations, better choice of metal pricing or transportation alternatives. BASIC NSR CALCULATIONS SMELTER-REFINER CHARGES Payable Metals - Treatment Refining Charges: Since these can vary from one smelter to another, the effect of a $25 per ounce price increase/decrease should be calculated and kept in mind. This effect is compared to differences in refining/treatment charge and a total smelter/refiner cost on a cost per ounce of dore, gold, or a dry ton of concentrate. Transportation - Insurance: Research has to be done on transportation alternatives perhaps with some assistance from the smelters, railroads or trucking companies. For dore, the U.S. postal service is viable and inexpensive. For railroads, deal with the regional office ie., B&N El Paso, if production warrants regular bulk shipments. Spot rates tend to be higher. A small mine producing concentrates usually goes to the nearest smelter due to extremely high transportation costs. Here is where a refiner can help. Insurance-Quotes for rates on dore/ concentrates are easily obtainable, but the mine has to shop for the best rates. Your insurance broker is the best source of this information. Differences between Mine and Smelter/Refiners Metal losses can be caused by the following: - Concentrate dry weight differences caused by moisture determination or faulty scales (often at the mine). - Sample bias by poor preparation practices on either side ie., grinding of the sample removing gold; or a poorly mixed concentrate. Dore bullion has no such difficulties.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

Under a cost-shared Department of Energy contract, awarded as part of the Coal Preparation Program&apos;s High Efficiency Preparation subprogram, Custom Coals International will be installing and testing a 227 kglhr micronized-magnetite cycloning circuit in PETC&apos;s Coal Preparation Process Research Facility. The project includes the design, construction, testing, and decommissioning of a fully integrated circuit complete with feed coal classification to remove the minus-30-micron material, dense-medium cycloning of the 300 by 30 micron feed coal using micronized magnetite (<10 microns), and medium recovery via drain & rinse screening and various stages and types of magnetic separation. This paper will describe the micronized-magnetite beneficiation technology and the scope of work for this project including an update on the status of the project, the circuit, and the proposed test plan.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek&apos;s customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. An article entitled "The Rule of the Geologist in the Industrial Mineral Field" by G. R. Gullet, was published in the August, 1967, issue of the Canadian Mining Journal. Mr. Gullet defined industrial minerals as follows: "Industrial minerals are largely non-metallic minerals and rocks that find value because of their physical or chemical properties." This definition is brief, but all-inclusive. Mr. Gullet continues, "They include all useful minerals and mineral commodities except those used as fuels and those from which metals are extracted. Factors in the evaluation of an industrial mineral deposit are generally as different from those used in the evaluation of a metal deposit as is the assessment of a potential oil field. The key to the successful development of an industrial mineral, deposit is more often a balance of accessibility, transport, and proximity to markets than to any natural quality advantage of the deposit itself."

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

Consolidation Coal Company, through the mining research division of Continental Oil Company, is now undertaking the installation of a full-scale hydraulic transportation system to carry coarse coal from the mine face to the preparation plant. The facility will include all elements of a fully integrated haulage system including face haulage for both longwall and continuous miner sections, multiple slurry feeds, hydraulic hoisting and 2.4 miles of overland slurry transport. This undertaking is a result of more than six years of extensive research and testing, some of which has been previously releasted to the literature. To provide a reference framework for system description, a brief history of recent coal mining technological developments will be discussed. Following World War II, mechanization resulted in mining machines that were bigger, faster, more powerful, and more reliable. These changes were essentially refinements in an established mining system. They made mining more efficient than before, but they did not change the system itself. By about the mid-1960&apos;s, it was apparent that further improvements in the extraction machinery would have a declining payoff, simply because .the worst bottlenecks were in other components of the mining system. A modern continuous miner cannot be run continuously because other operations underground cannot keep pace. In fact, most continuous miners today run at less than 20% of capacity. Consequently, in 1969 Consol and its parent company, Continental Oil, undertook a long-range R&D program to try to change the basic haulage system for the better. Most coal at present is removed from the mine by a hand-off system in which the coal is transferred from the continuous miner to a shuttle car, often with the aid of a separate loader; then from the shuttle car to a system of conveyor belts; and finally from the conveyors to rail cars. The system involves a large amount of moving equipment underground, many transfer points, and the everpresent chance of operational delays and safety hazards. By removing the haulage bottleneck, we believe we can speed up underground operations substantially; and perhaps more important, we could make it feasible to develop a whole new generation of mining equipment that is inherently safer. What we wanted was a truly flexible, continuous haulage system with inherent safety advantages. Ideally the system had to meet three major requirements: First, the coal had to enter the transport system at the face, and remain in that same system all the way to the preparation plant. Second, the system had to be flexible and extensible so that it could- follow the mining machine as it advances and retracts. And, third, the system must be inherently safer than current haulage technology.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

Larger mines spend millions of dollars annually on rock drilling tools, but often purchase based on historic consumption. The results vary from excess inventory to acute tools shortages. These lead to emergency sourcing, sometimes mixing products that don’t perform optimally. Boart Longyear analyzed the usage pattern of 96 thousand drill bits at thirteen different underground mining contracts, showing very high variability. The monthly standard deviation on a product level was 42%, with the highest for development and low volume bits. A new rule of thumb is suggested to carry only one month of safety stock for high volume bits, but increase to three months for low volume bits. This balance will reduce the risk of outages with less inventory. The accuracy can be improved by considering the specific conditions at each mine and reclassifying individual bits for a different safety stock level. Root cause analysis and collaborative forecasting between mines and suppliers can lead to further optimization of availability and inventory levels.

This paper deals with theoretical considerations and practical applications of ventilation network calculations, based on mass flow rates and performed by computer simulation in our deepest operating mine - Creighton. The paper also deals with natural ventilation. In the usually accepted air-flow theory, the air is assumed to behave like an incompresssible medium. This introduces considerable error where temperature and pressure changes are great. Therefore, any study of the air flow in deep mines, must take into account compressibility. Basing ventilation calculations on mass flow allows a distinction to be made between air leakage and such quantity changes which occur due to air density changes. The energy which is required to convey one pound of air through a mine can be obtained by adding all head losses hL (ft-lb) of the ventilation paths through which the air flows. However, this total energy will not be correctly expressed in a compressible fluid by summing all pressure losses PL = hL x d (ft-lb/ft3 = lb/ft2) d = density. There is a law of mass conservation, but no law of volume conservation. Natural ventilation is caused by the conversion of heat into mechanical energy and not by the difference in upcast and downcast densities, as often believed. In an existing mine natural ventilation can be determined correctly by plotting a pressure volume diagram and measuring the area ? [ ] vdP = hN, where v = specific volume, or by measuring the sum of all friction losses and work provided by a fan. These procedures are tedious. The natural ventilation head (hN) can be approximated by the equaticn hN =[ ] tdZ. Where T is the average absolute temperature, t air temperature and Z elevation. In Prof. R. Greuer&apos;s computer program this determination of hN is automatically done for every mesh of the network.

Located in Mojave, CA, The Soledad Mountain mine is an Open pit Heap-Leach gold Mine, which is operated by Golden Queen Mining Company LLC. under private capital. Open pit mining began in 2015 while full production was reached in 2016. The open pit mine feed a processing plant that can process more than 13K tons per day of ore which is sent to a heap leach pad. The Soledad Mountain project is a poly metallic deposit with Au and AG being recovered as payable metals. As the mine became bigger after moving to the east pit phases, Golden Queen was facing new challenges to control the production and accurately determine KPIs to improve/increase the production. To maximize returns and asset value, a new fleet management system (FMS) was adopted and implemented. The new FMS has enabled the mine to interconnect the different stages of the mining, as well as to recognize issues and implement the necessary corrections. With the associated increase in complexity in the process, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery. Implementation of new daily and weekly plans were needed to ensure the ore delivery and meeting the tonnage goals, while allowed the equipment operators to better geolocate and to maximize the equipment production. These conditions alongside with Golden Queen’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route the material from the mine, is critical to site success and some of these challenges have been overcome by the adoption of the new FMS, the implementation of daily and weekly plans and upgrades in the ore control workflow. Examples of how the integration of the new systems allowed golden Queen to improve production strategy, are discussed in this article.

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP &apos;s ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. The project was completed in 1998.

The 43rd Annual American Mining Hall of Fame Awards Banquet and Fundraiser, sponsored by the Mining and Minerals Education Foundation (MMEF), will be held Dec. 6 in Tucson, AZ. Each year, the MMEF honors a slate of individuals and companies who have made notable contributions to the advancement of the mining industry. This year’s distinguished nominees are: Kathleen L. Quirk, president and chief executive officer and a member of the board of directors of Freeport-McMoRan Inc. is the 2025 Hall of Fame Inductee. Quirk joined Freeport in 1989 and had responsibility for a broad range of corporate functions, including tax, investor relations, corporate development and treasury before being named chief financial officer in 2003. She was named president of Freeport in 2021 and became a member of the board of directors in 2023. As a senior member of the company’s executive team for more than 20 years, she has been instrumental in Freeport’s strategic planning and execution of company goals. During that period, Quirk was named Best CFO in Metals and Mining by Institutional Investor Research magazine on numerous occasions. She holds a bachelor of science in accounting from Louisiana State University.

The Goldstrike autoclave plant is designed for the pressure oxidation of 1363 t/d (1500 stpd) of refractory gold ore. The plant was commissioned in early February 1990 over a one week period - an unusually short period for a plant of this complexity. The rapid plant start-up is attributed to certain detailed design and control aspects of the plant. This paper discusses key features of the autoclave plant with emphasis on the design of the splash/flash system of heat recovery and the control systems. Commissioning and plant operations over the first three months are reviewed.

The terms environment and environmental control, when used in today&apos;s context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.
